2. Welcome and introductions 

DV welcomed <strong>the</strong> group to <strong>the</strong> meeting and thanked PK for hosting <strong>the</strong> meeting. 

Annelies Glander (AG) requested that <strong>the</strong> minutes state she apologized for <strong>the</strong> change in <strong>the</strong> 

date <strong>of</strong> <strong>the</strong> meeting. 

3. Membership <strong>of</strong> CTERM: new members and corresponding members 

BL was willing to contribute, but was unable to attend any meetings as he had retired and 

lacked <strong>the</strong> necessary financial support. 

CHT’s and RG’s inability to attend was due to budget constraints. DV was particularly 

concerned about CHT, as her presence at <strong>the</strong> Mexico Congress will be vital to present <strong>the</strong> 

<strong>PIARC</strong> Terminology database in Spanish. 

DV reported difficulty in contacting FDP in Cuba; e-mails kept on coming back as 

“undeliverable”. DV asked MP, who had <strong>the</strong> same situation. DV indicated that we had to 

mark him as absent, but this might be unfair. MP would check FDP’s contact data. Action: 

MP 

An Iranian delegate was about to be nominated for <strong>the</strong> translation <strong>of</strong> <strong>the</strong> Dictionary to Farsi, 

but <strong>the</strong>re had not been enough notice for him/her to obtain a visa for this meeting. MP asked 

who <strong>the</strong> delegate was, so <strong>PIARC</strong> could enter <strong>the</strong> information into its database. It was 

expected that <strong>the</strong> delegate would be able to attend <strong>the</strong> next meeting as a new member.

It was confirmed that a letter had been sent to Iran but not to Saudi Arabia, as Jean-François 

Corté had met <strong>the</strong> Saudi Arabian 1 st Delegate at <strong>the</strong> IRF Conference in Lisbon and <strong>the</strong>y had 

discussed <strong>the</strong> absence <strong>of</strong> AAH from CTERM meetings. 

AJ joined <strong>the</strong> meeting for <strong>the</strong> second day, as <strong>the</strong> new delegate from Switzerland. DV 

explained <strong>the</strong> <strong>PIARC</strong> website and <strong>the</strong> CTERM workspace to AJ. MP pointed out that AJ 

needed to be <strong>of</strong>ficially nominated by <strong>the</strong> Swiss 1 st Delegate to get a login and password. AJ 

was to arrange for Swiss 1 st Delegate to send a letter to <strong>the</strong> <strong>PIARC</strong> General Secretariat.

4. Approval <strong>of</strong> <strong>the</strong> agenda 

The agenda was approved. 

5. Approval <strong>of</strong> <strong>the</strong> minutes <strong>of</strong> <strong>the</strong> Quebec meeting 

The Quebec minutes were approved with two minor changes. 

AG suggested that <strong>the</strong> minutes <strong>of</strong> CTERM meetings could be shorter (e.g., telegraphic style 

ra<strong>the</strong>r than full sentences). The general opinion <strong>of</strong> <strong>the</strong> group did not support this view. 

6. Matters arising and actions 

DV presented statistics on <strong>the</strong> use <strong>of</strong> <strong>the</strong> <strong>PIARC</strong> database. The numbers were roughly <strong>the</strong> 

same as reported in Quebec. Over <strong>the</strong> past month <strong>the</strong>re had been 1,396 visits and 12,089 

pages displayed, giving an average <strong>of</strong> 8.66 pages per visit. There had been up to eighty 

users per day during weekdays and up to twenty on <strong>the</strong> weekend, although it was unclear 

how many <strong>of</strong> <strong>the</strong> visitors were CTERM members. The average time spent on <strong>the</strong> site had 

been 8 min 10 s. 

DV reported that requests, comments and suggested changes from common users <strong>of</strong> <strong>the</strong> 

database continued to come through: 

• request on where to order document FGSV-Nr. 005/6 (a hard-copy version <strong>of</strong> <strong>the</strong> 

German translation <strong>of</strong> <strong>the</strong> <strong>PIARC</strong> Dictionary published by FGSV in Germany); 

• requests from Olga Prushinskaya: 

o to restore <strong>the</strong> truncated Russian definition for <strong>the</strong> concept “cantilever/console” in 

<strong>the</strong> Dictionary. DV had been able to comply using <strong>the</strong> original file <strong>of</strong> <strong>the</strong> Russian 

version (obtained from Patrice Retour); 

o to correct <strong>the</strong> Russion term for <strong>the</strong> concept “bearing / appareil d’appui” in <strong>the</strong> 

Dictionary; 

• request by “Kneipp Traduction” for a definition <strong>of</strong> <strong>the</strong> French terms “convenance” (= 

fitness for purpose, fitness for (intended) use) and “récolement” (= verification (for 

compliance/agreement)). They could be considered to be added to <strong>the</strong> database. 

Action: DV 

DV asked BS whe<strong>the</strong>r he had made <strong>the</strong> presentation on <strong>the</strong> use <strong>of</strong> <strong>the</strong> terminology s<strong>of</strong>tware 

to representatives <strong>of</strong> national committees in Incheon available for o<strong>the</strong>r CTERM members 

preparing similar presentations (see § 13.1 in <strong>the</strong> Quebec minutes). BS confirmed that he 

would send <strong>the</strong> presentation. Action: BS 

RG would be requested to send <strong>the</strong> OQLF presentation (or website link) on sustainable 

mobility when complete (see § 13.2 in <strong>the</strong> Quebec minutes). Action: DV and RG 

HWH raised <strong>the</strong> issue <strong>of</strong> bringing all <strong>the</strong> terms contained in <strong>the</strong> Terminology database 

toge<strong>the</strong>r in one dictionary with a matrix structure. DV pointed out that having such a large 

dictionary would mean <strong>the</strong>re would be a reluctance to translate, and gave <strong>the</strong> example <strong>of</strong> 

Belgium and <strong>the</strong> Ne<strong>the</strong>rlands being <strong>the</strong> only countries so far to translate <strong>the</strong> Lexicon. 

However, DV would like <strong>the</strong> Sweco dictionary to disappear as a “specific” dictionary from <strong>the</strong> 

database, after comparison with <strong>the</strong> <strong>PIARC</strong> Dictionary (for additional terms not contained in 

<strong>the</strong> latter).

7. Upgrading <strong>of</strong> <strong>the</strong> <strong>PIARC</strong> Terminology s<strong>of</strong>tware 

7.1 Earlier requests by CTERM 

DV asked AN and BS about <strong>the</strong> previously reported issue regarding returning to <strong>the</strong> list <strong>of</strong> 

terms in a given chapter <strong>of</strong> a dictionary following translating <strong>of</strong> a number <strong>of</strong> terms in that 

chapter. This was checked and <strong>the</strong> problem had been resolved. 

7.2 New requests 

MP had reported a problem with a double login to <strong>the</strong> dictionary (one from <strong>the</strong> <strong>PIARC</strong> 

website and one from <strong>the</strong> homepage <strong>of</strong> <strong>the</strong> database); could it be made a single login? 

There was a related issue on <strong>the</strong> s<strong>of</strong>tware not remembering <strong>the</strong> password between login 

sessions (not a problem for DV). DV would ask whe<strong>the</strong>r <strong>the</strong>re could be a “remember 

password” option. Action: DV 

There was a discussion on editing German terms; must have English and/or French terms 

first before <strong>the</strong>y could be entered. Editing information had been provided in Quebec. 

There was a discussion on an English / German dictionary in Austria, which is much quicker 

than <strong>the</strong> <strong>PIARC</strong> database; <strong>the</strong> multilingual nature <strong>of</strong> <strong>the</strong> <strong>PIARC</strong> database is <strong>the</strong> reason for 

this. 

AG asked about <strong>the</strong> potential for a “quick search” facility; one exists that can be used in one 

language to show everything related to <strong>the</strong> term entered. It was generally felt that <strong>the</strong> 

existing search facility was sufficient. 

There was a discussion on concepts where <strong>the</strong> definition given in a normative document in 

ano<strong>the</strong>r language than English and French differs significantly from that given in <strong>the</strong> <strong>PIARC</strong> 

Dictionary. DV explained how he had advised CHT (who had experienced this), relying on 

<strong>the</strong> experience he had for Dutch: translate <strong>the</strong> definition exactly, <strong>the</strong>n copy <strong>the</strong> definition 

from <strong>the</strong> normative document and add <strong>the</strong> source. 

The Dictionary <strong>the</strong>me “Engineering Structures” was discussed, with <strong>the</strong> view that 

“Engineering” was superfluous and could be removed. DV would send an e-mail to <strong>the</strong> 

bridges and tunnels committees to determine whe<strong>the</strong>r it would be acceptable to make this 

change. Action: DV 

PK felt it would be useful to have dictionary codes listed alongside <strong>the</strong> list <strong>of</strong> terms in a 

chapter. DV pointed out that clicking on a term will give <strong>the</strong> reference number. 

DV thought it would be a good idea that if a term used in a definition is defined elsewhere, it 

would be possible to click directly to that term, i.e., it would be interlinkable 1 . BS and MP 

agreed it would be useful. DV undertook to ask <strong>the</strong> s<strong>of</strong>tware company about this. Action:

7.3 Pop-up user survey 

The surveys for <strong>the</strong> general <strong>PIARC</strong> website and Routes/Roads had been completed. DV had 

sent an e-mail to <strong>the</strong> <strong>PIARC</strong> Secretary General (Jean-Francois Corté) and to <strong>the</strong> chairman <strong>of</strong> 

<strong>the</strong> Commission on Communications and International Relations (Menno Henneveld) asking 

about <strong>the</strong> potential for a survey on <strong>the</strong> Terminology section <strong>of</strong> <strong>the</strong> <strong>PIARC</strong> website, and 

sending rephrased questions (see Appendix 2) that would avoid receiving vague/useless 

responses (a concern raised by Jean-François Corté in Quebec). DV asked MP to remind 

Jean-François Corté <strong>of</strong> his request. Action: MP 

8. Updating <strong>of</strong> <strong>the</strong> French-English dictionaries in <strong>the</strong> <strong>PIARC</strong> Terminology database 

8.1 Theme A 

MP reported on contacts with <strong>the</strong> technical committees working under strategic <strong>the</strong>me A.

DV had sent Mrs Hunyadi <strong>the</strong> suggestions <strong>of</strong> CTERM to <strong>the</strong> technical terms proposed by TC 

A.1 (see Appendix 3), as well as an e-mail regarding <strong>the</strong> acceptability <strong>of</strong> <strong>the</strong> AG’s list <strong>of</strong> 

terms discussed in Quebec – especialy those terms within <strong>the</strong> specific competence <strong>of</strong> <strong>the</strong> 

<strong>Committee</strong> (see Appendix 4). 

A similar e-mail regarding AG’s list <strong>of</strong> terms had been sent to Mr Kedves <strong>of</strong> TC A.2. 

For TC A.3, DV had sent Mr Compte Anguela (chair, in <strong>the</strong> absence <strong>of</strong> a terminology 

correspondent) <strong>the</strong> CTERM and additional ML suggestions for <strong>the</strong> terms sent by Hanne 

Samstad (see Appendix 5). 

For TC A.4, DV had sent Mr Crispino a similar e-mail regarding AG’s list <strong>of</strong> terms as to Mrs 

Hunyadi and Mr Kedves (see above). 

8.2 Theme B 

MP reported on contacts with <strong>the</strong> technical committees working under strategic <strong>the</strong>me B. 

Mrs Filion <strong>of</strong> TC B.2 had complied with <strong>the</strong> two requests made by CTERM at <strong>the</strong> Quebec 

meeting: 

1. to go through <strong>the</strong> OQLF Vocabulary <strong>of</strong> Intelligent Transportation Systems and 

annotate <strong>the</strong> terms and definitions with “D+” (to be included in <strong>the</strong> <strong>PIARC</strong> Dictionary, 

with a definition), “D” (to be included in <strong>the</strong> <strong>PIARC</strong> Dictionary, without definition), “L” 

(to be included in <strong>the</strong> <strong>PIARC</strong> Lexicon, without definition) or “R” (to be rejected). Her 

document was available in <strong>the</strong> Folders section <strong>of</strong> <strong>the</strong> CTERM workspace on <strong>the</strong> 

<strong>PIARC</strong> website. DV would add <strong>the</strong> English terms, remove <strong>the</strong> suggestions on 

suitability made by Mrs Lise Filion and ask CTERM to annotate <strong>the</strong> list with D+, D, L 

or R. Action: DV, <strong>the</strong>n all members and corresponding members 

2. to use <strong>the</strong> same OQLF Vocabulary as a reference document for commenting on <strong>the</strong> 

draft revision <strong>of</strong> <strong>the</strong> English version <strong>of</strong> <strong>the</strong> <strong>PIARC</strong> Dictionary on Road Transport 

Informatics circulated by <strong>the</strong> Nordic Road Association (NVF). Her document was 

available in <strong>the</strong> Folders section <strong>of</strong> <strong>the</strong> CTERM workspace on <strong>the</strong> <strong>PIARC</strong> website. 

Just before <strong>the</strong> meeting, DV had sent Charlotte von Scholten (contact person at 

NVF) an e-mail asking her to acknowledge receipt <strong>of</strong> Mrs Filion’s work. 

DV emphasized <strong>the</strong> significance <strong>of</strong> <strong>the</strong> work undertaken by TC B.2. 

For TC B.3, DV had sent Mr Koklas an e-mail regarding <strong>the</strong> acceptability <strong>of</strong> <strong>the</strong> AG’s list <strong>of</strong> 


<strong>Committee</strong>. 

8.3 Theme C 

CHT had provided DV with a written report on progress. 

For TC C.1, DV had sent Mr De Romémont an e-mail regarding <strong>the</strong> acceptability <strong>of</strong> AG’s list 

<strong>of</strong> terms discussed in Quebec – especialy those terms within <strong>the</strong> specific competence <strong>of</strong> <strong>the</strong> 


As agreed in Quebec, Jean-François Corté had forwarded CTERM’s request to examine <strong>the</strong> 

difficulty in adding Mr de Romémont’s name to <strong>the</strong> “Users list” in <strong>the</strong> “Administration” part <strong>of</strong> 

<strong>the</strong> database (so as to enable DV to give him <strong>the</strong> necessary editing rights). In his reply, Mr 

Mellan had stated that adding a person who was not a member <strong>of</strong> <strong>PIARC</strong> would require an 

additional development, and asked Jean-François Corté whe<strong>the</strong>r he wanted <strong>the</strong> s<strong>of</strong>tware 

company to study <strong>the</strong> feasibility <strong>of</strong> this development and <strong>the</strong> costs involved. 

Shortly before <strong>the</strong> meeting, it had been reported that Mr De Romémont was leaving his 

position and would no longer be <strong>the</strong> terminology correspondent for TC C.1. The problem <strong>of</strong> 

giving him editing rights was <strong>the</strong>reby resolved – in his specific case, but not for <strong>the</strong> general 

principle as to whe<strong>the</strong>r a terminology correspondent who is not a member <strong>of</strong> <strong>PIARC</strong> can 

have editing rights. DV undertook to ask Jean-François Corté whe<strong>the</strong>r he had replied to Mr 

Mellan’s <strong>of</strong>fer. Action: DV 

For TC C.2, DV had sent Mrs Tourigny an e-mail regarding <strong>the</strong> acceptability <strong>of</strong> AG’s list <strong>of</strong>

A similar mail had been sent to Mr Cloutier <strong>of</strong> TC C.3. As for commenting on <strong>the</strong> draft 

revision <strong>of</strong> <strong>the</strong> English version <strong>of</strong> <strong>the</strong> <strong>PIARC</strong> Dictionary on Road Transport Informatics 

circulated by NVF (see Section 8.2 above), Mr Cloutier had replied to Mrs Van Scholten in 

March that experts with Transport Canada had been working for <strong>the</strong> past few weeks on <strong>the</strong> 

review, and invited her to contact <strong>the</strong>m. 

For TC C.4, DV had sent Mr Romana-Ruiz a similar mail regarding <strong>the</strong> acceptability <strong>of</strong> AG’s 

list <strong>of</strong> terms discussed in Quebec as to <strong>the</strong> terminology correspondents <strong>of</strong> <strong>the</strong> o<strong>the</strong>r technical 

committees working under strategic <strong>the</strong>me C. 

TC C.4 were working on tunnel terminology to <strong>the</strong> extent that <strong>the</strong>y proposed a specific 

dictionary on tunnels. DV presented <strong>the</strong> “All terms” sheet <strong>of</strong> an Excel file on <strong>the</strong> screen, with 

over 300 terms and definitions to be validated in five working groups within TC C.4. This was 

to be ready for CTERM to review by <strong>the</strong> end <strong>of</strong> 2010, with <strong>the</strong> intention <strong>of</strong> placing on line 

before <strong>the</strong> Mexico Congress. As an additional effort, TC C.4 had undertaken to translate 

<strong>the</strong>ir tunnel dictionary into as many languages as available in <strong>the</strong> <strong>Committee</strong>. 

DV emphasized <strong>the</strong> significance <strong>of</strong> <strong>the</strong> work undertaken by TC C.4. 

8.4 Theme D 

AG reported on contacts with <strong>the</strong> technical committees working under strategic <strong>the</strong>me D. 

AG had sent letters twice with no replies on ei<strong>the</strong>r occasion. DV said it reiterated <strong>the</strong> point 

that we need to be proactive and give technical committees something to respond to. A 

couple <strong>of</strong> warm-mix asphalt terms had been sent, and AG would forward to DV. Action: AG 

For TC D.1, DV had sent Messrs Poirier and Parkman an e-mail regarding <strong>the</strong> acceptability 

<strong>of</strong> AG’s list <strong>of</strong> terms discussed in Quebec – especialy those terms within <strong>the</strong> specific 

competence <strong>of</strong> <strong>the</strong> <strong>Committee</strong>. 

A similar e-mail had been sent to Mr Lucaci <strong>of</strong> TC D.2a. AN had forwarded it to to Mr Cornel 

Bota, who had replaced Mr Lucaci as <strong>the</strong> terminology correspondent. 

An e-mail regarding AG’s list <strong>of</strong> terms had also been sent to Mr Gulyas <strong>of</strong> TC D.2b and Mrs 

Beeldens <strong>of</strong> TC D.2c. In addition, DV had sent Mrs Beeldens CTERM’s suggestions to a list 

<strong>of</strong> terms extracted from EN standard 1338 on concrete paving blocks (see Appendix 6). 

It was reported that <strong>the</strong> three technical sub-committees in D2 were not working well toge<strong>the</strong>r 

or separately, as coordination was proving difficult. 

For TC D.3, DV had contacted Mrs Proeschel in March regarding her list <strong>of</strong> bridge terms, 

and RG had <strong>of</strong>fered to help in <strong>the</strong> Quebec meeting. Mrs Proeschel had <strong>the</strong> terms in Multi 

Term s<strong>of</strong>tware or in Word format, but needed time to manage <strong>the</strong> process. DV was to 

contact again, but ML <strong>of</strong>fered instead as he had been in recent contact. Action: ML 

DV observed that bridge terms and definitions were scattered across <strong>the</strong> database, and that 

he thought it would be useful to have a specific dictionary as per that being developed for 

tunnels. This would not happen before <strong>the</strong> Mexico Congress, as <strong>the</strong> tunnels committee had 

been working on <strong>the</strong>ir dictionary for two years. 

TC D.4 had adopted a definition for “local material” at <strong>the</strong>ir latest meeting in Paris; this 

definition was now on line. In addition, DV had sent Mr Dethy a similar e-mail regarding AG’s 

list <strong>of</strong> terms as to <strong>the</strong> terminology correspondents <strong>of</strong> o<strong>the</strong>r technical committees (see above). 

There was an action on MP to forward DV earthworks/geology terms proving difficult. 

Action: MP 

8.5 General 

DV had not received any response yet to his recent e-mails, but it was known that all 

technical committees would be meeting in <strong>the</strong> autumn, and terminology should be on <strong>the</strong> 

agenda. DV had not set a deadline, but had taken <strong>the</strong> view that if a response was not 

received by <strong>the</strong> New Year, he would add <strong>the</strong> terms to <strong>the</strong> database. DV reminded everyone 

that if he puts a term on line after receiving no response from <strong>the</strong> competent technical 

committee(s), <strong>the</strong>y can still comment on it later.

9. Report on progress <strong>of</strong> translations into o<strong>the</strong>r languages 

9.1 Czech 

The workspace was shown as 93% complete. 

PK reported that he had transferred <strong>the</strong> printed version into <strong>the</strong> database. After transferring 

893 terms, which was about half <strong>the</strong> terms, PK had contacted <strong>the</strong> Czech road society, as <strong>the</strong> 

work was too much for one person. PK had arranged for ten people from Czech technical 

committees and o<strong>the</strong>r technical specialists to help populate <strong>the</strong> database. The remaining 

7 % was in <strong>the</strong> domain <strong>of</strong> two technical specialists, who would hopefully complete this in 

around one month. 

PK showed <strong>the</strong> Czech Road Society website, which has a terminology tab with a link to <strong>the</strong> 

<strong>PIARC</strong> website. PK had a wish to translate <strong>the</strong> navigation screens <strong>of</strong> <strong>the</strong> Terminology 

application into Czech. CHT had undertaken a similar task for <strong>the</strong> user space into Spanish. 

DV would ask CHT how she translated <strong>the</strong> screens. Action: DV 

Once <strong>the</strong> work on <strong>the</strong> Czech versions <strong>of</strong> <strong>the</strong> Dictionary and <strong>the</strong> screens was completed, PK 

requested that <strong>the</strong> “characteristics” box <strong>of</strong> <strong>the</strong> Dictionary should be changed to include 

“available 100 % in Czech” and that a Czech flag should be added in <strong>the</strong> top right corner <strong>of</strong> 

<strong>the</strong> screens. 

Next month <strong>the</strong>re would be a conference in <strong>the</strong> eastern part <strong>of</strong> <strong>the</strong> Czech Republic and PK 

had been asked to present an item on terminology. BS would send him his presentation (see 

section 6). Action: BS. 

9.2 Romanian 

AN had done little recently because <strong>of</strong> o<strong>the</strong>r commitments. The document remained at 70 %. 

She now had a new job and expected <strong>the</strong> situation to improve. There remained a problem 

for economics and ITS. AN still hoped to finish by <strong>the</strong> congress in Mexico. 

9.3 Spanish and Portuguese (including Latin American phraseology) 

DV had received a report from CHT, saying that <strong>the</strong> working group <strong>of</strong> <strong>the</strong> Asociación Técnica 

de Carreteras (ATC) had completely revised <strong>the</strong> Spanish translation <strong>of</strong> chapters 8, 9, 12 and 

13 <strong>of</strong> <strong>the</strong> Dictionary; <strong>the</strong> o<strong>the</strong>r chapters were being revised as well. 

At <strong>the</strong> end <strong>of</strong> June, CHT had contacted Mrs Rosa Morales Costa Rica and she was helping 

on Costa Rican terms; this would be completed in December. On <strong>the</strong> o<strong>the</strong>r hand, CHT had 

not had a response from Mr Delgado Pino from Cuba (see Section 3). 

As for Latin American phraseology through <strong>the</strong> network “Camineros en la red”, CHT had no 

information on any positive activity in this field. In May she had contacted Miguel Caso to ask 

if <strong>the</strong>re had been any progress, but <strong>the</strong> reply was that <strong>the</strong> <strong>PIARC</strong> General Secretariat had 

not succeeded in establishing clear contacts with this group. 

DV had received a report from ACF saying that some work had been done regarding <strong>the</strong> 

Brazilian terms in chapters 9 and 10 <strong>of</strong> <strong>the</strong> Dictionary and that she was working on <strong>the</strong> terms 

in chapters 11 and 12. 

9.4 German 

DV had sent <strong>the</strong> terminology correspondents <strong>of</strong> several technical committees an e-mail 

regarding <strong>the</strong> acceptability <strong>of</strong> <strong>the</strong> AG’s list <strong>of</strong> terms discussed in Quebec (see Appendix 4) – 

especialy those terms within <strong>the</strong> specific competence <strong>of</strong> <strong>the</strong>ir respective committees. See 

section 8 <strong>of</strong> <strong>the</strong>se minutes for more details. 

AG had a list <strong>of</strong> German motorcycle safety terms for review, and pointed out that <strong>the</strong>se had 

been extracted from an <strong>of</strong>ficial Austrian publication and should be considered next to a 

German version. DV had reviewed this list while trying to add English and French 

equivalents (as <strong>the</strong>se have to be entered first in <strong>the</strong> database) and making suggestions on 

suitability (D+, D, L, or R). ML had commented on DV’s review. 

AJ gave his opinions on <strong>the</strong> Swiss German for several terms during <strong>the</strong> discussion. Not all 

<strong>the</strong> terms were discussed, only those requiring specific assistance:

• Fahrfäche: this would be added as Austrian 2 synonym. “Trafficked area” should be 

added as a synonym <strong>of</strong> “running surface”; 

• Gehsteig: <strong>the</strong>re was a discussion on <strong>the</strong> layman and road engineer understanding <strong>of</strong> <strong>the</strong> 

term “pavement”, i.e., footway (or foothpath?) / sidewalk (USA) and road structure, 

respectively; 

• Kriechspur: <strong>the</strong>re was a discussion as to whe<strong>the</strong>r “additional” in <strong>the</strong> term “additional 

climbing lane” is superfluous and should be removed; 

• Kritischer Wechselbereich: <strong>the</strong>re was a discussion on “critical” nature. Could “Bereich” 

refer to “(traffic) flow rate” and “Wechsel” to “reversible lane” or “shuttle lane”? AG to 

check; 

• Kurvenscheitel: is not a synonym <strong>of</strong> “Kuppe”, but could be <strong>the</strong> right German translation 

for “summit”; 

• Kurvenschneiden: <strong>the</strong> context was not geometry but driver (mis)behaviour (cutting 

corners); 

• LKW: <strong>the</strong> English equivalent could be “HGV”; 

• Ortsgebiet: <strong>the</strong> meaning is a speed restriction through a village, not necessarily a built-up 

area. ML was to determine <strong>the</strong> English equivalent. Action: ML 

• Pannenbucht: currently breakdown lay-by. Not necessarily in a tunnel! ML’s suggestion 

was “emergency refuge”; 

• Punkbildung: AG to check <strong>the</strong> context for a definition; 

• Reflektorfläche: <strong>the</strong> English should be “reflective surface”; 

• Schotter: HWH to check <strong>the</strong> context. Action: HWH 

• Streifkollosion: ML to check <strong>the</strong> English term (grazing collision) and whe<strong>the</strong>r it applies to 

cars. Action: ML 

There would be two lists, one detailing <strong>the</strong> French and English terms and Austrian and Swiss 

synonyms (see Appendix 7) and a second just on German terms, which would not be 

circulated. 

AG was to check Austrian German terms <strong>the</strong> meaning <strong>of</strong> which remained unclear in <strong>the</strong> 

context <strong>of</strong> motorcyclist safety, and send DV a new version once she had made <strong>the</strong> changes. 

Action: AG 

9.5 Arabic 

Jean-François Corté had met <strong>the</strong> Saudi Arabian 1 st Delegate at <strong>the</strong> IRF Conference in 

Lisbon and <strong>the</strong>y had discussed AAH’s absence from CTERM meetings and failure to reply to 

e-mails (see Section 3). The 1 st Delegate would look into it. The draft letter prepared by 

CTERM had not been sent. No fu<strong>the</strong>r news at present. AN felt that we should have sent <strong>the</strong> 

letter anyway. 

MP would mention to Jean-François Corté that <strong>the</strong>re had been no progress or contact. 

Action: MP 

DV proposed to ask for acknowledgement <strong>of</strong> receipt on items he sends, with a copy to <strong>the</strong> 1 st 

Delegate. Action: DV 

9.6 Hungarian 

BS had formed a working group because <strong>the</strong>re was a change to <strong>the</strong> political situation. They 

were working hard on translation, and hoped to finish translation by <strong>the</strong> end <strong>of</strong> 2010. 

9.7 Russian 

As reported in Quebec, a Russian working group was translating <strong>PIARC</strong>’s specific dictionary 

on ITS. DV had asked Caj Holm, <strong>the</strong> project manager, what was happening. Mr Holm had 

replied that he was to meet Mrs Oleshenko (who was to revise <strong>the</strong> translation) and a couple 

<strong>of</strong> o<strong>the</strong>r key persons (pr<strong>of</strong>. Silyanov and pr<strong>of</strong>. Vlasov) during a traffic safety conference in St 

Petersburg on September 23-24.

On <strong>the</strong> second day <strong>of</strong> <strong>the</strong> meeting, DV received ano<strong>the</strong>r e-mail from Mr Holm saying that he 

had not been able to discuss <strong>the</strong> completion <strong>of</strong> <strong>the</strong> vocabulary, since he had met only pr<strong>of</strong>. 

Vlasov at <strong>the</strong> conference. He had written Mrs Oleshenko an e-mail asking for her opinion 

about <strong>the</strong> situation. 

Given that <strong>the</strong> started work was still incomplete and a new upgraded version (with about 400 

new terms included – see Section 8.2 <strong>of</strong> <strong>the</strong>se minutes) was being processed, he assumed 

that <strong>the</strong> work on <strong>the</strong> Russian version should as a minimum be postponed, if not stopped 

completely owing to shortage <strong>of</strong> both human and financial resources. He would inform DV 

when he received <strong>the</strong> comments from Mrs Oleshenko. 

9.8 Ukrainian 

An Ukrainian version <strong>of</strong> <strong>the</strong> Dictionary had been uploaded by Patrice Retour in 2007, and 

now <strong>the</strong> Ukrainians were releasing a printed version. Mr Zolotarev had sent <strong>the</strong> cover to DV 

for approval. DV’s only comment was that <strong>the</strong> name <strong>of</strong> our <strong>Committee</strong> has changed. 

DV was uncertain whe<strong>the</strong>r <strong>the</strong> sample terms attached to Mr Zolotarev’s e-mail had 

synonyms and abbreviations or not. 

9.9 Farsi 

An Iranian delegate was about to be nominated for <strong>the</strong> translation <strong>of</strong> <strong>the</strong> Dictionary to Farsi, 

but <strong>the</strong>re had not been enough notice for him/her to obtain a visa for this meeting. MP asked 

who <strong>the</strong> delegate was, so <strong>PIARC</strong> could enter <strong>the</strong> information into its database. It was 

expected that <strong>the</strong> delegate would be able to attend <strong>the</strong> next meeting as a new member. 

9.10 Greek 

During <strong>the</strong> previous inter-Congress period and at <strong>the</strong> <strong>PIARC</strong> World Road Congress in Paris, 

<strong>the</strong>re had been contacts between Patrice Retour and Mr Konstantinidis for a translation <strong>of</strong> 

<strong>the</strong> <strong>PIARC</strong> Dictionary into Greek. 

In January 2009, DV had received an e-mail from Mr Konstandinidis saying that a team was 

being assembled to undertake <strong>the</strong> translation. There was no fur<strong>the</strong>r news, in spite <strong>of</strong> two 

reminders by DV (one before <strong>the</strong> Quebec meeting and one before this meeting). 

9.11 General 

DV encouraged everyone to keep translation activities ongoing. 

He mentioned that translations into “o<strong>the</strong>r” languages would always be one step behind, as 

new English and French terms and are continuously added. He felt that those countries who 

have completed <strong>the</strong> translation <strong>of</strong> <strong>the</strong> Dictionary to 100% should nominate someone to keep 

an eye on English or French revisions and thus maintain <strong>the</strong> standard <strong>of</strong> <strong>the</strong> Dictionary with 

comparatively little effort. 

10. Article in “Routes/Roads” 

The article had been published in Issue 346, pp 16-17. 

11. Dictionary <strong>of</strong> acronyms <strong>of</strong> (inter)national organizations 

MP had circulated a list extracted from <strong>the</strong> 1991 hard-copy edition <strong>of</strong> <strong>the</strong> Lexicon. Several 

items on <strong>the</strong> list may be outdated. 

DV had received response (“yes/no”) to that list from ML and CHT. 

HWH reported that he had commented too. MP had received e-mail from FGSV that she 

would forward to DV asking that <strong>the</strong>ir acronym be included in <strong>the</strong> list. Action: MP 

MP had suggested an African Road Maintenance Funds Association (ARMFA) / Association 

des Fonds d’Entretien Routiers Africains (AFERA). 

There was a “Links” tab on homepage <strong>of</strong> <strong>the</strong> <strong>PIARC</strong> website referring to organizations active 

in <strong>the</strong> road sector. DV suggested we include <strong>the</strong>m all, except <strong>the</strong> “Road Administrations”. 

National organizations with international activities in roads could be included in <strong>the</strong> list as 

well.

DV asked all <strong>the</strong> members and corresponding members who had not yet responded to MP’s 

list (available in <strong>the</strong> Folders section <strong>of</strong> <strong>the</strong> CTERM workspace on <strong>the</strong> <strong>PIARC</strong> website) to do 

so as soon as possible. Action: all members and corresponding members 

It was confirmed that DV should include <strong>the</strong> list as Chapter 17 in <strong>the</strong> Dictionary, to allow it to 

be translated into as many languages as possible. Action: DV 

12. CTERM at <strong>the</strong> next <strong>PIARC</strong> World Road Congress 

DV asked who will be <strong>the</strong>re. 

DV, HWH, MP and AG will definitely attend and PK and ML may attend. Status for o<strong>the</strong>rs 

(AJ, BS, AN, RG and CHT) was not determined. Action: members concerned 

MP reminded everyone what we agreed to request <strong>of</strong> <strong>PIARC</strong> in Quebec. DV had relayed 

information to Jean-François Corté. On September 15 th Mr Corté had spoken with MP and 

told her that he agreed to CTERM presentations included in Congress Programme. As an 

alternative to CTERM’s request for open space for presentations, he had suggested a 

meeting room to be made available during <strong>the</strong> second part <strong>of</strong> Congress (on Wednesday and 

Thursday). It was agreed we would ra<strong>the</strong>r have an open space on <strong>the</strong> <strong>PIARC</strong> stand, with at 

least two programmed presentations a day and any o<strong>the</strong>r presentations on request, 

including in German and Spanish. 

MP suggested that we insist that our preference is to have presentations in an open space in 

<strong>the</strong> <strong>PIARC</strong> pavilion. 

DV would to reconfirm <strong>the</strong> CTERM request for <strong>the</strong> Mexico congress to JFC. Action: DV 

DV had asked CHT if she would be able to attend; she would like to but thought it would be 

unlikely unless <strong>the</strong> <strong>PIARC</strong> General Secretariat could imply <strong>the</strong> importance <strong>of</strong> her attending to 

<strong>the</strong> Spanish 1 st Delegate. DV was uncertain whe<strong>the</strong>r it was customary to make such a 

request. 

MP would report to Jean-François Corté that CHT had been unable to attend recently and 

that her attendance at <strong>the</strong> Mexico Congress was extremely important for CTERM, with <strong>the</strong> 

suggestion that a more informal approach by Mr Corté to Spanish 1 st Delegate in Budapest 

might be more appropriate. Action: MP 

13. Any o<strong>the</strong>r business 

13.1 Preparation <strong>of</strong> <strong>the</strong> 2012-2015 Strategic Plan 

DV had received an e-mail from <strong>the</strong> <strong>PIARC</strong> General Secretary with a survey questionnaire 

for <strong>the</strong> preparation <strong>of</strong> <strong>the</strong> Strategic Plan <strong>of</strong> <strong>PIARC</strong> for <strong>the</strong> next inter-Congress period. 

A few questions in <strong>the</strong> first Section <strong>of</strong> <strong>the</strong> questionnaire (reflection on <strong>the</strong> implementation <strong>of</strong> 

<strong>the</strong> current Strategic Plan) were relevant to CTERM, as detailed below. 

Question 1 – Expertise <strong>of</strong> <strong>the</strong> Technical <strong>Committee</strong> 

Q1. Do you think that <strong>the</strong> membership <strong>of</strong> your <strong>Committee</strong> have <strong>the</strong> appropriate range 

<strong>of</strong> skills needed to address <strong>the</strong> topics in your work program? What are <strong>the</strong> gaps (if 

any)? What suggestions do you have for bridging <strong>the</strong>se gaps? 

ML felt we were competent. 

DV detailed an ideal team which would have an active British, French and Spanish 

secretary, and also representatives <strong>of</strong> o<strong>the</strong>r countries speaking English, French and 

Spanish – in addition to members representing a maximum number <strong>of</strong> languages. 

Members from countries outside Europe may be corresponding members (to reduce 

costs <strong>of</strong> travel). CTERM membership should be a good mix <strong>of</strong> linguists and technical 

skills. 

Question 2 – Defining <strong>the</strong> work program

stronger link to <strong>the</strong> Strategic Plan and to increase coherence between <strong>the</strong> TC’s. Do 

you think this is working? Do you have any recommendations for improvement?

CTERM do not organize seminars. 

There was a second Section on <strong>the</strong> new Strategic Plan. It was felt that this was not aimed at 

CTERM, although DV did consider that technical reports with a terminology section should 

be sent to CTERM before publication. In fact, technical committees should be at least 

strongly recommended (like in § 3.9 <strong>of</strong> <strong>the</strong> 2006 edition <strong>of</strong> <strong>the</strong> “Blue Guide” <strong>of</strong> <strong>PIARC</strong>) to 

include such a terminology section in any specialized technical report <strong>the</strong>y produce. 

Any additional comments on <strong>the</strong> questionnaire should be sent to DV. Action: all members 

and corresponding members. 

13.2 Activity report 

There was ano<strong>the</strong>r letter dated 12 th March 2010 by <strong>the</strong> Secretary General to <strong>the</strong> chairs <strong>of</strong> 

technical committees on <strong>the</strong> quality control approach for technical committee reports, which 

had not been sent to DV separately. As a result, DV was not sure whe<strong>the</strong>r <strong>the</strong> General 

Secretariat expected CTERM to produce an activity report for <strong>the</strong> Mexico Congress. MP was 

to ask Jean-François Corté. Action: MP 

13.3 Translation <strong>of</strong> <strong>the</strong> minutes 

MP agreed to translate <strong>the</strong> minutes to French. Action: MP 

14. Date and place <strong>of</strong> next meeting 

AG questioned whe<strong>the</strong>r we could ask CHT about having a meeting in Madrid. DV felt that 

this would impact on <strong>the</strong> Spanish budget, and he would ra<strong>the</strong>r have CHT attend <strong>the</strong> Mexico 

Congress as a Spanish speaker for CTERM. 

AG and HWH <strong>the</strong>n discussed <strong>the</strong> potential for <strong>the</strong> next meeting to be held in Switzerland. DV 

was concerned that this might be difficult since AJ was only attending his first meeting. 

With <strong>the</strong> approval <strong>of</strong> <strong>the</strong> Swiss 1 st Delegate, it was finally agreed to hold <strong>the</strong> next meeting in 

Zurich on 28th and 29th March 2011.
