Opportunities and Constraints<br />
As shown on Table 1, the study area includes the entire proposed growth<br />
boundary for the <strong>City</strong> shown on Growth Boundary map provided in the<br />
Appendix section, or a total <strong>of</strong> approximately 19,281 acres. Of this total,<br />
approximately 3,866 acres, or 20 percent, are located within the <strong>City</strong> <strong>of</strong><br />
<strong>Bisbee</strong> corporate boundary; and approximately 15,415 acres, or 80 percent,<br />
are located within the proposed growth boundary. The existing <strong>City</strong> corporate<br />
boundary includes the recent annexation <strong>of</strong> approximately 1000 acres.<br />
Opportunities and Constraints<br />
The first step to determine suitability for redevelopment, infill, and new<br />
development is to identify major opportunities and constraints within the study<br />
area. This is achieved by analyzing existing physical and environmental data<br />
such as topography, hydrology, geology, soil associations, vegetation, and<br />
water, environmental and cultural resources.<br />
Such opportunities and constraints summarize baseline information regarding<br />
the physical characteristics <strong>of</strong> the land that will serve as a foundation to<br />
formulate the goals, objectives, policies, and implementation strategies<br />
contained within Volume II: Implementation, <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Bisbee</strong> <strong>General</strong><br />
<strong>Plan</strong> 2003.<br />
The Opportunities and Constraints map, included in the appendix section,<br />
shows opportunities and constraints within the study area. This map includes<br />
extent <strong>of</strong> the 100-year floodplain, major washes, topographic contours,<br />
mining pits, and other relevant features identified within the study area.<br />
Topography<br />
The <strong>City</strong> <strong>of</strong> <strong>Bisbee</strong> is located in the Mule Mountains and the surrounding<br />
plains to the south. These mountains have been greatly altered over time by<br />
the mining activity and are honeycombed with tunnels. In addition, the<br />
Lavender Pit to the west <strong>of</strong> State Highway 80 greatly altered the landscape <strong>of</strong><br />
the area. The study area encompasses more than a dozen distinct, and in<br />
many cases, geographically separated boroughs or neighborhoods each with<br />
distinctive character.<br />
