2. Welcome and introductions 

DV welcomed <strong>the</strong> group to <strong>the</strong> <strong>meeting</strong> and thanked AJ and VSS for hosting <strong>the</strong> <strong>meeting</strong>. 

AJ welcomed CTERM and gave a short presentation <strong>of</strong> VSS (<strong>the</strong> Swiss association <strong>of</strong> road and 

transport experts) and its activities: standardization (with an internet shop), research, a magazine 

“Route et trafic”, and technical conferences. 

The group especially welcomed Mr Mohsen Rahimi (MR), Head <strong>of</strong> <strong>the</strong> Planning and Technical 

Cooperation Group <strong>of</strong> <strong>the</strong> Bureau <strong>of</strong> Technology and Safety Studies in Iran, as a new member and 

Mrs Tania Revaz (TR), translator and conference interpreter at <strong>the</strong> Federal Department <strong>of</strong> <strong>the</strong> 

Environment, Transport, Energy and Communications (DETEC) <strong>of</strong> <strong>the</strong> Federal Roads Office 

(FEDRO) in Switzerland, as a guest invited by AJ. MR and TR briefly introduced <strong>the</strong>mselves and 

<strong>the</strong>ir organizations. 

DV explained <strong>the</strong> <strong>PIARC</strong> website and <strong>the</strong> CTERM workspace to <strong>the</strong>m.

3. Membership <strong>of</strong> CTERM: new members and corresponding members 

Mr Naser Pourmoalem, <strong>the</strong> first delegate <strong>of</strong> Iran to <strong>PIARC</strong>, had nominated two delegates to 

CTERM: MR (see above) and his assistant Mrs Mahsa Mehrpouya (MM), an expert <strong>of</strong> <strong>the</strong> Bureau 

<strong>of</strong> Technology and Safety Studies in Iran. 

FDP’s e-mail address had been corrected in <strong>the</strong> list <strong>of</strong> CTERM members on <strong>the</strong> <strong>PIARC</strong> website. 

MP had reported to Jean-François Corté that CHT has been unable to attend recently and that her 

attendance at <strong>the</strong> Mexico Congress was extremely important for CTERM, with <strong>the</strong> suggestion that 

a more informal approach to Spanish First Delegate in Budapest (third week <strong>of</strong> October 2010) 

might be more appropriate. 

4. Approval <strong>of</strong> <strong>the</strong> agenda 

The agenda was approved. 

5. Approval <strong>of</strong> <strong>the</strong> minutes <strong>of</strong> <strong>the</strong> Prague <strong>meeting</strong> 

The minutes were approved with one minor change (section 7.3: replace “<strong>Committee</strong> on 

International Relations” with “Commission on Communications and International Relations”). 

6. Matters arising and actions 

The OQLF presentation on sustainable mobility given by RG in Quebec (see § 13.2 in <strong>the</strong> Quebec 

minutes) was not available. On <strong>the</strong> o<strong>the</strong>r hand, RG’s colleague was pro<strong>of</strong>reading a lexicon on 

sustainable mobility that would probably be made available on line, and most <strong>of</strong> <strong>the</strong> terms would be 

included in Termium ® in <strong>the</strong> next few months. 

AG agreed to check whe<strong>the</strong>r she had any warm-mix asphalt terms to send to DV. Action: AG 

BS had made <strong>the</strong> presentation he gave in Incheon to representatives <strong>of</strong> national committees 

available to PK (see Section 9.1). 

MP confirmed that she would forward DV earthworks/geology terms proving difficult. Action: MP 

MP had asked whe<strong>the</strong>r <strong>the</strong> <strong>PIARC</strong> General Secretariat expected CTERM to produce an activity 

report for <strong>the</strong> Mexico Congress (see Section 13.1). 

ML had not had any contacts with Sylvie Proeschel regarding her list <strong>of</strong> bridge terms (see Section 

8.4). 

DV had advised <strong>the</strong> <strong>PIARC</strong> General Secretariat that CTERM did not have any comments or 

suggestions to <strong>the</strong> technical contents <strong>of</strong> <strong>the</strong> draft Strategic Plan <strong>of</strong> <strong>PIARC</strong> for 2012-2015. On <strong>the</strong> 

o<strong>the</strong>r hand, CTERM would like to see <strong>the</strong> recommendation for technical committees to include a 

bilingual “terminology” section (French-English) in each specialized technical report maintained in 

<strong>the</strong> new Blue Guide, and that <strong>the</strong>se sections be sent to CTERM systematically. 

DV had also suggested a few changes to CTERM’s draft terms <strong>of</strong> reference for 2012-2015. 

7. Upgrading <strong>of</strong> <strong>the</strong> <strong>PIARC</strong> Terminology s<strong>of</strong>tware 

DV presented site user statistics. Generally, <strong>the</strong>re were about 100 users on weekdays and 20 on 

weekends. The use <strong>of</strong> <strong>the</strong> site remained quite constant, but restricted to Western Europe and 

Canada. It is hoped that <strong>the</strong> use <strong>of</strong> <strong>the</strong> database will increase following <strong>the</strong> Mexican Congress. 

DV explained <strong>the</strong> use <strong>of</strong> <strong>the</strong> database to MR and TR. 

7.1 Earlier requests by CTERM 

As agreed in Prague, DV had asked Jean-François Corté (JFC): 

• whe<strong>the</strong>r he had replied to Mr Mellan’s <strong>of</strong>fer to study <strong>the</strong> feasibility and cost <strong>of</strong> an additional 

development <strong>of</strong> <strong>the</strong> s<strong>of</strong>tware for a terminology correspondent who is not a member <strong>of</strong> <strong>PIARC</strong> to 

be added to <strong>the</strong> “Users list” in <strong>the</strong> “Administration” part <strong>of</strong> <strong>the</strong> database (with a view to giving 

him/her editing rights); 

• whe<strong>the</strong>r <strong>the</strong>re could be a “remember password” option when logging in as an editor; 


• about <strong>the</strong> possibility to establish links between a term used in a definition and defined 

elsewhere in <strong>the</strong> same dictionary or in <strong>the</strong> database. 

JFC had replied that he did not dismiss <strong>the</strong>se suggestions in principle, but that for <strong>the</strong> time being 

<strong>the</strong> top priority was for Oonops (<strong>the</strong> s<strong>of</strong>tware company) to completely revise <strong>the</strong> public and 

members’ areas <strong>of</strong> <strong>the</strong> <strong>PIARC</strong> website by <strong>the</strong> Congress in Mexico. Developments for <strong>the</strong> various 

applications (including Terminology) would be considered afterwards when feasible. He was asking 

CTERM to be patient. 

CHT had forwarded DV’s question on how to translate <strong>the</strong> navigation screens <strong>of</strong> <strong>the</strong> user space <strong>of</strong> 

<strong>the</strong> Terminology application into o<strong>the</strong>r languages (like she did for Spanish) to Mr Miguel Caso 

Flórez, Spanish-speaking technical advisor at <strong>the</strong> <strong>PIARC</strong> General Secretariat. He had replied that 

he needed a formal general proposal by CTERM before he could discuss this matter with <strong>the</strong> 

s<strong>of</strong>tware company. 

7.2 New requests 

In response to <strong>the</strong> request <strong>of</strong> Mr Miguel Caso Flórez, <strong>the</strong> members attending agreed on <strong>the</strong> 

following general proposal for translating <strong>the</strong> navigation screens into o<strong>the</strong>r languages than English 

and French: 

• interested national committees to fund and provide <strong>the</strong> translations into <strong>the</strong>ir languages, and 

<strong>PIARC</strong> to arrange – also financially – with <strong>the</strong> s<strong>of</strong>tware company to have <strong>the</strong>se translations put 

on line; 

• ra<strong>the</strong>r than having flags in <strong>the</strong> top right-hand corner <strong>of</strong> <strong>the</strong> welcome screen, a rolling menu 

could be provided from which to select <strong>the</strong> appropriate language. 

DV undertook to forward this proposal to <strong>the</strong> <strong>PIARC</strong> General Secretariat. Action: DV 

AG stated we should use ISO standard ISO 3166-1 for country codes, e.g., AT for Austria ra<strong>the</strong>r 

than A. DV had a list <strong>of</strong> country designations. He reported that when an “attribute <strong>of</strong> origin” was 

changed in <strong>the</strong> database, e.g., from B to BE, it would change everyone’s % completion (<strong>of</strong> 

translation into his/her language), because <strong>the</strong> English or French term would be changed. ML 

asked whe<strong>the</strong>r it would be possible to get round this with <strong>the</strong> s<strong>of</strong>tware company. DV suggested an 

intermediate option where he makes <strong>the</strong> change to ISO standard whenever <strong>the</strong>re is an amendment 

to <strong>the</strong> concept (term or definition) concerned. 

AG asked why some terms were in <strong>the</strong> Dictionary, some in <strong>the</strong> Lexicon and some in both. DV said 

it was deliberately so, in order not to “over-inflate” <strong>the</strong> Dictionary – which may discourage some 

countries from undertaking a translation. 

7.3 Pop-up user survey 

MP had sent a reminder <strong>of</strong> CTERM’s request for a pop-up user survey to JFC, but had had no 

response. It was suggested that <strong>the</strong>re may be an opportunity to remind JFC directly in Mexico. 

8. Updating <strong>the</strong> French-English dictionaries in <strong>the</strong> <strong>PIARC</strong> Terminology data base 

8.1 Theme A 

ML reported that he had not had any contacts or requests from technical committees working 

under Theme A. 

DV stated that for TC A.1, whose list was discussed in Prague (see Appendix 3 to <strong>the</strong> minutes <strong>of</strong> 

that <strong>meeting</strong>), he had waited until <strong>the</strong> New Year for a response, and with it not being forthcoming, 

he had considered this as tacit approval and placed <strong>the</strong> list <strong>of</strong> terms on line. The <strong>Committee</strong> can 

always comment on <strong>the</strong> terms if required. 

There had been no reply from TC A.2 to <strong>the</strong> e-mail sent to Mr Kedves regarding <strong>the</strong> acceptability <strong>of</strong> 

AG’s list <strong>of</strong> terms discussed in Quebec (see Appendix 4 to <strong>the</strong> minutes <strong>of</strong> <strong>the</strong> Prague <strong>meeting</strong>). 

For TC A.3, DV had received a message from Mr Compte-Anguela (chairman) that <strong>the</strong> <strong>Committee</strong> 

agreed to have <strong>the</strong> economics terms (see Appendix 5 to <strong>the</strong> minutes <strong>of</strong> <strong>the</strong> Prague <strong>meeting</strong>) put on 

line. 


There had been no reply from TC A.4 to <strong>the</strong> e-mail sent to Mr Crispino regarding <strong>the</strong> acceptability 

<strong>of</strong> AG’s list <strong>of</strong> terms discussed in Quebec. 

8.2 Theme B 

There was no news from TC B.1. 

DV reminded that CTERM had asked Mrs Fillion to list <strong>the</strong> ITS terms she had from <strong>the</strong> OQLF 

Vocabulary <strong>of</strong> Intelligent Transportation Systems. She had done this and DV had asked CTERM to 

comment (D+, D, L or R) for <strong>the</strong> Dictionary or Lexicon. There had been no response, and DV 

asked <strong>the</strong> members and corresponding members that <strong>the</strong>y look at <strong>the</strong> terms (available in <strong>the</strong> 

Folders section <strong>of</strong> CTERM’s work space on <strong>the</strong> <strong>PIARC</strong> website). Action: all members and 

corresponding members 

As for <strong>the</strong> revision <strong>of</strong> <strong>the</strong> English version <strong>of</strong> <strong>the</strong> <strong>PIARC</strong> Dictionary on Road Transport Informatics by 

<strong>the</strong> Nordic Road Association (NVF), Mrs von Scholten, who was coordinating and managing <strong>the</strong> 

project, had acknowledged receipt <strong>of</strong> Mrs Fillion’s thorough comments to <strong>the</strong> hearing version. 

Post-<strong>meeting</strong> note: two weeks after <strong>the</strong> <strong>meeting</strong>, DV received a progress report from Mrs von 

Scholten: 

• <strong>the</strong> project had taken more time than expected. The revision was in principle finished regarding 

<strong>the</strong> English basis and three out <strong>of</strong> four Nordic languages. A pro<strong>of</strong>reading <strong>of</strong> <strong>the</strong> English 

database for grammar and wording <strong>of</strong> definitions was being carried out, as well as a thorough 

check <strong>of</strong> <strong>the</strong> cross references. Mrs Von Scholten hoped that <strong>the</strong> database would be complete 

before summer. In comparison with <strong>the</strong> first edition, <strong>the</strong> number <strong>of</strong> entries was almost doubled; 

• Mrs Fillion’s comments had been taken into consideration in <strong>the</strong> review <strong>of</strong> words and 

definitions. It may not show directly, since NVF aimed to keep <strong>the</strong> definitions very short and 

precise – in contradiction with <strong>the</strong> longer explanations and suggestions in <strong>the</strong> Canadian 

approach; 

• phase 2 <strong>of</strong> <strong>the</strong> project had been initiated. This phase included a detailed plan for <strong>the</strong> 

implementation <strong>of</strong> <strong>the</strong> terminology as well as a plan for future maintenance, etc. NVF hoped to 

conclude it in <strong>the</strong> fall <strong>of</strong> 2011. Phase 2 was to be coordinated by Mr Peter Yde from <strong>the</strong> 

company COWI. 

ML mentioned an ITS Dictionary he had been given at a <strong>PIARC</strong> <strong>meeting</strong> in <strong>the</strong> UK. He was to pass 

<strong>the</strong> details to DV. 

Post-<strong>meeting</strong> note: in fact <strong>the</strong> book referred to by ML is <strong>the</strong> <strong>PIARC</strong> ITS Handbook (2 nd Edition) in 

English, and not a dictionary. 

There had been no reply from TC B.3 to <strong>the</strong> e-mail sent to Mr Koklas regarding <strong>the</strong> acceptability <strong>of</strong> 

AG’s list <strong>of</strong> terms discussed in Quebec (see Appendix 4 to <strong>the</strong> minutes <strong>of</strong> <strong>the</strong> Prague <strong>meeting</strong>). 

There was no news from TCs B.4 and B.5. 

8.3 Theme C 

For TC C.1, Mr Stanislas de Romémont had retired as a terminology correspondent and was 

unlikely to be replaced before Mexico. 

There was no news from TC C.2. 

There had been no reply from TC C.3 to <strong>the</strong> e-mail sent to Mr Cloutier regarding <strong>the</strong> acceptability 

<strong>of</strong> AG’s list <strong>of</strong> terms discussed in Quebec (see Appendix 4 to <strong>the</strong> minutes <strong>of</strong> <strong>the</strong> Prague <strong>meeting</strong>). 

For TC C.4, DV reported that <strong>the</strong>re was a proposal for a new road tunnel dictionary. Currently, <strong>the</strong> 

French and English terms and definitions were agreed in <strong>the</strong> committee, with a (provisional) 

Spanish and a Slovenian translation (“aggregate” document available in <strong>the</strong> Folders section <strong>of</strong> 

CTERM’s work space on <strong>the</strong> <strong>PIARC</strong> website). DV wanted CTERM's comments on <strong>the</strong> French and 

English within two weeks, i.e., by 15 th April 2011; C.4 wished to have <strong>the</strong> dictionary on line before 

Mexico. Action: all members and corresponding members 

Additionally, after <strong>the</strong> English and French had been finalised C.4 wanted to publish <strong>the</strong> dictionary in 

as many languages as represented by members <strong>of</strong> C.4. DV would ask that <strong>the</strong> C.4 member or 

associate member marked as “responsible” or “contact person” for a given language translate and 

submit to <strong>the</strong> appropriate member or corresponding member <strong>of</strong> CTERM, e.g., <strong>the</strong> Czech member 


<strong>of</strong> C.4 was to translate and ask PK for comment. Action: DV, <strong>the</strong>n CHT, AAH, PK, DV, MR, AG, 

BS, ACF, AN 

TC C.4 had also agreed to CTERM’s proposal made at <strong>the</strong> Prague <strong>meeting</strong> that “engineering 

structures” be replaced by “structures”. 

8.4 Theme D 

AG had sent letters to terminology correspondents but received no reply. 

There had been no reply from TC D.1 to <strong>the</strong> e-mail sent to Messrs Parkman and Poirier regarding 

<strong>the</strong> acceptability <strong>of</strong> AG’s list <strong>of</strong> terms discussed in Quebec (see Appendix 4 to <strong>the</strong> minutes <strong>of</strong> <strong>the</strong> 

Prague <strong>meeting</strong>). 

On <strong>the</strong> o<strong>the</strong>r hand, DV had received comments from TC D.2a (Mrs George) and D.2b (Mrs Goux 

and Mr Hein) to <strong>the</strong> English and French (Mrs Goux and Mr George) translations in that list. 

A request by Mrs Cabrales for information on <strong>the</strong> use <strong>of</strong> “bio-asphalt” mixtures had been forwarded 

to Mr Gulyas <strong>of</strong> TC D.2b. 

DV had allowed TC D.2c a period for review <strong>of</strong> <strong>the</strong> <strong>of</strong> concrete block terms extracted from standard 

EN 1338 (see Appendix 6 to <strong>the</strong> minutes <strong>of</strong> <strong>the</strong> Prague <strong>meeting</strong>) and, in <strong>the</strong> absence <strong>of</strong> such, had 

put <strong>the</strong> terms on line. 

There had been no reply from TC D.2c to <strong>the</strong> e-mail sent to Mrs Beeldens regarding <strong>the</strong> 

acceptability <strong>of</strong> AG’s list <strong>of</strong> terms discussed in Quebec. 

TC D.3 had agreed to CTERM’s proposal made at <strong>the</strong> Prague <strong>meeting</strong> that “engineering 

structures” be replaced by “structures”. DV reported that he had changed <strong>the</strong> title <strong>of</strong> <strong>the</strong> 

corresponding chapter in <strong>the</strong> Dictionary accordingly. 

There had been no response by D.3 to <strong>the</strong> share-out <strong>of</strong> <strong>the</strong> terms <strong>of</strong> chapter 6 “Bridges and 

tunnels” <strong>of</strong> <strong>the</strong> Lexicon proposed by TC C.4. 

Sylvie Proeschel had contacted DV saying she had not had time yet to undertake <strong>the</strong> bridge term 

work. DV repeated that he would like a bridges dictionary prepared in <strong>the</strong> next term following 

Mexico, as per <strong>the</strong> tunnels dictionary completed this term. 

Finally, <strong>the</strong>re was a new definition <strong>of</strong> “marginal materials” provided by TC D.4. This committee had 

also commented on AG’s list <strong>of</strong> terms discussed in Quebec. 

9. Report on progress <strong>of</strong> translations into “foreign” languages 

9.1 Czech 

PK reported that <strong>the</strong> dictionary was complete by <strong>the</strong> end <strong>of</strong> 2010, and with new terms, now back to 

98 %. PK would complete <strong>the</strong> remaining terms. DV commented that <strong>the</strong> % completion would 

always drop when new terms are added, and suggested that once a dictionary is complete, a 

check once per month should allow new terms to be translated with minimal effort. 

PK also reported that <strong>the</strong> Czech Road Society had decided to have a printed version <strong>of</strong> <strong>the</strong> 

dictionary, after 15 years. This has been hampered by <strong>the</strong> fact that PK had his notebook stolen in 

November, and whilst terms had been recovered by DV, <strong>the</strong> Czech accents were now missing and 

replaced with question marks. 

Post-<strong>meeting</strong> note: one week after <strong>the</strong> <strong>meeting</strong>, DV managed to extract a Czech version <strong>of</strong> much 

better quality. 

BS had made his Incheon presentation available to PK and PK had used it in part during <strong>the</strong> Czech 

Road Congress in November 2010. PK gave his presentation to <strong>the</strong> group. 

9.2 Romanian 

AN could not join <strong>the</strong> <strong>meeting</strong>, but had sent DV an e-mail saying that she was making slow 

progress and that <strong>the</strong>re were still problems with finance and IT terms. She hoped to be able to form 

a team to solve <strong>the</strong>m as soon as possible. 

She had been contacted by TC C.4 about tunnels and had contacted Mr Sorin Suhane, a former 

Romanian member <strong>of</strong> that committee. Apparently she was under <strong>the</strong> impression that she would be 


equired to undertake <strong>the</strong> translation. DV confirmed this was not <strong>the</strong> case (see Section 8.3 <strong>of</strong> <strong>the</strong>se 

minutes). 

9.3 Spanish 

CHT was having contacts with an engineer from <strong>the</strong> Mexican Institute <strong>of</strong> Transportation (IMT). She 

had asked him to revise <strong>the</strong> Mexican terms, and finally a group <strong>of</strong> engineers was revising <strong>the</strong> 

synonyms. She would have to undertake <strong>the</strong> update <strong>of</strong> <strong>the</strong> Dictionary afterwards. 

9.4 Portuguese 

ACF had sent DV a written report. She had been contacted by TC C.4 about tunnels, and was also 

under <strong>the</strong> impression that she would be required to undertake <strong>the</strong> translation. DV repeated this 

was not <strong>the</strong> case (see Section 8.3 <strong>of</strong> <strong>the</strong>se minutes). 

She also reported that completion <strong>of</strong> <strong>the</strong> Brazilian terms was ongoing. 

9.5 German 

It was suggested that a deadline be set for HWH and AJ to comment on AG’s German terms, and 

beyond that, if no comments, <strong>the</strong> terms would go on line. 

DV reported that <strong>the</strong> first list <strong>of</strong> terms sent by AG (discussed in Quebec – see Appendix 4 to <strong>the</strong> 

Prague minutes), with inputs and comments from TCs C.4, D.2a, D.2b and D.4 (see Section 8), 

was now on line. 

There was a discussion on <strong>the</strong> list <strong>of</strong> motorcycle terms as returned to AG shortly before <strong>the</strong> 

<strong>meeting</strong>. Not all <strong>the</strong> terms were discussed, only those requiring specific assistance: 

• Fahrzeugrückhaltesystem: <strong>the</strong> CEN term “crash cushion” was agreed to be used; 

• Gehsteig: <strong>the</strong>re was a discussion on “footway” and “footpath”, and it was agreed that <strong>the</strong> 

English and French terms were acceptable. AG was to amend <strong>the</strong> German, Austrian and Swiss 

terms; 

• Kurve: <strong>the</strong> Austrian synonym “Bogen” was to be deleted from <strong>the</strong> Dictionary, and “courbe” 

replaced by “virage”; 

• Kurvenscheitel: this is <strong>the</strong> uppermost elevation <strong>of</strong> a road over a hill (“crest”), but also <strong>the</strong> 

outermost point <strong>of</strong> a horizontal curve. ML suggested “apex” for <strong>the</strong> second meaning, and this 

was agreed; 

• Leitwand: <strong>the</strong> Swiss synonym is “Leitmauer”; 

• Punkbildung: refers to <strong>the</strong> initial stage <strong>of</strong> traffic slowing down before jamming. See 

“Verkehrsstockung”. Perhaps better to drop this term; 

• Randleiste: <strong>the</strong> Austrian synonym is “Gehsteigkante”; 

• Richtungstafel: <strong>the</strong> English and French translations (direction sign / panneau directionnel (syn. 

panneau de direction) are already in <strong>the</strong> Lexicon and should be added to <strong>the</strong> Dictionary; 

• Sanierung: <strong>the</strong> English and French translations (corrective maintenance (syn. remediation / 

entretien correctif) had already been added to <strong>the</strong> Dictionary (see AG’s list <strong>of</strong> terms discussed 

in Quebec; 

• Schienenband: AG and AJ were unable to give a definition; 

• Schotter: AG was to look for a French or English definition for “ballast” (only used for 

railways?); 

• Sperrfläche: <strong>the</strong> Swiss standard VSS 641 005 (key words used in Swiss standards) gives 

“surface interdite au trafic” as a French translation. “Ghost island” (see <strong>the</strong> definition in <strong>the</strong> 

Dictionary) is an example; 

• Sperrlinie: to be deleted as an Austrian synonym <strong>of</strong> “Spursignalisierung” in <strong>the</strong> Dictionary and 

to be used as <strong>the</strong> German translation <strong>of</strong> “solid line (syn. continuous line) / ligne continue”; 

• Unfall mit Sachschaden: ML suggested that <strong>the</strong> English “damage-only accident” be replaced 

with ‘material damage accident” or “accident with material damage”, which is closer to <strong>the</strong> 

French definition <strong>of</strong> “accident matériel”. 

AG was to amend her list <strong>of</strong> motorcyclist safety terms as discussed, with inputs from HWH for <strong>the</strong> 

“German” German and AJ for <strong>the</strong> “Swiss” German. Action: AG, HWH 

DV agreed to open a slot for <strong>the</strong> German language in <strong>the</strong> <strong>PIARC</strong> Lexicon so as to enable AG to 

enter German terms from <strong>the</strong> list discussed in Quebec (see Appendix 4 to <strong>the</strong> minutes <strong>of</strong> <strong>the</strong> 


Prague <strong>meeting</strong>) and <strong>the</strong> list <strong>of</strong> motorcyclist safety terms as discussed in this <strong>meeting</strong> (see 

Appendix 2 to this <strong>meeting</strong>). Action: DV 

AG had replied to a request by Mr Arndt Schwab for English and French translations <strong>of</strong> a list <strong>of</strong> 

German terms in <strong>the</strong> subject area <strong>of</strong> traffic calming. DV suggested that this list could be examined 

in <strong>the</strong> same way as <strong>the</strong> list <strong>of</strong> motorcyclist safety terms, perhaps in <strong>the</strong> next inter-Congress period. 

9.6 Arabic 

There was a discussion on <strong>the</strong> e-mail address for AAH. The Saudi Arabian 1 st Delegate (Mr 

Abdullah Al-Mogbel) had confirmed he would make sure that AAH contacts CTERM, but <strong>the</strong>re had 

been no reply from AAH to any e-mails or invitations. Jean-François Corté had met <strong>the</strong> Saudi 

Arabian 1 st Delegate in Lisbon too and raised <strong>the</strong> issue. It was agreed CTERM could do no more. 

DV would continue to cc <strong>the</strong> 1 st Delegate to mails sent to AAH. Action: DV 

9.7 Hungarian 

BS reported he had not been able to achieve 100% completion by <strong>the</strong> end <strong>of</strong> 2010 as hoped, but 

recently added more terms to 75 %. He hoped to finish within <strong>the</strong> next two months. 

9.8 Russian 

There was a group in St Petersburg working on a Russian translation <strong>of</strong> <strong>the</strong> ITS dictionary, but <strong>the</strong>y 

had aborted this when <strong>the</strong>y heard <strong>the</strong> 2 nd edition would be published. Mr Caj Holm, <strong>the</strong> project 

manager, had reported to DV that Mrs Olishenko had been ill for some time, and <strong>the</strong> project was at 

a standstill. 

9.9 Ukrainian 

There had been no action since DV had commented on <strong>the</strong> cover for a hard copy edition <strong>of</strong> <strong>the</strong> 

Ukrainian translation <strong>of</strong> <strong>the</strong> Dictionary – unless Mr Zolotarev and his team had published <strong>the</strong> hard 

copy in <strong>the</strong> meantime. 

9.10 Persian 

Many <strong>PIARC</strong> documents have been translated into Persian. 

MR presented a Persian list <strong>of</strong> terms in <strong>the</strong> areas <strong>of</strong> road, traffic and transportation engineering, 

with English translations. The list is available both in a hard copy (1,200 pages) and a s<strong>of</strong>t copy 

version. DV felt that this list could provide a solid basis for a Persian translation <strong>of</strong> <strong>the</strong> <strong>PIARC</strong> 

Dictionary. 

DV explained <strong>the</strong> procedure for a Persian language correspondent to enter this translation on line, 

and that <strong>the</strong>re was also a possibility to work on extracted Excel files. Since MR preferred this 

second option, DV undertook to send him exports <strong>of</strong> <strong>the</strong> <strong>PIARC</strong> Dictionary in English and in 

French. Action: DV 

Additionally, he was to give MR editing rights for <strong>the</strong> basic French and English versions <strong>of</strong> <strong>the</strong> 

<strong>PIARC</strong> Dictionary and Lexicon, and MM editing rights for <strong>the</strong> Persan language <strong>of</strong> <strong>the</strong> <strong>PIARC</strong> 

Dictionary (after <strong>the</strong> <strong>PIARC</strong> General Secretariat had given her a login and a password). Action: 

DV 

Finally, MR asked DV to pass on his request to <strong>the</strong> s<strong>of</strong>tware company for <strong>the</strong> term “Farsi” to be 

replaced with “Persian” in all <strong>the</strong> navigation screens (for users, editors and <strong>the</strong> administrator) <strong>of</strong> <strong>the</strong> 

Terminology application. 

9.11 Estonian 

Mr Marek Truu <strong>of</strong> <strong>the</strong> Technical Center <strong>of</strong> Estonian Roads (TECER) had contacted DV asking for 

files so he could translate <strong>the</strong> <strong>PIARC</strong> Dictionary into Estonian. DV had received an e-mail saying 

<strong>the</strong>y would undertake <strong>the</strong> translation, and questioned who should be given editing rights. MP was 

to check. Action: MP 


9.12 Croatian 

DV had sent pr<strong>of</strong>essor Mate Sršen <strong>the</strong> procedure to get editing rights for <strong>the</strong> Croation language 

and received acknowledgement <strong>of</strong> receipt, but no more. 

9.13 Greek 

Mr Thomidis had e-mailed DV asking how to get a translation <strong>of</strong> <strong>the</strong> <strong>PIARC</strong> Dictionary into Greek. 

There was a Greek translation <strong>of</strong> <strong>the</strong> 6 th edition (1990 – hard copy) <strong>of</strong> <strong>the</strong> Dictionary in Greek, to be 

ordered following <strong>the</strong> instructions on <strong>the</strong> “Publications” page <strong>of</strong> <strong>the</strong> <strong>PIARC</strong> website. DV had copied 

his reply to Mr Konstantinidis, since he had received nothing from him since January 2009. 

9.14 O<strong>the</strong>r languages 

AG asked about Chinese, as she was being asked frequently. DV said <strong>the</strong>re was no news on this, 

although MP felt it was a good point. 

BS asked about Korean, specifically for <strong>the</strong> C4 tunnels dictionary. DV said that a new slot had 

been opened for this specific dictionary, but not <strong>the</strong> for <strong>PIARC</strong> Dictionary or Lexicon. 

BS asked about Italian. This has not been worked on since Mr Moraldi in <strong>the</strong> 1990’s. DV would put 

this in his report. TR said <strong>the</strong>re could be Italian support from Switzerland, and asked whe<strong>the</strong>r a 

linguist or technical expert would be required. DV said it did not matter as long as <strong>the</strong>y were 

interested in terminology, and it should be an Italian native speaker who understands English 

and/or French well. TR undertook to enquire about Swiss delegate for Italian translation. Action: 

TR 

10. Article in Routes / Roads 

The article on page 34-35 in Routes/Roads No. 349 detailing <strong>the</strong> Czech and Hungarian progress 

was shown to <strong>the</strong> group. CHT reported an error in <strong>the</strong> “Fur<strong>the</strong>r news” section on <strong>the</strong> support she 

was receiving for <strong>the</strong> revision <strong>of</strong> <strong>the</strong> Spanish version <strong>of</strong> <strong>the</strong> <strong>PIARC</strong> Dictionary and <strong>the</strong> inroduction <strong>of</strong> 

terms in use in Latin America. 

11. Dictionary <strong>of</strong> acronyms <strong>of</strong> (inter)national organisations 

The list outlined in Prague had been sent out, and some responses had been received, but it was 

still open to o<strong>the</strong>rs. Action: all members who have not so far commented. 

MP asked whe<strong>the</strong>r it was to be only international. DV replied that he would like to start using <strong>the</strong> 

list currently on <strong>the</strong> <strong>PIARC</strong> website. 

CHT asked what comments were required. DV stated that <strong>the</strong>re should be “yes/no” on whe<strong>the</strong>r to 

include <strong>the</strong> organisations on <strong>the</strong> list, and possibly suggestions for o<strong>the</strong>r organisations not present. 

Such organisations should be at least national, but internationally active. 

BS pointed out that CEDR was missing, and indicated that some national road agencies who have 

native abbreviations, but also an English version. 

12. CTERM at <strong>the</strong> next <strong>PIARC</strong> World Road Congress 

DV reported that <strong>the</strong>re will be space in <strong>the</strong> <strong>PIARC</strong> Pavilion for CTERM, but this will be shared with 

<strong>the</strong> national committees. DV had received timetables <strong>of</strong> activities from Mr. Friedrich Zotter (FZ). 

DV asked whe<strong>the</strong>r we should present a PowerPoint presentation or use <strong>the</strong> s<strong>of</strong>tware directly. All 

felt using <strong>the</strong> s<strong>of</strong>tware would be better. ML suggested that we have a PowerPoint presentation as a 

back-up in case internet access was unavailable. AJ suggested we could record a presentation. 

CHT felt it unlikely that she would be funded to attend <strong>the</strong> Congress in Mexico. BS suggested that 

JFC could write to CHT’s boss to stress how important it would be to have a Spanish (native) 

speaker present, especially given <strong>the</strong> work undertaken on Latin American terminology. 

DV asked who will attend: 

• Definite: DV, AG & MP. 

• Probable: BS and ML. 

• Uncertain: PK and CHT. 

• No: AJ. 


In addition, AN had reported that by not attending this <strong>meeting</strong>, she hoped she would be able to 

attend <strong>the</strong> Congress. 

There was a discussion on <strong>the</strong> timings <strong>of</strong> <strong>the</strong> presentations and those <strong>of</strong> <strong>the</strong> national committees 

that had been scheduled by FZ. It was felt that CTERM would be disadvantaged by having timings 

when Congress Sessions were active, and some compromise changes were suggested. On 

Tuesday and Thursday, a 30-minute presentation slot in <strong>the</strong> morning c<strong>of</strong>fee break was to be 

requested at 10:30, and on Wednesday at 14:00. AG would ask FZ, and MP would request 

CTERM presentation timings inserted in programme details for <strong>the</strong> Congress in Mexico. Action:

Post-<strong>meeting</strong> note: shortly after <strong>the</strong> <strong>meeting</strong> (on 4 th April), FZ replied to AG that for Tuesday 10:30 

he had a reservation <strong>of</strong> <strong>the</strong> UK National <strong>Committee</strong> already. He proposed to move <strong>the</strong> CTERM 

presentation to 12:00. This was agreed and <strong>the</strong> proposed timings for CTERM presentations were 

confirmed to Mr Jean-Marc Philippeau (JMP), who is in charge <strong>of</strong> <strong>the</strong> organisation <strong>of</strong> <strong>the</strong> <strong>PIARC</strong> 

Pavilion in Mexico. 

Those attending are to meet in Mexico on <strong>the</strong> Monday before <strong>the</strong> first presentation, at 16:00. 

In addition to <strong>the</strong> basic presentations in English and French, it would be interesting to have 

presentations in o<strong>the</strong>r languages as well – especially in Spanish, should CHT be able to attend. 

AG stated that she was willing cover <strong>the</strong> German presentation. She asked MR if he could give a 

small presentation on progress with Persian. MR agreed. 

BS said that sessions should be advertised, maybe JFC could mention it in address. MP felt that it 

was unlikely to be included in address, but that it should be programme as a minimum. Action: MP 

BS suggested a roll-up banner to advertise sessions could be made (cost: € 50 – 80). MP asked 

BS to e-mail JMP. Action: BS 

13. Any o<strong>the</strong>r business 

13.1 Activity report 

It was confirmed during <strong>the</strong> <strong>meeting</strong> that CTERM would have to introduce an activity report for <strong>the</strong> 

Congress in Mexico. Since <strong>the</strong> relevant note to <strong>the</strong> chairs and secretaries <strong>of</strong> technical committees 

had not been sent earlier to DV, <strong>the</strong> deadline for CTERM to submit its report was extended to <strong>the</strong> 

end <strong>of</strong> May. DV undertook to draft <strong>the</strong> report. Action: DV 

13.2 EU COST 

ML suggested we could consider an EU COST Action for <strong>the</strong> next inter-Congress period. This fund 

pays travel and subsistence costs for European researchers to collaborate. As <strong>the</strong> work is not 

explicitly scientific, it may not be appropriate, but could be worth investigating. 

13.3 Translation <strong>of</strong> <strong>the</strong> minutes 

MP agreed to translate <strong>the</strong> minutes to French. Action: MP

ausfahren, der Vorrang nur innerhalb des 

Ortsgebietes zu geben. Dies sind nur einige

Erweiterter Begriff Ortsgebiet 

Manche rechtliche Regelungen beziehen sich 

auf das Ortsgebiet als Fläche, unabhängig von 

Straßen. Dabei handelt es sich dann um ein 

Gebiet, das durch die geraden 

Verbindungslinien zwischen den Ortstafeln 

begrenzt wird. Solche Gebiete spielen etwa in 

Regelungen zum Lärmschutz eine Rolle.

Die geschlossene Ortschaft ist ein feststehender 

Begriff der deutschen Straßenverkehrsordnung und 

beschreibt den räumlichen Zusammenhang von 

(Wohn-) Häusern. [1] Der Begriff dient dazu, diesen 

Bereich von der freien Strecke abzugrenzen und

“L'agglomération est un espace sur lequel sont groupés des immeubles bâtis”. (…) Le code ne pose aucune 

condition de continuité dans la définition de l'espace urbanisé et l'agglomération peut être composée de 

quelques centaines d'habitants comme de plusieurs centaines de milliers puisqu'aucune condition de densité

I searched in all possible Internet links ...Unfortunately one comes across “built-up area” which is utterly 

wrong, and <strong>the</strong> second proposal “urban area” does not appeal to me ei<strong>the</strong>r, nor “within city limits” ( since it 

also refers to smallest villages ...) – I will continue to look out for a satisfactory version .. 


Local area – I haven’t found anything. Could we use “speed restricted area” with an explanation? 


I never suggested nor referred to a “local area”, it certainly does not mean “Ortsgebiet”. “Speed restricted 

area” will, unfortunately, not do since <strong>the</strong>re are simply too many such areas for whatever reason. The 

permissible speed in an “Ortsgebiet” usually reads 70 km but <strong>the</strong>re may be fur<strong>the</strong>r limits (down to 30 km) 

within this stretch <strong>of</strong> already restricted speed. I have started asking practically everyone I meet (I mean 

internationally minded English speaking persons) for a suggestion …

Verkehrsstockung 


In actual fact we have three different terms: “Stau”, “Verkehrsstockung” (“stockender Verkehr”) and 

“Verkehrsüberlastung”. 

I quote: 

Der Begriff “Verkehrsstau (kurz Stau)” bezeichnet einen stark stockenden oder zum Stillstand 

gekommenen Verkehrsfluss auf einer Straße. Als einer der Gründe dafür gilt eine zu hohe Anzahl 

von Fahrzeugen pro Zeiteinheit (oder pro Streckenlänge). Die Ursachen für einen Verkehrsstau sind 

damit allein jedoch nicht erklärbar.

wird "fachlich" von einem Stau gesprochen, wenn der Verkehr mindestens für eine Minute mit weniger als 

10 km/h fließt. Liegt die Geschwindigkeit im Bereich zwischen 10 und 30 km/h, spricht man von 

stockendem Verkehr. 

Definitionen der schweizerischen ASTRA: 

“Stau” im Sinne der Verkehrsinformation ergibt sich, .wenn auf Hochleistungsstrassen oder 

Hauptstrassen ausserorts die stark reduzierte Fahrzeuggeschwindigkeit während mindestens einer 

Minute unter 10 km/h liegt und es häufig zum Stillstand kommt .wenn auf Hauptstrassen innerorts 

bei Knoten oder Engpässen die Verlustzeit insgesamt mehr als 5 Minuten beträgt. 

“Stockender Verkehr” im Sinne der Verkehrsinformation ergibt sich wenn ausserorts die stark 

reduzierte Fahrzeug-Geschwindigkeit während mindestens einer Minute unter 30 km/h liegt 

und/oder es teilweise zu kurzem Stillstand kommt. 

Bei der Stauerfassung wird in der VSS-Norm SN 671 921 zwischen Verkehrssituationen mit “Stau” oder 

“stockendem Verkehr” unterschieden. Im Staubericht werden dagegen beide erfassten Zustände als “Stau” 

bezeichnet, da die für eine genaue Unterscheidung notwendigen netzweiten dynamischen Verkehrs- und 

Geschwindigkeitsdaten heute noch nicht verfügbar sind. Die Anzahl Staustunden ist die Dauer der Staus von 

deren Beginn bis zu deren Auflösung in Stunden. 

Verkehrsüberlastung: eine Überlastung liegt dann vor, wenn die Kapazitätsgrenze einer Verkehrsanlage 

überschritten wird.
