B. Brief Analysis 

� Typhoon "GENER" was considered as the most destructive among the 10 

tropical cyclones that entered the PAR since January 2012 based on the 

estimated cost of damages 

� The maximum center winds of the typhoon ranged from 55 kph to 130 kph with 

rainfall amounting to 10mm to 24 mm (heavy intense). The gustiness ranged 

from 100 kph-160 kph while the movement ranged from 7-15 kph and the 

public storm warning signals reached up to No.3 

� The bulk of damages was felt in Regions I, CAR and IV-B in terms of 

infrastructure and agriculture 

� Although Typhoon "GENER" did not cross the mainland, it left in its wake 

significant effects as follows: 

C.EFFECTS 

1. Incidents Monitored (TAB A) 

� A total of 106 incidents occurred in various regions: 34 maritime incidents, 16 

falling debris, 16 drowning, 12 flooding, 3 flashfloods, 8 landslides 4 storm 

surge, 2 electrocution, 2 mudflows, 2 collapsed structure, and 7 overflowing 

of rivers/water level increase 

2. Affected Population (TAB B) 

Malabon, Manila ,Marikina and Bataan Flooding 

� A total of 211,967 families/ 948,696 persons were affected in 1,291 

Barangays / 157 municipalities and 28 cities in 35 provinces of Regions I, 

II, III, IV-A, IV-B, V, VI, VII, IX, X, XI, XII, CAR and NCR 

� In terms of population affected, Region III ranked no 1 with (121.286 

families/525,317 persons affected in 410 barangays followed by Region 

IV-A with -52,632 families /252,870 persons affected in 316 barangays

� Most deaths were reportedly caused by drowning (29 incidents). 

� On the duration of Typhoon "GENER" within the PAR, eight (8) persons were 

reported missing in different instances. Four (4) of them were subsequently 

reported dead while only (one) 1 of them was found alive. 

� Out of the total number rescued, 113 were passengers of M/V Shuttle RORO 1 

which ran aground and got stranded after hitting coral reefs in Looc Tablas 

Island Romblon.

� The total number of damaged houses is 9,369: 1,424 totally and 7,945 

partially damaged

� Cost of Damages was mostly from Region I (P 245,281,814.00) and CAR (P 

159,204,221.13) which were near the center of Typhoon "GENER". 

6. Stranded Passengers 

� At the height of the typhoon, there were 1,201 passengers stranded in 

Regions IV-B and V. 

7. Suspension of Classes 

� On 29 July 2012, 2nd day of Typhoon "GENER's" existence within the PAR, all 

classes in the NCR were suspended as well as in some areas of Regions III, 

IV-A and IV-B. Most of these classes resumed on 02 August 2012.

8. Suspension of Flights 

� There were 24 flights suspended at the height of the typhoon as part of 

precautionary measures :16 domestic and eight (8) international) There were 

also flights diverted to Clark International Airport (flights from China, Taipei 

and Cambodia) to Cebu International Airport (flights from Davao, Taipei and 

Cambodia). 

9. Dams, Rivers and Waterways Monitoring 

� At the height of the typhoon, water levels of Ambuklao, Ipo and Binga Dams 

had reached their critical levels hence gates were opened. 

� On July 30, 2012, water level of Laguna Lake had reached to its critical level. 

10. Power Interruptions 

� There were power outages reported in some areas in Regions III,(Bataan and 

Pampanga); Region V (Catanduanes); and NCR ( 5 cities ) 

II. EMERGENCY MANAGEMENT 

A. Preparedness Measures 

1. NDRRMC 

� NDRRM Operation Center was upgraded from Blue Alert to Red Alert Status 

effective 28 July 2012; continuously monitored and disseminated, Severe 

Weather Bulletins, Gale Warnings, General Flood Advisories, and 24-Hour 

Public Weather Forecasts to all RDRRMCs/OCDRCs through SMS, facsimile 

and websites for further dissemination to their respective Local Disaster Risk 

Reduction and Management Councils (LDRRMCs) from the provincial down to 

the municipal levels; and directed RDRRMCs concerned through the OCD 

Regional Centers to undertake precautionary measures in their respective 

areas of responsibility (AOR) and subsequently advised local DRRMCs to 

initiate pre-emptive evacuation of families in low-lying and mountainous areas if 

situation warrants 

� The Office of the President issued Memorandum Circular No. 32 through 

the recommendation of PAGASA and NDRRMC, on the suspension of work 

in the government offices, and classes in college level in Metro Manila on 30 

July 2012 and another Memorandum Circular No. 33 suspending work in 

government offices and classes in college level in National Capital Region, 

Zambales, Bataan, Pampanga, Pangasinan, Tarlac, Bulacan, Laguna, Cavite 

and Rizal on 07 August 2012, with the exception of those agencies whose 

functions involved the delivery of basic and health services, preparedness and 

response to disasters and calamities, and/or the performance of other vital 

public services. 

� PNP NHQ activated the Disaster Preparedness and Response Task Group, 

PNP SCDM, and the National Disaster Operations Center and conducted three 

(3) meetings with all concerned Directorate staff for disaster preparedness and 

response. 

� DILG-CAR issued to the LGUs a Memorandum on the implementation of preemptive 

evacuation.

� DSWD FOs I, II, III and V activated SWAD team for contingency; reactivated 

QUART Teams for possible pre-emptive evacuation in disaster prone areas in 

its respective Regions and pre-positioned family packs. 

� AFP prepositioned its resources through various PA Brigades in Region V 

namely 901 st BDE (Albay & Catanduanes) 902 nd BDE, 903 rd BDE (Masbate & 

Sorsogon), TOG (AIRFORCE) NFSL (NAVY). 

2. RDRRMCs 

� RDRRMCs I, II, III, IV-A, IV-B, V, VI, VII, VIII, IX, X, XII, ARMM, CAR and NCR 

continuously disseminated weather and flood bulletins and gale warnings to all 

concerned local DRRMCs concerned, RDRRMC member agencies, various 

fishermen associations and tri media thru facsimile and SMS, closely monitored 

the effects of Typhoon GENER in their respective P/MDRRMCs. Local 

emergency responders concerned prepositioned their respective resources in 

terms of supplies, equipment and logistics in strategic areas for immediate 

deployment if needed 

B. Alert and Monitoring and Warning/Advisory Disseminations 

� PAG-ASA advised all the residents living in low-lying areas especially along 

Tullahan River to be alert for possible increase in water level. La Mesa Dam 

had reached its spilling level at 80.19 meters on 06 August 2012 alert for 

possible increase in water level. 

� PNP-PRO IV-A, BFP IV-A, AFP(SOLCOM) and PCG-STL alerted their 

provincial, city and municipal units, monitored weather situation in their AORs 

and assisted in the evacuation and SAR as needed. 

� PNP Cordillera implemented its DRRM plan LOI 35/10 “OPLAN Saklolo”, and 

assisted OCD in the dissemination of weather warning advisories. 

� PRO IV-A alerted all Police Provincial Offices to monitor weather situation and 

report any untoward incident to the LDRRMCs Operation Center. BFP 

implemented contingencies on flood and assistance for evacuation. 

� PCG Aurora advised fishing boats and other small sea crafts not to venture out 

into the sea while larger sea vessels were alerted against big waves. PCG 

Bicol alerted Coastguard Stations and Detachments within Bicol area. 

� DILG IV-A assisted in the dissemination of weather advisories and provided 

updates to RDRRMC IV-A 

� PIA-CAR and PIA IV-A assisted in the dissemination of weather and warning 

advisories. 

� PCG-Aparri ordered the “No Sail Policy” for all motorized banca within their 

AOR. 

� PDRRMC Nueva Ecija OPCEN was activated since 28 July 2012 and has 

monitored the status of Pantabangan Dam, disseminated advisories, and 

alerted responders for possible evacuation 

C.Search and Rescue (SAR) and Evacuation Operations 

� Cumulative total number evacuated - 11,154 families/48,181 persons 

No of Rescued fishermen - 145 (113 from Super shuttle 1 “RORO” and 32 

from other capsized fishing bancas) 

PCG 

� PCG implemented various SAR activities in the affected regions. PCG- 

Salomague conducted SAR operation for the two (2) missing fishermen and 

advised all coastal Barangays to be on the lookout for the recovery of the

fishermen and provision of assistance accordingly; PCG-Luna, La Union 

rescued the two (2) fishermen and coordinated with PDRRMC Ilocos Sur for 

their way home; PCG-Maripipi Biliran rescued five (5) fishermen and 

coordinated with RDRRMC VIII to provide assistance in terms of sending the 

fishermen back home; PCG-STL assisted in the conduct of search and rescue 

of the crew of the two (2) vessels that ran aground in Mabini and Batangas City 

on 30 July 2012. 

� PCG Romblon in coordination with MDRRMO, conducted search and rescue 

operation re M/V Shuttle RORO 1 accidents. 

� PCG Palawan in coordination with Regional Maritime Unit, Western 

Command, NAVFORWEST Puerto Princesa, Puerto Princesa Police City 

Office and PDRRMO conducted SAR operations in the vicinity of Brgy Irawan, 

Puerto Princesa. 

� CGD Bicol alerted its Stations and Detachments within Bicol area. 

AFP 

� AFP-SOLCOM provided support in the evacuation of affected families in 

Rodriguez, San Mateo and Tanay, Rizal and assisted the evacuation 

operations in Tanza and Naic, Cavite. 

� Twelve (12) DRO of Charlie Company from 202 nd Brigade assisted MDRRMO 

Rodriguez, Rizal in relief distribution and provision of security to the 295 

evacuated families 

� AFP Reservists assisted in the evacuation operations at Tanza and Naic, 

Cavite. 

� 56 th Infantry Battalion – Phil Army dispatched two (2) trucks to the 

Municipality of Obando to transport stranded commuters on or about 1:00 PM, 

02 August 2012. 

� 16 th IB deployed 1 squad from the Alpha Company and 1 squad from Hotel 

Company to Tanay, Rizal. 

Emergency responders evacuating residents 

PNP 

� PNP IV-A assisted in the evacuation of affected population in Naic, Maragondon, 

Tanza, Ternate and Cavite City. 

� PNP PRO3 provided security to the different evacuation centers in Pampanga, 

Bataan and Bulacan.

Amphibian truck carrying evacuees in 

Navotas City

� PNP Negros Occidental PPO conducted a search and rescue operation in the 

Municipality of Hinobaan and provided assistance to the affected Barangays. 

DILG 

� DILG-CAR issued to the LGUs a Memorandum on the implementation of preemptive 

evacuation 

RDRRMC/ Local DRRMCs 

Region I 

� PDRRMC WASAR and PHERT I conducted pre-emptive evacuation of students 

at Brgy Sabangan, Binmaley , Pangasinan due to rising water brought about by 

rainwater and high tide 

Region III 

� CDRRMO Olongapo, SAR Personnel, Coast Guard, PNP Maritime and SBMA 

Rescue conducted search and rescue, retrieval and recovery operations on 03 

August 2012 

� MDRRMC Mariveles, Bataan conducted SAR Operations on the alleged missing 

fisherman 

Region IV-A 

� MDRRMO San Mateo, Rizal, conducted pre-emptive evacuation of the 10 

families in Brgy Sta Ana due to the increase of the water level of Batasan River 

on 01 August 2012 

Region V 

� RDRRMC-OCD V coordinated with PCG and PNP Pilar, Sorsogon to facilitate 

transfer of passengers from the RORO to dry land using a rubber boat borrowed 

from LGU Pilar 

Region VI 

� MDRRMO Bugasong, Antique recovered the victim’s body at around 1:00 PM, 

28 July 2012 during the conduct of search and retrieval operation with the help of 

local folks. 

Region X 

� MDRRMOs Sapad and Naga Dimaporo in Lanao del Norte conducted search 

and rescue operations in coordination with Sapad Municipal Police Station and 

35IB-PA. 

CAR 

� PDRRMC Benguet prioritized pre-emptive evacuation to residents in high risk 

communities namely Brgy. City Camp, Baguio City, Brgy. Puguis, La Trinidad, 

Brgy. Ambassador, Tublay, Brgy. Luneta, Itogon, and Camp 6 in Tuba in the 

province of Benguet 

NCR 

� LGU Manila conducted a force evacuation for the residents of BASECO 

Compound as of 12:20 AM, 30 July 2012. Almost 100 families were evacuated to 

BASECO covered court.

D. Clearing Operations/Sanbagging Operations 

� NSRC conducted Manila Clean-Up Drive. A total of 253 members of NSRC with 

AFP Reservists, PCG, and MMDA participated in the clean-up drive. 

Region III 

� PDRRMU Pampanga provided four (4) dump trucks of filling materials. On 4 

August, they released 1,000 empty sacks for sandbagging operations to the 

Municipality of Sta. Ana. 

� PDRRMC Zambales conducted sandbagging operations at the dikes of San 

Felipe, San Narciso and San Marcelino and distributed sandbags to various 

municipalities/ barangays to augment the sandbagging operations being 

conducted by the LGUs 

Region IV-A 

� Antipolo City Rescue Teams cleared the fallen trees and assisted in the 

evacuation of affected families. 

ARMM 

� 35 IB PA conducted clearing operations at the national road along Barangay 

Bangaan, Sultan Naga Dimaporo 

CAR 

� PDRRMC Benguet mobilized provincial heavy equipment to conduct road 

clearing operation; 

E. Damage Assessment and Needs Analysis (DANA) /Ocular Inspection 

� DA-CO conducted damage assessment on agricultural production in Regions I, 

II, III, IV-A, IV-B, VI, VII and X through its local offices in said regions 

Region XII 

� LDRRMC Pikit, North Cotabato conducted DANA at the flooded areas 

CAR 

� Cordillera Regional DANA team was deployed to conduct rapid assessment in 

Baguio City and Benguet Province 

� DENR-MGB and EMB CAR conducted site inspection and assessment of the 

reported pipeout/ spilling incident at the tailings pond of Philex Mines Corporation 

In Baguio City 

� PDRRMC Benguet issued Memorandum on the temporary suspension of Small 

Scale Mining Activities in Benguet 

ARMM 

� OCD ARMM conducted ocular visit and verification/validation of flooded areas in 

Sultan Kudarat. 

F. Coordination Meetings 

Region IV-A 

� RDRRMC-OCD IV-A conducted an emergency meeting with MDRRMC Mabitac 

and representatives of PDRRMC Laguna at the Mabitac Municipal Bldg on 31 July 

2012 to discuss the immediate needs and long-term solutions of flooding and

enhancement of Early Warning System of Mabitac and Sta. Maria including 

information and education campaign activities. 

� Conducted another emergency meeting with DSWD IV-A and MDRRMOs San 

Mateo and Rodriguez, Rizal in their respective Municipal Hall on 01 August 2012, 

to assess the extent of the damage brought by TY GENER 

Region I 

� PDRRMC Pangasinan conducted an emergency meeting on operational 

preparedness and readiness of its member agencies on 02 August 2012 which 

was presided over by Gov. Amado T. Espino. A technical group was established 

and tasked to give timely and effective response for any untoward eventualities.

� DSWD NCR requested two (2) 6x6 trucks to transport relief goods from 

Parañaque to CAMANAVA area on 03 August 2012 and provided 120 blankets in 

Brgy. Bagong Silangan, Quezon City through the request of Cong. Winnie 

Castello; provided 300 family packs, 150 blankets and 150 mattresses in Brgy 105 

Manila through the request of MDSW; and provided 300 family packs and 300 

mattresses to the different evacuation centers in Navotas City through the 

request of CSWO 

� DSWD-CAR provided food packs to the families inside and outside evacuation 

centers and strandees. 

DPWH 

� DPWH IV-B provided 1,000 pieces of food packs worth P250,000 to families 

affected 

AFP 

� AFP-JTF provided DSWD-NCR with two (2) M35 trucks for the transport of relief 

goods in Quezon City and Navotas City 

� 202 nd Brigade assisted MDRRMO Rodriguez, Rizal in the conduct of relief 

distribution and provision of security to the 295 evacuated families. 

� NFSL-Navy dispatched one (1) M35 truck to transport non-food relief goods to 

Sorsogon Provincial Capitol for distribution to the families affected by storm 

surge in Bulan, Sorsogon. 

� Naval Sangley Point based in Cavite City assisted in the conduct of relief 

distribution in Cavite City, Noveleta and Kawit 

PNP 

� PNP PRO6 assisted the distribution of relief goods to the victims of flooding in 

Aklan, Capiz and Negros Occidental 

PRC 

� PRC Rizal Chapter conducted relief operations in San Mateo and Rodriguez, 

Rizal.

� PRC Negros Occidental extended 40 food packs (5 kg of rice, 5 cans sardines, 5 

pouches noodles and 5 boxes of biscuits per pack) to the victims in Brgy. 

Culipapa, Hinobaan 

� PRC West Rizal Branch staff and 143 volunteers distributed hot meals at the 

evacuation centers in Rizal 

NGO 

� BDO Foundation Pangasinan conducted relief operation in the following 

barangays: and served 486 families Brgy. Portic (150), Brgy. Hacienda (232), 

and Brgy Umanday East (104) 

RDRRMC/Local DRRMCs 

Region III 

� PDRRMC Zambales distributed food and NFIs in coordination with PSWDO 

Zambales: 100 packs of food in Castillejos; 50 packs of relief goods in Brgy 

Lipay and 100 packs of relief goods in Brgy. Babuyan both in Sta. Cruz, Zambales 

� MDRRMC Castellejos provided tents to the evacuees in Sitio San Isidro, Brgy 

San Pablo 

� CDRRMC Cabanatuan City provided relief assistance to the affected population 

thereat 

Region IV-A 

� BDRRMCs in San Mateo, Rizal provided food to their respective evacuees.

Region V 

� RDRRMC-OCD V conducted relief operations in Bulan Sorsogon which was 

affected by storm surge. The team distributed food and non-food items to the 

affected families consisting of the following: 30 pcs cooking set; 69 pcs 

dinnerware; 89 pcs sleeping mat; 89 pcs thermal blanket (27 queen size and 62 

pcs twin size); 149 pcs water container (75 pcs at 5 gallons and (74 pcs at 2.5 

gallon), and personal clothings (69 pcs for male, 69 pcs for female, 69 pcs for 

toddler, and 69 pcs for infant) 

Region VI 

� PDRRMC Negros Occidental conducted relief operations at the evacuation 

centers in affected areas and provided 344 family packs (containing 3 kilos rice, 

3 tins sardines and 3 pouches noodles per pack); 10 sacks of rice; 6 boxes of 

sardines, and 9 boxes of noodles. Also distributed 50 family packs to MDRRMC 

Valladolid and 38 family packs to MDRRMC EB Magalona 

� MDRRMO Kalibo, Aklan provided relief assistance to the evacuees at the Aklan 

Catholic College Gymnasium 

� LGU Hinoba-an, Negros Occidental provided 12 sacks of rice, 10 boxes of 

sardines and 10 boxes of noodles and LGU Bago City extended family packs to 

its affected families. 

2. Health and Water Sanitation and Hygiene (WASH) 

� DOH-HEMS raised Code White Alert status on 30 July 2012; provided medical 

consultations to the evacuees in Regions IV-A, VI, CAR and NCR through 

respective CHDs; activated Surveillance in Post Extreme Emergencies and 

Disasters (SPEED) in Regions IV-A and NCR; and prepositioned 

PhP3,550,000.00 worth of assorted drugs and medicines in six (6) affected 

regions namely: II, III, IV-A, IV-B, CAR and NCR.

Region IV-A 

� CHD IV-A prepositioned medicines at the regional and extension offices and 

recommended the activation of SPEED in flooded areas. 

� RHU Laguna provided Doxycycline Prophylaxis to the affected families in 

Mabitac; provided assorted medicines worth PhP 55,411.35 to the Province of 

Cavite and PhP 5,000.00 to Brgy. Banaba, San Mateo, Rizal; and allocated 1,000 

capsules of Doxycycline to the provinces of Cavite, Laguna, Batangas, Rizal and 

Quezon. 

� PHOs Laguna coordinated with PDRRMC, MDRRMC and assisted RHU on 

WASH and health education activities. 

� MHO Baras, Rizal provided medical attention to the four (4) sick evacuees in the 

evacuation center 

� PHTOs conducted rapid health assessment in the Provinces of Rizal, Cavite, 

Laguna and Batangas 

� DOH CAR prepositioned medicines and other health logistics concerned at the 

regional and extension offices. 

3. Infrastructure Cluster 

DPWH 

� DPWH Manila reported that 79 road sections in Regions III, IV-A, IV-B, VI, X, 

CAR and NCR were temporarily closed to traffic at the height of the typhoon due 

to flood waters and landslides while two (2) bridges were reported impassable in 

Region IV-B due to cut –off/washed out approaches 

Region III 

� CDRRMC Cabanatuan City assisted DPWH and PNP in providing signage at the 

scourged portion of the road located at km 188 Brgy. Piut Carranglan, Nueva 

Ecija. 

Region IV-B 

� Romblon Municipal Police Station personnel provided assistance to commuters 

and installed barriers and warning devices to caution commuters due to the soil 

erosion incident in Romblon, Romblon. 

4 .Education Cluster 

� Dep Ed, in coordination with LGUs concerned, suspended classes in most

M/V St. Nuriel owned/operated by 2GO shipping lines 

was cut off from her mooring lines and damaged a 

portion of Calapan Port due to strong winds and waves. 

A motorized banca with markings "NINAY 3" owned by 

Michael Gerncie with nine (9) fishermen onboard, 

encountered big waves and rough seas while fishing 

which drifted in the vicinity of Brgy. Long Beach, San 

Agustin Romblon. 

Also due to rough seas, two other motorized bancas, 

"Kobe I" and "Kobe II" were reported to have sought 

shelter in Romblon, Romblon. The fishermen onboard 

reportedly came from Sablayan, Occidental Mindoro. 

MV Maria Angela from Masbate ran aground 500 

meters to Pilar Port, Sorsogon due to bad weather 

condition and rough seas. 

MB Cristy, a passenger motorized banca with nine (9) 

passengers and seven (7) crew, incurred damage on 

their bamboo balancer at the vicinity of Animasola 

Island while enroute to San Pascual, Masbate. 

MB Cristy was spotted by Navy's PG378 at 10 nautical 

miles Northeast of San Pascual, Masbate. 

All passengers and crew were safely rescued and 

arrived at San Pascual Pier. 

Fast craft Ocean Jet 5 ran aground a few meters from
