DR. KAREN PURNELL<br />
Managing Director, ITOPF<br />
Karen Purnell is a chartered chemist and a<br />
member of the Royal Society of Chemistry.<br />
Prior to joining ITOPF in 1994 she was a<br />
Project Manager involved in nuclear/toxic<br />
waste management and environmental<br />
remediation. She was promoted to Managing<br />
Director in May 2009.<br />
ALFRED POPP<br />
QC, Administrator of the<br />
Ship-Source Oil Pollution Fund<br />
Has enjoyed a long career as a successful<br />
lawyer, most of it devoted to the development<br />
of Canadian and international maritime law.<br />
He joined the public service of Canada in 1970.<br />
In 1975 he joined the Canadian delegation<br />
to the Legal Committee of the International<br />
<strong>Maritime</strong> Organization (IMO), becoming its<br />
chairman in 1993, a position that he held<br />
until his retirement from the public service in<br />
2005. In his years as chairman, he also chaired<br />
several diplomatic conferences leading to<br />
the adoption of a number of international<br />
conventions, including the 1992 Protocols to<br />
Convention on Civil Liability for Oil Pollution<br />
Damage (CLC) and the Convention on the<br />
Establishment of an International Fund for<br />
Compensation for Oil Pollution Damage (IOPC<br />
Fund), the 1996 HNS Convention, including<br />
the Protocol adopted in April 2010, and the<br />
2003 Protocol leading to the establishment<br />
of the Supplementary Fund. Over the years<br />
in the public service of Canada, he acted<br />
as legal advisor on a number of maritime<br />
legislative projects, including the amendments<br />
to Canadian legislation that led to the<br />
establishment of the Ship Source Oil Pollution<br />
Fund. In 2006 he was awarded the prestigious<br />
International <strong>Maritime</strong> Prize by the IMO, as<br />
well as the Commissioner’s Commendation<br />
for outstanding contribution on behalf of the<br />
Canadian Coast Guard and the Distinguished<br />
Public Service Medal of the US Coast Guard.<br />
He is a titulary member “honoris causa” of the<br />
Comite <strong>Maritime</strong> International. He was made<br />
a Queen’s Counsel (QC) in 1986. In December<br />
2007 he was appointed Administrator of the<br />
Ship Source Oil Polution Fund.<br />
RICHARD JOHNSON<br />
Technical Director, ITOPF<br />
Richard Johnson is a marine biologist and<br />
holds a Masters degree in Radiation and<br />
Environmental Protection. His previous<br />
employment included investigation of<br />
fallout from the Chernobyl accident and<br />
assessing radioactive contamination of<br />
the marine environment. He joined ITOPF<br />
in 1994 and was promoted to Technical<br />
Director in September 2009.<br />
INDUSTRY/GOVERNMENT COOPERATION<br />
AND THE ROLE OF ITOPF IN SPILL<br />
RESPONSE<br />
Government and Industry play different<br />
roles in spill response in different parts of<br />
the world, but in all cases cooperation is<br />
the best way to mitigate pollution damage,<br />
both from an environmental and economic
standpoint. ITOPF (International Tanker<br />
Owners Pollution Federation) has a role to<br />
play in this relationship.<br />
ITOPF is funded by the global shipping<br />
industry with the aim of promoting<br />
effective response to spills of oil and<br />
chemicals in the marine environment.<br />
The Federation is usually invited to attend<br />
an incident by its shipowner Members<br />
or Associates and their P&I Clubs, or the<br />
International Oil Pollution Compensation<br />
Fund, and will work closely with the lead<br />
government and response agencies,<br />
victims and concerned stakeholders.<br />
ITOPF is a small, but experienced team<br />
of well-qualified, practically-minded<br />
scientists and engineers that has attended<br />
nearly 700 incidents in 99 countries in its<br />
forty year existence. Assistance extends<br />
beyond advising on clean up activities,<br />
and includes helping to reduce any<br />
pollution-associated losses, for example<br />
in the fisheries/mariculture sectors, whilst<br />
we are also often asked to provide an<br />
objective assessment of the technical<br />
merits of claims for compensation. Other<br />
technical services include contingency<br />
planning & advisory work, training &<br />
education, research & development (R&D)<br />
and providing Information.<br />
ITOPF Membership comprises some 6,000<br />
tanker owners and bareboat charterers,<br />
representing 10,800 tank ships, which is<br />
virtually all of the world’s oil and chemical<br />
tank vessel tonnage (>320million GT). In<br />
addition, owners and bareboat charterers<br />
of non-tank ships can become Associates<br />
of ITOPF, and they account for a further<br />
530 million GT.<br />
DR PETER M SWIFT<br />
Managing Director, INTERTANKO<br />
Peter Swift is Managing Director of<br />
INTERTANKO (The International Association<br />
of Independent Tanker Owners), whose<br />
members are 250+ oil and chemical tanker<br />
owners and 300+ associate members from<br />
related companies. INTERTANKO’s members<br />
are committed to continuous improvement in<br />
the Tanker Industry and are striving to achieve<br />
the goals of zero fatalities, zero pollution and<br />
zero detentions.<br />
Swift is a member of the Advisory Board<br />
of the Green Award, is Chairman of the<br />
Korean Register’s European Committee,<br />
a member of the American Bureau of<br />
Shipping and a Director of the <strong>Maritime</strong><br />
Industry Foundation.<br />
He is a Naval Architect, with a doctorate in<br />
Marine Transportation Economics.<br />
DAVID COTTERELL<br />
Director, OCIMF<br />
Captain David Cotterell commenced a<br />
seagoing career with Shell Tankers (UK) Ltd<br />
in 1974 progressing to Master and gaining<br />
experience in the operation of Crude, Product,<br />
LNG, LPG, Chemical and Bulk Carriers. In<br />
1993 David moved into tanker operations<br />
in London with Shell International Shipping<br />
Co. Ltd. and later held maritime roles in<br />
both upstream and downstream businesses.<br />
David joined the shipping leadership team of<br />
Shell International Trading and Shipping Co.<br />
Ltd. in 2005 as General Manager <strong>Maritime</strong><br />
Standards (Governance) with responsibility<br />
for Independent Assurance of <strong>Maritime</strong><br />
Assets and Interfaces, Tanker Vetting,
HSSE and development of marine skillpool.<br />
During the following 5 years he led<br />
the development of Shell Group standards<br />
governing maritime operations across the<br />
Royal Dutch Shell Group.<br />
David has enjoyed a long association with<br />
organizations promoting standards within<br />
the shipping industry. Formerly chairing the<br />
OCIMF SIRE Focus Group, OCIMF’s General<br />
Purposes Committee and the Greenhouse<br />
Gas Task Force.<br />
David is a Freeman of the City of London and<br />
a Liveryman of the Honorable Company of<br />
Master Mariners through which he works to<br />
mentor cadet officers and promote careers<br />
in the merchant navy.<br />
David joined OCIMF as Director in April 2010.<br />
GRAHAM WESTGARTH<br />
President, Teekay Marine Services<br />
Graham Westgarth joined Teekay in 1999<br />
as President of Teekay Marine Services. In<br />
this role, he is responsible for the day-today<br />
operations of the Teekay fleet that is in<br />
excess of 150 vessels, and close to 5,000 multidisciplined<br />
sea and shore staff. Graham’s<br />
mandate includes newbuildings, conversions,<br />
repair and maintenance, manning and<br />
training, procurement, marine, and last but by<br />
no means least, health, safety, environment,<br />
and quality. He has over 39 years of industry<br />
experience, 17 of which were at sea, including<br />
5 years command experience. Prior to<br />
joining Teekay, Graham spent 12 years with<br />
the Maersk Company heading up its UK flag<br />
fleet. During this period, he established and<br />
was the general manager of AP Moller’s FPSO<br />
operations in the UK sector of the North Sea.<br />
In 2006, Graham relocated to Norway for 8<br />
months following the acquisition of Petrojarl<br />
ASA, and as interim CEO successfully led the<br />
company and integrated it into Teekay. In<br />
August 2007, he resumed his position in<br />
Vancouver. Graham has completed the<br />
Columbia Business School Senior Executive<br />
Development Program, and held a number<br />
of Board positions over the years, currently<br />
including North of England P&I Association,<br />
and the ABS Council. He is currently Chairman<br />
of INTERTANKO.<br />
PROACTIVE ENVIRONMENTAL INITIATIVES<br />
FROM A SHIPOWNER’S PERSPECTIVE<br />
The presentation will open by providing<br />
an overview of the environmental impacts<br />
of shipping, and its overall efficiency when<br />
compared to other modes of transport<br />
Thereafter, the focus will be on outlining<br />
opportunities to improve the environmental<br />
footprint of vessels through various operational<br />
and technical measures, using real time examples<br />
and data to demonstrate proof of concept.<br />
Finally, a brief overview will be provided of how,<br />
by using an innovative approach to design of<br />
vessels, even further gains may be achieved in<br />
the future.<br />
DONALD ROUSSEL<br />
Director General, Marine Safety,<br />
Transport Canada.<br />
Mr. Donald Roussel was appointed Director<br />
General, Marine Safety, Transport Canada,<br />
in October 2008. His responsibilities<br />
include developing, coordinating, enforcing
and managing national safety legislation,<br />
policies, standards and regulatory controls<br />
governing Canada’s marine transportation<br />
and pilotage systems and services; managing<br />
the Navigable Waters Protection Program;<br />
approving environmental response systems;<br />
regulating and licensing of vessels; examining<br />
and certifying seafarers; and, establishing<br />
and maintaining international liaison.<br />
Mr. Roussel is Chairman of the Canadian<br />
Marine Advisory Council and the Canadian<br />
representative at numerous International<br />
<strong>Maritime</strong> Organization and International<br />
Labour Organization meetings for the<br />
Marine Sector.<br />
Before joining Transport Canada in 1988,<br />
Mr. Roussel worked as a Marine Engineer<br />
for Canadian and foreign companies. From<br />
1988 to 2000, he served as Senior Surveyor<br />
and Manager of the Transport Canada<br />
Centre in the Quebec region. He joined the<br />
Headquarters’ Marine Safety Directorate<br />
in 2000 as Manager, Marine Occupational<br />
Health and Safety and then became Director,<br />
Personnel Standards and Pilotage. In<br />
January 2007, he became Executive Director,<br />
Regulatory Services and Quality Assurance,<br />
until his recent appointment as Director<br />
General, Marine Safety.<br />
He holds a Master’s degree in <strong>Maritime</strong><br />
Resources Management, Marine<br />
Transportation, as well as professional<br />
certifications as First-Class Certificate<br />
Motor Vessel and Second- Class<br />
Certificate Steam Vessel.<br />
REAR ADMIRAL JAMES<br />
WATSON<br />
Deputy Commander, Atlantic Area and<br />
Defense Force East, USCG<br />
Rear Admiral James Watson assumed<br />
duties as Deputy Commander, Coast Guard<br />
Atlantic Area Command in April 2010. Prior<br />
to that, he had served as Atlantic Area’s first<br />
Director of Operations, with operational<br />
assets that include 147 cutters, 97 aircraft<br />
and 1,106 boats in 26 Sectors east of the<br />
Rocky Mountains.<br />
Rear Admiral Watson was promoted to flag<br />
rank in 2007. His first flag assignment was<br />
Director of Prevention Policy for Marine<br />
Safety, Security and Stewardship, Coast Guard<br />
Headquarters, Washington DC where he was<br />
responsible for Waterways Management,<br />
Boating Safety, Commercial Vessel Safety and<br />
Security, Ports and Cargo Safety and Security,<br />
<strong>Maritime</strong> Investigations, and Quality Traveling<br />
Inspectors.<br />
He served as Chief of Staff of the Seventh<br />
Coast Guard District in Miami FL from 2006<br />
to 2007. From 2004 to 2006 he was Chief,<br />
Office of Budget and Programs, Coast Guard<br />
Headquarters.<br />
Prior field assignments include: Commanding<br />
Officer Marine Safety Office Miami (2001-<br />
2004), Commanding Officer Marine Safety<br />
Office San Diego (1995-1998), Executive<br />
Officer Marine Safety Office Savannah (1992-<br />
1995), Chief of Port Operations Marine<br />
Safety Office Puget Sound (1989-1992), and<br />
Engineering Officer/Student Engineer USCGC<br />
Bibb (1978-1980).
Headquarters staff assignments have included:<br />
Program Reviewer - Office of Budget and<br />
Programs (1998-2000), Staff Naval Architect -<br />
USCG Marine Safety Center (1986-1989), Staff<br />
Engineer – Marine Technical and Hazardous<br />
Materials Division (1980-1983).<br />
Rear Admiral Watson graduated from the Coast<br />
Guard Academy in 1978 with a Bachelors<br />
of Science degree in Marine Engineering.<br />
In 1985 he earned two Master of Science<br />
degrees in Mechanical Engineering and<br />
Naval Architecture from the University of<br />
Michigan. In 2001 he graduated from the<br />
Industrial College of the Armed Forces with<br />
a Master of Science degree in Strategic<br />
Studies.<br />
Rear Admiral Watson has been a member of<br />
the Society of Naval Architects and Marine<br />
Engineers since 1978. He was recognized<br />
as the International Propeller Club of the<br />
United States “Southeast Region Person<br />
of the Year” in 2004. His personal military<br />
awards include three Legions of Merit, two<br />
Meritorious Service Medals, and six Coast<br />
Guard Commendation Medals.<br />
PANEL TOPIC – PREVENTION AND<br />
RESPONSE: GOVERNMENT & INDUSTRY<br />
PARTNERSHIP<br />
History has shown disasters can occur<br />
anywhere, including the maritime<br />
environment. Establishing relationships<br />
before an event occurs and collaboration<br />
between Government and Industry is<br />
essential during any response. These<br />
principles were particularly evident during<br />
the Deepwater Horizon oil spill in the Gulf<br />
of Mexico. One of the many challenges<br />
encountered during the Deepwater Horizon<br />
response was communicating with the<br />
public and other agencies the collaboration<br />
relationship the government must have with<br />
the Responsible Party to ensure a quick and<br />
effective response.<br />
MICHAEL BROAD<br />
President, Shipping Federation of Canada<br />
Michael Broad has been President of the<br />
Shipping Federation of Canada since January<br />
1, 2004. Prior to assuming his position at the<br />
Federation, he was President of B & K Shipping<br />
Agency Ltd., a maritime agency with offices in<br />
Toronto & Montreal. He was also a member<br />
of the Federation’s Board of Directors from<br />
1987 to 2003 and served as Chairman from<br />
1997-1998.<br />
He is a board member of several community<br />
organizations, including Mariners House of<br />
Montreal. Mr. Broad holds a Bachelor of<br />
Commerce from Loyola College and a Master<br />
of Business Administration from the University<br />
of Western Ontario.<br />
Incorporated by an Act of Parliament in<br />
1903, the Shipping Federation of Canada<br />
acts as the pre-eminent voice of shipowners,<br />
operators and agents involved in Canada’s<br />
world trade. Its main areas of activity are<br />
advocacy, education, information and<br />
operations, all of which are provided to<br />
members in the interests of achieving a<br />
safe, efficient, competitive, environmentallyresponsible<br />
and quality-oriented marine<br />
transportation system.
VIJA PORUKS<br />
ASSISTANT COMMISSIONER,<br />
CANADIAN COAST GUARD<br />
Ms Vija Poruks became the Assistant<br />
Commissioner, Canadian Coast Guard<br />
– Pacific in June 2007. In this capacity, she is<br />
responsible to the Commissioner, Canadian<br />
Coast Guard for the management and<br />
direction of the Coast Guard fleet and all Coast<br />
Guard programs in Pacific Region.<br />
Ms Poruks began her career in the Public<br />
Service in 1982 with Transport Canada,<br />
where she held several progressively more<br />
responsible positions with the Canadian<br />
Coast Guard, serving in the areas of contract<br />
administration and management, materiel<br />
and supply, real property, and project<br />
management. In 1991, she was promoted to<br />
Regional Manager, Materiel and Contracting<br />
and Facilities Services for Transport Canada.<br />
She remained in this position until 1997, when<br />
the Canadian Coast Guard moved to Fisheries<br />
and Oceans (DFO), and she became the Head<br />
of Accounting Operations for DFO.<br />
In 1998, Ms Poruks returned to Canadian<br />
Coast Guard operations in the area of Marine<br />
Programs, and worked for brief periods of<br />
time on the modernization of lightstations and<br />
as Superintendent of Marine Communications<br />
and Traffic Services. In 1999, she was<br />
appointed Director of Technical Services,<br />
responsible for electronics engineering and<br />
maintenance, vessel repair, and facilities<br />
maintenance and construction. In 2001, Ms<br />
Poruks was promoted to Regional Director<br />
of Technical Services for Public Works<br />
and Government Services (PWGSC) in<br />
Vancouver, and after several years, moved<br />
up to Regional Director-General for PWGSC<br />
in Toronto, Ontario before returning to the<br />
Canadian Coast Guard in 2007.<br />
Ms. Poruks holds a Bachelor of Science<br />
degree from the University of Alberta, and a<br />
Senior Level Purchasing Certificate from the<br />
Government of Canada. She has completed<br />
numerous graduate courses in Business<br />
Administration, as well as specialized training<br />
in ships construction, contracting, labour<br />
relations, and project management.<br />
Ms. Poruks is a highly motivated, resultsoriented<br />
leader with an extensive track<br />
record that demonstrates a commitment to<br />
team building, people management, change<br />
management, and communication.<br />
JO ESPINOZA FERREY<br />
Head of Policy and Planning Unit,<br />
Office of the Secretary General, IMO<br />
A national of Nicaragua, Jo Espinoza has lived<br />
or worked in Africa, the Americas, Europe<br />
and the Middle East, becoming fluent in<br />
four languages (English, French, Portuguese<br />
and Spanish). He holds a B.A. (Honours) in<br />
Jurisprudence from Oxford University, and an<br />
M.A. (Distinction) in Latin American Studies<br />
from London University.<br />
He began his professional career in<br />
Baghdad (Iraq) and Belo Horizonte (Brazil),<br />
with the Legal Department of a construction<br />
company, Mendes Junior International,<br />
before joining Gottesman Jones & Partners,<br />
a law firm in London (England) specializing<br />
in financial and capital markets.
In the IMO Secretariat since 1985, he<br />
has worked in the Marine Environment,<br />
<strong>Maritime</strong> Safety and Technical Co-operation<br />
Divisions, dealing with flag, port and coastal<br />
State implementation and related technical<br />
assistance projects. In his current post since<br />
January 2006, he is Chief of Staff to the<br />
Secretary-General of IMO and responsible<br />
for overseeing the development and<br />
implementation of IMO’s Strategic Plan.<br />
CLAY MAITLAND<br />
Founding Chairman NAMEPA<br />
Clay was born in London (a U.S. citizen<br />
from birth) in 1942, and has worked in the<br />
shipping industry since graduation from law<br />
school in 1968.<br />
Clay has been employed by International<br />
Registries, Inc., for over 30 years and is now<br />
a managing partner of the company, which<br />
administers the Marshall Islands Ship Registry<br />
– the third largest registry in the world. He<br />
is President of the Trust Company of the<br />
Marshall Islands (TCMI), the statutory <strong>Maritime</strong><br />
Administrator of the Republic of the Marshall<br />
Islands. Prior to the year 2000, Clay held<br />
similar positions with regard to the maritime<br />
administration of the Republic of Liberia.<br />
Among his other affiliations: Director of the<br />
Coast Guard Foundation; former Chairman<br />
of the National <strong>Maritime</strong> Historical Society;<br />
former Chair of the Admiralty Committee<br />
of the New York City Bar Association, and<br />
of the Committee on Intergovernmental<br />
Organizations of the <strong>Maritime</strong> Law Association<br />
of the United States (MLA); Member of the<br />
American Bureau of Shipping, and of the<br />
National Cargo Bureau; Founding Chairman<br />
of the North American Marine Environment<br />
Protection Association (NAMEPA); Convenor<br />
of the North American <strong>Maritime</strong> Ministry<br />
Association (NAMMA), Industry Advisory<br />
Board; Member of the Board of the New<br />
York Seamen’s Church Institute; Member,<br />
American Bar Association, New York City Bar<br />
Association and <strong>Maritime</strong> Law Association of<br />
the United States.<br />
Clay received the Honorary Degree of Doctor<br />

PHILIP PASCOE<br />
General Counsel, OCIMF<br />
Philip Pascoe joined OCIMF as the General<br />
Counsel in April 2007. Philip spent 10 years<br />
in the Royal Navy as a Seaman Officer where<br />
he specialised as a Hydrographic Surveyor.<br />
He served in many parts of the world<br />
including spending a year working with the<br />
United Nations in Cambodia.<br />
After leaving the Royal Navy, Philip<br />
completed a Master of Science Degree in<br />
International Transport at the University of<br />
Wales College of Cardiff. He studied law<br />
attending the College of Law in Guildford.<br />
Philip qualified as a Solicitor in 1998 at the<br />
maritime law firm Constant & Constant in<br />
London. During his time in private legal<br />
practice he experienced a broad range of<br />
wet, dry, ship building and trade disputes.<br />
Philip left Constant & Constant as a salaried<br />
partner to join OCIMF.
PETER LAHAY<br />
National Coordinator, International<br />
Transport Workers Federation (ITF)<br />
Peter Lahay is the National Coordinator<br />
of the ITF in Canada. He has been with<br />
the ITF in various roles since 1993. From<br />
1998 - 2000 he served as the ITF Training<br />
and Development Coordinator, training<br />
ITF Inspectors and working with maritime<br />
affiliates around the world.<br />
Peter first went to sea at the age of 15 on<br />
the coast of BC. He has been active in many<br />
seafaring human rights issues, personal<br />
injury and death claims, abandonment<br />
and legislative matters pertaining to<br />
criminalization of seafarers.<br />
KAITY ARSONIADIS-STEIN,<br />
President and Secretary-General,<br />
International Ship-owners Alliance of<br />
Canada (ISAC).<br />
Ms. Arsoniadis-Stein commenced her<br />
career in the shipping industry in the<br />
United Kingdom, where she obtained<br />
her LLB degree in English law and her<br />
Masters of Laws degree with honours in<br />
<strong>Maritime</strong> Law from King’s College, London<br />
University. After attending law school at<br />
The University of Victoria in Canada, she<br />
was called to the Bar in British Columbia,<br />
Canada in 1999.<br />
Ms. Arsoniadis-Stein practiced maritime<br />
law in England, having worked for Gard<br />
Protection and Indemnity Club, and in<br />
Greece where she worked for ELDA, the<br />
National Oil Refineries of Greece. In<br />
Vancouver, British Columbia she worked<br />
with the law firm, Bull Housser and Tupper<br />
as well as the shipping companies: Teekay<br />
Shipping Limited and Seaspan Container<br />
Lines.<br />
In addition to her role at ISAC, she currently<br />
sits as Vice-President and Director of<br />
the Vancouver <strong>Maritime</strong> Arbitrators<br />
Association, Director of the International<br />
<strong>Maritime</strong> Centre, and Trustee of the<br />
Insurance Dispute Resolution Services of<br />
British Columbia.<br />
Ms. Arsoniadis-Stein drives forward<br />
ISAC’s role to monitor relevant marine<br />
policy and legislative developments<br />
and represent ship-owners’ interests<br />
before the governments of Canada as<br />
well as other national and international<br />
organizations and regulatory authorities.<br />
In this capacity, Ms. Arsoniadis-Stein<br />
has appeared as a witness for the<br />
international shipping industry in the<br />
House of Commons and the Senate<br />
for the Government of Canada, and<br />
has participated with the Canadian<br />
delegation in the Marine Environmental<br />
Protection Committee meetings at the<br />
International <strong>Maritime</strong> Organization.<br />
PROTECTING SEAFARERS’ RIGHTS<br />
“Kaity Arsoniadis-Stein and Peter Lahay<br />
will explore many of the serious issues<br />
seafarers confront. Even while the<br />
quality of shipping is improving, perils<br />
continue to mount in spite of labour<br />
and industry collaboration in areas such<br />
as environmental protection and the
ecent adoption of the <strong>Maritime</strong> Labour<br />
Convention.<br />
The bottom line? In an ever-changing<br />
and complex world, it is imperative that<br />
labour and industry work together as<br />
shipping can only be sustainable through<br />

Colin Williams is a Director of Steamship<br />
Insurance Management Services<br />
Limited and is currently Head of the<br />
Club’s Americas Syndicate; having been<br />
with the Club for nearly 30 years. He is<br />
also the Chairman of the International<br />
Group’s Pollution Sub-Committee and is<br />
a Director of ITOPF.<br />
Prior to joining the Club, he served at sea as a deck<br />
officer and has a degree in Nautical Studies.<br />
THE REV. CANON JAMES D.<br />
VON DREELE<br />
Executive Director, Seamen’s Church<br />
Institute of Philadelphia and South Jersey<br />
and Vice President, NAMMA.<br />
He is a member of the Area <strong>Maritime</strong><br />
Security for the Delaware River and its<br />
Managing Board. He has served on the<br />
Board of the North American <strong>Maritime</strong><br />
Ministry Association for the last eleven<br />
years, four as President and currently as<br />
Vice President. He is also a board member<br />
of the North American Marine Environment<br />
Protection Association (UN/International<br />
<strong>Maritime</strong> Organization).<br />
Fr. Von Dreele graduated from Drew<br />
University (Madison, NJ), 1968 and Berkeley<br />
Divinity School at Yale University, 1971. He<br />
was ordained to the Episcopal Priesthood<br />
in 1971. He also has a graduate certificate<br />
in Strategic Planning from the University of<br />
Delaware 2001.<br />
April 2010, The Rt. Rev. Rodney Michel,<br />
Assisting Bishop for the Diocese of<br />
Pennsylvania, appointed Fr. Von Dreele as<br />
Canon for Seafarer Ministry in the Diocese<br />
of Pennsylvania.<br />
NAI M NAZ HA<br />
Director, Marine Personnel Standards and<br />
Pilotage, Marine Safety, Transport Canada<br />
Mr. Naim Nazha is the Director for<br />
Personnel Standards and Pilotage of Marine<br />
Safety. He is the Chairman of the Standing<br />
Committee on Personnel of the Canadian<br />
Marine Advisory Council and Member of<br />
the Marine Safety Executive Committee.<br />
Mr. Nazha is the Canadian representative<br />
at numerous meeting of the International<br />
<strong>Maritime</strong> Organization and International<br />
Labour Organization meetings for the<br />
Marine Sector.<br />
After attending the <strong>Maritime</strong> Institute of<br />
Québec in Rimouski, where he obtained a<br />
college degree in Nautical Science, Mr. Nazha<br />
obtained a Bachelor of Science with a major<br />
in <strong>Maritime</strong> Transportation and a minor in<br />
Administration at the Université du Québec in<br />
Rimouski. In addition, he possesses a Master’s<br />
Business Administration in Logistic and<br />
Transportation. M. Nazha holds Professional<br />
certification as Master Mariner.
Before joining Transport Canada in 1989,<br />
Mr. Nazha worked as a Master for foreign<br />
companies. Mr. Nazha has occupied<br />
positions with Marine Safety in the National<br />
Capital region from 1989 to 2003, as Senior<br />
Surveyor and as Manager of the Nautical<br />
certification and Manager of the inspection<br />
divisions. In 2007 he became the Director,<br />
Personnel Standards and Pilotage.<br />
CAPT. STEPHEN BROWN<br />
President, Chamber of Shipping of<br />
British Columbia<br />
Stephen Brown spent 21 years at sea<br />
where he served as Master for the last<br />
5 years, latterly with Gearbulk Shipping.<br />
After coming ashore, Stephen worked in<br />
various levels of operational management<br />
for Gearbulk in South Africa, Indonesia,<br />
China, UK and Vancouver. In China,<br />
Stephen was stationed in the Port of Tianjin<br />
where he attended the construction, and<br />
managed for three years, a joint venture<br />
break bulk terminal. Prior to accepting the<br />
appointment of COS President, Stephen<br />
chaired various Chamber Committees,<br />
served on the COS Board for eight years<br />
and was Chairman of the Board from<br />
February 2007 to July 2008.<br />

Stephen Brown will address the need for<br />
international co-ordination in seafarer<br />
training and recruitment and issues which<br />
deter potential seafarers from undertaking<br />
a career at sea. As well as issues which<br />
drive experienced seafarers ashore.<br />
CAPT HOWARD N. SNAITH<br />

INTERTANKO<br />
Captain Snaith first went to sea in 1979 and<br />
during 17 years at sea, sailed in various ranks<br />
on Oil, Chemical & Gas Tankers, Dry Bulk,<br />
Container & Passenger vessels, eventually<br />
sailing as Master on IMO Type II Chemical<br />
Parcel Tankers.<br />
He is a UK Qualified Class 1 Master Mariner<br />
and was elected a Fellow of the Nautical<br />
Institute in 2008, in recognition of having<br />
made a significant contribution to the<br />
advancement of nautical science. He is also a<br />
member of the Baltic Exchange.<br />
He was Team Leader with the UK Marine<br />
Pollution Control Unit (MPCU) which headed<br />
up a short notice strike force to handle<br />
chemical incidents in UK waters; he also spent<br />
time in Saudi Arabia as a quality/quantity<br />
surveyor for Oil, chemical and gas products<br />
with Caleb Brett.<br />
Since coming ashore he has undertaken<br />
a variety of roles including Fleet Manager<br />
with MOL Tankship Management Ltd: Fleet<br />
Supervisor with Zodiac Marine; Expert<br />
Witness in Arbitration and Admiralty Law<br />
Courts; A Marine Consultant; Salvage Master;<br />
Offshore Heavy Lift Surveyor; Warranty and<br />
Towage Surveyor.<br />
He has also been one of the Merchant Navy<br />
Liaison Officers on part time secondment<br />
throughout 2009 at The <strong>Maritime</strong> Security<br />
Centre Horn of Africa, (MSCHOA) as part of<br />
the EU Operation ATALANTA.
