This report is prepared within <strong>the</strong> framework <strong>of</strong> <strong>the</strong> eReNet – Rural Web Energy Learning<br />
Network for Action (IEE/10/224/SI2.593412), supported by Intelligent Energy Europe.<br />
eReNet aims to add value to local actions in rural communities, creating an intelligent and<br />
integrated “Rural Web Energy Learning Network for Action”. eReNet will foster rural<br />
communities in <strong>the</strong> development, implementation and monitoring <strong>of</strong> <strong>the</strong>ir Sustainable<br />
Energy Action Plans (SEAPs), capacity building <strong>of</strong> <strong>the</strong> related actors through knowledge<br />

1. Introduction<br />
eReNet<br />
The 2 nd eReNet <strong>Training</strong> <strong>Workshop</strong>, entitled “Sustainable Energy Planning - Methodology<br />
and <strong>Implementation</strong>” was successfully organized by <strong>the</strong> municipality <strong>of</strong> Neumarkt on <strong>the</strong><br />
8 th – 10 th <strong>of</strong> May 2012, in <strong>the</strong> Town <strong>of</strong> Neumarkt in <strong>the</strong> Upper Palatinate, Germany. The<br />
event took place in <strong>the</strong> premises <strong>of</strong> <strong>the</strong> Administration Building <strong>of</strong> Stadtwerke Neumarkt<br />
(municipal utilities).<br />

Main objective <strong>of</strong> <strong>the</strong> 2 nd training workshop was to adequately support rural communities<br />
in <strong>the</strong>ir sustainable development efforts by <strong>of</strong>fering facilitation means towards<br />
encountering various obstacles, such as lack <strong>of</strong> technical capacity, limited resources,<br />
lower development rates and unawareness regarding <strong>the</strong> state-<strong>of</strong>-<strong>the</strong>-art technologies,<br />
as well as by assisting <strong>the</strong>m in <strong>the</strong> development, implementation and monitoring <strong>of</strong> <strong>the</strong>ir<br />
Sustainable Energy Action Plans (SEAPs).<br />
A triangle <strong>of</strong> academia-regional energy agencies-local authorities’ interactions were<br />
involved in obtaining <strong>the</strong> aims and supporting <strong>the</strong> vision <strong>of</strong> sustainable energy and<br />
knowledge-based rural communities, as <strong>the</strong> training workshop attracted more than 30<br />
participants (Annex II), who received by <strong>the</strong> workshop’s completion <strong>the</strong>ir certificates <strong>of</strong><br />
attendance (Annex III).<br />
The workshop’s program included a number <strong>of</strong> significant issues, such as <strong>the</strong> importance<br />
<strong>of</strong> using RES in rural communities, ways to plan sustainable energy development in rural<br />
municipalities and means to provide adequate support to local areas in this process.<br />
More specifically, <strong>the</strong> three day training workshop was divided into <strong>the</strong> following five<br />
parts. The event’s agenda can be found in Annex I.<br />
Session I: Support options and tools for <strong>the</strong> local management <strong>of</strong> a SEAP by <strong>the</strong><br />
Climate Alliance; Climate Regions and participation processes in Austria; Experiences<br />

2. Day 1: 8 th <strong>of</strong> May 2012<br />
eReNet<br />
The first day <strong>of</strong> <strong>the</strong> <strong>Training</strong> <strong>Workshop</strong> was initiated with <strong>the</strong> welcome speech <strong>of</strong> Mrs.<br />
Ruth Dorner, Mayor and Representative for climate protection in <strong>the</strong> town council, who<br />
gave also an overview <strong>of</strong> <strong>the</strong> strategy, structure and current key projects for climate<br />
protection in Neumarkt. On behalf <strong>of</strong> <strong>the</strong> project Coordinator Pr<strong>of</strong>. John Psarras, Mr.<br />
Vangelis Marinakis, NTUA, welcomed all <strong>the</strong> participants in <strong>the</strong> workshop and<br />
highlighted <strong>the</strong> importance for rural communities to be adequately supported for <strong>the</strong><br />
development and implementation <strong>of</strong> <strong>the</strong>ir SEAPs.<br />
The introductory session continued with an overview <strong>of</strong> <strong>the</strong> three-day <strong>Training</strong><br />
<strong>Workshop</strong> by Mr. Ralf Mützel, <strong>the</strong> workshop’s organizer. A detailed presentation by Mr.<br />
Marinakis followed, providing <strong>the</strong> general overview <strong>of</strong> eReNet, as well as <strong>the</strong> action’s<br />
objectives, activities and expected results.<br />

Special emphasis was laid on <strong>the</strong> current status <strong>of</strong> <strong>the</strong> eReNet municipalities’ SEAPs.<br />
More specifically, during <strong>the</strong> tour de table on <strong>the</strong> status <strong>of</strong> ongoing work, <strong>the</strong><br />
representatives <strong>of</strong> <strong>the</strong> municipalities noted <strong>the</strong> following issues:<br />
Municipality <strong>of</strong> Judenburg (Austria): Judenburg has had 11,000 inhabitants in <strong>the</strong><br />
past; today only 9,500 remain since due to <strong>the</strong> area’s character as rural, people<br />
moved to Graz or Vienna in order to find work. Data collection on private houses<br />
has started since 1990. Data was received from chimney sweepers and private<br />
households, while also <strong>the</strong> architects supported this initiative. Nowadays, <strong>the</strong> data is<br />
being collected by <strong>the</strong> town administration, while in general Austria also holds good<br />
data on public buildings. Finally, in Judenburg a special department for<br />
environmental protection has also been active since 1985. The project team runs<br />
four activities regarding <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> municipality’s SEAP (one-day<br />
seminar on ESCO and energy agency; two key projects; and <strong>the</strong> final presentation<br />
<strong>of</strong> SEAP in September).<br />

Sertã City Council (Portugal): A local energy agency supports Sertã municipality in<br />
<strong>the</strong> data collection. Since 1950s’ – 60s’ Portugal has introduced renewable energy in<br />
its energy mix, and mainly hydropower. Many citizens already have installed<br />
photovoltaic, but people need more help and information through seminars. Ano<strong>the</strong>r<br />
quite common solar technology in <strong>the</strong> region is hot water by solar panels.<br />
According to <strong>the</strong> local experts, transportation is <strong>the</strong> major problem in <strong>the</strong> region,<br />
since <strong>the</strong> homes are spread around far from <strong>the</strong> centers in many small villages and<br />
some have no public transport. As regards ano<strong>the</strong>r renewable energy source,<br />
biomass, <strong>the</strong> operation <strong>of</strong> biomass plants in <strong>the</strong> region started in 2010 and<br />
<strong>the</strong>refore, <strong>the</strong>re are not available much data yet. The technology utilized by <strong>the</strong>se<br />
plants is steam engines to dry wood; this way mainly electricity is being produced<br />
and not <strong>the</strong>rmal energy. Portugal had coal power plants in <strong>the</strong> past, but today coal<br />
has been substituted by natural gas. The hydro energy plants are mainly privately<br />
owned by Chinese investors.<br />
Municipality <strong>of</strong> Amyntaio (Greece): The municipality <strong>of</strong> Amyntaio has already started<br />
<strong>the</strong> energy data collection regarding <strong>the</strong> energy consumption. Taking into<br />
consideration <strong>the</strong> difficulties on obtaining data before 2009, due to <strong>the</strong><br />
administrative reform <strong>of</strong> <strong>the</strong> Greek municipalities’ structures at <strong>the</strong> beginning <strong>of</strong><br />
2011, <strong>the</strong> inventory year is 2009. As regards <strong>the</strong> Amyntaio’s action plan, <strong>the</strong><br />
municipality examines <strong>the</strong> district heating network expansion, dissemination<br />
strategy for solar collectors and photovoltaic installations in <strong>the</strong> building sector, as<br />
well as promotion <strong>of</strong> energy education and training programs.<br />
Town <strong>of</strong> Sveta Nedelja and Town <strong>of</strong> Dugo Selo (Croatia): REGEA has 17 employees<br />
and works for two municipalities in <strong>the</strong> consortium, covering Northwest-Croatia with<br />
1.3 million inhabitants. They started data collection in 2008 and have no earlier<br />
references. They get <strong>the</strong>ir information through <strong>the</strong> town administrations and private<br />
households and use some estimations related to energy consumption in households.<br />
Croatia wants to reduce CO2 emissions by 20% until 2020. Cities in <strong>the</strong>ir SEAPs are<br />
aiming to reduce CO2 emissions till 2020 from 21% to 50% depending on <strong>the</strong><br />
particular city. In this context, different projects are starting to being implemented<br />
in Croatian cities, like installation <strong>of</strong> solar collectors, awareness raising campaigns<br />
and reconstruction <strong>of</strong> public buildings.<br />
Asenovgrad Municipality (Bulgaria): Bulgaria started collecting data only from<br />
municipal buildings in 2000. They do not have much experience yet in renewable<br />
energy. Some houses use solar power for hot water, but it is not enough.<br />
Photovoltaics have not penetrated <strong>the</strong> municipality yet. Data collection on<br />
transportation is very difficult and <strong>the</strong> municipality has tried to encounter this<br />
problem by developing a questionnaire (i.e. number <strong>of</strong> cars, age <strong>of</strong> vehicles,<br />
distance to work, how many km per day). Unfortunately, some information people<br />

provide is not reliable. As regards wind potential, <strong>the</strong>re are significant possibilities<br />
for utilizing <strong>the</strong> existing continuous wind; however, till now no wind parks exist in<br />
<strong>the</strong> region.<br />
Afterwards, <strong>the</strong> technical equipment <strong>of</strong> <strong>the</strong> “Zero-Emission-Administration Building” was<br />
explained by Mr. Franz Hunner, Municipal Utilities Neumarkt (Figure 4). The round tour<br />
included presentation <strong>of</strong> photovoltaics, insulation, air condition system, technical<br />
methods for using natural light efficiently, ceiling surface heating and cooling system.<br />
Mr. Hunner pointed that <strong>the</strong> energy efficiency <strong>of</strong> <strong>the</strong> building is very high; <strong>the</strong> yearly<br />
primary energy demand is less than 100 KWh/m².<br />

The 1 st Session initiated with <strong>the</strong> description <strong>of</strong> <strong>the</strong> tools for <strong>the</strong> local management <strong>of</strong> a<br />
SEAP (e.g. EcoRegion) by Mrs. Jenny-Claire Kersting and Mr. Miguel Morcillo, Climate<br />
Alliance, European Secretariat, Frankfurt. These tools help to improve <strong>the</strong> analysis and<br />
<strong>the</strong> valuation <strong>of</strong> <strong>the</strong> status <strong>of</strong> climate protection in <strong>the</strong> municipality. The EcoRegion tool<br />
is compatible to <strong>the</strong> SEAP’s template.<br />
In addition, <strong>the</strong> presentation <strong>of</strong> Mr. Josef Bärnthaler, EAO, was focused on Climate<br />
Regions and participation processes in Austria. Mrs. Sanda Djukic, REGEA, presented<br />
experiences on Croatian municipalities’ SEAPs. In Croatia 30 % <strong>of</strong> all municipalities have<br />
joined <strong>the</strong> CoM.<br />
At <strong>the</strong> end <strong>of</strong> <strong>the</strong> 1 st day <strong>of</strong> <strong>the</strong> eReNet <strong>Training</strong> <strong>Workshop</strong>, a guided tour to <strong>the</strong> old<br />
Town <strong>of</strong> Neumarkt took place. Mr. Thomas Thumann, Lord Mayor, welcomed all <strong>the</strong><br />
participants in <strong>the</strong> town hall and made a presentation about living and working in<br />
Neumarkt (Figure 5).<br />

3. Day 2: 9 th <strong>of</strong> May 2012<br />
eReNet<br />
The 2 nd day <strong>of</strong> <strong>the</strong> eReNet <strong>Training</strong> <strong>Workshop</strong> was initiated with <strong>the</strong> available methods<br />
for CO2-reporting and examples in <strong>the</strong> Nuremberg Metropolitan Region by Mr. Erich<br />
Maurer, Chief Executive Officer <strong>of</strong> Energy Agency Nor<strong>the</strong>rn Bavaria. Mr. Maurer pointed<br />
that CO2 reporting and indicators are very helpful for monitoring <strong>of</strong> <strong>the</strong> process <strong>of</strong><br />
energy actions in <strong>the</strong> municipality. This enables <strong>the</strong> municipalities making corrections on<br />
<strong>the</strong> climate protection strategy, if necessary.<br />
The Neumarkt’s “Masterplan 100 % Climate Protection” was presented by Mr. Ralf<br />
Mützel. In particular, <strong>the</strong> town council <strong>of</strong> Neumarkt made a decision for a climate neutral<br />
development. That means a CO2-reduction <strong>of</strong> 95 % and halving <strong>the</strong> energy consumption<br />
by 2050. Therefore, a “Masterplan 100 % Climate Protection” is being developed in <strong>the</strong><br />
years 2012/2013, supported by <strong>the</strong> Federal Ministry <strong>of</strong> Environment.<br />
The presentation <strong>of</strong> Mr. Walter Schardt-Pachner, District <strong>of</strong> Neumarkt, Department <strong>of</strong><br />
District Development and Environmental Protection, showed that even in a district with<br />
120.000 inhabitants, <strong>the</strong> municipality could manage <strong>the</strong> energy turnaround. In <strong>the</strong><br />
district <strong>of</strong> Neumarkt, 50 % <strong>of</strong> <strong>the</strong> electric energy consumption is produced in <strong>the</strong> region<br />
by renewable energies like biomass, wind, solar, water.<br />
A quality management system to optimize <strong>the</strong> SEAP was presented by Mr. Wolfgang<br />
Zirngibl, Mayor <strong>of</strong> Ascha Municipality. Mr. Zirngibl noted that a small municipality with<br />
1,500 inhabitants could make great efforts. Ascha is already self-sufficient in electric<br />
energy and in a few years also in <strong>the</strong>rmal energy. An important instrument to improve<br />
<strong>the</strong> energy planning at <strong>the</strong> local level could be <strong>the</strong> European Energy Award.<br />
The 2 nd part <strong>of</strong> <strong>the</strong> day included field visits in <strong>the</strong> Town <strong>of</strong> Neumarkt (Figure 6), as<br />
follows:<br />
Passive house and vacuum insulation technology<br />
Mr. Martin Forstner, VARIOTEC GmbH & Co.KG: VARIOTEC is a technique and<br />
innovation leader for energy-saving techniques, facade and design plywood, sandwich<br />
elements, passive house windows, passive house doors, as well as ro<strong>of</strong> and wall<br />
systems in vacuum insulation technology, etc. VARIOTEC develops continuously new<br />
products with patent protection.<br />
Research and Technology Centre Neumarkt<br />
Mr. Jakob Wowy, EXAPHI GmbH: EXAPHI supports investments in solar energy<br />
projects through engineering, advice and project management. EXAPHI projected<br />
<strong>the</strong> new 1.2 MW photovoltaics power plant in Neumarkt.<br />
Mr. Sebastian Schütz, BavarianOptics GmbH: BavarianOptics is specialized on optical<br />
<strong>D3.2</strong>: <strong>Implementation</strong> <strong>of</strong> <strong>the</strong> <strong>Training</strong> <strong>Workshop</strong> -11-

and optical-electronical systems. One innovative product is called “sollektor”. It is a<br />
system for using daylight through fiber optics.<br />
Mr. Thomas Vogel, TecnoSun Solar Systems AG: Among o<strong>the</strong>r things, <strong>the</strong> TecnoSun<br />
Solar Systems AG develops tracking systems for PV-modules. Open fields, such as<br />
reclaimed land <strong>of</strong>fer great potential for <strong>the</strong> generation <strong>of</strong> solar power. The<br />
EcoChamp-trackers are outstandingly suited for this. Due to <strong>the</strong>ir low structural<br />
height <strong>the</strong>y integrate into <strong>the</strong> landscape in an aes<strong>the</strong>tical manner and can be flexibly<br />
installed to even bend around curves. The system ensures additional yields <strong>of</strong> up to<br />
40%.<br />
Mr. Werner Thoma, Jurawatt GmbH: Jurawatt has innovative potential and<br />
extensive know-how. Thanks to <strong>the</strong> association with J.v.G Thoma GmbH <strong>the</strong><br />
company is backed by industry experience <strong>of</strong> more than 30 years in <strong>the</strong> solar power<br />
sector. They are producing PV panels with high efficiency as well as machines,<br />
which are used in solar panel production.<br />
Environmental-Management at Neumarkter Lammsbräu<br />
Mrs. Silvia Ohms, Sustainability Manager: Neumarkter Lammsbräu is a company that has<br />
been managed by <strong>the</strong> Ehrnsperger family for six generations. The ultimate goal is <strong>the</strong><br />
long-term, sustainable survival <strong>of</strong> <strong>the</strong> brewery. Maintaining assets and increasing pr<strong>of</strong>its<br />
also mean for Neumarkter Lammsbräu <strong>the</strong> preservation <strong>of</strong> values and <strong>the</strong> increase <strong>of</strong><br />
natural and social resources. Therefore <strong>the</strong> company supports long-lasting economic<br />
cycles that benefit many, not only a few.<br />

4. Day 3: 10 th <strong>of</strong> May 2012<br />
eReNet<br />
During <strong>the</strong> 3 rd day <strong>of</strong> <strong>the</strong> eReNet <strong>Training</strong> <strong>Workshop</strong>, all experts participated in <strong>the</strong> field<br />
visits where <strong>the</strong>y enjoyed <strong>the</strong> opportunity <strong>of</strong> visiting clean energy projects in <strong>the</strong> Town<br />
and district <strong>of</strong> Neumarkt (Figure 7), as follows:<br />
Photovoltaics power plant at <strong>the</strong> railway<br />
Werner Schütt, Building Authority, Town <strong>of</strong> Neumarkt: The PV-installation on <strong>the</strong> train<br />
lines between Neumarkt and Nürnberg, at Pölling, with an output <strong>of</strong> 1.2 MW is being<br />
realized as part <strong>of</strong> <strong>the</strong> noise abatement measures.<br />
Energy saving in <strong>the</strong> sewage plant through deammonification<br />
Werner Schütt, Building Authority, Town <strong>of</strong> Neumarkt: The sewage gas, which is<br />
naturally originated in <strong>the</strong> civic sewage plant, is used for producing electric energy.<br />
50% <strong>of</strong> <strong>the</strong> electric energy demand <strong>of</strong> <strong>the</strong> sewage plant itself is produced onsite.<br />
Fur<strong>the</strong>rmore, <strong>the</strong>re is an energy saving effect through <strong>the</strong> use <strong>of</strong> a deammonification<br />
process.<br />

Wastewater heat recovery from sewers<br />
Harald Fierment, Huber SE, Berching: Wastewater contains <strong>the</strong>rmal energy, and <strong>the</strong><br />
technique <strong>of</strong> Huber SE can recover some <strong>of</strong> this energy. Only seldom is wastewater<br />
warm enough to permit direct water or building heating. However, Huber can recover<br />
wastewater heat with heat pumps.<br />
The new generation <strong>of</strong> wind power<br />

Sengenthal): With higher tower heights, larger rotor diameters and nominal power<br />

generation <strong>of</strong> more than three megawatts a new generation <strong>of</strong> wind power plants are<br />
pushing into <strong>the</strong> market. With <strong>the</strong> own development <strong>of</strong> <strong>the</strong> Hybrid Tower System <strong>of</strong><br />
Max Bögl, a new business section jumps on this high speed train <strong>of</strong> technical progress<br />
in this young industrial sector. By constructing two wind power towers nearby<br />
Hannover and putting into operation <strong>the</strong> presently most powerful wind turbine <strong>of</strong> <strong>the</strong><br />
3.4 megawatts class in Bavaria on <strong>the</strong> mountain Winnberg in <strong>the</strong> county <strong>of</strong> Neumarkt,<br />
<strong>the</strong> Max Bögl Wind AG successfully gets going into <strong>the</strong> market <strong>of</strong> renewable energies.<br />
During <strong>the</strong> 3 rd Session <strong>of</strong> <strong>the</strong> eReNet <strong>Training</strong> <strong>Workshop</strong>, Mr. Dieter Ullmann, Public<br />
Construction Authority, presented examples for managing energy efficiency in <strong>the</strong> Town<br />
<strong>of</strong> Neumarkt, as well as building services management system for public buildings. In<br />
particular, Mr. Ullmann pointed out that with <strong>the</strong> energy management system installed<br />
in <strong>the</strong> 11 biggest public buildings <strong>of</strong> <strong>the</strong> municipality <strong>of</strong> Neumarkt, <strong>the</strong> municipality has<br />
saved 25% <strong>of</strong> <strong>the</strong>ir heating energy, 1,300 MWh, 73,000 € and 245 tnCO2 per year.<br />
In addition, <strong>the</strong> presentation <strong>of</strong> Mrs. Marion Burkhardt, Local Office for Climate Alliance,<br />
was focused on <strong>the</strong> Factor 10 funding programme. This programme was approved by<br />
<strong>the</strong> Town council on <strong>the</strong> 24 th <strong>of</strong> November 2009 and should set up an inducement, that<br />
<strong>the</strong> old building stock in Neumarkt will be rebuilt extensively. By <strong>the</strong> end <strong>of</strong> <strong>the</strong><br />
programme in 2020 a reduction <strong>of</strong> <strong>the</strong> primary energy consumption with <strong>the</strong> average <strong>of</strong><br />
85% should be reached through sanitation measures. Therefore, up to 1 M€ per year<br />
will be paid for measures regarding <strong>the</strong> sanitation <strong>of</strong> existing, as well as new buildings.<br />
Following, Mr. Ralf H<strong>of</strong>fmann, Town Planning Service, presented <strong>the</strong> Traffic and<br />
Mobility Master Plan. The task <strong>of</strong> <strong>the</strong> Traffic and Mobility Master Plan is to draw up a<br />
mobility concept for <strong>the</strong> town <strong>of</strong> Neumarkt, which is both gentle on resources and<br />
considers all modes <strong>of</strong> transport. This requires <strong>the</strong> development <strong>of</strong> a master plan, which<br />
ensures mobility for everyone, particularly those with limited mobility. Participation <strong>of</strong><br />
<strong>the</strong> public, politicians and organizations should be as extensive as possible and happen<br />
at an early stage.<br />
Finally, <strong>the</strong> last part <strong>of</strong> <strong>the</strong> <strong>Workshop</strong> was dedicated to <strong>the</strong> concrete possibilities <strong>of</strong><br />
enhancing rural municipalities on sustainable energy planning. In this context, Mrs.<br />
Christine Bärnthaler, EAO, proposed to <strong>the</strong> participants <strong>the</strong> following questions in order<br />
to set <strong>the</strong> <strong>Workshop</strong>’s reflection:<br />

In addition, <strong>the</strong> core statements according to Mrs. Bärnthaler were <strong>the</strong> following:<br />
Even small municipalities can reach ambitious aims (e.g. Ascha municipality);<br />
To have a long term vision in your mind is an important and helpful aspect;<br />
Do not wait until everything is in place: start right away with <strong>the</strong> people and<br />
resources you have;<br />
Renewable energy is not necessarily more expensive (e.g. passive house<br />
Stadtwerke);<br />
Citizens’ co-operations are a good method to finance and realize projects;<br />

The BEST energy is SAVED energy: it does not have to be produced.<br />
eReNet<br />
Following, Mr. Vangelis Marinakis expressed a world <strong>of</strong> thanks, on behalf <strong>of</strong> <strong>the</strong> project<br />
Coordinator Pr<strong>of</strong>. John Psarras, to all those that contributed to <strong>the</strong> realization <strong>of</strong> this<br />
training workshop, namely <strong>the</strong> representatives <strong>of</strong> Neumarkt municipality, speakers and<br />
participants. Mr. Marinakis pointed out that this workshop was a very fruitful one, which<br />
gave all <strong>of</strong> <strong>the</strong> participants <strong>the</strong> opportunity to streng<strong>the</strong>n reflection and debate about<br />
<strong>the</strong> SEAPs’ development, implementation and monitoring.<br />
Finally, Mr. Ralf Mützel pointed out <strong>the</strong> following issues:<br />
Municipal utilities are key stakeholders. The energy policy is very important for<br />
supporting energy efficiency and renewable energies;<br />
You need key/landmark projects for showing <strong>the</strong> citizens and stakeholders that if<br />
you want something to happen, you need specific projects;<br />
The database and a continuous data entry are important for energy planning in <strong>the</strong><br />
municipalities;<br />
Joining <strong>the</strong> CoM is also very basic (see example Croatia, where 30% <strong>of</strong> all<br />
municipalities are joining <strong>the</strong> CoM; it is a signal for <strong>the</strong> citizens as well as for <strong>the</strong><br />
EU).<br />
There are several tools like EcoRegion which are relevant to develop a European<br />
standard (for instance a CO2 emission inventory, as presented by Mr. Morcillo and<br />
Mrs. Kersting);<br />
RUE/RES projects are working on all levels, from small municipalities (like Ascha<br />
with 1,500 inhabitants) to whole regions with 120,000 inhabitants (like district <strong>of</strong><br />
Neumarkt);<br />
Bringing toge<strong>the</strong>r all stakeholders and exhausting all possible potentials on<br />
RUE/RES is evidenced by <strong>the</strong> Climate Regions in Austria (region <strong>of</strong> Murau,<br />
presentation Josef Bärnthaler);<br />
Combined Heat and Power (CHP) is a very important technology in <strong>the</strong> discussion<br />
<strong>of</strong> climate protection because here, you could reach a great amount <strong>of</strong> CO2<br />
reduction (as presented by Mr. Maurer);<br />
To be self-sufficient is an aim you are able to reach especially in rural<br />
municipalities. In <strong>the</strong> municipality <strong>of</strong> Ascha currently 150 % <strong>of</strong> <strong>the</strong> electric energy is<br />
produced on <strong>the</strong> area <strong>of</strong> <strong>the</strong> municipality from renewable energies. In a few years<br />
Ascha will not need any fuel oil anymore (as presented by Mr Zirngibl);<br />
The majority in Germany wants <strong>the</strong> change related to <strong>the</strong> exit out <strong>of</strong> using nuclear<br />
power, but <strong>the</strong> same people don`t really want a change <strong>of</strong> <strong>the</strong> landscape (e.g.<br />
wind power plants, biogas, biomass), because <strong>the</strong>se changes would take place in<br />
front <strong>of</strong> <strong>the</strong>ir doors! “So we need a change <strong>of</strong> mind!” (as presented by Mr. Zirngibl);<br />
Not everything you do in a municipality is <strong>the</strong> right way from <strong>the</strong> beginning. Of<br />
course you sometimes make mistakes, but you learn from <strong>the</strong>m! (as presented by<br />
Mr. Zirngibl);<br />
Economic effects are not to be underestimated, RUE/RES mean a local/regional<br />
value creation, even for <strong>the</strong> welfare <strong>of</strong> <strong>the</strong> citizens;<br />

What became clear is that it is very essential to have reliable data, overall concepts,<br />
political will, participation <strong>of</strong> <strong>the</strong> citizens and implementation <strong>of</strong> projects and<br />
measures in your municipalities;<br />
The eReNet project is not only a consortium <strong>of</strong> different municipalities and<br />
organizations but in particular a group <strong>of</strong> people from different European countries.<br />
The people who are working toge<strong>the</strong>r on <strong>the</strong> eReNet project demonstrate how to<br />
live and support <strong>the</strong> “European Idea”. This became very clear through <strong>the</strong><br />
workshop in Neumarkt.<br />
