Violations Of Lgbt <strong>Rights</strong><br />

at bus stops and restaurants. It was not be<strong>for</strong>e the crowd approached the<br />

Government build<strong>in</strong>g that a police column appeared to protect it. There<br />

were no policemen <strong>in</strong> the vic<strong>in</strong>ity dur<strong>in</strong>g the ston<strong>in</strong>g of the club although<br />

a party had been scheduled there an hour later and members of the gay<br />

population could have been attacked. All the w<strong>in</strong>dows on the build<strong>in</strong>g<br />

were broken. Soon aft er the second attack, the club had to be evacuated<br />

from the build<strong>in</strong>g. 395<br />

Debate on the Anti-Discrim<strong>in</strong>ation Law<br />

In spite of the fact that the Anti-Discrim<strong>in</strong>ation Law was adopted aft er a<br />

lengthy parliamentary debate, the debate itself was <strong>in</strong>dicative of deputies’<br />

attitudes to the LGBT population.<br />

Svetozar Čiplić, M<strong>in</strong>ister <strong>for</strong> <strong>Human</strong> and M<strong>in</strong>ority <strong>Rights</strong>: „The goals<br />

wished to be achieved by this law are as follows: to determ<strong>in</strong>e a general,<br />

<strong>in</strong>tegral defi nition of the notion of discrim<strong>in</strong>ation and of affi rmative<br />

action; to determ<strong>in</strong>e discrim<strong>in</strong>ation aga<strong>in</strong>st particular categories of persons<br />

and <strong>in</strong> particular cases; to provide <strong>for</strong> special <strong>for</strong>ms of protection<br />

aga<strong>in</strong>st discrim<strong>in</strong>ation; to provide <strong>for</strong> a special organ to coord<strong>in</strong>ate actions<br />

concern<strong>in</strong>g the prohibition of discrim<strong>in</strong>ation and have various powers to<br />

prevent discrim<strong>in</strong>ation by organs, organizations or physical persons; to<br />

lay down a special civil procedure <strong>for</strong> protection aga<strong>in</strong>st discrim<strong>in</strong>ation; to<br />

lay down misdemeanour accountability and provide <strong>for</strong> and standardize<br />

misdemeanours regard<strong>in</strong>g discrim<strong>in</strong>atory conduct.”<br />

Miloš Aligrudić, DSS: „If, let’s say, the law says that the right to sexual<br />

orientation is protected by the norms of this law, the possible subject<br />

of protection or subjects who feel that way be<strong>in</strong>g <strong>in</strong> a way subjects to such<br />

protection, it is reasonable to ask why persons suff er<strong>in</strong>g from HIV <strong>in</strong>fection<br />

are not specially protected by this law other than by general norms,<br />

given that on <strong>in</strong>numerable occasions and <strong>in</strong> <strong>in</strong>numerable cases we’ve had<br />

occasion to see that those persons are subject to very serious discrim<strong>in</strong>ation<br />

<strong>in</strong> their environment, especially children <strong>in</strong>fected with HIV virus<br />
