<strong>MINUTES</strong>: Meeting of the <strong>Monona</strong> <strong>Grove</strong> School District Board of Education, held Tuesday, November 9, 2010 in<br />

the Glacial Drumlin IMC, Cottage <strong>Grove</strong>, beginning at 6:00 p.m.<br />

BOARD MEMBERS PRESENT: Jessica Ace, Susan Fox, Susan Manning, Jason McCutchin. Jill List arrived at<br />

6:15 and Peter Sobol arrived at 6:20<br />

BOARD MEMBERS ABSENT: Lionel Norton<br />

II. Declaration of Public Notice - acknowledged<br />

III. Motion to Move into Closed Session Pursuant to Wisconsin Statutes 19.85 (1)(c)(e) for<br />

Consideration and deliberation regarding negotiations with the <strong>Monona</strong> <strong>Grove</strong> Education Association<br />

(MGEA).<br />

Motion: Jessica Ace moved that the Board move into Closed Session Pursuant to Wisconsin Statutes<br />

19.85 (1)(c)(e) for Consideration and deliberation regarding negotiations with the <strong>Monona</strong> <strong>Grove</strong><br />

Education Association (MGEA). Jason McCutchin seconded and a roll call vote was taken: Ace – aye,<br />

Fox – aye, Manning aye, McCutchin – aye. Motion carried. (List and Sobol were not present at the time<br />

of the vote.)<br />

IV. Motion to Move Back into Open Session<br />

Motion: Jason McCutchin moved that the Board move back into open session at 7:14 P.M. Jessica Ace<br />

seconded and the motion carried.<br />

V. Public Appearances - none<br />

VI. Approval of the Minutes<br />

The Board minutes from October 13, October 18, and October 27 were approved as corrected.<br />

VII. School Update - Glacial Drumlin<br />

The Glacial Drumlin school report highlighted some Related Arts classes. Kristine Wollerman and Jill<br />

Cook spoke about some new initiatives in Spanish classes, and Sarah Hinton described goals and activities<br />

French and shared information about the FACE classes taught by Pam Kolb, who was unable to attend.<br />

They discussed some of the many positive experiences that are occurring in their building this year.<br />

VIII. Correspondence and Announcements<br />

President Fox shared information with the Board on the Lathrop and Clark School Law Seminar which<br />

will be held on November 19, 2010 and the WASB State Convention. Board members should get<br />

Convention pre-registration choices to Joyce ASAP.<br />

IX. Superintendent’s Report and Updates<br />

Superintendent Gerlach recognized John Klement for his Induction in the National Federation of High <strong>Schools</strong><br />

Hall of Fame in December in Orlando, Florida. John is a former track/field coach and teacher for our district<br />

and our athletic complex at the high school is named after him. It is quite an honor for John to be recognized<br />

at the national level. Jeff Schreiner, High School Assistant Principal and Activities Director, will be attending<br />

the conference and will represent the District. Mr. Gerlach mentioned that we have a new payroll specialist,<br />

Heather Meyer. He also congratulated our high school football team and Coach Mike Stassi and the rest of his<br />

coaching staff for all their success. Mr. Gerlach attended that National Quality Education Conference in<br />

Chicago along with his administrative team. The conference was very informative and gave them an<br />

opportunity to have continued conversation with consultant Brenda Clark related to the district’s strategic<br />

planning. He thanked Bill Breisch for bringing Ms. Clark into our district to work with our Board and<br />

Administrators. Mr. Gerlach shared the Third Friday Enrollment Report, which was 2,863 students. This is a<br />

decline from 2,877 last year.

X. New Business<br />

A. Presentation of Report by UW Applied Populations Laboratory Regarding Enrollment Projections<br />

Sarah Kemp of the Applied Population Laboratory presented an annual enrollment projections report. A<br />

complete copy of the report can be found at the District Office and is also posted on the school district’s<br />

website.<br />

B. Discussion of Budget Reduction Development Process and Information Gathering Forums for Staff<br />

and Public<br />

Jerrud Rossing, Director of Business Services, shared information on both the budget reduction processes and<br />

forums that will be held for both staff and the public. He indicated that he and other administrators will<br />

continue to gather ideas and information regarding ways to both increase revenue and decrease our budget.<br />

C. Report on WASB School Law Seminar<br />

Susan Fox and Susan Manning shared information on the WASB School Law Seminar which they attended.<br />

They discussed some highlights of the conference with the Board.<br />

D. Discussion and Possible Approval of 2010-2011 Private School Parent Transportation Contracts<br />

Motion: Jessica Ace moved that the Board approve the list of 2010-2011 Private School Parent<br />

Transportation Contracts as presented. Peter Sobol seconded and the motion carried.<br />

XI. Unfinished Business<br />

A. Discussion of Maywood & Winnequah Consolidation, Nichols, and Related Issues<br />

Superintendent Gerlach discussed the information that the Board had received in their packets, including maps<br />

and estimates of remodeling costs and cost savings involved in possible consolidation of Maywood and<br />

Winneuquah <strong>Schools</strong>.<br />

The board held lengthy discussion regarding the possible consolidation of Maywood and Winnequah, the<br />

Nichols Building and other related items. Discussion included topics such as transportation, staff reductions,<br />

use of space, equity, staff input, and playground. The Board also discussed other options such as moving<br />

District office and all programs housed within the current Nichols building to Maywood. A plan to include the<br />

senior center at Maywood, along with the district office and 4K or 4K-K, was discussed briefly. Board and<br />

staff will continue to research various ideas.<br />

B. Presentation and Discussion on Athletic Field Updates<br />

Mr. Gerlach shared that he has met with Jeff Schreiner, Paul Brost and Mark Scullion on athletic field use.<br />

Mr. Schreiner gave an update to the Board on athletic facility use for both <strong>Monona</strong> and Cottage <strong>Grove</strong>,<br />

including both indoor and outdoor facilities. Mark Scullion shared information related to estimates on<br />

upgrades to our current athletic fields. Mr. Gerlach would like to see that we identify and agree on what the<br />

issues are and identify a plan on how we are going to get it accomplished. In all likelihood, this will take a<br />

major fundraising effort. He will continue to meet on this and at some point in time will bring a<br />

recommendation forward.<br />

C. Discussion and Possible Approval of Human Resources Position<br />

Superintendent Gerlach gave background to the Board regarding this position. He indicated that Jim Orlenko,<br />

our current Human Resource Director will be retiring in December. Jim has served in this capacity as a half<br />

time director, Mr. Gerlach’s recommendation is that this position be increased to a fulltime position. He is<br />

recommending that we do this by increasing the salary by approximately $10,000 over Mr. Orlenko’s current<br />

salary. He is not necessarily looking to fill this position with a director who would be at the same level as the

other directors, as it doesn’t require DPI certification. Mr. Gerlach believes this position is needed, since the<br />

district has close to 500 employees.<br />

Motion: Jason McCutchin moved that the Human Resource position be increased from a half-time position<br />

to a full-time position. Peter Sobol seconded.<br />

Amendment: Susan Manning moved to amend the motion with a provision that the salary for this<br />

position be capped at $65,000. Jessica Ace seconded. The amendment failed.<br />

The main motion carried.<br />

Superintendent Gerlach expressed his gratitude to the Board, as he believes that this is a position that<br />

this district needs.<br />

Presentation of committee reports was postponed until December, due to the lateness of the hour.<br />
