5 Q5. Based upon your evaluation and analyses, does the Project comply with
6 Section 248?
7 A5. Yes. On October 18. 2010. we visited Fair Haven to reconnaissance the Project
8 Site and surrounding area, to take photos. and to document historic resources. We
9 have prepared a visual simulation from the Welcome Center. A viewshed map
10 has been completed to identify areas with potential visibility, and we have
11 reviewed a 3D model to confirm that visibility.
12 Q6. Please describe your analysis and conclusions.
13 A6. My report, attached as Petitioner’s Exhibit DR-2, addresses the Fair Haven
14 Biomass Project (the “Project”) in light of the aesthetics, historic tesources and
IS orderly development and pnhlie investment criteria of 30 V.SA.* 248(h). As set
16 forth in the report. my analytical methods include visual and cartographic
17 analyses, document research and review. Landworks’ primary analyses assess the
18 Project’s visibility and potential for visual and aesthetic impacts, with a focus on
19 vantage points from major federal, state or local roads.. relationships to nearby
20 areas of public interest; or high scenic value and/or official designation as a
21 cultural, aesthetic or recreational facility or resource, Locations that involve
22 resideniiaj areas in close proximity to the proposed Project were also considered.
