The 2012-13 Oregon Driver Manual is a valuable tool for learning about Oregon traffi c laws and for doing business with the Oregon DMV. The Driver Manual serves several purposes: �� You or one of your children may be applying for driving privileges for the fi rst time. �� You’ve just moved to Oregon and need to exchange your out-of-state license. �� You’re seeking to reinstate your driving privileges. �� You’re just refreshing your knowledge of Oregon traffi c laws. Use this manual to become a safe driver—not just for your own protection—but also for the safety of your passengers, other drivers, pedestrians, bicyclists, and everyone else who shares Oregon’s roads with you. Driving is a privilege. This manual will help you earn that privilege by demonstrating on a DMV knowledge test that you know traffi c safety laws—a vital step in obtaining a permit or license. Once earned, you keep that privilege by driving safely for the rest of your life. However, driving privileges may be suspended or revoked for unsafe driving habits. The three biggest factors in Oregon traffi c-related deaths are driving at excessive speeds, driving under the infl uence of intoxicants, and failing to use safety restraints properly— including child seats. You can control these factors as a responsible driver. Always remember to wear your seat belt, insist that your passengers use safety belts, use proper safety restraints for your children, and never drive if you’re under the infl uence of alcohol or drugs. In addition to traffi c safety, DMV takes the security of your personal information very seriously. One way we do that is by enforcing the state’s identifi cation requirements before we issue a permit, driver license or ID card. These identifi cation requirements are there to protect you from identity theft. We recommend that you check our website or call before visiting a local offi ce to make sure that you bring all the required documents. It’s also important that you update your address with us whenever you move within Oregon. In this way, you will receive renewal reminders and other important information about your driving privileges. Please note that fi ling a change of address with the U.S. Postal Service does not change your address with DMV. The most convenient ways to update your address are by visiting our website (OregonDMV.com) or by mailing a downloadable form to our headquarters in Salem.
