Dear Friends,<br />
Nearly 40 years ago, a small group of <strong>for</strong>ward thinking community members started <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong> <strong>for</strong> <strong>the</strong><br />
Ohio Valley in an ef<strong>for</strong>t to make <strong>the</strong> Ohio Valley a better place <strong>for</strong> all. The first fund, which we are proud to still administer,<br />
was established as a scholarship fund from <strong>the</strong> Wheeling Fraternal Order of Police.<br />
Those first few dollars and that one scholarship fund have grown into 143 charitable funds totaling more than $26 million in<br />
assets. Even despite <strong>the</strong> economic downturn, <strong>giving</strong> to and from <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong> has remained steady. We are<br />
proud to share with you that <strong>the</strong> CFOV again granted nearly $1 million this year <strong>for</strong> charitable purposes in our region.<br />
The grantmaking of <strong>the</strong> CFOV was heavily focused on education this year. The Collaboration <strong>for</strong> Youth initiative of West<br />
Virginia Grantmakers sparked an idea among <strong>the</strong> CFOV in collaboration with <strong>the</strong> Hess Family <strong>Foundation</strong> and <strong>the</strong> Schenk<br />
Charitable Trust to create a Healthy Kids program <strong>for</strong> schools in Ohio and Marshall counties. A grant from <strong>the</strong> Claude<br />
Worthington Benedum <strong>Foundation</strong> generated programs in schools throughout <strong>the</strong> region to integrate <strong>the</strong> arts into science,<br />
technology, engineering, and math. Last but not least, <strong>the</strong> CFOV made two large grants to West Virginia Nor<strong>the</strong>rn<br />
<strong>Community</strong> College to support a computer lab <strong>for</strong> math tutoring at <strong>the</strong> Wheeling campus and a new welding program to<br />
teach <strong>the</strong> skills needed <strong>for</strong> <strong>the</strong> Marcellus Shale industry at <strong>the</strong> New Martinsville campus. You can read more about <strong>the</strong>se<br />
programs on page 6.<br />
Our Women’s Giving Circle is beginning to make an impact on <strong>the</strong> lives of women and girls in our region. As of this<br />
writing, 54 women have joined <strong>the</strong> <strong>giving</strong> circle with <strong>the</strong> mission of empowering women and girls through philanthropy.<br />
Look <strong>for</strong> a full report of <strong>the</strong>ir activities in our next annual report as <strong>the</strong>ir grantmaking has just begun.<br />

The Helen and<br />
Leonard Rowley Fund<br />
of <strong>the</strong> <strong>Community</strong><br />
<strong>Foundation</strong> <strong>for</strong> <strong>the</strong><br />
Ohio Valley has<br />
been supporting<br />
<strong>the</strong> causes of <strong>the</strong><br />
Rowley’s since<br />
2005. Having no<br />
children, <strong>the</strong> Rowleys<br />
chose <strong>the</strong> <strong>Community</strong><br />
<strong>Foundation</strong> to receive<br />
and administer <strong>the</strong>ir<br />
assets following<br />
<strong>the</strong>ir passing. Every<br />
year an advisory<br />
committee meets<br />
to determine how<br />
to allocate funds to <strong>the</strong> organizations identified by <strong>the</strong> Rowleys. For<br />
many years, support has been provided to <strong>the</strong> Seabee Museum in<br />
Gulfport, Mississippi; St. Mat<strong>the</strong>w’s Episcopal Church in Wheeling;<br />
St. Mark’s Episcopal Church of Venice, Florida; Wheeling Health<br />
Right; Salvation Army Wheeling; <strong>the</strong> Washington National Ca<strong>the</strong>dral;<br />
<strong>the</strong> Episcopal Diocese of West Virginia; and Episcopal Relief and<br />
Development.<br />
Leonard’s loyalty to <strong>the</strong> Seabees and <strong>the</strong> museum constructed to honor<br />
<strong>the</strong>ir service came from his own experiences. “We Build, We Fight”<br />
is <strong>the</strong> official motto of <strong>the</strong> U.S. Naval Seabees, <strong>the</strong> militarized Naval<br />
Construction Force created to build advance bases in <strong>the</strong> war zones<br />
during World War II. Organized immediately following <strong>the</strong> attacks on<br />
Pearl Harbor, <strong>the</strong> Seabees were recruited from <strong>the</strong> civilian construction<br />
trades and were placed under <strong>the</strong> leadership of <strong>the</strong> Navy’s Civil<br />
Engineer Corps. Leonard’s position as an industrial electrician <strong>for</strong> <strong>the</strong><br />
Hazel-Atlas Glass Company made him well qualified to serve his<br />
country in this capacity. More than 325,000 men served with <strong>the</strong><br />
Seabees in World War II, fighting and building on six continents and<br />
more than 300 islands. The Seabees built major airstrips, bridges,<br />
gasoline storage tanks, warehouses, hospitals, and housing.<br />
Leonard Rowley served with <strong>the</strong> 59th Naval Construction Battalion<br />
(1942-1945). Seabee records indicate that Leonard was involved<br />
with Navy construction projects in Hawaii and Guam during World<br />
War II.<br />
From <strong>the</strong> History of <strong>the</strong> 59th Naval Construction Battalion:<br />
“The Battalion’s assignment was to construct a Naval Air Station<br />
at Hilo (Hawaii), to be operated jointly with <strong>the</strong> army and utilizing<br />
certain existing army installations…The major portion of <strong>the</strong> assignment<br />
<strong>for</strong> Hilo consisted of <strong>the</strong> widening of two 7,000 foot runways, and<br />
<strong>the</strong>ir paving with asphaltic concrete, <strong>the</strong> building of enlisted men’s<br />
barracks, mess hall and gallery, BOQ’s, officers’ mess and club,<br />
dispensary, warehouses, nose hangars, shops, ten 50,000 gallon<br />
prestressed concrete fuel tanks, water and electrical distribution<br />
systems, sanitary sewer system, operations buildings, administration<br />
buildings, access roads, ammunition, magazines and bomb storage<br />
hardstands…More than one million cubic yards of lava rock of which<br />
90 percent required blasting, was moved. One hundred thousand<br />
tons of asphaltic concrete was mixed and place on <strong>the</strong> widening of<br />
<strong>the</strong> runways and eight miles of access roads.<br />
The base was put into operation two months ahead of schedule.”<br />
Leonard and Helen were both members of St. Mat<strong>the</strong>w’s Episcopal<br />
Church. Helen was a secretary with Hazel-Atlas Glass Company in<br />
Wheeling. She was a volunteer at Wheeling Hospital <strong>for</strong> a number<br />
of years and she was quite skilled at knitting. Both Helen and Leonard<br />
enjoyed fishing, traveling many times to Canada <strong>for</strong> fishing trips.<br />
Leonard was also a skilled photographer. The couple lived in <strong>the</strong><br />
Warwood section of Wheeling.<br />

Focus on Education<br />
The CFOV had <strong>the</strong> opportunity to affect education in <strong>the</strong> Upper Ohio<br />
Valley in three different areas this year.<br />
Through a grant from West Virginia Grantmakers Association, <strong>the</strong><br />
CFOV collaborated with <strong>the</strong> Hess Family <strong>Foundation</strong> and <strong>the</strong> Schenk<br />
Charitable Trust to tackle <strong>the</strong> issue of unhealthy children in Ohio and<br />
Marshall counties. First, all elementary schools, public and private,<br />
were provided a custom-designed Indoor Recess Kit filled with items<br />
to get kids up and moving during <strong>the</strong> days when outdoor play is<br />
prohibited. Items such as Kids Fitness DVDs, Fitness Dice, Stacking<br />
Cups, and o<strong>the</strong>r physically active games were provided in <strong>the</strong> kits.<br />
Secondly, cafeteria support was provided to several schools in <strong>the</strong><br />
two-county area through <strong>the</strong> purchasing of child-size salad bars. These<br />
salad bars can be used <strong>for</strong> yogurt and fruit bars <strong>for</strong> breakfast service<br />
as well as salad offerings during lunchtime. Finally, 16 schools are<br />
now participating in <strong>the</strong> USDA’s Action <strong>for</strong> Healthy Kids programs to<br />
get students, teachers, and parents thinking about eating healthy and<br />
moving more be<strong>for</strong>e, during, and after school through mini-grants of up<br />
to $1,000 provided by this initiative.<br />
This year <strong>the</strong> CFOV supported higher education through two grants<br />
made to West Virginia Nor<strong>the</strong>rn <strong>Community</strong> College. The first grant<br />
in <strong>the</strong> amount of $44,000 was used to create a Math Tutoring Lab at<br />
<strong>the</strong> Wheeling campus <strong>for</strong> both college level students and <strong>the</strong> school’s<br />
Middle College Program. The Math Lab creates an opportunity <strong>for</strong><br />
students to get extra help in both <strong>the</strong> remedial courses as well as<br />
college level math courses. The second grant <strong>for</strong> $40,000 was made<br />
to fund a new Welding Program at <strong>the</strong> New Martinsville campus to<br />
provide training students <strong>for</strong> <strong>the</strong> emerging Marcellus Shale industry.<br />
The third educational focus <strong>the</strong> CFOV participated in this year was<br />
through a grant provided by <strong>the</strong> Claude Worthington Benedum<br />
<strong>Foundation</strong> to incorporate <strong>the</strong> arts into science, technology,<br />
engineering, and ma<strong>the</strong>matics in schools in <strong>the</strong> region. The CFOV<br />
in partnership with <strong>the</strong> Appalachian Education Initiative and<br />
Oglebay Institute, hosted a one-day workshop <strong>for</strong> teachers in <strong>the</strong><br />
region to learn more about <strong>the</strong> concept and hear about <strong>the</strong> grant<br />
opportunity. Following <strong>the</strong> workshop, schools were able to submit<br />
grant applications <strong>for</strong> projects that incorporated <strong>the</strong> arts in to <strong>the</strong>se<br />
curriculums.<br />

satisfied that <strong>the</strong> charitable purpose is secure and will serve <strong>the</strong><br />
greater good, <strong>the</strong> foundation may agree to accept donations<br />
on behalf of <strong>the</strong> ef<strong>for</strong>t thus allowing donors to benefit from <strong>the</strong><br />
tax-deductible nature of <strong>the</strong> gift. The foundation works in concert<br />
with <strong>the</strong> group to ensure that funds are expended <strong>for</strong> <strong>the</strong> stated<br />
