which may trigger fl<strong>as</strong>hfloods and landslides.<br />

• Estimated rainfall amount is from 15 - 25 mm per hour (heavy) within the 500 km<br />

diameter <strong>of</strong> the <strong>Typhoon</strong>.<br />

• Fishing boats and other small seacrafts a<strong>re</strong> advised not to ventu<strong>re</strong> out into the<br />

seaboards <strong>of</strong> Luzon and Visay<strong>as</strong> due to the big waves generated by the combined<br />

effects <strong>of</strong> <strong>Typhoon</strong> "Butchoy" and the Southwest Monsoon.<br />

Birawan, Daram, Samar to Catbalogan.<br />

• PCG and Daram PNP immediately initiated SAR operations<br />

VII. EMERGENCY PREPAREDENESS AND RESPONSE:<br />

A. <strong>NDRRMC</strong><br />

• Disseminated <strong>NDRRMC</strong> Advisories on Seve<strong>re</strong> Weather Bulletins; Gale Warnings and<br />

Flood Advisories to all <strong>re</strong>gions affected through SMS and facsimile, uploaded the same<br />

at the <strong>NDRRMC</strong> Website, Facebook, and Twitter accounts for further dissemination to<br />

their <strong>re</strong>spective local Dis<strong>as</strong>ter Risk Reduction and Management Councils (LDRRMCs)<br />

from the provincial down to the municipal levels<br />

• Di<strong>re</strong>cted RDRRMCs concerned through the OCD Regional Centers to undertake<br />

p<strong>re</strong>cautionary me<strong>as</strong>u<strong>re</strong>s in their <strong>re</strong>spective a<strong>re</strong><strong>as</strong> <strong>of</strong> <strong>re</strong>sponsibility (AOR) and<br />

subsequently advised local DRRMCs to initiate p<strong>re</strong>-emptive evacuation <strong>of</strong> families in lowlying<br />

and mountainous a<strong>re</strong><strong>as</strong> if situation warrants<br />

• <strong>NDRRMC</strong>–OPCEN w<strong>as</strong> activated effective 11:00 AM, 13 June 2012 under “Blue Alert”<br />

status in view <strong>of</strong> the entry <strong>of</strong> <strong>Typhoon</strong> “<strong>BUTCHOY</strong>” (GUCHOL) in the Philippine A<strong>re</strong>a <strong>of</strong><br />

Responsibility. Consequently, due to the closing <strong>of</strong> TS <strong>BUTCHOY</strong> to the country, Alert<br />

Level at the <strong>NDRRMC</strong> OPCEN w<strong>as</strong> upgraded from BLUE to RED ALERT STATUS<br />

effective 8:00 PM, 15 June 2012. All <strong>NDRRMC</strong> member agencies we<strong>re</strong> <strong>re</strong>qui<strong>re</strong>d to send<br />

<strong>re</strong>p<strong>re</strong>sentative/s at the <strong>NDRRMC</strong> Operations Center for quick coordination with their<br />

<strong>re</strong>spective counterparts at the local level in view <strong>of</strong> the possible adverse effects the<br />

p<strong>re</strong>sent weather disturbance may bring.<br />

• PAGASA advised the Magat FFWS Dam Office <strong>re</strong> Commencement <strong>of</strong> P<strong>re</strong>paratory Ph<strong>as</strong>e<br />

<strong>of</strong> Flood Warning Operation dated 14 June 2012 at 11:00 AM. <strong>NDRRMC</strong> OPCEN<br />

disseminated to OCD Region II<br />

• OPCEN coordinated with AFP for an aircraft to be p<strong>re</strong>positioned at Lep<strong>as</strong>pi City.<br />

• The Office <strong>of</strong> the P<strong>re</strong>sident through the Executive Sec<strong>re</strong>tary instructed the <strong>NDRRMC</strong> to<br />

p<strong>re</strong>pa<strong>re</strong> a briefing for the P<strong>re</strong>sident’s app<strong>re</strong>ciation <strong>re</strong>garding the p<strong>re</strong>parations <strong>of</strong> TY<br />

<strong>BUTCHOY</strong> (GUCHOL)


• <strong>NDRRMC</strong> conducted an <strong>NDRRMC</strong> meeting at 2:00 PM, 15 June 2012 at the Confe<strong>re</strong>nce<br />

Room, <strong>NDRRMC</strong> Bldg, Camp Aguinaldo, Quezon City p<strong>re</strong>sided by USEC Benito Ramos.<br />

Each implementing agency p<strong>re</strong>sented a PPT p<strong>re</strong>sentation <strong>of</strong> its <strong>re</strong>spective p<strong>re</strong>pa<strong>re</strong>dness<br />

and <strong>re</strong>sponse me<strong>as</strong>u<strong>re</strong>s <strong>re</strong>lative to TY <strong>BUTCHOY</strong>.<br />

• <strong>NDRRMC</strong> OPCEN immediately informed RDRRMC II about the scheduled Magat Dam<br />

Water Discharge on July 16, 2012 at 5:00 AM and instructed them to dispense the same<br />

to the local media for wider and early dissemination.<br />

• <strong>NDRRMC</strong> OPCEN immediately informed OCDRC III about the Ipo Dam elevation<br />

and instructed them to dispense the same to the local media for wider and early<br />

dissemination.<br />

B. MEMBER AGENCIES<br />

• PAGASA is continuously providing <strong>NDRRMC</strong> OPCEN with General Flood Bulletins;<br />

Seve<strong>re</strong> Weather Bulletins on Tropical Storm “<strong>BUTCHOY</strong>”.<br />

• PCG <strong>re</strong>iterates the observance <strong>of</strong> Memo Cir Nr 01-09 (Guidelines on Movement <strong>of</strong><br />

Vessel During Heavy Weather) and Memo Cir 03 dated 02 Feb 2001 (Guidelines on<br />

Movements <strong>of</strong> Motorboats Slant Vessels in the Absence <strong>of</strong> Weather Bulletin) and HPCG<br />

Standing Operation Procedu<strong>re</strong>s Nr 002-09 (Interim Guidelines on PCG Alert Condition<br />

Slant Levels); to take appropriate me<strong>as</strong>u<strong>re</strong> to avert unusual incident. CGDBCL alerted all<br />

CGS and Detachments within Bicol a<strong>re</strong>a; alerted 8 QRTs (7-man team: District HQ-2<br />

teams, 6 stations-1 team) for possible deployment; and issued Gale Warning to stop<br />

maritime activities <strong>of</strong> the 35 below gross tonnages vessels<br />

• AFP<br />

9ID (ARMY) issued di<strong>re</strong>ctives to all line units to put on standby alert their DRUs and<br />

<strong>as</strong>sets; 901 st Bde-2km450 and 1km250 and 21B-5km 250, 2km250 and 1 M35 truck a<strong>re</strong><br />

on standby alert<br />

NFSL (NAVY) alerted its Dis<strong>as</strong>ter Response Teams (2 Teams composed <strong>of</strong> 2 Officers<br />

and 10 Enlisted Personnel); DF 338 and DF321 seacrafts with 7 EPs each docked at<br />

Leg<strong>as</strong>pi City Pier, Leg<strong>as</strong>pi City and PG 378 Seacraft (Patrol Gun Boat), docked at San<br />

P<strong>as</strong>cual, M<strong>as</strong>bate<br />

TOG5 (AIR FORCE) alerted the 10-man team for <strong>re</strong>scue operation, 1 carrier truck on<br />

standby. Two (2) UH1H at Villamor Airb<strong>as</strong>e and one (1) Fixed Wing at Sangley Point<br />

Cavite a<strong>re</strong> on standby alert for possible deployment in Legazpi City.<br />

• PNP di<strong>re</strong>cted the RDs <strong>of</strong> PROs 1,3, 4A, 4B, 5, 8 to undertake p<strong>re</strong>cautionary me<strong>as</strong>u<strong>re</strong>s<br />

and other dis<strong>as</strong>ter <strong>re</strong>sponse activities such <strong>as</strong> - forward deployment and p<strong>re</strong>-positioning<br />

<strong>of</strong> search and <strong>re</strong>scue <strong>as</strong>sets; inform community leaders on necessary dis<strong>as</strong>ter<br />

p<strong>re</strong>parations/actions emph<strong>as</strong>izing on pro-active actions; coordination with LDRRMC;<br />

activation <strong>of</strong> <strong>re</strong>spective Dis<strong>as</strong>ter Incident Management T<strong>as</strong>k Group (DIMTG) <strong>as</strong> the<br />

situation may <strong>re</strong>qui<strong>re</strong>; provide Police <strong>as</strong>sistance in the evacuation <strong>of</strong> the affected<br />

<strong>re</strong>sidents and deployment <strong>of</strong> personnel at the evacuation center; and conduct <strong>of</strong> clearing<br />

operations on major thoroughfa<strong>re</strong>s and highways in coordination with DPWH and LGUs;<br />

and providing <strong>as</strong>sistance to medical and <strong>re</strong>lief operations.<br />

PNP-PRO5 issued Memorandum dated 15 June 2012 di<strong>re</strong>cting all PPOs, Naga City<br />

Police Office and the 5 th Public Safety Battalion to alert their <strong>re</strong>spective Dis<strong>as</strong>ter<br />

Response Teams; 2 platoons consists <strong>of</strong> 60 personnel a<strong>re</strong> on standby in 5 th Regional<br />

Public Safety Battalion with 3 trucks <strong>re</strong>ady for dispatch<br />

• DILG CODIX (Central Office Dis<strong>as</strong>ter Information Coordinating Center) di<strong>re</strong>cted all<br />

DILG Regional Di<strong>re</strong>ctors to <strong>re</strong>activate their <strong>re</strong>spective dis<strong>as</strong>ter monitoring systems in<br />

anticipation <strong>of</strong> heavy rains in their AOR brought about by TS “<strong>BUTCHOY</strong>” and southwest<br />

monsoon; di<strong>re</strong>cted all LCEs to convene their <strong>re</strong>spective LDRRMCs<br />

DILG-R3 activated their DOC and issued advisory/orders to all LGUs and HUC (Highly<br />

Urbanized City) Mayors to immediately convene their RRMCs and implement Calamity<br />

Response Protocols; di<strong>re</strong>cted all LCEs to observe human rights principles within<br />

evacuation centers.<br />

• DSWD alerted their Quick Response Team at the <strong>re</strong>gional level <strong>re</strong>ady for deployment at<br />

any given time. SWAD teams in six (6) provinces a<strong>re</strong> now mobilized to closely monitor<br />

their <strong>re</strong>spective a<strong>re</strong><strong>as</strong>. Region V h<strong>as</strong> sufficient <strong>re</strong>ady stockpile <strong>of</strong> family food packs at a<br />

minimum <strong>of</strong> 2,000 packs per provinces <strong>re</strong>ady for augmentation. P<strong>re</strong>positioned PhP 3.44<br />

million standby funds and PhP 9.21 million worth <strong>of</strong> <strong>re</strong>lief supplies in all DSWD-FO along<br />

the typhoon path, amounting to PhP 12.65 million<br />

DSWD-R3 continuously monitors and coordinates with their <strong>re</strong>spective SWAD <strong>re</strong>garding<br />

weather situation and stockpile <strong>of</strong> <strong>re</strong>lief goods.<br />

DOHV is under Code White Alert. Retained Hospitals, Provincial Health team leaders,<br />

HEMS point persons and Provincial HEMS Coordinators a<strong>re</strong> enjoined to be vigilant and<br />

on stand-by/on call for immediate mobilization to actively monitor all health emergencies<br />

in the <strong>re</strong>gion<br />

• DPWH CAR p<strong>re</strong>positioned road clearing equipment with c<strong>re</strong>ws in landslide prone a<strong>re</strong><strong>as</strong>;<br />

pay loader and c<strong>re</strong>ws on standby for immediate road clearing operation.<br />

• BFP Offices a<strong>re</strong> on heightened alert status effective 15 June 2012. All Operating Units<br />

we<strong>re</strong> di<strong>re</strong>cted to implement <strong>re</strong>spective Contingency Plans and undertake proactive<br />

steps in coordination with <strong>re</strong>spective DRRMCs, PNP, AFP and LGUs; maintain vigilance<br />

and ensu<strong>re</strong> prompt and effective delivery <strong>of</strong> b<strong>as</strong>ic <strong>re</strong>scue services and auxiliary units<br />

for any possible operational needs.<br />

• DA-NIA alerted OCDRC 2 and other concerned agencies about the scheduled dam<br />

discharge on 16 June 2012 (5:00 AM).<br />

C. REGIONAL PREPAREDNESS AND RESPONSE:<br />

• OCD-NCR continuously disseminates Seve<strong>re</strong> Weather Bulletins and General Flood<br />

Advisories on <strong>Typhoon</strong> BUTCHU to the MMDRRMCs thru SMS and facsimile; advised<br />

members <strong>of</strong> MMDRRMCs, LDRRMCs, Civil Defense Action Group (CDAG and Outdoor<br />

Advertising Association <strong>of</strong> the Philippines (OAAP) to undertake p<strong>re</strong>cautionary me<strong>as</strong>u<strong>re</strong>s<br />

in their <strong>re</strong>spective a<strong>re</strong>a <strong>of</strong> <strong>re</strong>sponsibility (AOR); p<strong>re</strong>position their <strong>as</strong>sets in strategic a<strong>re</strong><strong>as</strong>;<br />

initiates p<strong>re</strong>-emptive evacuation <strong>of</strong> their constituents in the low-lying a<strong>re</strong><strong>as</strong>, submit their<br />

<strong>re</strong>spective action plan for TS “<strong>BUTCHOY</strong>”, and advised OAAP to roll down all their<br />

billboard/tarpaulins in a<strong>re</strong><strong>as</strong> that maybe affected by strong winds and gustiness.<br />

• OCD Region I/RDRRMC I di<strong>re</strong>cted all PDRRMCs to activate their <strong>re</strong>spective<br />

Operations centers and alert concerned <strong>re</strong>sponse local agencies to closely monitor the<br />

situation in their <strong>re</strong>spective a<strong>re</strong><strong>as</strong><br />

• OCD Region II/RDRRMC II continuously disseminating weather advisories and flood<br />

warnings to all chairmen <strong>of</strong> PDRRMCs. Due to <strong>re</strong>habilitation and <strong>re</strong>pair <strong>of</strong> Magapit<br />

Suspension Bridge, Lallo, Cagayan, alternate means (barge, public and private boats)<br />

a<strong>re</strong> provided by the authorities. Personnel from PCG, PNP, Army, LGU Lallo and Brgys.<br />

Magapit and Bangag a<strong>re</strong> deployed to provided safety and security in the a<strong>re</strong>a.<br />

• OCD Region III/RDRRMC III Operations Center is on standby status and continuously<br />

disseminating weather bulletins, flood advisories and gale warning information to<br />

concerned PRDDMC and local DRRMCs in the <strong>re</strong>gion. Closely monitoring the status <strong>of</strong><br />

dams in their AOR.<br />

PDRRMCs Aurora, Bulacan and Aurora a<strong>re</strong> closely monitoring the situations in<br />

<strong>re</strong>spective a<strong>re</strong><strong>as</strong> for any possible effects<br />

• OCD Region IV-A/RDRRMC IV-A – Continuously disseminates weather bulletin and<br />

gale warning to PDRRMCs, CDRRMCs, LGUs and member agencies through SMS;<br />

PDRRMCs Cavite, Laguna, Batang<strong>as</strong>, Quezon and Rizal and CDRRMO Tagaytay<br />

conducted an emergency meeting with DILG and local DRRMCs to discuss<br />

p<strong>re</strong>pa<strong>re</strong>dness plan for <strong>Typhoon</strong> Butchoy. Respective DRRMCs a<strong>re</strong> on standby alert.<br />

CDRRMO Tagaytay placed their equipment and <strong>re</strong>sponders on standby and advised<br />

BDRRMCs concern to take appropriate me<strong>as</strong>u<strong>re</strong>s<br />

• OCD Region V/RDRRMC V continuously disseminates warning information to the<br />

RDRRMC member agencies, LDRRMC and local media thru OCD Info board and<br />

uploaded same to OCD/RDRRMC facebook to ensu<strong>re</strong> public safety particularly those in<br />

the landslide prone a<strong>re</strong>a; conducted inventory <strong>of</strong> <strong>re</strong>lief supplies /items for possible<br />

distribution. PDRRMCs Albay, Camarines Norte, Camarines Sur, Catanduanes and<br />

Sorsogon continuously issued weather advisories to all C/MDRRMCs/MOs/ABC<br />

P<strong>re</strong>sidents through SMS, Email and facsimile for further dissemination to their <strong>re</strong>spective<br />

BDRRMCs and advised them to take appropriate p<strong>re</strong>pa<strong>re</strong>dness me<strong>as</strong>u<strong>re</strong>s. PDRRMC<br />

Catanduanes alerted the WASAR teams in 11 municipalities for possible SAR operations<br />

• OCD Region VIII/RDRRMC VIII disseminated weather advisories to RDRRMC member<br />

agencies, concerned LDRRMC and media for appropriate action; di<strong>re</strong>cted the following<br />

<strong>re</strong>sponse teams on standby for possible deployment: Philippine. Co<strong>as</strong>t Guard-Dis<strong>as</strong>ter<br />

Response Team (Tacloban City), Catarman Rescue (Northern Samar), Catbalogan<br />

Rescue, Southern Leyte Provincial Dis<strong>as</strong>ter Response Team, Guiuan Rescue, Bu<strong>re</strong>au <strong>of</strong><br />

Fi<strong>re</strong> Protection-Emergency Management Team (Tacloban City), E<strong>as</strong>tern Visay<strong>as</strong><br />

Regional Medical Center-Emergency Medical Responders (Tacloban City) and PDRT<br />

Ma<strong>as</strong>in (Southern Leyte)<br />

• OCD-CAR/CRDRRMC is also under Blue Alert status. Disseminated PAGASA weather<br />

bulletin to all LDRRMCs utilizing the OCD Info board, email, social media network and<br />

SMS in disseminating weather updates and advisories and coordinated with DPWH for<br />

the road conditions and LDRRMOs for the weather situation in their <strong>re</strong>spective AORs.<br />

D. PDRRMC PREPAREDNESS AND RESPONSE:<br />

• PDRRMC III – PDRRMC Aurora is closely monitoring Central and Northern Aurora<br />

(DICADI A<strong>re</strong>a) the weather situation, p<strong>re</strong>positioned food packs and <strong>re</strong>adied<br />

evacuation centers if the need arise. Bulacan and Zambales PDRRMCs a<strong>re</strong><br />

closely monitoring their <strong>re</strong>spective AORs.<br />
