OSWCA members will soon be able to enrol in a new course on claims that can be used towards their Gold Seal Certification. The course is part of the series on Civil Construction Management Education offered by the Joint Committee on Education in conjunction with Ryerson University. The Committee is composed of members from OSWCA and the Ontario Road Builders Association (ORBA). The Joint Committee on Education was struck about eight years ago. The committee started out by offering four courses, and in 2006 will offer seven courses to OSWCA and ORBA members. The courses are usually offered during the slow construction months of January and February and the main thrust of all the courses is for Gold Seal certification. Students must pass each course for the certification. Neil Toner has been sitting on the committee since its inception, and is also its chairman. “When we first sat down eight years ago we brainstormed on what kind of courses we needed. We kicked this one on claims around for about a year and decided to go ahead with it,” he explained. The committee has almost finalized the choice of instructor for the claims course. For January 2005, there were six courses that made up the Civil Construction Management Education Series. Financial Management for the Non-Financial Manager is taught by Deirdre Taylor, who began her career in the construction industry and is now a Professor of Accounting at Ryerson University. The course has been specially designed for the civil construction industry and makes allowance for non-financial supervisors. The objective is to instil an understanding of how profit is derived in the construction industry and the importance of tracking cash flows. The course on Health & Safety – Risk, Responsibility and Liability is billed as “the most comprehensive health and safety program available to civil contractors”. The course takes supervisors and managers through the rules and regulations of interacting with the Ministry of Labour, the prosecution process and defence, due diligence and loss control. For members of the Civil Construction Safety Group, this course is mandatory for at least one representative from each company. The most popular course of the series is Effective Communication and Negotiating Skills. This course is designed to improve the written, oral and negotiating skills of supervisors and managers. It teaches the skills of successful debate from listening skills to determine the needs of the other party, and resulting in a win-win situation. The course has two instructors. Peter Wilson has over 20 years’ management experience with companies such as IBM, General Foods and ATCO. He is a professor at Ryerson University and teaches the negotiating part of the course. Colleen Marlin is an accomplished broadcaster and radio and television scriptwriter. She has been teaching business communications for over 20 years at the post secondary level. She teaches the written communications portion of the course. The Pre-Bid Risk Management course was completely redesigned with a new instructor for 2005. The instructor, Eric Lewis, has spent his entire 40-year career working in the civil construction industry. He has handled all kinds of civil projects from supervision of the bid to man-
aging the work. The course itself provides comprehensive identification and analysis of the elements of risk leading up to the civil contractor’s bid. Peter Wilson also teaches the course on Management Skills: What Makes a Good Manager. Over five days, Wilson works with students to give them the skills required to effectively plan, organize, direct, control, solve problems and learn from experience. This course is filled with interactive activity and is a favourite with OSWCA members. The Construction Law course is only in its second year. It provides an introduction to basic legal concepts and principles of Canadian law as they relate to the development of land and the construction process. The course instructor is lawyer Glen W. Ackerley, a partner with Weir- Foulds Law Firm. His primary area of practice is construction law. Ackerley also teaches the Construction Law course at the Department of Architectural Science and Landscape Architecture at Ryerson University. Toner said that OSWCA and ORBA members appreciate the courses offered and the education committee makes sure the courses give students what they need. “Attendance has been excellent, it has been quite impressive,” he said. The Education Committee takes steps to ensure the courses give students what they need to know. “We give every student an evaluation to complete on the instructor and contents of the course. On the whole it has been positive. Any negative comments are reviewed and if it is justified we review the course and interview the instructor.” Any members looking for more information should contact the OSWCA office.
