Opportunities and Constraints<br />

Water Quality and Quantity<br />

Although certain areas face more immediate issues than others, water is a<br />

limited and limiting resource throughout Cochise County. Arizona Statutes<br />

11-821.C (3) allows all counties to specifically plan for development as it<br />

relates to availability. Cochise County Comprehensive <strong>Plan</strong> presents goals<br />

and policies to address the anticipated effects <strong>of</strong> proposed development on<br />

water quantity and quality. These goals and policies are designed to have<br />

countywide applicability and impact future development trends in those areas<br />

adjacent to the <strong>City</strong>.<br />

Cochise County Comprehensive <strong>Plan</strong> water conservation goal is to sustain<br />

an adequate, safe water supply through water conservation measures;<br />

incentive programs; education; conservation and enhancement <strong>of</strong> natural<br />

recharge areas; and cooperative, multi-jurisdictional planning. In order to<br />

achieve this goal, the County uses its most current water resources inventory<br />

<strong>of</strong> available surface water, groundwater, and effluent supplies to evaluate the<br />

potential impacts to local water supplies from master development plans,<br />

rezonings, special uses, major amendments to the County Comprehensive<br />

<strong>Plan</strong>. The County Comprehensive <strong>Plan</strong> requires that major developments<br />

indicate the design features that will be incorporated into the development to:<br />

� Minimize overall water use through water conservation<br />

measures such as drought-tolerant landscaping, low-flow<br />

fixtures, re-use, water harvesting, deed restrictions and other<br />

conservation methods.<br />

� Address accelerated run-<strong>of</strong>f due to construction and<br />

impervious surfaces.<br />

� Conserve and enhance recharge through methods such as the<br />

use <strong>of</strong> detention basins, protection <strong>of</strong> open space and<br />

minimizing disturbance <strong>of</strong> soils and other methods.<br />

Cochise County Comprehensive <strong>Plan</strong> defines major development as all<br />

subdivisions; and non-residential, multi-family and mobile home park<br />

developments <strong>of</strong> one (1) acre or larger. Cochise County works with<br />

incorporated areas, agencies and organizations throughout the County, as<br />

necessary, to address regional water issues as they relate to growth and<br />

protection <strong>of</strong> natural resources.<br />
