An early public scoping meeting was held on July 29, 2009 to obtain verbal and written<br />
comments on the project’s Purpose and Need, alternatives currently under consideration,<br />
and anticipated environmental issues and studies. Feedback obtained during the meeting<br />
on the proposed alignments and transportation technologies will be considered during<br />
the preliminary engineering and environmental studies. Written comments are still being<br />

Planning for a World Class<br />
TransPorTaTion sysTem<br />
<strong>Anaheim</strong> is one <strong>of</strong> the top tourist destinations in the nation,<br />
attracting more than 20 million visitors annually from all<br />
over the world. Visitors flock to <strong>Anaheim</strong> for our convention<br />
facilities, sporting events and other entertainment venues,<br />
including The Disneyland Resort, The Shops at <strong>Anaheim</strong><br />
GardenWalk, <strong>Anaheim</strong> Convention Center, The Grove<br />
Theatre <strong>of</strong> <strong>Anaheim</strong>, Angel Stadium <strong>of</strong> <strong>Anaheim</strong>, the Honda<br />
Center, and the thousands <strong>of</strong> hotel rooms at convention<br />
facilities that are not only major tourism destinations, but a<br />
primary source <strong>of</strong> employment for the region. With planned<br />
developments such as the Platinum Triangle and The<br />
<strong>Anaheim</strong> Resort expansion, the <strong>City</strong> is planning ahead to<br />
accommodate the transportation needs <strong>of</strong> the future.<br />
As part <strong>of</strong> this plan, the <strong>Anaheim</strong> Fixed-Guideway Project is<br />
being developed in the heavily-traveled east-west corridor<br />
between the Platinum Triangle and The <strong>Anaheim</strong> Resort.<br />
The fixed-guideway will provide safe, convenient, frequent<br />
and easy-to-navigate connections for residents, workers and<br />
visitors to both local activity centers and important regional<br />
destinations. This connection to jobs and activity centers<br />
will benefit the entire region by facilitating greater access<br />
through the planned <strong>Anaheim</strong> Regional Transportation<br />
Intermodal Center (ARTIC).<br />
Through a partnership with the Orange County<br />
Transportation Authority (OCTA), the <strong>City</strong> <strong>of</strong> <strong>Anaheim</strong> is<br />
preparing an alternatives analysis, environmental studies<br />
and preliminary engineering for the Fixed-Guideway Project,<br />
a process that will see abundant opportunities for public<br />
participation and feedback.<br />
We thank OCTA for helping us reach our goal <strong>of</strong> improving<br />
regional mobility, improving safety for all travelers and<br />
visitors, preserving and enhancing the natural built<br />
environment <strong>of</strong> the area and supporting<br />
economic development.<br />
What is go local?<br />
Go Local is a 4-step program created by OCTA to provide funding<br />
through transit grants for Orange County cities to improve<br />
transportation access to Metrolink Commuter Rail service.<br />

Transit Corridor Study<br />
aBoUT THe sTUdy area<br />
Most <strong>of</strong> <strong>Anaheim</strong>’s attractions and new developments are located within<br />
a 4.8-square-mile area bordered by Ball Road to the north, the Santa Ana<br />
River to the east, Orangewood Avenue to the south and 9th Street to<br />
the west. Traffic is congested, with several <strong>of</strong> the area’s streets seeing in<br />
excess <strong>of</strong> 40,000 vehicles per day. This culturally rich and diverse area has<br />
a high employment density, with more than 73,000 current jobs. The area<br />
is expected to grow” so its 101% by 2035, well beyond Orange County’s<br />
expected growth rate <strong>of</strong> 19%. This growth will be due in large part to the<br />
Platinum Triangle development, a planned 820-acre project that will bring<br />
to the area a mix <strong>of</strong> high-density urban housing, commercial retail and<br />
<strong>of</strong>fice space.<br />
BaCKgroUnd<br />
In 2007, the <strong>City</strong> <strong>of</strong> <strong>Anaheim</strong> – in conjunction with OCTA’s Go Local<br />
Program – developed a Transit Master Plan to guide the development<br />
and implementation <strong>of</strong> transportation projects over the next 25 years.<br />
The Plan, which was based on technical studies and public feedback,<br />
was intended to address current and future mobility needs in the <strong>City</strong>.<br />
Through a competitive application process, the OCTA Board <strong>of</strong> Directors<br />
allocated Go Local funds to <strong>Anaheim</strong> to prepare environmental studies<br />
and conceptual engineering for a fixed-guideway project.<br />

The <strong>Anaheim</strong> Fixed-Guideway is envisioned to<br />
operate as a high-capacity transportation system,<br />
providing convenient and efficient transfers to<br />
Metrolink, Amtrak, Bus Rapid Transit (BRT), local bus<br />
and future high-speed train services at ARTIC. The<br />
system will connect residents, workers and visitors<br />
to ARTIC, the <strong>Anaheim</strong> Convention Center, the<br />
Platinum Triangle and The <strong>Anaheim</strong> Resort.<br />
This study will define an alignment (route) and<br />
transit technology (mode) for the guideway system,<br />
addressing transportation issues and challenges<br />
related to highway congestion, transit, population<br />
and employment, parking demand and air quality in<br />
the corridor.<br />
The goals <strong>of</strong> the project include:<br />

Initial project alternatives being studied include a No-<br />
Build alternative, a Transportation System Management<br />
alternative, a Bus alternative with two operational<br />
variations, and three Rail alternatives, as follows:<br />
• No-Build Alternative – Includes all programmed<br />
transportation improvements in the greater<br />
project area through the year 2035, excepting all<br />
elements <strong>of</strong> the <strong>Anaheim</strong> Fixed-Guideway Project.<br />
• Transportation System Management (TSM)<br />
Alternative – Focuses on low-cost improvements<br />
to the project area transportation system, such as<br />
enhanced local bus service, skip stop and express<br />
service, improved traffic signal timing, timed<br />
transfers and incentivized carpooling.<br />
• BRT Alternatives – Two operational variations for<br />
bus rapid transit (BRT) services in an at-grade<br />
configuration are envisioned. One variation<br />
would operate in mixed-flow/general purpose<br />
traffic lanes with other public and private vehicles;<br />
the other would operate in a dedicated lane or<br />
guideway.<br />
• Rail Alternatives – A variety <strong>of</strong> automated fixedguideway<br />
transit technologies, such as monorail,<br />
automated people mover, low-speed magnetic<br />
levitation, and personal rapid transit will be<br />
considered along three alternative alignments –<br />
“Rail Central,” “Rail North,” and “Rail Central/Split” -<br />
elevated over local streets for the approximately 3.5<br />
miles between ARTIC and The <strong>Anaheim</strong> Resort.<br />
All bus and rail alternatives incorporate alignment<br />
variations along certain segments. General locations<br />
will be evaluated to identify the most feasible and<br />
productive stations/stops for each alternative.<br />
Over the next 18 months, the <strong>City</strong> <strong>of</strong> <strong>Anaheim</strong> will prepare an alternatives analysis, environmental studies and conceptual engineering, including<br />
an Alternatives Analysis (AA) Report and a combined Draft Environmental Impact Statement/Draft Environmental Impact Report (Draft EIS/Draft<br />
EIR) to meet federal and state requirements. The environmental studies will identify in detail the impacts and benefits <strong>of</strong> a fixed-guideway system<br />
in order to determine a locally preferred alternative, which will advance to the next phase <strong>of</strong> development and implementation.<br />
Public involvement is important throughout the process and numerous opportunities to get involved will be provided by the time the Draft<br />
EIS/Draft EIR is anticipated to be released in summer 2010. A public hearing will be held during the circulation period <strong>of</strong> the Draft EIS/Draft EIR.<br />

and Clementine Street, and a Disney service road. This alternative will<br />
study operating the bus system in both mixed-flow/general purpose<br />
