for the well-attended Stay Abreast '75 <strong>Law</strong> Sem<strong>in</strong>ar, held at the <strong>Law</strong> <strong>School</strong> on October<br />

11. Fort Worth attorney Harold D. Hammett discussed the pros and cons of the<br />

then-proposed (but subsequently defeated) new <strong>Texas</strong> Constitution, Marshall attorney<br />

Frankl<strong>in</strong> Jones, Jr. outl<strong>in</strong>ed the work<strong>in</strong>gs of the open prepaid legal services plan authorized<br />

by the Legislature, and a pair of dist<strong>in</strong>guished attorney-legislators jo<strong>in</strong>ed with<br />

members of the law faculty to exam<strong>in</strong>e other legislative changes.<br />

Senators Max R. Sherman of Amarillo and Kent R. Hance of Lubbock spoke on<br />

the new <strong>Texas</strong> Adm<strong>in</strong>istrative Procedure Act and on amendments to the Family Code,<br />

respectively, while <strong>Law</strong> <strong>School</strong> Professors Charles P. Bubany, Hal M. Bateman and<br />

Marilyn E. Phelan discussed legislative changes <strong>in</strong> the areas of crim<strong>in</strong>al law, bus<strong>in</strong>ess<br />

and corporation law, and estate plann<strong>in</strong>g-probate. State Bar Director Joe H. Nagy of<br />

Lubbock was the guest speaker at the sem<strong>in</strong>ar luncheon.<br />

<strong>The</strong> Fellowship of Christian <strong>Law</strong> Students completed a busy and fruitful year (its<br />

second) <strong>in</strong> May, cont<strong>in</strong>u<strong>in</strong>g its mission to fulfill the spiritual needs of students with<strong>in</strong><br />

the structure of law study. Guest speakers dur<strong>in</strong>g the year <strong>in</strong>cluded <strong>Law</strong> <strong>School</strong> alumni<br />

Hollis Webb of Lubbock and Lanny Voss of Pla<strong>in</strong>view, as well as El Paso attorney<br />

Orba Lee Malone. <strong>The</strong> Fellowship met weekly for bible study where<strong>in</strong> comparison<br />

and contrasts were drawn between the law given at Mount S<strong>in</strong>ai and the law of today.<br />

Named to Order of the Barristers from the classes of 1975 and 1976, respectively,<br />

of panelists explored with students such topics as types of private practice, career opportunities<br />

<strong>The</strong> Earl Warren Inn of Phi Delta Phi has ma<strong>in</strong>ta<strong>in</strong>ed its past programs and expanded<br />

<strong>in</strong>to new areas designed to benefit both Inn members and the <strong>Law</strong> <strong>School</strong> as a whole.<br />

<strong>The</strong> academic counsel<strong>in</strong>g service for first year students was cont<strong>in</strong>ued and the past year<br />

<strong>in</strong>cluded lectures on course outl<strong>in</strong><strong>in</strong>g and preparation for f<strong>in</strong>al exams.<br />

<strong>The</strong> Phi Delta Phi Speakers Series presented Page Keeton, who spoke on the medical<br />

malpractice problem <strong>in</strong> <strong>Texas</strong>. Keeton, former Dean at <strong>The</strong> University of <strong>Texas</strong> <strong>Law</strong><br />

<strong>School</strong> and a renown authority <strong>in</strong> the torts field, is currently head of the state's Medical<br />

Professional Liability Study Commission.<br />

<strong>The</strong> Inn cont<strong>in</strong>ues to publish its <strong>Law</strong> L<strong>in</strong>es <strong>in</strong>formational pamphlet for <strong>in</strong>com<strong>in</strong>g<br />

students, and this year published and mailed its first alumni directory. In addition, a<br />

job placement service was <strong>in</strong>itiated for members of the Inn, the program of provid<strong>in</strong>g<br />

speakers to local high school classes on various legal topics was cont<strong>in</strong>ued, and an active<br />

social calendar was ma<strong>in</strong>ta<strong>in</strong>ed.<br />

Delta <strong>The</strong>ta Phi<br />

<strong>The</strong> Victor H. L<strong>in</strong>dsey Senate of Delta <strong>The</strong>ta Phi has cont<strong>in</strong>ued to stress a full program<br />

of social activities for its members and other law students, <strong>in</strong>clud<strong>in</strong>g its annual<br />

Cas<strong>in</strong>o Party preced<strong>in</strong>g the annual Delt Golf Tournament, the Spr<strong>in</strong>g Barbecue, and<br />

various other gather<strong>in</strong>gs. Individual members of the chapter cont<strong>in</strong>ue to make their<br />

marks <strong>in</strong> scholastic and extracurricular endeavors.<br />

In SQme ways that date ten years agQ seems as if it were <strong>in</strong><br />

anQther life, and <strong>in</strong> 'Others as thQugh it were yesterday. That was<br />

the day I repQrted tQ <strong>Texas</strong> <strong>Tech</strong> and was tempQrarily assigned<br />

a CQrner 'Office <strong>in</strong> the Adm<strong>in</strong>istratiQn Build<strong>in</strong>g, even befQre the<br />

fQrmer Shephard Field barracks which hQused the SchQQl 'Of<br />

<strong>Law</strong> fQr three and a half years were cQmpleted.<br />

Much has happened <strong>in</strong> the <strong>in</strong>terven<strong>in</strong>g periQd as 'Our current<br />

Alumni DirectQry recently distributed by Reed Quilliam WQuid<br />

attest: fQrty-seven pages <strong>in</strong>clud<strong>in</strong>g almQst 600 alumni, graduates<br />

through December, 1975. <strong>The</strong> geQgraphical spread (exclud<strong>in</strong>g<br />

thQse <strong>in</strong> military service) <strong>in</strong>cludes <strong>in</strong>dividuals <strong>in</strong> 24 states frQm<br />

CQnnecticut and FlQrida <strong>in</strong> the east tQ Wash<strong>in</strong>gtQn and Alaska <strong>in</strong><br />

the west, and fQr that matter 'On tQ Guam and Taiwan. CQnsider- DEAN AMANDES<br />

<strong>in</strong>g the legislatively impQsed 10% nQnresident limitatiQn fQr admissiQn<br />

tQ law schQQls <strong>in</strong> <strong>Texas</strong> yQur geQgraphical spread is quite remarkable. CQnsider<strong>in</strong>g<br />

yQur mQbility it is a tribute tQ Dean Quilliam and his staff that we are able tQ<br />

keep as current with yQur addresses as 'Our recent directQry WQuid <strong>in</strong>dicate. It is an annual<br />

pleasure fQr me tQ peruse the directQry with SQme care and ascerta<strong>in</strong> whQ is dQ<strong>in</strong>g<br />

what where.<br />

If I may address a matter 'Of CQncern tQ all lawyers these days fQr a mQment, it<br />

appears that the demand fQr legal educatiQn has peaked at least tempQrarily. NatiQnally,<br />

last year there was a 3 % decl<strong>in</strong>e <strong>in</strong> the number 'Of tak<strong>in</strong>gs 'Of the <strong>Law</strong> SchQQl AdmissiQn<br />

Test, and it appears that there will be an equivalent decl<strong>in</strong>e this year when the f<strong>in</strong>al<br />

figures are <strong>in</strong> after next mQnth. <strong>The</strong>re may be an even greater decl<strong>in</strong>e <strong>in</strong> the number 'Of<br />

<strong>in</strong>dividuals apply<strong>in</strong>g tQ law schQQls than these figures WQuid suggest, fQr there are still<br />

mQre applicants than available seats and an <strong>in</strong>creas<strong>in</strong>g number 'Of <strong>in</strong>dividuals repeat the<br />

test <strong>in</strong> an attempt tQ f<strong>in</strong>d 'One 'Of thQse elusive seats. But fQr the mQment the peak seems<br />

tQ have been reached. Our applicatiQns <strong>in</strong>creased approximately 8% last year but this<br />

year have decreased apprQximately 4% suggest<strong>in</strong>g that the situatiQn <strong>in</strong> <strong>Texas</strong> is nQt dissimilar<br />

from that natiQnally. Dur<strong>in</strong>g the past two years we have accepted slightly 'Over<br />

400 applicants tQ fill 'Our enter<strong>in</strong>g class 'Of apprQximately 165-70 students, a percentage<br />

'Of registrants nQt dissimilar from that of gOQd schQQls elsewhere <strong>in</strong> the cQuntry. This<br />

year SQ far we have accepted approximately 350 students tQ fill a similarly sized class.<br />

While we shall approve SQme additiQnal applicatiQns between nQW and registratiQn <strong>in</strong><br />

August it appears unlikely that we shall reach the 400 level <strong>in</strong> total acceptances this<br />

year.<br />

A number 'Of you write tQ us 'On behalf 'Of applicants periQdically. We appreciate<br />

yQur wQrds and dQ 'Our best by all yQur requests but QbviQusly with 'Over 1400 applicants<br />

we are <strong>in</strong> a PQsitiQn tQ approve 'Only a limited number.<br />

On a mQre pleasant nQte 'Our bar results cQnt<strong>in</strong>ue tQ lead the way. Even last summer<br />

when we lQst three applicants, the largest number ever on 'One exam<strong>in</strong>atiQn, 96.5<br />

percent 'Of 'Our applicants were successful. S<strong>in</strong>ce that time, as I'm sure is detailed elsewhere<br />

<strong>in</strong> this issue, bQth 'Of our OctQber applicants were successful as were all our February<br />

1976 candidates. One <strong>in</strong>terest<strong>in</strong>g item however: whereas the top grades statewide<br />

<strong>in</strong> recent years have cQnsistently been at or 'Over the 90 level, <strong>in</strong> February the tQP grades<br />

were only a shade 'Over 86.<br />

We cQnt<strong>in</strong>ue tQ be pleased with yQur effQrts <strong>in</strong> the practice and 'Otherwise as representatives<br />

'Of the <strong>Texas</strong> <strong>Tech</strong> SchQQl 'Of <strong>Law</strong>. YQur emplQyers cQnt<strong>in</strong>ue tQ return and<br />

hire 'Others whQ have fQllQwed yQU through schQQI. A few mQre 'Of 'Our recent students<br />

have had an QPPQrtunity fQr exposure tQ the <strong>Law</strong> Review as a result 'Of 'Our nQW regularly<br />

scheduled three, rather than tWQ, issues per year. MQre current students alsQ are<br />

participat<strong>in</strong>g <strong>in</strong> <strong>in</strong>terschQQl cQmpetitiQns now that we have added the Philip Jessup<br />

Internatienal MeQt CQurt CempetitiQn, the MQck Trial cQmpetitien, and Client Ceunsel<strong>in</strong>g<br />

te the 'Orig<strong>in</strong>al State JuniQr Bar CempetitiQn <strong>in</strong> July and the RegiQnals lead<strong>in</strong>g<br />

te the N atiQnals <strong>in</strong> the fall.<br />

Student Newspaper Quo Started<br />

<strong>The</strong>re's a new kid en the bleck, as the<br />

say<strong>in</strong>g gQes, and Dictum is ne IQnger<br />

the <strong>Texas</strong> <strong>Tech</strong> <strong>Law</strong> SchQQl's 'Only newspaper.<br />

On February 23, 1976, the new<br />

student newspaper, Quo, came 'Off the<br />

press fer the first time, and additiQnal<br />

issues were published <strong>in</strong> March and<br />

April.<br />

Feunded <strong>in</strong> the fall 'Of 1969 as a student<br />

written and edited newspaper,<br />

Dictum cent<strong>in</strong>ued under that fermat fer<br />

feur years until student <strong>in</strong>terest <strong>in</strong> publicatiQn<br />

waned. Subsequently it has CQnt<strong>in</strong>ued<br />

its existence as a <strong>Law</strong> Scheel<br />

"hQuse 'Organ," designed pr<strong>in</strong>cipally<br />

tQ recQrd the histQry 'Of the scheQI and<br />

its graduates and tQ keep alumni, students<br />

office will occur <strong>in</strong> the Amarillo general election for State Representative. Danny Hill<br />

defeated the <strong>in</strong>cumbent <strong>in</strong> the Demo primary and faces Republican John Smithee (,76)<br />

Larry Wiese represented the United States at a London meet<strong>in</strong>g of the legal committee<br />

for the International Maritime Consultive Organization. Larry is an attorney <strong>in</strong><br />

the Coast Guard Chief Counsel's office, and his wife, Sissy, was formerly an aide to<br />

Congressman George Mahon of Lubbock.<br />

Jo Ben Whittenburg of Beaumont is serv<strong>in</strong>g on the Board of Directors of the Jefferson<br />

County Junior Bar. Jo Ben teamed with his partner to w<strong>in</strong> the Championship<br />

Division of the tennis doubles competition at the State Bar Convention <strong>in</strong> Dallas.<br />

Former <strong>Texas</strong> Supreme Court brief<strong>in</strong>g attorney Don Wills authored an article <strong>in</strong><br />

the November, 1975 <strong>Texas</strong> Bar Journal on proof of fear as an element of damage <strong>in</strong><br />

condemnation cases. He recently jo<strong>in</strong>ed a firm <strong>in</strong> Farm<strong>in</strong>gton, N.M.<br />

1974-75<br />

Hippolito Canales and H. Wayne Campbell, both Assistant Crim<strong>in</strong>al District Attorneys<br />

<strong>in</strong> San Antonio, have made their marks with that office. Canales recently was<br />

presented with the Ponder Award, presented annually to the first-year prosecutor who<br />

exhibits a high degree of organization and professionalism. Runner-up was Campbell.<br />

Stephen J. Wren of Decatur won the Democratic nom<strong>in</strong>ation for Wise County<br />

Attorney <strong>in</strong> May, defeat<strong>in</strong>g the <strong>in</strong>cumbent by tak<strong>in</strong>g 75% of the vote. He is unopposed<br />

<strong>in</strong> November.<br />

James L. Bowen and Joe D. Lemay, who formed a partnership <strong>in</strong> Coleman follow<strong>in</strong>g<br />

graduation, won their respective races for County Democratic Chairman and<br />

County Attorney <strong>in</strong> May.<br />

Phillip S. Brown formed a partnership with his father <strong>in</strong> Lubbock follow<strong>in</strong>g graduation.<br />

Phil served as travel<strong>in</strong>g coach of the <strong>Law</strong> <strong>School</strong>'s highly successfully client counsel<strong>in</strong>g<br />

team, and the firm established an annual award for achievement <strong>in</strong> that competition.<br />

Talk about gett<strong>in</strong>g one's feet wet <strong>in</strong> a hurry, Little Rock attorney Russell Gunter's<br />

first case was before the Arkansas Supreme Court. He won, the court adopt<strong>in</strong>g his argument<br />

<strong>in</strong> its op<strong>in</strong>ion.<br />

Andrew J. Kupper, Jr. of Levelland is President of the Hockley County Junior<br />

Bar and recently won election as Democratic County Chairman.<br />

James D. Weems of Levelland was named Hockley County's Outstand<strong>in</strong>g Young<br />

Attorney of 1975 by the Hockley County Junior Bar.<br />

Donald A. Parks of Greenville is the unopposed Demo nom<strong>in</strong>ee for County Attorney<br />

of Hunt County.<br />

Random Notes: Stephen R. Pendleton has been assigned to Reese AFB <strong>in</strong> Lubbock<br />

as an Assistant Staff Judge Advocate .... L. Everett Young is chief prosecutor for<br />

the City of Fort Worth ... . Bruce Gryt<strong>in</strong>g recently passed the M<strong>in</strong>nesota Bar and was<br />

admitted to practice there <strong>in</strong> April. . .. Yu Y<strong>in</strong>g-fu will reestablish his firm <strong>in</strong> Taipei,<br />

Taiwan <strong>in</strong> September.<br />

1975-76<br />

Air Force Capta<strong>in</strong> H. Michael Bartley authored an article <strong>in</strong> the W<strong>in</strong>ter edition<br />

of the Air Force <strong>Law</strong> Review entitled "Military <strong>Law</strong> <strong>in</strong> the 1970's: <strong>The</strong> Effects of<br />

Schles<strong>in</strong>ger v. Councilman".<br />

Miscellaneous<br />

<strong>The</strong> young <strong>Texas</strong> <strong>Tech</strong> <strong>Law</strong> <strong>School</strong> is beg<strong>in</strong>n<strong>in</strong>g to make its mark on the <strong>Texas</strong><br />

political scene, as testified to by the fact that come January no less than 7 alumni will<br />

be district attorneys <strong>in</strong> the state, 15 will be county attorneys, 3 will be county judges,<br />

and either 2 or 3 will be state representatives. And it is possible that our tally is not<br />

complete.<br />

Recent graduates who have been serv<strong>in</strong>g judicial clerkships dur<strong>in</strong>g the past year<br />

<strong>in</strong>clude E. L<strong>in</strong>k Beck (U.S. District Judge Hal Woodward, Lubbock), Chuck Grigson<br />

(U.S. District Judge Jack Roberts, Aust<strong>in</strong>), Anita Ashton (Court of Crim<strong>in</strong>al Appeals,<br />

Aust<strong>in</strong>), Ralph H. Brock (Court of Civil Appeals, Amarillo), Steven L. Guerra (Court<br />

of Civil Appeals, EI Paso), Don F. Russell (Court of Civil Appeals, Beaumont), G.<br />

Michael Fjetland (Court of Civil Appeals, Aust<strong>in</strong>), and the aforementioned William D.<br />

Wright (U.S. Tax Court Judge Moxley Featherston, Wash<strong>in</strong>gton, D.C.).<br />

Congregations of two or three alumni with a s<strong>in</strong>gle firm or legal department are<br />

gett<strong>in</strong>g too numerous to mention, but we know of two firms <strong>in</strong> which there are five<br />

<strong>Tech</strong> <strong>Law</strong> grads. Gibson, Ochsner, Adk<strong>in</strong>s, Harlan & Hank<strong>in</strong>s of Amarillo (Professor<br />

Edgar's old firm) has signed on John Huffaker (,74), Tom Lockhart (Dec. '74), and '75<br />

graduates Charles K<strong>in</strong>g, Larry C. Meyer and Danny Needham. 1976 grad Ken Niesman<br />

will become associated with the Dallas firm of Gardere, Porter & DeHay <strong>in</strong> August,<br />

where he will jo<strong>in</strong> David Segrest (,70), Suzan Riddle (Dec. '71), Paul L. Smith (,72),<br />

and Chris Inabnett (,73).
