Application for Prior Approval (PA) to recruit Non-Traditional Source
(NTS)/ People’s Republic of China (PRC) Workers in Marine Industry
A company/firm classified under the Marine industry must be engaged in either ship-building and/or ship-repairing
activities.
1 Application for Prior Approval (PA)
PA is only applicable for recruitment or renewal of Non-traditional Source (NTS) (Bangladesh, India, Thailand, The
Republic of the Union of Myanmar, Philippines or Sri Lanka) and People’s Republic of China (PRC) workers. PA is not
required for recruitment of Malaysia and North-Asian Source (Hong Kong, Macau, South Korea and Taiwan) workers.
(a) Who is required to apply for Prior Approval
Common contractors in the Ship-building and Ship-Repairing industry must be supported by a registered shipyard and
are required to apply for PA to recruit or renew NTS/PRC workers. [Note: Common contractors can have ship-building or
ship-repairing contracts with one or more registered shipyard(s)].
Non-Sponsoring shipyard in the ship-building and ship-repairing industry will also be required to submit PA application to
recruit or renew NTS/PRC workers.
Please note that sponsoring shipyards and resident contractors are supported under the Marine Industry Sponsorship
Scheme, and are therefore not required to apply for PA to recruit or renew NTS/PRC workers.
(b) Documents required for Prior Approval Application
A company/firm that wishes to recruit or renew NTS/PRC workers for ship-building or ship-repairing activities has to
submit the following documents to Work Pass Division:
(i) An original copy of the letter from a shipyard indicating its support for the number of NTS/PRC workers the
company is required to employ under its ship-building or ship-repairing contract (applicable for Common
Contractor only);
(ii) A completed PA application form signed by the sole-proprietor/ partner of the business firm or a director whose
name appears in the Accounting and Corporate Regulatory Authority (ACRA) Instant Information Business
Profile Printout of the company;
(iii) A clear photocopy of the valid ship-building or ship-repairing contracts which the shipyard has signed with the
contractor/client(s). The contract should consist of the types of works required to be performed by the
contractor; the commencement and completion dates of the works; and the project values of the works which
the shipyard has awarded to the contractor / awarded by its clients;
(iv) A clear photocopy of the work orders and payment vouchers issued to the contractor for all the works done at
the shipyard for the past 12 months;
(v) CPF form 90 statements for the past 6 months; and
(vi) Annual turnover of the company reported to Inland Revenue Authority of Singapore (IRAS) for the past 2 years
(applicable only if the company has been in business for more than 2 years).

Generally, all PA applications shall be processed within 14 working days after we received them with all the documents
in order. The outcome of the application will be mailed to the company.
