• There has been a minor increase in the total number <strong>of</strong> families affected while<br />

there is a significant decrease <strong>of</strong> evacuation centers as evacuees are expected to<br />

return to their homes as the damaging effects <strong>of</strong> heavy rains subside.<br />

3. Casualties (TAB C)<br />

• As <strong>of</strong> 5:00AM, <strong>12</strong> August 20<strong>12</strong>, a total <strong>of</strong> eighty-five (85) persons were reported<br />

dead: twelve (<strong>12</strong>) were victims <strong>of</strong> landslide, sixty-two (62) died due to drowning, two<br />

(2) died due to lightning, three (3) due to electrocution, three (3) due to heart attack /<br />

cardiac arrest, two (2) due to fallen trees and one (1) undetermined.<br />

• A total <strong>of</strong> ten (10) persons were injured <strong>of</strong> whom were victims <strong>of</strong> landslide, vehicular<br />

accident and snake bite.<br />

• A total <strong>of</strong> eight (8) persons are still missing while 62, 846 were rescued.<br />

4. Status <strong>of</strong> Lifelines<br />

1. Condition <strong>of</strong> Roads and Bridges (TAB D)<br />

• As <strong>of</strong> 05:00 AM, <strong>12</strong> August 20<strong>12</strong>, a total <strong>of</strong> ten (10) roads and three (3) bridges are<br />

not passable to all types <strong>of</strong> vehicles in Regions I, III, IV-A, CAR and NCR due to<br />

flooding.<br />

• To date, all roads in Muntinlupa City, Tarlac City, Province <strong>of</strong> Laguna, Region VI and<br />

some roads in the City <strong>of</strong> Manila that were previously reported obstructed by flood are<br />

already passable to all types <strong>of</strong> vehicles.<br />

• Water releases from the critical dams is expected to affect the following areas: San<br />

Manuel, San Nicolas, Tayug, Sta Maria, Asingan, Villasis, Alcala, Bautista, Rosales<br />

and Bayambang in Pangasinan; and the low lying areas along Angat river from<br />

Norzagaray and Hagonoy; are expected to be affected while Ipo, Ambuklao, Binga<br />

and San Roque dams are releasing water.<br />

• All residents living in the areas near the Ipo, Ambuklao, Binga and San Roque are<br />

advised to be alert for possible increase in the water level downstream.<br />

3. Status <strong>of</strong> Water and Power Supply<br />

• To date, power outage on <strong>Sit</strong>io Cuarenta, Namaluan Sur, Brgy Diaz, Bautista,<br />

Pangasinan is still ongoing while in Region III, no update has been received for the<br />

water/power outage in the region.<br />

• As <strong>of</strong> 8:00 PM, 10 August 20<strong>12</strong>, power outage was experienced in the following<br />

areas: Gruar Subdivision in Cainta; Brgy Burgos and San Jose in Rodriguez; Dulong<br />

Bayan, Sta Ana and Banaba in San Mateo; and Brgy Dalig in Cardona.<br />

• Power Supply restored at <strong>Sit</strong>io Cuarenta, Namaluan Sur, Brgy Diaz, Bautista,<br />

Pangasinan<br />

F. Damaged Houses (TAB E)<br />

• A total <strong>of</strong> 8,428 houses were damaged in Regions I, III, IV-A, IV-B and VI, <strong>of</strong> which<br />

2,954 totally and 5,474 partially damaged.<br />

• Increase in figures is brought about by additional reports from Region IV-A.<br />

G. Cost <strong>of</strong> Damages (TAB F)<br />

• As <strong>of</strong> <strong>12</strong> August 20<strong>12</strong>, The total cost <strong>of</strong> damages to infrastructure and agriculture in<br />

Regions I, III, IV-A, IV-B and NCR is ₱ 604,626,611.50.<br />

• The total cost <strong>of</strong> damages to infrastructure is ₱ 585,065,230.00 and the total cost <strong>of</strong><br />

damages to agriculture is ₱ 19,561,381.50.<br />

• The significant increase in cost <strong>of</strong> damages is brought about the reported<br />

damaged Health Facilities in NCR estimated at P400,145,000.00 and in Region III<br />

estimated at P26,500,000.00.<br />

H. Flooded Areas (TAB G)<br />

• A total <strong>of</strong> eighty-two (82) Cities/Municipalities from NCR, Regions I, III, and IV-A have<br />

severe flooding.<br />

• The number <strong>of</strong> flooded areas has significantly decreased as the flooding in the<br />

cities <strong>of</strong> Manila, Pasig, Navotas and Malabon in NCR as well as 18 municipalities<br />

in Region III have already subsided. The purge <strong>of</strong> floodings in seven (7)<br />

municipalities in Region I and four (4) municipalities in Region IV-A has also<br />

contributed to such decrease.<br />

III. EMERGENCY MANAGEMENT<br />

A. Conduct <strong>of</strong> Emergency Cabinet Meeting<br />

� The <strong>NDRRMC</strong> conducted an Emergency Meeting with His Excellency President<br />

Benigno Aquino III at 10:00 AM, 7 August 20<strong>12</strong> at the <strong>NDRRMC</strong> Conference Room,<br />

attended by DSWD, DILG, DOST (PAGASA), MMDA, DPWH, DOH, and DepEd, AFP,<br />

PNP, BFP, PCG, other agencies and print / broadcast media. The meeting focused on<br />

the action plan on damage assessment, asset mobilization, Search and Rescue<br />

(SAR), relief allocation and distribution to augment the LGUs and affected<br />

communities<br />

� The DOST (PAGASA), DSWD, DPWH, MMDA and DOH presented their reports<br />

based on their respective mandates<br />

� The President raised some specific issues that need to be addressed by the<br />

concerned agencies. Likewise provided general guidance to the response and<br />

relief agencies to require the LGUs concerned to go around their respective areas<br />

through the Brgy Captains and provide necessary assistance whenever necessary<br />

� President’s instructions to the agencies were the following: DSWD to find a place<br />

where they can put tents as additional evacuation centers; DOH to initiate the<br />

provision <strong>of</strong> water for those who depend on deep wells and how to address<br />

flooding in hospitals; DILG to identify all inundated /flooded Barangays in Marikina<br />

City affected by SW Monsoon, require all LGUs to go around their areas through the<br />

barangay captains; and check floodings in Tarlac and Northern Luzon ( La Union.<br />

Pangasinan and Ilocos; DOST to fast track the preparation <strong>of</strong> hazard map <strong>of</strong> Luzon.<br />

DPWH to study the long term solution for Laguna Lake.<br />

� On 8 August, 20<strong>12</strong>, His Excellency President Benigno Aquino III, DND Secretary and<br />

<strong>NDRRMC</strong> Chairperson Voltaire Gazmin, MMDA Chairperson Francis Tolentino and<br />

Muntinlupa City Mayor Aldrin San Pedro personally inspected the Tunasan<br />

Elementary School in Brgy Tunasan, Muntinlupa City to assess the situation <strong>of</strong> the<br />

evacuees.<br />

� The President then proceeded to the NDRRMOC for a short briefing with the<br />

<strong>NDRRMC</strong> TWG and discussed the current weather situation and forecast, roads<br />

accessibility and response measures being implemented.<br />

B. Aerial Survey<br />

• At 8:15 AM, 9 August 20<strong>12</strong>, an aerial survey was conducted by a joint team<br />

composed <strong>of</strong> <strong>NDRRMC</strong> OPCEN Dir. Edgardo J. Ollet and Deputy Administrator Vic<br />

Malano, Mr. Mario Raymundo, and Mr. Bernie de Leon all from PAGASA. They<br />

intended to reach Wawa Dam by following the upstream path <strong>of</strong> the Marikina River.<br />

However, they were forced to turn around when they reached La Mesa Dam due to<br />

zero visibility. They again attempted to conduct the survey at around 11:00 AM <strong>of</strong> the<br />

same day and this time was able to penetrate through La Mesa Dam all the way to<br />

Montalban when they were again unable to enter the Wawa Dam area due to poor<br />

visibility and strong winds.<br />

• Later on the same day, a third aerial damage assessment was conducted this time by<br />

OCD Operations Division Dir. Armando Duque together with the above-mentioned<br />

PAGASA representatives. Per their assessment, the municipalities <strong>of</strong> Balagtas,<br />

Malolos, Guiguinto, Paombong, Calumpit, and Obando in Bulacan are still flooded.<br />

they briefed Bulacan Governor Wilhelmino Alvarado re the assessment<br />

C. Relief and Recovery Operations<br />

• Prepositioned P3.31 million standby funds and P38.32 million worth <strong>of</strong> relief supplies<br />

in all DSWD-FOs along the typhoon path, amounting to P41.64 million.<br />

• DROMIC is closely coordinating with DSWD-FOs concerned for any significant<br />

updates related to SW <strong>monsoon</strong>.<br />

• Affected families need food, water, clothing, mats, blankets, and diapers for infants<br />

DOH-HEMS:<br />

• DOH-HEMS conducted rapid assessment and reported that Amang Rodriguez<br />

Memorial Medical Center, Dr. Jose Fabella Hospital, Dr. Jose R. Rodriguez Memorial<br />

Hospital, Dr. Jose Reyes Memorial Medical Center, East Avenue Medical Center,<br />

Research Institute for Tropical Medicines, San Lazaro Hospital, and Tondo Medical<br />

Center were flooded but are operational. The emergency room <strong>of</strong> the San Lorenzo<br />

Ruiz Women’s Hospital is flooded (knee-deep). Their patients were transferred to the<br />

second floor and their generators are not operational due to the flood.<br />

• Closely monitors the status <strong>of</strong> health services, <strong>of</strong>fices and personnel at all levels;<br />

strengthen advisory and health promotion campaign on the preventive measures <strong>of</strong><br />

Leptospirosis case and other food and water borne related diseases; and released<br />

assorted drugs and medicines and rubber boots to CHDs.<br />

• CHDs I, III, IV-A,, IV-B, CAR and NCR provided assorted drugs and medicines to the<br />

LGUs concerned.<br />

• Raised Code Blue Alert and activated operation center and medical response team on<br />

24 hours duty.<br />

DepEd:<br />

• <strong>Rep</strong>orted that 51 schools so far are being utilized as evacuation centers; mobilized<br />

teachers to conduct classes in QC; and prepare contingency plan (1-2 hrs additional<br />

for regular classes) to complete 180 days mandatory or make up classes.<br />

DPWH:<br />

• Rechanneling /diverting <strong>of</strong> water ways <strong>of</strong> the two bridges and filling <strong>of</strong> embankment<br />

over cut-<strong>of</strong>f approach is ongoing, utilizing one (1) unit bulldozer and one (1) unit<br />

backhoe, three (3) dump trucks <strong>of</strong> the local government units and one (1) unit pay<br />

loader from private firm.<br />

DILG:<br />

• Provided assistance by search and rescue (SAR) and evacuation in the<br />

municipalities <strong>of</strong> Batangas namely: Calaca, Calatagan, Lemery, Lian, Taal, Tuy,<br />

Bauan, San Luis, Agoncillo, Alitagtag, Cuenca, Laurel, Malvar, San Nicolas, Sta<br />

Teresita, Talisay, Tanauan City<br />

• Provincial Engineering Office mobilized heavy equipment (loader, backhoe and<br />

dumptrucks) to augment in the clearing operations in the affected barangays <strong>of</strong><br />

Lemery.<br />

• Issued a memorandum addressed to all DILG Provincial/City Directors for the<br />

reactivation <strong>of</strong> the Local Price Coordinating Councils to ensure that all LCE’s adopt<br />

measures to address hoarding and exorbitant price increases <strong>of</strong> essential/prime<br />

commodities.<br />

• As <strong>of</strong> 11 August 20<strong>12</strong>, forced evacuation was conducted to Barangay Covered Court<br />

<strong>of</strong> fifty (50) families whose houses will be immediately affected if landslide occurs.<br />

• Antipolo City and its Barangay Governments coordinated with the caretaker <strong>of</strong> Agora<br />

Complex for possible evacuation facility but to no avail because it has to be approved<br />

by the GSIS Management.<br />

• As for an alternative course <strong>of</strong> action, Bagong Nayon Elementary School will be<br />

utilized as evacuation area for the affected families.<br />

D. Cost <strong>of</strong> Assistance (TAB H)<br />

• A total amount <strong>of</strong> ₱ 48,458,827.53 worth <strong>of</strong> relief assistance was provided to the<br />

affected families. The Local Government Units (LGUs) provided ₱ 15,119,575.47,<br />

Non-Government Organizations (NGOs) provisioned ₱ 2,697,341, Deparment <strong>of</strong><br />

Health granted ₱ 11,677,687.18, while the Department <strong>of</strong> Social Welfare and<br />

Development (DSWD) allocated ₱ 18,964,223.88.<br />

• Region III received the biggest allocation based on the extent <strong>of</strong> damages in the<br />

aforementioned region followed by NCR.<br />

E. Search and Rescue (SAR) Operations (TAB I)<br />

• SAR operations were effected through the concerted efforts <strong>of</strong> the SAR units <strong>of</strong><br />

AFP, PCG and PNP and around 18,813 personnel, 661 vehicles and 497<br />

seacrafts were mobilized to various areas in Metro Manila.<br />

A drowning incident involving two (2) persons<br />

occured. The body <strong>of</strong> Marie Pansipani, 7 y/o,<br />

was recovered 300m away from the incident<br />

while the body <strong>of</strong> May Pansipani, 9 y/o, was<br />

recovered 30m away from the incident.<br />

A man, named Ricardo Rueles, was<br />

reportedly drowned while fishing when he was<br />

swept by the strong water current <strong>of</strong> Puray<br />

River.<br />

A drowning incident occurred at Monteverde<br />

Royale in Brgy. San Juan in Rizal. The three<br />

(3) victims - Nicole Costa, Noel Garde Espin<br />

and Christian Garde Espin - were playing when<br />

they accidentally fell in the creek.<br />

Christina Curlano, 3 y/o, was found dead by<br />

her parents. The victim accidentally fell and<br />

drowned in the floodwaters.<br />

A drowning incident occurred involving<br />

Christiam Fontanilla, twenty-one (21) yrs old, a<br />

resident <strong>of</strong> Emilio Aguinaldo St., Lucban,<br />

Quezon<br />

Two (2) residents <strong>of</strong> San Jose, Naujan,<br />

Oriental Mindoro went fishing onboard a<br />

motorized banca but failed to return home. A<br />

wrecked motorized banca was later found at<br />

the coastal area <strong>of</strong> Brgy. Melgar B <strong>of</strong> the same<br />

municipality<br />

Hospital but pronounced dead on arrival.<br />

On or about 5 August 20<strong>12</strong>, the body was found<br />

and identified by his family.<br />

As <strong>of</strong> 10 August 20<strong>12</strong>, the two victims - Allan<br />

jayag Montanio and Val Valenzuela - are still<br />

considered missing.

reported missing after their banca capsized<br />

due to the big waves while fishing.<br />

A vehicular accident involving one (1) Public<br />

Utility Jeepney (PUJ) with plate number TWN<br />

325 occurred. The vehicle fell below the road<br />

surface at a distance <strong>of</strong> about 20 ft due to the<br />

collapse <strong>of</strong> the certain portion <strong>of</strong> the highway.<br />

There are eight (8) victims sustaining minor<br />

injuries.<br />

A riprap near a creek collapsed due to heavy<br />

The half portion <strong>of</strong> a Provincial Road and a<br />

residential house owned by Fernando Anonoy<br />

Jr. were both partially damaged due to soil<br />

erosion that occurred in the area.<br />

Catuwiran II, Brgy. Malapad, Brgy. Dulangan I<br />

and Brgy. Dulangan II<br />

A motorized banca, with a total <strong>of</strong> six (6)<br />

passengers, encountered strong winds while<br />

sailing enroute to Banana Island Resort,<br />

Malcapuya Island, causing it to half submerge.<br />

The five (5) fishermen from Brgy. Inhobol were<br />

struck by lightning.<br />

SAR Operations was conducted by the Brgy.<br />

Officials and CPR was applied. The victim was<br />

immediately rushed to RHU but was pronounced<br />

dead on arrival.<br />

There were four (4) persons namely, Benjamin<br />

Montes, 68 y/o, Sherwin Francisco, 18 y/o, Paul<br />

Jorge Altarejo, 21y/o, and Cleo Añeso, 16 y/o<br />

reportedly admitted to the hospital.<br />

No casualty reported.<br />

The road is not passable to heavy vehicles to<br />

avoid further damage.<br />

As <strong>of</strong> 8 August 20<strong>12</strong>, the floodings have already<br />

subsided.<br />

A passing motorized banca rescued all six (6)<br />

passengers while the half sub-merged banca<br />

was towed by the SAR Team onboard a<br />

motorized banca Four Delta-1 to Luwalhati<br />

Wharf, Coron, Palawan.<br />

One (1) <strong>of</strong> the fishermen was dead, one (1) was<br />

missing, one (10 was in the hospital and two (2)<br />

were slightly injured.

different agencies namely: PAGASA, DOST, DOTC, MMDA, DSWD,<br />

DILG, DOH, DPWH, DepEd, AFP, PNP and PCG. The meeting<br />

focused on the action plan on damage assessment, asset mobilization,<br />

Search and Rescue (SAR), relief allocation and distribution to augment<br />

the LGUs and affected communities.<br />

• Based on the recommendation <strong>of</strong> PAGASA and <strong>NDRRMC</strong>, the Office<br />

<strong>of</strong> the President issued MEMORANDUM CIRCULAR NO. 33<br />

suspending work in government <strong>of</strong>fices and classes in college level in<br />

National Capital Region and the provinces <strong>of</strong> Zambales, Bataan,<br />

Pampanga, Pangasinan, Tarlac, Bulacan, Laguna, Cavite and Rizal<br />

today, 07 August 20<strong>12</strong>, with the exception <strong>of</strong> those agencies whose<br />

functions involved the delivery <strong>of</strong> basic and health services,<br />

preparedness and response to disasters and calamities, and/or the<br />

performance <strong>of</strong> other vital public services.<br />

• The Executive Director <strong>of</strong> <strong>NDRRMC</strong>, USEC Benito Ramos together<br />

with RDRRMC III Chairperson and OCD OpCen Dir. Armando<br />

Duque conducted ocular inspection at Angat Dam.<br />

• Prepositioned stand-by Doxycycline at PHTO and available for<br />

• PNP Sta Maria, Bulacan conducted relief operations and distributed<br />

• PRC Makati distributed food products to 1,201 individuals affected by<br />

flooding in Brgy Rizal.<br />

III • PRC Pampanga conducted inspection to flood affected areas within<br />

AOR and coordinated requests by flood affected areas.<br />

I • PRC Rizal conducted relief operations and provided food packs to the<br />

evacuated population in San Mateo, Tanay and Rodriguez, Rizal.<br />

• PRC Pangasinan and Rizal provided hot meals to families temporarily<br />

• SRU <strong>of</strong> BFPR3 was deployed in the flood affected areas <strong>of</strong> City <strong>of</strong> San<br />

Fernando, Pampanga and conducted rescue and evacuation.<br />

• Continuously conducting water rationing and flashing in Dinalupihan,<br />

Pilar, and Hermosa, all in Bataan and Government <strong>of</strong>fices, school and<br />

major roads in Zambales.<br />

IV-A • Deployed Search and Rescue Unit to flooded areas assisting<br />

LDRRMCs in their evacuation and SAR operations.<br />

NCR • Continuously monitoring the flooded; clearing <strong>of</strong> debris;<br />

and maintenance crew to areas affected by landslide, fallen trees and<br />

• Dispatched dump trucks to PDRRMC Pampanga to augment the ongoing<br />

IV-A • Deployed its personnel to the flood prone areas in the region to assist<br />

the motorist traversing along the national roads in the region.<br />

• OCDRC I coordinated with CGDNL for possible deployment <strong>of</strong><br />

personnel with rubber boats to conduct evacuation <strong>of</strong> affected families<br />

in Brgy Guelew, Pangasinan<br />

• MDRRMC Bugallon advised residents living along river banks to take<br />

precautionary measures and to be ready for possible evacuation.<br />

Temporary shelters were built to serve as emergency evacuation area<br />

as flood waters coming from Agno River continue to rise. They also<br />

received relief items from the following sources:<br />

• 920 family packs from Pangasinan Provincial Government<br />

• 592 family packs from Tina Dungca <strong>of</strong> the GMA Foundation<br />

• 300 family packs from Vice President Jejomar Binay<br />

• 200 family packs from Bugallon LGU<br />

• PDRRMC Pangasinan alerted its member agencies for possible<br />

response operations and deployed two (2) dump trucks for San Fabian<br />

and Aguilar; and Gov. Amado Espino announced the suspension <strong>of</strong><br />

classes for all levels. Dispatched 2 WASAR Teams with PHERT<br />

personnel, 2 dump trucks and rubber boats to Brgy Lasip and Balococ,<br />

Lingayen, Pangasinan.<br />

• MDRRMC Bautista:<br />

• Deployed thirty six (36) personnel and five (5) PNP vehicles to assist in


evacuation and distribution <strong>of</strong> relief goods.<br />

• Conducted pre-emptive evacuation <strong>of</strong> affected families in Brgy Poponto.<br />

III • RDRRMC III conducted briefing to the Cuayan, Isabela Rescue Team<br />

to discuss the situation in Pampanga and coordinated with LTO re<br />

availability <strong>of</strong> 2 dump trucks to augment the assets mobilized in<br />

Pampanga.<br />

• RDRRMC III Chairperson joined the President and party in their visit to<br />

the flood affected areas <strong>of</strong> Central Luzon and personally distributed the<br />

relief goods to the flood affected victims.<br />

• PDRRMC Bulacan prepositioned rescue capabilities <strong>of</strong> 56th IB, PA –<br />

Scout Ranger Camp Tecson, MDRRMC, BFP, PNP, San Jose Del<br />

Monte City, Sta Maria, marilao, Meycauayan and Bocaue. They<br />

continue to monitor Angat, Ipo and Bustos Dam and announce alerts if<br />

necessary.<br />

• Issued 500 empty sacks to Parian, Mexico and 2,000 empty sacks to<br />

San Isidro, Anac, San Isidro Matua, Malauli, Sta Lucia, Paguiba and<br />

Masantol for sand bagging operations; conducted force evacuation in<br />

the municipalities <strong>of</strong> Sto. Tomas, Minalin, Macabebe, Masantol, Apalit,<br />

Sta. Rita, Lubao, Guagua, Sasmuan with the support <strong>of</strong> MDRRMOs;<br />

• Released empty sacks to city/municipalities;<br />

• Distributed food and drinks to affected municipalities <strong>of</strong> Sto. Tomas,<br />

Pampanga;<br />

• Established an evacuation center at PEO compound with 30<br />

families/<strong>12</strong>0 individuals; and conducted various rescue and evacuation<br />

operation within Pampanga area.<br />

• PDRRMC Nueva Ecija prepositioned 500 packs <strong>of</strong> relief goods, 2 dump<br />

trucks and 210 cavans <strong>of</strong> rice.<br />

• PDRRMC Zambales distributed relief assistance to the affected families<br />

in Iba, Zambales and activated Local Price Coordinating Councils.<br />

• CDRRMC Angeles released sacks to the following Brgys: 500 pcs to<br />

Sapang Bato, 500 pcs Pampang, 200 pcs sto Rosario, 700 pcs to<br />

Cutcut, 200 pcs to Sta Trinidad, 400 pcs to Cuayan, and 1,200 pcs to<br />

San Nicolas all in Angeles City.<br />

• CDRRMC Olongapo conducted rescue and evacuation operations in<br />

the 16 Brgys <strong>of</strong> Olongapo City. Olongapo Rapid Damaged and Needs<br />

Analysis (RDANA) Team made assessment ion various areas within<br />

the city.<br />

• CDRRMC Palayan Rescue Team conducted rescue operations in Sto.<br />

Tomas, San Matias and Minalin Pampanga.<br />

• MDRRC San Antonio, San Felipe, Sta Cruz, Botolan and Iba Zambales<br />

provided assistance to the affected families.<br />

• MDRRMC Subic, Castillejos, San Narciso and Cabangan assisted in<br />

evacuation <strong>of</strong> affected families in low lying Barangays and distributed<br />

relief goods and sandbagging.<br />

• RDRRMC III together with DILG, DSWD, DOH, NEDA, PIA and AFP

• Dispatched two (2) WASAR Teams with PHERT personnel, 2 dump<br />

trucks and rubber boats to Brgys Lasip and Baloloc, Lingayen<br />

IV-A • RDRRMC IV-A Chairperson alerted PNP PRO IV-A to assist DSWD IV-<br />

A in the relief operations and assessed the on-going evacuation and<br />

SAR operation in the provinces <strong>of</strong> Rizal, Laguna and Cavite<br />

• PDRRMC Laguna was instructed to conduct pre-emptive evacuation in<br />

the municipalities along Laguna de Bay.<br />

• CDRRMC Sta Rosa conducted pre-emptive evacuation to 137 families<br />

and provided family food packs.<br />

• PDRRMC Quezon dispatched an eight-man (8) response team with<br />

Water Search and Rescue (WASAR) to Rodriguez and San Mateo,<br />

Rizal.<br />

• Tanauan CDRRMC provided food packs to evacuees under their AOR.<br />

• DRRMC Bacoor City conducted force evaluation in the flooded areas.<br />

• PDRRMC Rizal dispatched additional 4 boats to Rodriguez and San<br />

Mateo, Rizal and dispatched Dump truck to Marcos Highway in<br />

Antipolo City.<br />

• MDRRMO Abra de Ilog Occidental Mindoro placed their Operation<br />

Center on alert status and advised pre-emptive evacuation especially<br />

• LGU Roxas placed their Operation Center on alert status and<br />

continuously monitoring the status <strong>of</strong> San Rafael dike.<br />

• Calapan City, Mindoro Public Safety Department conducted ocular<br />

inspection; monitored the affected areas; and deployed personnel and<br />

prepositioned rescue equipment for possible SAR operations.<br />

• Conducted RDRRMC Response Committee Meeting attended by<br />

representative from different agencies. Discussed preparations for the<br />

deployment <strong>of</strong> 1 water purifier, WATSAN and SAR teams to NCR for<br />

• RDRRMC Bicol sent a contingent <strong>of</strong> Team OCD5-Albay composed <strong>of</strong><br />

WASAR teams from the naval Forces southern Luzon (NAVFORSOL),<br />

Tactical Operations Group 5 (TOG)-PAF and the BFP5 together with<br />

the Water Sanitation (WATSAN) team equipped with Water Filtration<br />

System. The team which is headed by the Deputy Commander <strong>of</strong><br />

NAVFORSOL as the Task Force Head proceeded to the Flood Control<br />

instructions.<br />

Center (FCIC), MMDRRMC for the coordinating<br />

VI<br />

• Team Albay established a Command Post at the MMDA Station at Edsa<br />

corner Timog Avenue, Quezon City.<br />

• 3 WASAR Teams from BFP-SRU 5, NAVFORSOL and TOG5 PAG,<br />

after receiving a briefing from OCD NCR at the MMDA OpCen, were<br />

deployed around 4:00PM, 08 August 20<strong>12</strong>. Its operation resulted to<br />

rescuing 278 persons and transporting them to different evacuation<br />

centers. As <strong>of</strong> 10 August 20<strong>12</strong>, the team was able to distribute 68,000<br />

liters <strong>of</strong> potable water to residents <strong>of</strong> Brgys Tunsuya, Catmon, and<br />

Kunyugan <strong>of</strong> Malabon City utilizing the Water Filtration Machine and<br />

distribution made using Mobile Lorie (<strong>12</strong>,000 liters capacity).<br />

• On 10 August 20<strong>12</strong>, Team Albay-OCD 5 assisted in the repacking<br />

efforts <strong>of</strong> ABS-CBN Sagip Kapamilya Foundation for possible relief<br />

distributions to several affected communities.<br />

• PDRRMC Aklan, PDRRMC Antique and PDRRMC Iloilo was placed on<br />

alert status to monitor the situation in their AOR particularly the<br />

landslide prone area.<br />

• OCD-NCR facilitated request <strong>of</strong> City <strong>of</strong> manila for fire trucks; request <strong>of</strong><br />

Marikina for heavy equipment, additional trucks and manpower;<br />

request <strong>of</strong> Muntinlupa for 3,000 family packs; and the requirements <strong>of</strong><br />

NCR<br />

the cities <strong>of</strong> Malabon and Valenzuela for WATSAN or Water Filtration<br />

System.<br />

• CDRRMCC Muntinlupa built temporary footbridges at the affected areas<br />

near Laguna Lake


CAR<br />

• MMDRRMC conducted a meeting presided by Chairman Francis<br />

Tolentino and was attended by representatives from member<br />

agencies. Advance Command Posts (ACP) were initiated in strategic<br />

locations to provide assistance to the identified areas. The locations <strong>of</strong><br />

the ACP are as follows: Marikina, Malabon, South (Alabang), Manila,<br />

Orense and in Quezon City.<br />

• OCD-NCR monitored landslide in Brgy Commonwealth, Quezon City.<br />

• QC DPOS deployed Rescue Team with rubber boat to the following<br />

areas: Brgy Damayan Lagi, Brgy Sto Domingo, Brgy Damayan District<br />

I, Roxas District and Brgy Apolonio Samson.<br />

• Parañaque Rescue dispatched two (2) dump trucks for the stranded<br />

passengers in Evacom and and SM in San Dionisio, Parañaque.<br />

Deployed one (1) rubber boat, one (1) dump truck and rescue<br />

personnel in Brgy San Isidro to evacuate families from the creek side<br />

to the Brgy Hall.<br />

• LGU Pasay City deployed two (2) rubber boats with rescue personnel to<br />

assist rescue operations.<br />

• LGU Malabon City formed an augmentation team consisting <strong>of</strong><br />

MDRRMO, PNP Malabon, Special Action Force, Fire Malabon, City<br />

Hall Employees, Navy, Coast Guard, MMDA, Health, CSWDD and<br />

volunteer personnel.<br />

• LGU San Juan City dispatched the rescue vehicles for flood monitoring<br />

and assisting evacuation <strong>of</strong> constituents in AOR.<br />

• LGU Makati City distributed food packs and relief goods to individuals<br />

affected by flooding in Brgy Palanan, Brgy Pembo and Brgy<br />

Comembo.<br />

• Coordinated the request <strong>of</strong> DSWD-NCR <strong>of</strong> four (4) units <strong>of</strong> 6x6 vehicles<br />

to conduct relief assistance with President Benigno Aquino III in the<br />

National Capital Region affected by <strong>Southwest</strong> Monsoon.<br />

• RDRRMC OpCen maintains its RED ALERT status and is continuously<br />

manned by OCD CAR staff / personnel<br />

• Continuously disseminating warning advisories to the public, to all<br />

LDRRMCs and CRDRRMC member agencies and media practitioners<br />

utilizing the SMART info board (2623 or COCD), email, social media<br />

network, facsimile and SMS and continuously monitoring AOR.<br />

• Continuously advising LDRRMCs to take appropriate action and follow<br />

the alert level and discuss local preparedness for possible emergency<br />

response.<br />

• PDRRMC Benguet ordered pre-emptive evacuation to high risk areas.<br />

Mining Operation <strong>of</strong> small scale miners is still suspended. Assisting<br />

DPWH in road clearing operation (with heavy equipment and manual<br />

work). Philex mines augmented the SAR teams<br />

• Benguet Corp has been assisting in the SAR operation in Bokod since<br />

August 5, 20<strong>12</strong>.<br />

• CDRRMC Baguio City is on alert status and their response teams still<br />

on standby and is monitoring water level at City Camp Lagoon<br />

• PNP CAR assisting in the monitoring <strong>of</strong> road conditions and status <strong>of</strong><br />

communities at high risk areas. Response teams with tools, equipment<br />

on standby for deployment<br />

• PIA CAR continuously assisting OCD in the dissemination <strong>of</strong> warning<br />

advisories to the general public to stay at home or in safer areas<br />

during this weather.<br />

• DENR-MGB & EMB monitoring the mine tailings spill situation at Philex<br />

Mines and other geo-hazard areas in AOR<br />

• DPWH and private contractors, continouosly clearing the roads in AOR.<br />

• DSWD-QUART is still activated, continuously monitoring AOR. Family<br />

packs and Non food Items are ready to be distributed for possible<br />

affected families <strong>of</strong> SW <strong>monsoon</strong> rains.
