The absence of guarantees for non-registered religious activities and the requirement for registration also raised objections. Similarly, the paper noted that the actions of individual members should not be used as a pretext to dissolve entire communities an extreme measure that should be carried out only as a last resort, after a series of warnings and penalties have been exhausted. Finally, the document called on the authorities to respect the rights of parents to decide on the education of their children in line with their own religion or beliefs.
