WERZ <strong>Board</strong> Responsibilities<br />

�� Study wind energy production potential<br />

and land availability<br />

�� Develop a list of regions in the state with<br />

the highest level of wind energy potential<br />

�� Estimate the max and min wind generating<br />

capacity and wind energy potential for each<br />

region<br />

�� Estimate of wind generating capacity already<br />

in service in each region


WERZ <strong>Board</strong> Timeline<br />

�� Proposed report due June 2, 2009<br />

�� Local units of government located within the identified<br />

regions will have 63 days to comment<br />

�� After the comment period, the <strong>Board</strong> will hold a public<br />

hearing(s) hearing(s<br />

�� 45 days after the hearing(s), hearing(s),<br />

the <strong>Board</strong> will issue its final<br />

report<br />

�� Entities with transmission facilities shall identify and<br />

submit to the <strong>Board</strong> any existing or new infrastructure<br />

necessary to deliver the max and min wind energy<br />

potential from each region<br />

�� <strong>Board</strong> is dissolved 90 days after issuing its final report


MPSC Activities<br />

�� Issue an order designating the area of the state likely to<br />

be most productive as the primary wind energy resource<br />

zone (additional zones may also be designated)<br />

�� Evaluate the projected costs and benefits in terms of the<br />

long-term long term production capacity and long-term long term needs for<br />

transmission<br />

�� Ensure that the designation of a wind zone does not<br />

represent an unreasonable threat to the public<br />

convenience, health, and safety and that any adverse<br />

impacts on private property values are minimal<br />

�� Expedited transmission siting process (180 days)<br />

�� Annual reporting to the governor and legislature


Turbine Siting Issues<br />

�� Commission shall submit a report to the<br />

legislature on the effect of that setback<br />

requirements and noise limitations under local<br />

zoning or other ordinances may have on wind<br />

energy development in wind energy resource<br />

zones<br />

�� Report shall include any recommendations for<br />

legislation addressing these issues<br />

�� Commission shall conduct hearings in various<br />

areas of the state to receive public comment on<br />

the report
