Minutes
The Physician Assistant Advisory Committee of the Board of Medical Licensure
and Supervision met on April 10, 2008, in accordance with the Open Meeting Act. The
meeting was held at the office of the Board, 5104 N. Francis, Suite C, Oklahoma City,
Oklahoma. Members present were:

The meeting was called to order at 3:08 p.m. Dr. Womack welcomed Dr. Pickard
to the Committee. Dr. Pickard replaced Dr. David Simpson on the Committee as
representative from the Board of Osteopathic Medical Examiners.
The minutes from the January 10, 2008 Committee meeting were reviewed. Dr.
McNeill moved to approve the minutes. Mr. Flinn seconded the motion and the vote
was unanimous in the affirmative.
Indian Health Care Resource Center of Tulsa, Inc. submitted a request for
approval of Michael Scott, MD, Medical Director, to be the primary supervising
physician for three Physician Assistants - Claude Denize, Todd Caskey and Mindie
Campbell. Dr. Scott, MD and Edward E. Rogers appeared in support of the request.
The facility was not a state institution but did receive funding from federal and state
grants. The Committee discussed whether the intent of the rule’s “state institution”

included non-profits that receive state grants for funding. The Committee asked Ms.
Podolec to research the definition of “state institution” while the request is forwarded
to the Board. Mr. Flinn moved to approve the Medical Director of Indian Health Care
Resource Center of Tulsa, Inc. to supervise three Physician Assistants. Ms. Gillispie
seconded the motion and the vote is recorded as follows:

Elizabeth Scott, Assistant Attorney General for the Board, report on a pending
disciplinary case against Stephen Vance Paul, PA. Mr. Paul had been cited for writing
prescriptions in his wife’s name while under suspension and claiming a supervising
physician fraudulently. Additionally, Mr. Paul had continued to drive his vehicle
without a license and admitted this fact to the Board’s investigators. The Committee
recommended that the license of Mr. Paul be permanently revoked. Ms. Scott stated she
would take that recommendation to the Board.
Applications for licensure, reinstatement of licensure, transfer applications,
applications for additional positions and additional alternate supervisors were
reviewed. Dr. McNeill moved to recommend approval of the following applications for
licensure as Physician Assistants:

A rule sent by the Committee to the Board of Medical Licensure & Supervision
for adoption was remanded back to the Committee by the Board for clarification. The
Board felt the proposed language of 435:15-11-1. Prescriptive and dispensing authority
[AMENDED] did not clearly state that the “no refills” applied to the current
prescription. Dr. Pickard moved to amend the rule to say “may be written for up to a
30-day supply. No refills of the original prescription are allowed.” He also moved to

amend subsection (c) in the same rule to say “up to” a 30-day supply. Dr. Womack
seconded the motion and the vote was unanimous in the affirmative. (See attachment
#1)
The Committee considered amendments to OAC 435:15-3-15 Approval to
supervise more than two PAs to allow the Medical Director or supervising physician of
other government facilities to supervise more than two PAs. The Committee discussed
adding language that would allow the Board to consider requests on an individual basis
for facilities such as state institutions or other government-funded, non-profit facilities.
Ms. Podolec said she would research the issue and bring proposed language to the next
meeting.
Ms. Podolec left the meeting. Ms. Balzer took over as attorney advisor to the
Committee.
The Committee tabled until the next meeting the discussion of a policy relating
to training and experience requirements needed to waive direct supervision during
conscious sedation and amendments to OAC 435:15-9-4(f) adding language allowing
the Board to permit general supervision during conscious sedation under certain
circumstances.
Staff discussed the Physician Assistant renewal process. Ms. Hall proposed
putting the renewals on-line so licensees could do the jurisprudence exam and
continuing education could be matched to the Oklahoma Academy of Physician
Assistants records. If a way has not been developed to get the supervisor signature on
the on-line renewal by the time of the next renewal, then the form could be printed,
signed and mailed. Staff will bring a proposal to the next meeting.
