B. Brief Analysis<br />

� Typhoon "GENER" was considered as the most destructive among the 10<br />

tropical cyclones that entered the PAR since January 2012 based on the<br />

estimated cost of damages<br />

� The maximum center winds of the typhoon ranged from 55 kph to 130 kph with<br />

rainfall amounting to 10mm to 24 mm (heavy intense). The gustiness ranged<br />

from 100 kph-160 kph while the movement ranged from 7-15 kph <strong>and</strong> the<br />

public storm warning signals reached up to No.3<br />

� The bulk of damages was felt in Regions I, CAR <strong>and</strong> IV-B in terms of<br />

infrastructure <strong>and</strong> agriculture<br />

� Although Typhoon "GENER" did not cross the mainl<strong>and</strong>, it left in its wake<br />

significant effects as follows:<br />

C.EFFECTS<br />

1. Incidents Monitored (TAB A)<br />

� A total of 106 incidents occurred in various regions: 34 maritime incidents, 16<br />

falling debris, 16 drowning, 12 flooding, 3 flashfloods, 8 l<strong>and</strong>slides 4 storm<br />

surge, 2 electrocution, 2 mudflows, 2 collapsed structure, <strong>and</strong> 7 overflowing<br />

of rivers/water level increase<br />

2. Affected Population (TAB B)<br />

Malabon, Manila ,Marikina <strong>and</strong> Bataan Flooding<br />

� A total of 211,967 families/ 948,696 persons were affected in 1,291<br />

Barangays / 157 municipalities <strong>and</strong> 28 cities in 35 provinces of Regions I,<br />

II, III, IV-A, IV-B, V, VI, VII, IX, X, XI, XII, CAR <strong>and</strong> NCR<br />

� In terms of population affected, Region III ranked no 1 with (121.286<br />

families/525,317 persons affected in 410 barangays followed by Region<br />

IV-A with -52,632 families /252,870 persons affected in 316 barangays<br />

� Most deaths were reportedly caused by drowning (29 incidents).<br />

� On the duration of Typhoon "GENER" within the PAR, eight (8) persons were<br />

reported missing in different instances. Four (4) of them were subsequently<br />

reported dead while only (one) 1 of them was found alive.<br />

� Out of the total number rescued, 113 were passengers of M/V Shuttle RORO 1<br />

which ran aground <strong>and</strong> got str<strong>and</strong>ed after hitting coral reefs in Looc Tablas<br />

Isl<strong>and</strong> Romblon.<br />

4. Damaged Houses (TAB D)<br />

� The total number of damaged houses is 9,369: 1,424 totally <strong>and</strong> 7,945<br />

partially damaged<br />

� Cost of Damages was mostly from Region I (P 245,281,814.00) <strong>and</strong> CAR (P<br />

159,204,221.13) which were near the center of Typhoon "GENER".<br />

6. Str<strong>and</strong>ed Passengers<br />

� At the height of the typhoon, there were 1,201 passengers str<strong>and</strong>ed in<br />

Regions IV-B <strong>and</strong> V.<br />

7. Suspension of Classes<br />

� On 29 July 2012, 2nd day of Typhoon "GENER's" existence within the PAR, all<br />

classes in the NCR were suspended as well as in some areas of Regions III,<br />

IV-A <strong>and</strong> IV-B. Most of these classes resumed on 02 August 2012.<br />

8. Suspension of Flights<br />

� There were 24 flights suspended at the height of the typhoon as part of<br />

precautionary measures :16 domestic <strong>and</strong> eight (8) international) There were<br />

also flights diverted to Clark International Airport (flights from China, Taipei<br />

<strong>and</strong> Cambodia) to Cebu International Airport (flights from Davao, Taipei <strong>and</strong><br />

Cambodia).<br />

9. Dams, Rivers <strong>and</strong> Waterways Monitoring<br />

� At the height of the typhoon, water levels of Ambuklao, Ipo <strong>and</strong> Binga Dams<br />

had reached their critical levels hence gates were opened.<br />

� On July 30, 2012, water level of Laguna Lake had reached to its critical level.<br />

10. Power Interruptions<br />

� There were power outages reported in some areas in Regions III,(Bataan <strong>and</strong><br />

Pampanga); Region V (Cat<strong>and</strong>uanes); <strong>and</strong> NCR ( 5 cities )<br />

II. EMERGENCY MANAGEMENT<br />

A. Preparedness Measures<br />

1. NDRRMC<br />

� NDRRM Operation Center was upgraded from Blue Alert to Red Alert Status<br />

effective 28 July 2012; continuously monitored <strong>and</strong> disseminated, Severe<br />

Weather Bulletins, Gale Warnings, General Flood Advisories, <strong>and</strong> 24-Hour<br />

Public Weather Forecasts to all RDRRMCs/OCDRCs through SMS, facsimile<br />

<strong>and</strong> websites for further dissemination to their respective Local <strong>Disaster</strong> <strong>Risk</strong><br />

<strong>Reduction</strong> <strong>and</strong> Management Councils (LDRRMCs) from the provincial down to<br />

the municipal levels; <strong>and</strong> directed RDRRMCs concerned through the OCD<br />

Regional Centers to undertake precautionary measures in their respective<br />

areas of responsibility (AOR) <strong>and</strong> subsequently advised local DRRMCs to<br />

initiate pre-emptive evacuation of families in low-lying <strong>and</strong> mountainous areas if<br />

situation warrants<br />

� The Office of the President issued Memor<strong>and</strong>um Circular No. 32 through<br />

the recommendation of PAGASA <strong>and</strong> NDRRMC, on the suspension of work<br />

in the government offices, <strong>and</strong> classes in college level in Metro Manila on 30<br />

July 2012 <strong>and</strong> another Memor<strong>and</strong>um Circular No. 33 suspending work in<br />

government offices <strong>and</strong> classes in college level in <strong>National</strong> Capital Region,<br />

Zambales, Bataan, Pampanga, Pangasinan, Tarlac, Bulacan, Laguna, Cavite<br />

<strong>and</strong> Rizal on 07 August 2012, with the exception of those agencies whose<br />

functions involved the delivery of basic <strong>and</strong> health services, preparedness <strong>and</strong><br />

response to disasters <strong>and</strong> calamities, <strong>and</strong>/or the performance of other vital<br />

public services.<br />

� PNP NHQ activated the <strong>Disaster</strong> Preparedness <strong>and</strong> Response Task Group,<br />

PNP SCDM, <strong>and</strong> the <strong>National</strong> <strong>Disaster</strong> Operations Center <strong>and</strong> conducted three<br />

(3) meetings with all concerned Directorate staff for disaster preparedness <strong>and</strong><br />

response.<br />

� DILG-CAR issued to the LGUs a Memor<strong>and</strong>um on the implementation of preemptive<br />

evacuation.<br />

� DSWD FOs I, II, III <strong>and</strong> V activated SWAD team for contingency; reactivated<br />

QUART Teams for possible pre-emptive evacuation in disaster prone areas in<br />

its respective Regions <strong>and</strong> pre-positioned family packs.<br />

� AFP prepositioned its resources through various PA Brigades in Region V<br />

namely 901 st BDE (Albay & Cat<strong>and</strong>uanes) 902 nd BDE, 903 rd BDE (Masbate &<br />

Sorsogon), TOG (AIRFORCE) NFSL (NAVY).<br />

2. RDRRMCs<br />

� RDRRMCs I, II, III, IV-A, IV-B, V, VI, VII, VIII, IX, X, XII, ARMM, CAR <strong>and</strong> NCR<br />

continuously disseminated weather <strong>and</strong> flood bulletins <strong>and</strong> gale warnings to all<br />

concerned local DRRMCs concerned, RDRRMC member agencies, various<br />

fishermen associations <strong>and</strong> tri media thru facsimile <strong>and</strong> SMS, closely monitored<br />

the effects of Typhoon GENER in their respective P/MDRRMCs. Local<br />

emergency responders concerned prepositioned their respective resources in<br />

terms of supplies, equipment <strong>and</strong> logistics in strategic areas for immediate<br />

deployment if needed<br />

B. Alert <strong>and</strong> Monitoring <strong>and</strong> Warning/Advisory Disseminations<br />

� PAG-ASA advised all the residents living in low-lying areas especially along<br />

Tullahan River to be alert for possible increase in water level. La Mesa Dam<br />

had reached its spilling level at 80.19 meters on 06 August 2012 alert for<br />

possible increase in water level.<br />

� PNP-PRO IV-A, BFP IV-A, AFP(SOLCOM) <strong>and</strong> PCG-STL alerted their<br />

provincial, city <strong>and</strong> municipal units, monitored weather situation in their AORs<br />

<strong>and</strong> assisted in the evacuation <strong>and</strong> SAR as needed.<br />

� PNP Cordillera implemented its DRRM plan LOI 35/10 “OPLAN Saklolo”, <strong>and</strong><br />

assisted OCD in the dissemination of weather warning advisories.<br />

� PRO IV-A alerted all Police Provincial Offices to monitor weather situation <strong>and</strong><br />

report any untoward incident to the LDRRMCs Operation Center. BFP<br />

implemented contingencies on flood <strong>and</strong> assistance for evacuation.<br />

� PCG Aurora advised fishing boats <strong>and</strong> other small sea crafts not to venture out<br />

into the sea while larger sea vessels were alerted against big waves. PCG<br />

Bicol alerted Coastguard Stations <strong>and</strong> Detachments within Bicol area.<br />

� DILG IV-A assisted in the dissemination of weather advisories <strong>and</strong> provided<br />

updates to RDRRMC IV-A<br />

� PIA-CAR <strong>and</strong> PIA IV-A assisted in the dissemination of weather <strong>and</strong> warning<br />

advisories.<br />

� PCG-Aparri ordered the “No Sail Policy” for all motorized banca within their<br />

AOR.<br />

� PDRRMC Nueva Ecija OPCEN was activated since 28 July 2012 <strong>and</strong> has<br />

monitored the status of Pantabangan Dam, disseminated advisories, <strong>and</strong><br />

alerted responders for possible evacuation<br />

C.Search <strong>and</strong> Rescue (SAR) <strong>and</strong> Evacuation Operations<br />

� Cumulative total number evacuated - 11,154 families/48,181 persons<br />

No of Rescued fishermen - 145 (113 from Super shuttle 1 “RORO” <strong>and</strong> 32<br />

from other capsized fishing bancas)<br />

PCG<br />

� PCG implemented various SAR activities in the affected regions. PCG-<br />

Salomague conducted SAR operation for the two (2) missing fishermen <strong>and</strong><br />

advised all coastal Barangays to be on the lookout for the recovery of the<br />

fishermen <strong>and</strong> provision of assistance accordingly; PCG-Luna, La Union<br />

rescued the two (2) fishermen <strong>and</strong> coordinated with PDRRMC Ilocos Sur for<br />

their way home; PCG-Maripipi Biliran rescued five (5) fishermen <strong>and</strong><br />

coordinated with RDRRMC VIII to provide assistance in terms of sending the<br />

fishermen back home; PCG-STL assisted in the conduct of search <strong>and</strong> rescue<br />

of the crew of the two (2) vessels that ran aground in Mabini <strong>and</strong> Batangas City<br />

on 30 July 2012.<br />

� PCG Romblon in coordination with MDRRMO, conducted search <strong>and</strong> rescue<br />

operation re M/V Shuttle RORO 1 accidents.<br />

� PCG Palawan in coordination with Regional Maritime Unit, Western<br />

Comm<strong>and</strong>, NAVFORWEST Puerto Princesa, Puerto Princesa Police City<br />

Office <strong>and</strong> PDRRMO conducted SAR operations in the vicinity of Brgy Irawan,<br />

Puerto Princesa.<br />

� CGD Bicol alerted its Stations <strong>and</strong> Detachments within Bicol area.<br />

AFP<br />

� AFP-SOLCOM provided support in the evacuation of affected families in<br />

Rodriguez, San Mateo <strong>and</strong> Tanay, Rizal <strong>and</strong> assisted the evacuation<br />

operations in Tanza <strong>and</strong> Naic, Cavite.<br />

� Twelve (12) DRO of Charlie Company from 202 nd Brigade assisted MDRRMO<br />

Rodriguez, Rizal in relief distribution <strong>and</strong> provision of security to the 295<br />

evacuated families<br />

� AFP Reservists assisted in the evacuation operations at Tanza <strong>and</strong> Naic,<br />

Cavite.<br />

� 56 th Infantry Battalion – Phil Army dispatched two (2) trucks to the<br />

Municipality of Ob<strong>and</strong>o to transport str<strong>and</strong>ed commuters on or about 1:00 PM,<br />

02 August 2012.<br />

� 16 th IB deployed 1 squad from the Alpha Company <strong>and</strong> 1 squad from Hotel<br />

Company to Tanay, Rizal.<br />

� PNP IV-A assisted in the evacuation of affected population in Naic, Maragondon,<br />

Tanza, Ternate <strong>and</strong> Cavite City.<br />

� PDRRMC WASAR <strong>and</strong> PHERT I conducted pre-emptive evacuation of students<br />

at Brgy Sabangan, Binmaley , Pangasinan due to rising water brought about by<br />

rainwater <strong>and</strong> high tide<br />

Region III<br />

� CDRRMO Olongapo, SAR Personnel, Coast Guard, PNP Maritime <strong>and</strong> SBMA<br />

Rescue conducted search <strong>and</strong> rescue, retrieval <strong>and</strong> recovery operations on 03<br />

August 2012<br />

� MDRRMC Mariveles, Bataan conducted SAR Operations on the alleged missing<br />

fisherman<br />

Region IV-A<br />

� MDRRMO San Mateo, Rizal, conducted pre-emptive evacuation of the 10<br />

families in Brgy Sta Ana due to the increase of the water level of Batasan River<br />

on 01 August 2012<br />

Region V<br />

� RDRRMC-OCD V coordinated with PCG <strong>and</strong> PNP Pilar, Sorsogon to facilitate<br />

transfer of passengers from the RORO to dry l<strong>and</strong> using a rubber boat borrowed<br />

from LGU Pilar<br />

Region VI<br />

� MDRRMO Bugasong, Antique recovered the victim’s body at around 1:00 PM,<br />

28 July 2012 during the conduct of search <strong>and</strong> retrieval operation with the help of<br />

local folks.<br />

Region X<br />

� MDRRMOs Sapad <strong>and</strong> Naga Dimaporo in Lanao del Norte conducted search<br />

<strong>and</strong> rescue operations in coordination with Sapad Municipal Police Station <strong>and</strong><br />

35IB-PA.<br />

CAR<br />

� PDRRMC Benguet prioritized pre-emptive evacuation to residents in high risk<br />

communities namely Brgy. City Camp, Baguio City, Brgy. Puguis, La Trinidad,<br />

Brgy. Ambassador, Tublay, Brgy. Luneta, Itogon, <strong>and</strong> Camp 6 in Tuba in the<br />

province of Benguet<br />

NCR<br />

� LGU Manila conducted a force evacuation for the residents of BASECO<br />

Compound as of 12:20 AM, 30 July 2012. Almost 100 families were evacuated to<br />

BASECO covered court.<br />

D. Clearing Operations/Sanbagging Operations<br />

� NSRC conducted Manila Clean-Up Drive. A total of 253 members of NSRC with<br />

AFP Reservists, PCG, <strong>and</strong> MMDA participated in the clean-up drive.<br />

Region III<br />

� PDRRMU Pampanga provided four (4) dump trucks of filling materials. On 4<br />

August, they released 1,000 empty sacks for s<strong>and</strong>bagging operations to the<br />

Municipality of Sta. Ana.<br />

� PDRRMC Zambales conducted s<strong>and</strong>bagging operations at the dikes of San<br />

Felipe, San Narciso <strong>and</strong> San Marcelino <strong>and</strong> distributed s<strong>and</strong>bags to various<br />

municipalities/ barangays to augment the s<strong>and</strong>bagging operations being<br />

conducted by the LGUs<br />

Region IV-A<br />

� Antipolo City Rescue Teams cleared the fallen trees <strong>and</strong> assisted in the<br />

evacuation of affected families.<br />

ARMM<br />

� 35 IB PA conducted clearing operations at the national road along Barangay<br />

Bangaan, Sultan Naga Dimaporo<br />

CAR<br />

� PDRRMC Benguet mobilized provincial heavy equipment to conduct road<br />

clearing operation;<br />

E. Damage Assessment <strong>and</strong> Needs Analysis (DANA) /Ocular Inspection<br />

� DA-CO conducted damage assessment on agricultural production in Regions I,<br />

II, III, IV-A, IV-B, VI, VII <strong>and</strong> X through its local offices in said regions<br />

Region XII<br />

� LDRRMC Pikit, North Cotabato conducted DANA at the flooded areas<br />

CAR<br />

� Cordillera Regional DANA team was deployed to conduct rapid assessment in<br />

Baguio City <strong>and</strong> Benguet Province<br />

� DENR-MGB <strong>and</strong> EMB CAR conducted site inspection <strong>and</strong> assessment of the<br />

reported pipeout/ spilling incident at the tailings pond of Philex Mines Corporation<br />

In Baguio City<br />

� PDRRMC Benguet issued Memor<strong>and</strong>um on the temporary suspension of Small<br />

Scale Mining Activities in Benguet<br />

ARMM<br />

� OCD ARMM conducted ocular visit <strong>and</strong> verification/validation of flooded areas in<br />

Sultan Kudarat.<br />

F. Coordination Meetings<br />

Region IV-A<br />

� RDRRMC-OCD IV-A conducted an emergency meeting with MDRRMC Mabitac<br />

<strong>and</strong> representatives of PDRRMC Laguna at the Mabitac Municipal Bldg on 31 July<br />

2012 to discuss the immediate needs <strong>and</strong> long-term solutions of flooding <strong>and</strong><br />

enhancement of Early Warning System of Mabitac <strong>and</strong> Sta. Maria including<br />

information <strong>and</strong> education campaign activities.<br />

� Conducted another emergency meeting with DSWD IV-A <strong>and</strong> MDRRMOs San<br />

Mateo <strong>and</strong> Rodriguez, Rizal in their respective Municipal Hall on 01 August 2012,<br />

to assess the extent of the damage brought by TY GENER<br />

Region I<br />

� PDRRMC Pangasinan conducted an emergency meeting on operational<br />

preparedness <strong>and</strong> readiness of its member agencies on 02 August 2012 which<br />

was presided over by Gov. Amado T. Espino. A technical group was established<br />

<strong>and</strong> tasked to give timely <strong>and</strong> effective response for any untoward eventualities.<br />

E.Relief <strong>and</strong> Recovery Operations per Cluster<br />

� Of the 211,967 families/ 948,696 persons affected, the cumulative total served<br />

both outside <strong>and</strong> inside 215 evacuation centers were 76,262 families<br />

from the combined resources of DSWD, LGUs, NGOs <strong>and</strong> DOH amounting to<br />

� DSWD IV-A provided food to the families inside <strong>and</strong> outside evacuation centers in<br />

various areas in the provinces of Cavite, Rizal, Batangas <strong>and</strong> Laguna <strong>and</strong><br />

distributed 3,124 family food packs amounting to Php786,502.00. broken down<br />

soup mix for the str<strong>and</strong>ees in Pilar Port amounting to Php 89,904.00<br />

� DSWD X provided food assistance to the affected families of the storm surge in<br />

Misamis Oriental.<br />

� DSWD NCR requested two (2) 6x6 trucks to transport relief goods from<br />

Parañaque to CAMANAVA area on 03 August 2012 <strong>and</strong> provided 120 blankets in<br />

Brgy. Bagong Silangan, Quezon City through the request of Cong. Winnie<br />

Castello; provided 300 family packs, 150 blankets <strong>and</strong> 150 mattresses in Brgy 105<br />

Manila through the request of MDSW; <strong>and</strong> provided 300 family packs <strong>and</strong> 300<br />

mattresses to the different evacuation centers in Navotas City through the<br />

request of CSWO<br />

� DSWD-CAR provided food packs to the families inside <strong>and</strong> outside evacuation<br />

centers <strong>and</strong> str<strong>and</strong>ees.<br />

DPWH<br />

� DPWH IV-B provided 1,000 pieces of food packs worth P250,000 to families<br />

affected<br />

AFP<br />

� AFP-JTF provided DSWD-NCR with two (2) M35 trucks for the transport of relief<br />

goods in Quezon City <strong>and</strong> Navotas City<br />

MV Maria Angela from Masbate ran aground 500<br />

meters to Pilar Port, Sorsogon due to bad weather<br />

condition <strong>and</strong> rough seas.<br />

MB Cristy, a passenger motorized banca with nine (9)<br />

passengers <strong>and</strong> seven (7) crew, incurred damage on<br />

their bamboo balancer at the vicinity of Animasola<br />

Isl<strong>and</strong> while enroute to San Pascual, Masbate.<br />

MB Cristy was spotted by Navy's PG378 at 10 nautical<br />
