Anaheim is one of the top tourist destinations in the nation,
attracting more than 20 million visitors annually from all
over the world. Visitors flock to Anaheim for our convention
facilities, sporting events and other entertainment venues,
including The Disneyland Resort, The Shops at Anaheim
GardenWalk, Anaheim Convention Center, The Grove
Theatre of Anaheim, Angel Stadium of Anaheim, the Honda
Center, and the thousands of hotel rooms at convention
facilities that are not only major tourism destinations, but a
primary source of employment for the region. With planned
developments such as the Platinum Triangle and The
Anaheim Resort expansion, the City is planning ahead to
accommodate the transportation needs of the future.
As part of this plan, the Anaheim Fixed-Guideway Project is
being developed in the heavily-traveled east-west corridor
between the Platinum Triangle and The Anaheim Resort.
The fixed-guideway will provide safe, convenient, frequent
and easy-to-navigate connections for residents, workers and
visitors to both local activity centers and important regional
destinations. This connection to jobs and activity centers
will benefit the entire region by facilitating greater access
through the planned Anaheim Regional Transportation
Intermodal Center (ARTIC).
Through a partnership with the Orange County
Transportation Authority (OCTA), the City of Anaheim is
preparing an alternatives analysis, environmental studies
and preliminary engineering for the Fixed-Guideway Project,
a process that will see abundant opportunities for public
participation and feedback.
We thank OCTA for helping us reach our goal of improving
regional mobility, improving safety for all travelers and
visitors, preserving and enhancing the natural built
environment of the area and supporting
economic development.
What is go local?
Go Local is a 4-step program created by OCTA to provide funding
through transit grants for Orange County cities to improve
transportation access to Metrolink Commuter Rail service.
Most of Anaheim’s attractions and new developments are located within
a 4.8-square-mile area bordered by Ball Road to the north, the Santa Ana
River to the east, Orangewood Avenue to the south and 9th Street to
the west. Traffic is congested, with several of the area’s streets seeing in
excess of 40,000 vehicles per day. This culturally rich and diverse area has
a high employment density, with more than 73,000 current jobs. The area
is expected to grow” so its 101% by 2035, well beyond Orange County’s
expected growth rate of 19%. This growth will be due in large part to the
Platinum Triangle development, a planned 820-acre project that will bring
to the area a mix of high-density urban housing, commercial retail and
office space.
BaCKgroUnd
In 2007, the City of Anaheim – in conjunction with OCTA’s Go Local
Program – developed a Transit Master Plan to guide the development
and implementation of transportation projects over the next 25 years.
The Plan, which was based on technical studies and public feedback,
was intended to address current and future mobility needs in the City.
Through a competitive application process, the OCTA Board of Directors
allocated Go Local funds to Anaheim to prepare environmental studies
and conceptual engineering for a fixed-guideway project.
PROCESS
A “fixed-guideway” describes
a system where transit
vehicles operate on a
dedicated alignment, such
as rail or track. There are a
variety of automated fixedguideway
technologies that
could operate on this type of
alignment, such as monorail,
automated people mover,
Maglev, BRT or personal
rapid transit.
The Anaheim Fixed-Guideway is envisioned to
operate as a high-capacity transportation system,
providing convenient and efficient transfers to
Metrolink, Amtrak, Bus Rapid Transit (BRT), local bus
and future high-speed train services at ARTIC. The
system will connect residents, workers and visitors
to ARTIC, the Anaheim Convention Center, the
Platinum Triangle and The Anaheim Resort.
This study will define an alignment (route) and
transit technology (mode) for the guideway system,
addressing transportation issues and challenges
related to highway congestion, transit, population
and employment, parking demand and air quality in
the corridor.
The goals of the project include:
• Improve local and regional mobility and
reliability for residents, workers and visitors
•
Improve safety for all travelers in the study area
• Improve accessibility for residents, workers and
visitors to employment and other activity centers
• Preserve and enhance the natural and built
environment within the study area
• Support the economic development and land
use goals and policies
Initial project alternatives being studied include a No-
Build alternative, a Transportation System Management
alternative, a Bus alternative with two operational
variations, and three Rail alternatives, as follows:
• No-Build Alternative – Includes all programmed
transportation improvements in the greater
project area through the year 2035, excepting all
elements of the Anaheim Fixed-Guideway Project.
• Transportation System Management (TSM)
Alternative – Focuses on low-cost improvements
to the project area transportation system, such as
enhanced local bus service, skip stop and express
service, improved traffic signal timing, timed
transfers and incentivized carpooling.
• BRT Alternatives – Two operational variations for
bus rapid transit (BRT) services in an at-grade
configuration are envisioned. One variation
would operate in mixed-flow/general purpose
traffic lanes with other public and private vehicles;
the other would operate in a dedicated lane or
guideway.
• Rail Alternatives – A variety of automated fixedguideway
transit technologies, such as monorail,
automated people mover, low-speed magnetic
levitation, and personal rapid transit will be
considered along three alternative alignments –
“Rail Central,” “Rail North,” and “Rail Central/Split” -
elevated over local streets for the approximately 3.5
miles between ARTIC and The Anaheim Resort.
All bus and rail alternatives incorporate alignment
variations along certain segments. General locations
will be evaluated to identify the most feasible and
productive stations/stops for each alternative.
Over the next 18 months, the City of Anaheim will prepare an alternatives analysis, environmental studies and conceptual engineering, including
an Alternatives Analysis (AA) Report and a combined Draft Environmental Impact Statement/Draft Environmental Impact Report (Draft EIS/Draft
EIR) to meet federal and state requirements. The environmental studies will identify in detail the impacts and benefits of a fixed-guideway system
in order to determine a locally preferred alternative, which will advance to the next phase of development and implementation.
Public involvement is important throughout the process and numerous opportunities to get involved will be provided by the time the Draft
EIS/Draft EIR is anticipated to be released in summer 2010. A public hearing will be held during the circulation period of the Draft EIS/Draft EIR.
