Introduction<br />

The <strong>City</strong> <strong>of</strong> <strong>Bisbee</strong> <strong>General</strong> <strong>Plan</strong> 2003 summarizes a 9-month planning<br />

process aimed at defining a vision for the <strong>City</strong>. The planning process includes<br />

an evaluation <strong>of</strong> the existing plan, community input, a visioning process, the<br />

review <strong>of</strong> existing documents and studies, and windshield surveys.<br />

Preparation <strong>of</strong> Volume I: Data and Analysis<br />

Through the collection <strong>of</strong> pertinent data, and its corresponding analysis, the<br />

physical, demographic, and socio-economic characteristics <strong>of</strong> the <strong>City</strong> are<br />

identified, as well as major trends and future annexation needs. Based on the<br />

resulting needs assessment, suitability for development is identified. Volume<br />

I includes the following sections.<br />

Opportunities and Constraints<br />

This section <strong>of</strong> the Data and Analysis Volume includes the identification <strong>of</strong><br />

environmentally sensitive areas, topography, hydrology, and other<br />

opportunities and constraints, and results in the development <strong>of</strong> the<br />

constraints and opportunities map <strong>of</strong> the Master Land Use <strong>Plan</strong>.<br />

Transportation/Circulation<br />

This section <strong>of</strong> the Data and Analysis Volume assesses existing and future<br />

transportation/circulation infrastructure required to support existing and future<br />

land uses, and identifies opportunities for multi-modal transportation.<br />

Infrastructure Supporting Growth<br />

This section <strong>of</strong> the Data and Analysis Volume addresses wastewater, water,<br />

solid waste collection, utilities and other major infrastructure supporting<br />

growth.<br />

Land Use Needs Analysis<br />

This section <strong>of</strong> the Data and Analysis Volume assesses the current and/or<br />

immediate needs for land, including determination <strong>of</strong> acreage required to<br />

meet current needs. It also assesses future needs for land, including<br />

determination <strong>of</strong> acreage required to meet future needs. The future land use<br />

needs analysis is based on availability <strong>of</strong> vacant land, population projections,<br />

and household size.<br />
