II. Inventory and Analysis<br />

The <strong>Village</strong> <strong>of</strong> <strong>Spencerport</strong> is somewhat unique in that it has its own electric service—<strong>Spencerport</strong> Municipal Electric (SME). Located<br />

adjacent to the <strong>Village</strong> Plaza is a substation that is powered by a Rochester Gas & Electric (RG&E) transmission line; which runs along the<br />

canal through the <strong>Village</strong> Plaza. SME provides low cost reliable electric as compared to public power electric rates. Providing low cost<br />

electric is and should continue to be marketed by the <strong>Village</strong> to perspective land owners.<br />

The RG&E transmission line runs between the plaza and the canal with overhead wires and is referred to as circuit #917. This<br />

transmission line carries high voltage and is an important in RG&E’s western network. This line is also critical to SME as this is the power<br />

supply for the <strong>Village</strong> <strong>of</strong> <strong>Spencerport</strong>. One picture below illustrates an aerial photograph <strong>of</strong> the SME substation located adjacent to the<br />

<strong>Village</strong> Plaza. The other photograph illustrates the RG&E transmission line and SME distribution lines that run through the plaza.<br />

Currently, the SME substation is clearly visible from the back <strong>of</strong> the plaza and East Avenue and is surrounded by a chain link fence with<br />

barbed wire. There are multiple utility poles and overhead wires at the back <strong>of</strong> the plaza (south side <strong>of</strong> East Avenue) in the middle <strong>of</strong><br />

parking areas. Screening <strong>of</strong> the substation is limited to a couple <strong>of</strong> trees on the west side <strong>of</strong> the substation adjacent to the public parking<br />

area.<br />
