3. Casualties (TAB C)<br />

• As <strong>of</strong> 6:00 PM, 13 August 2012, a total <strong>of</strong> ninety five (95) persons were reported dead:<br />

twelve (12) were victims <strong>of</strong> landslide, sixty nine (69) drowning, twelve (12) landslide,<br />

two (2) lightning stike, four (4) electrocution, three (3) heart attack / cardiac arrest, one<br />

(1) nervous breakdown, two (2) fallen trees and two (2) undertermined cause.<br />

• To date, the four (4) victims <strong>of</strong> drowning remains to be unidentified.<br />

• A total <strong>of</strong> eleven (11) persons were injured due to landslide, vehicular accident and<br />

snake bite.<br />

• A total <strong>of</strong> four (4) persons are still missing while 62,846 were rescued.<br />

4. Status <strong>of</strong> Lifelines<br />

1. Condition <strong>of</strong> Roads and Bridges (TAB D)<br />

• A total <strong>of</strong> eleven (11) roads and three (3) bridges are not passable to all types <strong>of</strong><br />

vehicles in Regions I, III, IV-A and CAR due to flooding.<br />

• As <strong>of</strong> 6:00 PM, 13 August 2012, the roads in San Isidro, Sta Monica and San Luis,<br />

Bataan are already passable while the Bayambang-Camiling Road in Ilocos Sur is under<br />

repair.<br />

• The water from Ipo Dam is likely to affect the low-lying areas along the Angat River. All<br />

residents living in those areas are advised to be alert for possible increase in water level<br />

downstream and to take precautionary measures.<br />

• All residents living in the areas near the Angat, Ipo, Ambuklao, Binga, San Roque and<br />

Magat are advised to be alert for possible increase in the water level downstream.<br />

F. Damaged Houses (TAB E)<br />

• A total <strong>of</strong> 8,629 houses were damaged in Regions I, III, IV-A, IV-B and VI, <strong>of</strong> which<br />

2,996 totally and 5,633 partially damaged.<br />

G. Cost <strong>of</strong> Damages (TAB F)<br />

• As <strong>of</strong> 6:00 PM, 13 August 2012, The total cost <strong>of</strong> damages to infrastructure and<br />

agriculture in Regions I, III, IV-A, IV-B and NCR is ₱ 2,263,539,045.14.<br />

• The total cost <strong>of</strong> damages to infrastructure is ₱ 639,128,230.00 and the total cost <strong>of</strong><br />

damages to agriculture is ₱ 1,624,410,8<strong>15</strong>.14.<br />

• There is a significant increase in the cost <strong>of</strong> damage in agriculture (fisheries) in Region<br />

III.<br />

H. Flooded Areas (TAB G)<br />

• A total <strong>of</strong> sixty four (64) Cities/Municipalities from NCR, Regions III, and IV-A have<br />

flooding.<br />

• The flooding in Region I has been subsided while there are reported floodings in some<br />

Brgys in Pampanga.<br />

I. Suspension <strong>of</strong> Classes (As <strong>of</strong> 13 August 2012)<br />

• Classes in Hagonoy (Pre-School to High School) and Meycauyan, Bulacan (Brgys.<br />

Longos and Zamora, All Levels) are suspended.


III. EMERGENCY MANAGEMENT<br />

A. Conduct <strong>of</strong> Emergency Cabinet Meeting<br />

• The <strong>NDRRMC</strong> conducted an Emergency Meeting with His Excellency President Benigno<br />

Aquino III at 10:00 AM, 7 August 2012 at the <strong>NDRRMC</strong> Conference Room, attended by<br />

DSWD, DILG, DOST (PAGASA), MMDA, DPWH, DOH, and DepEd, AFP, PNP, BFP,<br />

PCG, other agencies and print / broadcast media. The meeting focused on the action<br />

plan on damage assessment, asset mobilization, Search and Rescue (SAR), relief<br />

allocation and distribution to augment the LGUs and affected communities<br />

• The DOST (PAGASA), DSWD, DPWH, MMDA and DOH presented their reports based<br />

on their respective mandates<br />

• The President raised some specific issues that need to be addressed by the concerned<br />

agencies. Likewise provided general guidance to the response and relief agencies to<br />

require the LGUs concerned to go around their respective areas through the Brgy<br />

Captains and provide necessary assistance whenever necessary<br />

• President’s instructions to the agencies were the following: DSWD to find a place<br />

where they can put tents as additional evacuation centers; DOH to initiate the<br />

provision <strong>of</strong> water for those who depend on deep wells and how to address flooding<br />

in hospitals; DILG to identify all inundated /flooded Barangays in Marikina City<br />

affected by SW <strong>Monsoon</strong>, require all LGUs to go around their areas through the<br />

barangay captains; and check floodings in Tarlac and Northern Luzon ( La Union.<br />

Pangasinan and Ilocos; DOST to fast track the preparation <strong>of</strong> hazard map <strong>of</strong> Luzon.<br />

DPWH to study the long term solution for Laguna Lake.<br />

• On 8 August, 2012, His Excellency President Benigno Aquino III, DND Secretary and<br />

<strong>NDRRMC</strong> Chairperson Voltaire Gazmin, MMDA Chairperson Francis Tolentino and<br />

Muntinlupa City Mayor Aldrin San Pedro personally inspected the Tunasan Elementary<br />

School in Brgy Tunasan, Muntinlupa City to assess the situation <strong>of</strong> the evacuees.<br />

• The President then proceeded to the NDRRMOC for a short briefing with the <strong>NDRRMC</strong><br />

TWG and discussed the current weather situation and forecast, roads accessibility and<br />

response measures being implemented.<br />

• An aerial damage assessment was conducted by OCD Operations Division Dir.<br />

Armando Duque together with PAGASA representatives Deputy Administrator Vic<br />

Malano, Mr. Mario Raymundo, and Mr. Bernie de Leon.<br />

B. Relief and Recovery Operations<br />

DSWD:<br />

• Prepositioned P3.31 million standby funds and P38.32 million worth <strong>of</strong> relief supplies in<br />

all DSWD-FOs along the typhoon path, amounting to P41.64 million.<br />

• DROMIC is closely coordinating with DSWD-FOs concerned for any significant updates<br />

related to SW monsoon.<br />

• Affected families need food, water, clothing, mats, blankets, and diapers for infants<br />

DOH-HEMS:<br />

• Closely monitors the status <strong>of</strong> health services, <strong>of</strong>fices and personnel at all levels;<br />

strengthen advisory and health promotion campaign on the preventive measures <strong>of</strong><br />

Leptospirosis case and other food and water borne related diseases; and released<br />

assorted drugs and medicines and rubber boots to CHDs.<br />

• CHDs I, III, IV-A,, IV-B, CAR and NCR provided assorted drugs and medicines to the<br />

LGUs concerned.<br />

• Code Red Alert is still raised.<br />

• Activation and monitoring <strong>of</strong> Surveillance in Post Extreme Emergencies and Disaster<br />

(SPEED) reports from different health facilities in Regions III, IV-A, and NCR.


DepEd:<br />

• <strong>Rep</strong>orted that 51 schools so far are being utilized as evacuation centers; mobilized<br />

teachers to conduct classes in QC; and prepare contingency plan (1-2 hrs additional for<br />

regular classes) to complete 180 days mandatory or make up classes.<br />

DILG:<br />

• Provided assistance by search and rescue (SAR) and evacuation in the municipalities<br />

<strong>of</strong> Batangas namely: Calaca, Calatagan, Lemery, Lian, Taal, Tuy, Bauan, San Luis,<br />

Agoncillo, Alitagtag, Cuenca, Laurel, Malvar, San Nicolas, Sta Teresita, Talisay,<br />

Tanauan City<br />

• Provincial Engineering Office mobilized heavy equipment (loader, backhoe and<br />

dumptrucks) to augment in the clearing operations in the affected barangays <strong>of</strong> Lemery.<br />

• Issued a memorandum addressed to all DILG Provincial/City Directors for the<br />

reactivation <strong>of</strong> the Local Price Coordinating Councils to ensure that all LCE’s adopt<br />

measures to address hoarding and exorbitant price increases <strong>of</strong> essential/prime<br />

commodities.<br />

C. Cost <strong>of</strong> Assistance (TAB H)<br />

• A total amount <strong>of</strong> ₱ 94,882,408.26 worth <strong>of</strong> relief assistance was provided to the affected<br />

families. The Local Government Units (LGUs) provided ₱ 40,206,540.12, Non-<br />

Government Organizations (NGOs) provisioned ₱ 5,5<strong>15</strong>,5<strong>15</strong>.78, Deparment <strong>of</strong> Health<br />

granted ₱ 13,209,614.26, while the Department <strong>of</strong> Social Welfare and Development<br />

(DSWD) allocated ₱ 35,950,738.04.<br />

� Region III and NCR received remains to have the biggest allocation to date.<br />

D. Search and Rescue (SAR) Operations (TAB I)<br />

• SAR operations were effected through the concerted efforts <strong>of</strong> the SAR units <strong>of</strong> AFP,<br />

PCG and PNP and around 19,200 personnel, 678 vehicles and 435 seacrafts were<br />

mobilized to various areas in Metro Manila.<br />

• LTO allocated 43 personnels, 5 vehicles and 4 seacrafts for SAR Operations.<br />

A landslide incident occurred due to heavy<br />

rains which involved two (2) houses. The said<br />

incident resulted into the deaths <strong>of</strong> nine (9)<br />

persons and injuries <strong>of</strong> four (4) persons.<br />

incident occurred in <strong>Sit</strong>io Tanza Dos wherein a<br />

A drowning incident involving two (2) persons<br />

occured. The body <strong>of</strong> Marie Pansipani, 7 y/o,<br />

was recovered 300m away from the incident<br />

while the body <strong>of</strong> May Pansipani, 9 y/o, was<br />

recovered 30m away from the incident.<br />

A man, named Ricardo Rueles, was<br />

reportedly drowned while fishing when he was<br />

swept by the strong water current <strong>of</strong> Puray<br />

River.<br />

A drowning incident occurred at Monteverde<br />

Royale in Brgy. San Juan in Rizal. The three<br />

(3) victims - Nicole Costa, Noel Garde Espin<br />

and Christian Garde Espin - were playing when<br />

they accidentally fell in the creek.<br />

Christina Curlano, 3 y/o, was found dead by<br />

her parents. The victim accidentally fell and<br />

drowned in the floodwaters.<br />

A drowning incident occurred involving<br />

Christiam Fontanilla, twenty-one (21) yrs old, a<br />

resident <strong>of</strong> Emilio Aguinaldo St., Lucban,<br />

Quezon<br />

Two (2) residents <strong>of</strong> San Jose, Naujan,<br />

Oriental Mindoro went fishing onboard a<br />

motorized banca but failed to return home. A<br />

wrecked motorized banca was later found at<br />

the coastal area <strong>of</strong> Brgy. Melgar B <strong>of</strong> the same<br />

municipality<br />

Two (2) affected houses were reportedly buried<br />

along with the deceased victims while the<br />

survivors were rushed to East Avenue Medical<br />

Center.<br />

per DOH report.<br />

The victims were rushed to Taytay Emergency<br />

Hospital but pronounced dead on arrival.<br />

On or about 5 August 2012, the body was found<br />

and identified by his family.<br />

As <strong>of</strong> 10 August 2012, the two victims - Allan<br />

jayag Montanio and Val Valenzuela - are still<br />

considered missing.

The body <strong>of</strong> Deo Socajil was recovered along<br />

the coastal area <strong>of</strong> Brgy. Gui-ob. On or about<br />

12:00 PM 5 August 2012, the victim was<br />

reported missing after their banca capsized<br />

due to the big waves while fishing.<br />

A vehicular accident involving one (1) Public<br />

Utility Jeepney (PUJ) with plate number TWN<br />

325 occurred. The vehicle fell below the road<br />

surface at a distance <strong>of</strong> about 20 ft due to the<br />

collapse <strong>of</strong> the certain portion <strong>of</strong> the highway.<br />

There are eight (8) victims sustaining minor<br />

injuries.<br />

A riprap near a creek collapsed due to heavy<br />

rains<br />

The half portion <strong>of</strong> a Provincial Road and a<br />

residential house owned by Fernando Anonoy<br />

Jr. were both partially damaged due to soil<br />

erosion that occurred in the area.<br />

A flooding incident was reported in twelve (12)<br />

barangays in Baco, Oriental Mindoro: Brgy.<br />

Bangkatan, Brgy. Mayabig, Brgy. Mangangan<br />

I, Brgy. Alag, Brgy. Burbuli, Brgy. Sta Cruz,<br />

Brgy. Lumangbayan, Brgy. Catuwiran I, Brgy.<br />

Catuwiran II, Brgy. Malapad, Brgy. Dulangan I<br />

and Brgy. Dulangan II<br />

A motorized banca, with a total <strong>of</strong> six (6)<br />

passengers, encountered strong winds while<br />

sailing enroute to Banana Island Resort,<br />

Malcapuya Island, causing it to half submerge.<br />

The five (5) fishermen from Brgy. Inhobol were<br />

struck by lightning.<br />

SAR Operations was conducted by the Brgy.<br />

Officials and CPR was applied. The victim was<br />

immediately rushed to RHU but was pronounced<br />

dead on arrival.<br />

There were four (4) persons namely, Benjamin<br />

Montes, 68 y/o, Sherwin Francisco, 18 y/o, Paul<br />

Jorge Altarejo, 21y/o, and Cleo Añeso, 16 y/o<br />

reportedly admitted to the hospital.<br />

No casualty reported.<br />

The road is not passable to heavy vehicles to<br />

avoid further damage.<br />

As <strong>of</strong> 8 August 2012, the floodings have already<br />

subsided.<br />

A passing motorized banca rescued all six (6)<br />

passengers while the half sub-merged banca<br />

was towed by the SAR Team onboard a<br />

motorized banca Four Delta-1 to Luwalhati<br />

Wharf, Coron, Palawan.<br />

One (1) <strong>of</strong> the fishermen was dead, one (1) was<br />

missing, one (10 was in the hospital and two (2)<br />

were slightly injured.

through SMS, facsimile and websites for further dissemination to their respective<br />

• Conducted Emergency meeting with the President Benigno Simeon Cojuangco<br />

Aquino III and was presided by Sec. Voltaire Gazmin, Chairperson <strong>of</strong> <strong>NDRRMC</strong>.<br />

It was attended by the Secretaries from different agencies namely: PAGASA,<br />

DOST, DOTC, MMDA, DSWD, DILG, DOH, DPWH, DepEd, AFP, PNP and PCG.<br />

The meeting focused on the action plan on damage assessment, asset<br />

mobilization, Search and Rescue (SAR), relief allocation and distribution to<br />

augment the LGUs and affected communities.<br />

• Based on the recommendation <strong>of</strong> PAGASA and <strong>NDRRMC</strong>, the Office <strong>of</strong> the<br />

President issued MEMORANDUM CIRCULAR NO. 33 suspending work in<br />

government <strong>of</strong>fices and classes in college level in National Capital Region and<br />

the provinces <strong>of</strong> Zambales, Bataan, Pampanga, Pangasinan, Tarlac, Bulacan,<br />

Laguna, Cavite and Rizal today, 07 August 2012, with the exception <strong>of</strong> those<br />

agencies whose functions involved the delivery <strong>of</strong> basic and health services,<br />

preparedness and response to disasters and calamities, and/or the performance<br />

<strong>of</strong> other vital public services.<br />

• The Executive Director <strong>of</strong> <strong>NDRRMC</strong>, USEC Benito Ramos together with<br />

RDRRMC III Chairperson and OCD OpCen Dir. Armando Duque conducted<br />

• <strong>NDRRMC</strong> thru RDRRMC III provided rice assistance for the relief assistance<br />

assess the evacuation centers and the damages to affected health facilities.<br />

• The team from PHTOs, Mariveles Mental Hospital, Bataan General Hospital and<br />

PHOs in Dinalupihan, Bataan provided medical consultations at the evacuation<br />

IV-A • Provided different medicines and doxycycline capsules and prophylaxis to<br />

evacuation centers by field <strong>of</strong>fice to anticipate the influx <strong>of</strong> diseases especially<br />

Leptospirosis.<br />

PAGASA • PAGASA announced the opening <strong>of</strong> Ipo Dam spillway gate with 0.30 m on<br />

August 12, 1:00 PM and Angat Dam spillway gate on August 12, 4:00 PM. The<br />

water from Ipo Dam is likely to affect the low-lying areas along the Angat River.<br />

All residents living in those areas are advised to be alert for possible increase in<br />

water level downstream and to take precautionary measures.

• Assistant Secretary Florita Villar and FO III’s Operations and Programs Division<br />

Chief Irene Crespo conducted damage assessment and provided relief<br />

assistance to 1,100 families in Apalit, Pampanga<br />

• SWAD teams coordinated with the local counterparts regarding the inquiries,<br />

request for relief assistance and rescue <strong>of</strong> the families in areas still submerged in<br />

deep water.<br />

• Undersecretary Parisya Hashim-Taradji visited the evacuation centers in San<br />

Fernando and Sto.Tomas, Pampanga.<br />

• As <strong>of</strong> August 12, DSWD released a total <strong>of</strong> 12,900 family packs for the request <strong>of</strong><br />

some legislators for their affected constituents in the cities <strong>of</strong> Manila, Muntinlupa,<br />

Taguig, Quezon, Caloocan, Pasig, and Valenzuela.<br />

• 161 Battalion deployed 1 squad from Headquarters Company to Tanay, Rizal<br />

• 12 Disaster Response Unit (DRU) Charlie Company conducted relief operations<br />

and facilitated evacuation <strong>of</strong> civilians trapped in deeply flooded areas in San<br />

Mateo, Rizal<br />

• Prepositioned 136,730 food packs in the National Resource Operations Center<br />

amounting to ₱ 34,182,500.00. The total food packs released to affected areas<br />

were 136,730 amounting to ₱ 25,613,750.00.<br />

• SOLCOM Commander advised all operating units to coordinate to the LDRRMCs<br />

in their respective AORs and be prepared to assist in their operations as need<br />

arises.<br />

• AFP RESCOM NHQ assisted in the evacuation on Gen. Trias and Bacoor, Cavite.<br />

• RESCOM deployed fifty (50) raincoats and twenty six (26) boots.<br />

• Airlifted 1,400 food packs to two (2) isolated barangays in Lubao, Pampanga<br />

• PDRRMC Nueva Ecija prepositioned 500 packs <strong>of</strong> relief goods, 2 dump trucks and<br />

210 cavans <strong>of</strong> rice.<br />

• PDRRMC Zambales distributed relief assistance to the affected families in Iba,<br />

Zambales and activated Local Price Coordinating Councils.<br />

• CDRRMC Angeles released sacks to the following Brgys: 500 pcs to Sapang Bato,<br />

500 pcs Pampang, 200 pcs sto Rosario, 700 pcs to Cutcut, 200 pcs to Sta<br />

Trinidad, 400 pcs to Cuayan, and 1,200 pcs to San Nicolas all in Angeles City.<br />

• CDRRMC Olongapo conducted rescue and evacuation operations in the 16 Brgys<br />

<strong>of</strong> Olongapo City. Olongapo Rapid Damaged and Needs Analysis (RDANA)<br />

Team made assessment ion various areas within the city.<br />

• CDRRMC Palayan Rescue Team conducted rescue operations in Sto. Tomas,<br />

San Matias and Minalin Pampanga.<br />

• MDRRC San Antonio, San Felipe, Sta Cruz, Botolan and Iba Zambales provided<br />

assistance to the affected families.<br />

• MDRRMC Subic, Castillejos, San Narciso and Cabangan assisted in evacuation <strong>of</strong><br />

affected families in low lying Barangays and distributed relief goods and<br />

sandbagging.<br />

• RDRRMC III together with DILG, DSWD, DOH, NEDA, PIA and AFP conducted<br />

Aerial Inspection at Pampanga area on 7 August 2012.<br />

• RDRRMC III issued 50,000 pcs <strong>of</strong> empty sacks to Candaba, Pampanga on 7<br />

August 2012 to augment the sand bagging operations being conducted by the<br />

LGU.<br />

• Dispatched two (2) WASAR Teams with PHERT personnel, 2 dump trucks and<br />

rubber boats to Brgys Lasip and Baloloc, Lingayen Pangasinan.<br />

• Tarlac PDRRMC was deployed to Sto Tomas, Pampanga on August 7 and<br />

conducted rescue operations in Minali and Sto Tomas, Pampanga on August 10.<br />

• As <strong>of</strong> August 10, a total <strong>of</strong> 37,200 pieces <strong>of</strong> sacks was released in <strong>15</strong><br />

municipalities <strong>of</strong> Tarlac.<br />

• PDRRMC Chairperson, Gov. Hermogenes E. Ebdane Jr. Conducted ocular<br />

inspection to Bucao Dike and assessed the damaged caused by the heavy rains.<br />

• Rescue 922 Cauayan City, Isabela conducted rescue operation in Dinalupihan,<br />

Bataan on August 7 and reported to OCD III on August 9.<br />

• Rescue 206 Santiago City conducted rescue operations at Heroes Hall in City <strong>of</strong><br />

San Fernando, Pampanga on August 7 – 10.<br />

IV-A • RDRRMC IV-A Chairperson alerted PNP PRO IV-A to assist DSWD IV-A in the<br />

relief operations and assessed the on-going evacuation and SAR operation in the<br />

provinces <strong>of</strong> Rizal, Laguna and Cavite<br />

• PDRRMC Laguna was instructed to conduct pre-emptive evacuation in the<br />

municipalities along Laguna de Bay.<br />

• CDRRMC Sta Rosa conducted pre-emptive evacuation to 137 families and<br />

provided family food packs.<br />

• PDRRMC Quezon dispatched an eight-man (8) response team with Water Search<br />

and Rescue (WASAR) to Rodriguez and San Mateo, Rizal.<br />

• Tanauan CDRRMC provided food packs to evacuees under their AOR.


IV-B<br />

• DRRMC Bacoor City conducted force evaluation in the flooded areas.<br />

• PDRRMC Rizal dispatched additional 4 boats to Rodriguez and San Mateo, Rizal<br />

and dispatched Dump truck to Marcos Highway in Antipolo City.<br />

• MDRRMO Abra de Ilog Occidental Mindoro placed their Operation Center on alert<br />

status and advised pre-emptive evacuation especially to those living near the<br />

river. MSWDO prepositioned relief goods.<br />

• LGU Roxas placed their Operation Center on alert status and continuously<br />

monitoring the status <strong>of</strong> San Rafael dike.<br />

• Calapan City, Mindoro Public Safety Department conducted ocular inspection;<br />

monitored the affected areas; and deployed personnel and prepositioned rescue<br />

equipment for possible SAR operations.<br />

• Conducted RDRRMC Response Committee Meeting attended by representative<br />

from different agencies. Discussed preparations for the deployment <strong>of</strong> 1 water<br />

purifier, WATSAN and SAR teams to NCR for community assistance.<br />

V<br />

• RDRRMC Bicol sent a contingent <strong>of</strong> Team OCD5-Albay composed <strong>of</strong> WASAR<br />

teams from the naval Forces southern Luzon (NAVFORSOL), Tactical Operations<br />

Group 5 (TOG)-PAF and the BFP5 together with the Water Sanitation (WATSAN)<br />

team equipped with Water Filtration System. The team which is headed by the<br />

Deputy Commander <strong>of</strong> NAVFORSOL as the Task Force Head proceeded to the<br />

Flood Control Information Center (FCIC), MMDRRMC for the coordinating<br />

instructions.<br />

• Team Albay established a Command Post at the MMDA Station at Edsa corner<br />

Timog Avenue, Quezon City.<br />

• 3 WASAR Teams from BFP-SRU 5, NAVFORSOL and TOG5 PAG, after receiving<br />

a briefing from OCD NCR at the MMDA OpCen, were deployed around 4:00PM,<br />

08 August 2012. Its operation resulted to rescuing 278 persons and transporting<br />

them to different evacuation centers. As <strong>of</strong> 10 August 2012, the team was able to<br />

distribute 68,000 liters <strong>of</strong> potable water to residents <strong>of</strong> Brgys Tunsuya, Catmon,<br />

and Kunyugan <strong>of</strong> Malabon City utilizing the Water Filtration Machine and<br />

distribution made using Mobile Lorie (12,000 liters capacity).<br />

• On 10 August 2012, Team Albay-OCD 5 assisted in the repacking efforts <strong>of</strong> ABS-<br />

CBN Sagip Kapamilya Foundation for possible relief distributions to several<br />

affected communities.<br />

VI • PDRRMC Aklan, PDRRMC Antique and PDRRMC Iloilo was placed on alert status<br />

to monitor the situation in their AOR particularly the landslide prone area.<br />

• OCD-NCR facilitated request <strong>of</strong> City <strong>of</strong> manila for fire trucks; request <strong>of</strong> Marikina<br />

for heavy equipment, additional trucks and manpower; request <strong>of</strong> Muntinlupa for<br />

3,000 family packs; and the requirements <strong>of</strong> the cities <strong>of</strong> Malabon and Valenzuela<br />

NCR<br />

for WATSAN or Water Filtration System.<br />

• CDRRMCC Muntinlupa built temporary footbridges at the affected areas near<br />

Laguna Lake<br />

• MMDRRMC conducted a meeting presided by Chairman Francis Tolentino and<br />

was attended by representatives from member agencies. Advance Command<br />

Posts (ACP) were initiated in strategic locations to provide assistance to the<br />

identified areas. The locations <strong>of</strong> the ACP are as follows: Marikina, Malabon,<br />

South (Alabang), Manila, Orense and in Quezon City.<br />

• OCD-NCR monitored landslide in Brgy Commonwealth, Quezon City.<br />

• QC DPOS deployed Rescue Team with rubber boat to the following areas: Brgy<br />

Damayan Lagi, Brgy Sto Domingo, Brgy Damayan District I, Roxas District and<br />

Brgy Apolonio Samson.<br />

• Parañaque Rescue dispatched two (2) dump trucks for the stranded passengers in<br />

Evacom and and SM in San Dionisio, Parañaque. Deployed one (1) rubber boat,<br />

one (1) dump truck and rescue personnel in Brgy San Isidro to evacuate families<br />

from the creek side to the Brgy Hall.<br />

• LGU Pasay City deployed two (2) rubber boats with rescue personnel to assist<br />

rescue operations.<br />

• LGU Malabon City formed an augmentation team consisting <strong>of</strong> MDRRMO, PNP<br />

Malabon, Special Action Force, Fire Malabon, City Hall Employees, Navy, Coast<br />

Guard, MMDA, Health, CSWDD and volunteer personnel.<br />

• LGU San Juan City dispatched the rescue vehicles for flood monitoring and<br />

assisting evacuation <strong>of</strong> constituents in AOR.<br />

• LGU Makati City distributed food packs and relief goods to individuals affected by<br />

flooding in Brgy Palanan, Brgy Pembo and Brgy Comembo.


CAR<br />

• Coordinated the request <strong>of</strong> DSWD-NCR <strong>of</strong> four (4) units <strong>of</strong> 6x6 vehicles to conduct<br />

relief assistance with President Benigno Aquino III in the National Capital Region<br />

affected by <strong>Southwest</strong> <strong>Monsoon</strong>.<br />

• OCD-NCR joined the Clean-up Provision for Marikina City.<br />

• RDRRMC OpCen maintains its RED ALERT status and is continuously manned by<br />

OCD CAR staff / personnel<br />

• Continuously disseminating warning advisories to the public, to all LDRRMCs and<br />

CRDRRMC member agencies and media practitioners utilizing the SMART info<br />

board (2623 or COCD), email, social media network, facsimile and SMS and<br />

continuously monitoring AOR.<br />

• Continuously advising LDRRMCs to take appropriate action and follow the alert<br />

level and discuss local preparedness for possible emergency response.<br />

• PDRRMC Benguet ordered pre-emptive evacuation to high risk areas. Mining<br />

Operation <strong>of</strong> small scale miners is still suspended. Assisting DPWH in road<br />

clearing operation (with heavy equipment and manual work). Philex mines<br />

augmented the SAR teams<br />

• Benguet Corp has been assisting in the SAR operation in Bokod since August 5,<br />

2012.<br />

• CDRRMC Baguio City is on alert status and their response teams still on standby<br />

and is monitoring water level at City Camp Lagoon<br />

• PNP CAR assisting in the monitoring <strong>of</strong> road conditions and status <strong>of</strong> communities<br />
