Dear Friends,
Nearly 40 years ago, a small group of forward thinking community members started the Community Foundation for the
Ohio Valley in an effort to make the Ohio Valley a better place for all. The first fund, which we are proud to still administer,
was established as a scholarship fund from the Wheeling Fraternal Order of Police.
Those first few dollars and that one scholarship fund have grown into 143 charitable funds totaling more than $26 million in
assets. Even despite the economic downturn, giving to and from the Community Foundation has remained steady. We are
proud to share with you that the CFOV again granted nearly $1 million this year for charitable purposes in our region.
The grantmaking of the CFOV was heavily focused on education this year. The Collaboration for Youth initiative of West
Virginia Grantmakers sparked an idea among the CFOV in collaboration with the Hess Family Foundation and the Schenk
Charitable Trust to create a Healthy Kids program for schools in Ohio and Marshall counties. A grant from the Claude
Worthington Benedum Foundation generated programs in schools throughout the region to integrate the arts into science,
technology, engineering, and math. Last but not least, the CFOV made two large grants to West Virginia Northern
Community College to support a computer lab for math tutoring at the Wheeling campus and a new welding program to
teach the skills needed for the Marcellus Shale industry at the New Martinsville campus. You can read more about these
programs on page 6.
Our Women’s Giving Circle is beginning to make an impact on the lives of women and girls in our region. As of this
writing, 54 women have joined the giving circle with the mission of empowering women and girls through philanthropy.
Look for a full report of their activities in our next annual report as their grantmaking has just begun.

who have opened new funds with us during the past fiscal year and those who have chosen to leave their legacy through a

The Helen and
Leonard Rowley Fund
of the Community
Foundation for the
Ohio Valley has
been supporting
the causes of the
Rowley’s since
2005. Having no
children, the Rowleys
chose the Community
Foundation to receive
and administer their
assets following
their passing. Every
year an advisory
committee meets
to determine how
to allocate funds to the organizations identified by the Rowleys. For
many years, support has been provided to the Seabee Museum in
Gulfport, Mississippi; St. Matthew’s Episcopal Church in Wheeling;
St. Mark’s Episcopal Church of Venice, Florida; Wheeling Health
Right; Salvation Army Wheeling; the Washington National Cathedral;
the Episcopal Diocese of West Virginia; and Episcopal Relief and
Development.
Leonard’s loyalty to the Seabees and the museum constructed to honor
their service came from his own experiences. “We Build, We Fight”
is the official motto of the U.S. Naval Seabees, the militarized Naval
Construction Force created to build advance bases in the war zones
during World War II. Organized immediately following the attacks on
Pearl Harbor, the Seabees were recruited from the civilian construction
trades and were placed under the leadership of the Navy’s Civil
Engineer Corps. Leonard’s position as an industrial electrician for the
Hazel-Atlas Glass Company made him well qualified to serve his
country in this capacity. More than 325,000 men served with the
Seabees in World War II, fighting and building on six continents and
more than 300 islands. The Seabees built major airstrips, bridges,
gasoline storage tanks, warehouses, hospitals, and housing.
Leonard Rowley served with the 59th Naval Construction Battalion
(1942-1945). Seabee records indicate that Leonard was involved
with Navy construction projects in Hawaii and Guam during World
War II.
From the History of the 59th Naval Construction Battalion:
“The Battalion’s assignment was to construct a Naval Air Station
at Hilo (Hawaii), to be operated jointly with the army and utilizing
certain existing army installations…The major portion of the assignment
for Hilo consisted of the widening of two 7,000 foot runways, and
their paving with asphaltic concrete, the building of enlisted men’s
barracks, mess hall and gallery, BOQ’s, officers’ mess and club,
dispensary, warehouses, nose hangars, shops, ten 50,000 gallon
prestressed concrete fuel tanks, water and electrical distribution
systems, sanitary sewer system, operations buildings, administration
buildings, access roads, ammunition, magazines and bomb storage
hardstands…More than one million cubic yards of lava rock of which
90 percent required blasting, was moved. One hundred thousand
tons of asphaltic concrete was mixed and place on the widening of
the runways and eight miles of access roads.
The base was put into operation two months ahead of schedule.”
Leonard and Helen were both members of St. Matthew’s Episcopal
Church. Helen was a secretary with Hazel-Atlas Glass Company in
Wheeling. She was a volunteer at Wheeling Hospital for a number
of years and she was quite skilled at knitting. Both Helen and Leonard
enjoyed fishing, traveling many times to Canada for fishing trips.
Leonard was also a skilled photographer. The couple lived in the
Warwood section of Wheeling.

Focus on Education
The CFOV had the opportunity to affect education in the Upper Ohio
Valley in three different areas this year.
Through a grant from West Virginia Grantmakers Association, the
CFOV collaborated with the Hess Family Foundation and the Schenk
Charitable Trust to tackle the issue of unhealthy children in Ohio and
Marshall counties. First, all elementary schools, public and private,
were provided a custom-designed Indoor Recess Kit filled with items
to get kids up and moving during the days when outdoor play is
prohibited. Items such as Kids Fitness DVDs, Fitness Dice, Stacking
Cups, and other physically active games were provided in the kits.
Secondly, cafeteria support was provided to several schools in the
two-county area through the purchasing of child-size salad bars. These
salad bars can be used for yogurt and fruit bars for breakfast service
as well as salad offerings during lunchtime. Finally, 16 schools are
now participating in the USDA’s Action for Healthy Kids programs to
get students, teachers, and parents thinking about eating healthy and
moving more before, during, and after school through mini-grants of up
to $1,000 provided by this initiative.
This year the CFOV supported higher education through two grants
made to West Virginia Northern Community College. The first grant
in the amount of $44,000 was used to create a Math Tutoring Lab at
the Wheeling campus for both college level students and the school’s
Middle College Program. The Math Lab creates an opportunity for
students to get extra help in both the remedial courses as well as
college level math courses. The second grant for $40,000 was made
to fund a new Welding Program at the New Martinsville campus to
provide training students for the emerging Marcellus Shale industry.
The third educational focus the CFOV participated in this year was
through a grant provided by the Claude Worthington Benedum
Foundation to incorporate the arts into science, technology,
engineering, and mathematics in schools in the region. The CFOV
in partnership with the Appalachian Education Initiative and
Oglebay Institute, hosted a one-day workshop for teachers in the
region to learn more about the concept and hear about the grant
opportunity. Following the workshop, schools were able to submit
grant applications for projects that incorporated the arts in to these
curriculums.

FISCAL SPONSORSHIP RELATIONSHIPS
Occasionally, a charitable purpose is undertaken by a group
of individuals who do not qualify for tax-exempt status, if we are
satisfied that the charitable purpose is secure and will serve the
greater good, the foundation may agree to accept donations
on behalf of the effort thus allowing donors to benefit from the
tax-deductible nature of the gift. The foundation works in concert
with the group to ensure that funds are expended for the stated
charitable purpose.

In 2011 the Foundation and its 140 plus component funds
