4.2.8 Build the capacity of people with mental health conditions<br />

to participate in public affairs<br />

“Nothing about us without us”<br />

—Motto used by Disabled Peoples Organizations and other rights<br />

organizations as part of the global movement to achieve the full<br />

participation and equalization of opportunities for, by and with persons<br />

with disabilities.<br />

As discussed earlier in this report, civil society’s response to mental health issues<br />

currently is insufficient. Most countries lack mental health service user groups.<br />

Embryonic movements, such as those described in Box 17, are starting in some<br />

low- and middle-income countries, but organizations such as these are unfortunately<br />

few and far between; they must be further encouraged, supported, and<br />

multiplied.<br />

Country experiences: fostering consumer organizations for people<br />

with mental health conditions<br />

InGauteng,SouthAfrica,theConsumerAdvocacyMovementadvocatesfor<br />

theneedsandrightsofmentalhealthcareusers.Itsexecutivecommittee<br />

consistsofsixmentalhealthcareusers.Sinceitscreationin2006,ithas<br />

grownrapidly<strong>int</strong>oanactivemovementof280members.Thecommittee<br />

playsavitalroleinraisingawarenessofmentalhealthissues,andin<br />

supportingmentalhealthcareusersandtheirfamilies.Themovementalso<br />

issuesabiannualconsumeradvocacyjournal,whichiswrittenbymental<br />

healthcareusers. 232<br />

InZambia,theMentalHealthUsersNetworkofZambiaprovidesaforum<br />

throughwhichusersofmentalhealthservicescansupporteachotherand<br />

exchangeideasandinformation.Theorganizationchampionsthehuman<br />

rightsofpeoplewithmentalhealthconditions,andworkswithgovernment<br />

departments,nationaland<strong>int</strong>ernationalnongovernmentalorganizations,<br />

andthemediatofulfilitsobjectives.Activitiesinclude:identifyingneedsand<br />

lobbyingforrightsandservicesforpeoplewithmentalhealthconditions;<br />

contributingtotherevisionofmentalhealthlegislation;mobilizingand<br />

sensitizingcommunitiesaroundmentalhealthissues;helpingtomitigate<br />

theimpactofHIV/AIDSonpeoplewithmentalhealthconditions;visitingthe<br />

homesofpeoplewithmentalhealthconditionsandsensitizingtheirfamily<br />

andcommunitymembers;andparticipatingonradioshows. 233<br />
