PEF Endowment Fund In Action:<br />
PVIT and SMERT Engineering/Technology/Robotics Programs<br />
So, who is PVIT? And what’s a SMERT? you might ask…<br />
If you’re walking down the halls at Palos Verdes or <strong>Peninsula</strong> High<br />
Schools, you can hear these acronyms being thrown about by students<br />
and faculty. But these small names mean big opportunities for our<br />
children. In a time when companies are shouting for engineering,<br />
technology and robotics personnel, our high schools have created programs<br />
to keep our students in the forefront of these job opportunities.<br />
This year, PEF has committed to fund $60,000 from our Endowment<br />
Fund for these important programs, that are open to all students, a<br />
first-ever gift to the District from the Endowment.<br />
Palos Verdes High School’s PVIT program, or Palos Verdes Institute<br />
of Technology, began in 1987 as one of the first high school robotics<br />
programs in the nation. When PVHS reopened, PVIT entered the robotics<br />
field again with the DARPA autonomous vehicle, becoming the only<br />
high school in the nation to compete against well-established engineering<br />
programs at prestigious universities. The curriculum includes an<br />
El Camino robotics programming course and PVIT has five different<br />

clubs ranging from BioFuels to Solar Cars to a Robotics<br />
Team. Classes offered include Civil Engineering<br />
and Architecture, Engineering Design and Development,<br />
and Digital Electronics. The PEF funding will<br />
be used for state-of-the-art engineering and robotics<br />
equipment, robotics competition fees/costs, outreach<br />
to the middle schools and a PVIT Coordinator stipend.<br />
According to Becky Baiers, associate principal,<br />
“These programs provide opportunities for students<br />
and extend their knowledge beyond the classroom<br />
through hands-on applications, competitions, and<br />
independent and team research projects.”<br />
<strong>Peninsula</strong> High’s “Science, Mathematics, Engineering,<br />
Robotics and Technology” (SMERT) program is in its<br />
third year. Harbor and El Camino Colleges support<br />
SMERT by paying for the teachers, as well as field<br />
trips, speakers, additional courses at Harbor and<br />
materials. In return, <strong>Peninsula</strong> students in the SMERT<br />
program receive both high school and college credit<br />
for the introductory engineering, digital electronics,<br />
civil architecture and robotics courses. Susan Nakaba,<br />
associate principal in charge of curriculum is excited<br />
about these opportunities and says, “The sky’s<br />
the limit. Our high school students are exposed to<br />
industry standard engineering technology and design<br />
principles. PEF’s grant will allow us to purchase<br />
necessary robotics equipment and train our teachers<br />
to expand the program which makes our students<br />
very attractive candidates for admission to university<br />
engineering and technology programs.” <strong>Peninsula</strong><br />
engineering, physics and robotics students are<br />
also involved in the Metropolitan Water District of<br />
Southern California’s Solar Cup, where high school<br />
teams design and construct a boat that runs on<br />
solar power. <strong>Peninsula</strong>’s FIRST Robotics Team, cosponsored<br />
by PEF and El Camino College is already<br />
preparing for its 2nd year in competition after winning<br />
the Rookie Award in May 2008.<br />
Both schools offer courses in principles of engineering,<br />
engineering design and development and digital<br />
electronics, with more planned for the future. The<br />
curriculum is a UC approved four-year sequence<br />
of courses consistent with Project Lead the Way, a<br />
nonprofit national organization that helps students<br />
prepare for college and compete in engineering and<br />
other high-technology fields. Each high school’s<br />
technology courses fulfill University of California and<br />
career technical education requirements. SMERT and<br />
PVIT are open to any student with interest and have<br />
completed one year of algebra skills.<br />

and pledges. We have made<br />
wonderful progress towards our<br />
fundraising goal of $1.5 million!<br />

33 Chuck Miller Grants Awarded<br />

In 1990, the <strong>Peninsula</strong> <strong>Education</strong><br />
<strong>Foundation</strong> (PEF) established an<br />
endowment to honor Charles “Chuck”<br />
Miller, former Rancho Vista principal,<br />
past president of the <strong>Peninsula</strong> <strong>Education</strong><br />
<strong>Foundation</strong>, and local business leader.<br />
Over the years, Chuck has donated<br />
additional funds to the account in order to<br />
increase the amount of grants provided.<br />
This year’s grant amount, thanks to the<br />
generosity of Mr. Miller coupled with a<br />
PEF donation, was a total of $25,000.<br />
Any teacher in the PVPUSD is eligible to<br />
apply. Applications are judged on the<br />
applicants’ proposed use of grant funds,<br />
the benefits to students, and the potential<br />
for helping to enhance classroom<br />
instruction in the school or the district in<br />
general. This year, the Chuck Miller Grants<br />
are valued up to $1,000.00 each.<br />

World Language Introduction at Elementary Schools<br />
In the fall of 2007 the <strong>Peninsula</strong><br />
<strong>Education</strong> <strong>Foundation</strong> gave a grant<br />
to the PVPUSD to establish an<br />
elementary level world language<br />
program. This start-up program was<br />
introduced at all ten elementary<br />
schools to encourage an introduction<br />
to Chinese or Spanish.<br />
World languages are important in<br />
the academic curriculum for any<br />
child. Studies have proven that early<br />
introduction is key to the ability to<br />
absorb and become fluent in any<br />
language. The <strong>Peninsula</strong> <strong>Education</strong><br />
<strong>Foundation</strong> is pleased to fund the<br />
continuation of the elementary world<br />
language program this year from our<br />
Endowment Fund.<br />
The program is organized differently<br />
at each school site, but the goal is<br />
to introduce world languages at<br />
an early age. For three elementary<br />
schools, Chinese is the core language<br />
taught to students during P.E. or in the<br />
classroom. The other seven schools are<br />
working on Spanish curriculum in a<br />
variety of different ways.<br />
Cornerstone has a Spanish teacher<br />
(aide) for grades 1-5. Señora Cifuentes<br />
teaches the curriculum that was<br />
purchased a year ago, Viva El<br />
Espanol. Spanish speaking parents<br />
are providing instruction at the<br />
kindergarten level. Señora Cifuentes<br />
is at Cornerstone every Wednesday<br />
for the entire day, where she works<br />
with the classrooms.<br />
Dapplegray is implementing<br />
Rosetta Stone (Spanish) for grades<br />
kindergarten-5. PEF funds were used<br />
to purchase the program for 800<br />
students and staff. It is a web based<br />
program which allows 24 hour access.<br />
The program will be used in the<br />
classrooms utilizing laptop computers<br />
and a password is provided for the<br />
students so that they can access<br />
the program at home. “Rosetta” has<br />
augmented their product so that it is<br />
geared for grade levels K-5 and up.<br />
Lunada Bay has a Chinese teacher<br />
19 hours a week who is working<br />
in tandem with the P.E. teacher<br />
integrating Chinese into the PE<br />
program. They have articulated<br />
vocabulary and language relevant to<br />
PE including directions, action words,<br />
commands, songs and rhymes.<br />
Mira Catalina has hired a specialist<br />
to teach Spanish in grades 2 through<br />
5. She is at school all day Thursday<br />
to instruct students and expose the<br />
children to a foreign language. They<br />
are hoping to incorporate parent<br />
volunteers to teach grades one and<br />
kindergarten. Spanish curriculum kits<br />
and other materials were purchased<br />
with last year’s funding to enhance<br />
the effectiveness of the program.<br />

At Montemalaga School, a Chinese<br />
language teacher, Whenchi Chang,<br />
teaches students Chinese language<br />
and culture. Lessons are taught in the<br />
classroom, and grades 2 through 5<br />
receive a half hour session every week.<br />
During the lessons, students practice<br />
speaking Chinese and try to write/<br />
draw Chinese characters.<br />
Point Vicente students will learn<br />
Chinese this year with lessons taught<br />
by a part time Chinese instructor.<br />
The program will be an immersion<br />
program in the classroom and will run<br />
daily for six to eight weeks.<br />
Rancho Vista has a Spanish teacher<br />
who teaches kindergarten through<br />
fifth grade. She is able to teach each<br />
grade level two thirty-minute sessions<br />

Silver Spur has “an incredible Spanish<br />
teacher”. She teaches grades 1 to 3.<br />
1st and 2nd meet for 20 minutes twice<br />
a week; 3rd grade meets with her once<br />
a week for 30 minutes. There is hope<br />
to move Spanish into 4th grade in<br />
the future.<br />
Soleado is incorporating the program<br />
into the P.E. program. The P.E. aide<br />
is from Peru and each time that the<br />
students have P.E., they have a 15<br />
minute Spanish lesson before going<br />
out into their P.E. time. During their<br />
P.E. minutes, they practice the Spanish<br />
they have learned.<br />
Vista Grande has added second<br />
grade this year to the 3-5 grades for<br />
Spanish instruction. An Instructional<br />
Assistant, fluent in Spanish, presents<br />
the curriculum. Classroom teachers<br />
reinforce the instruction. Next year,<br />
first grade will be added, and then<br />
kindergarten.

The Principals’ Incentive Plan was<br />
established to promote family<br />
participation at each school. This is not<br />
about money raised, but the percent<br />
of families enrolled at the school who<br />
donate to PEF. Participation annually<br />
is at approximately 50% district wide,<br />
and varies from school to school. Our<br />
goal is to increase that by the end of<br />
the year.<br />
The minimum donation to be counted<br />
in the program is $50 per family.<br />
Each principal has the opportunity to<br />
earn discretionary funds for his/her<br />
own school from PEF.<br />
If a family has a child at more than<br />
one school, the family gets “credit”<br />
at each school.<br />

One thing is certain, public school<br />
funding will remain uncertain for<br />
years to come. Gifts to the Endowment<br />
Fund are invested, and remain<br />
as the corpus of the fund in perpetuity.<br />

may be distributed annually<br />
to fund specific programs and staff<br />
agreed upon by the district and PEF’s<br />
Board of Trustees (in accordance with<br />
PEF’s Endowment Fund Spending<br />

The <strong>Peninsula</strong> <strong>Education</strong> <strong>Foundation</strong> recently decided to fund the<br />
PVPUSD’s Regional Science & Engineering Fairs for intermediate and<br />
high school students in the 2008-2009 school year.<br />
“During these increasingly difficult economic times, the District asked<br />
for our support in order to continue offering the opportunity to participate<br />
in the annual science fair,” says Dave Wagman, PEF president.<br />
“Given the importance of the science curriculum and how well PVPUSD<br />
students have performed in previous science fairs, the <strong>Foundation</strong>’s<br />
trustees responded to the urgent need to fund the program this year.”<br />
The 2009 science fair will be held on March 25 and 26 at the South<br />
Coast Botanic Garden. “This program is a key component of our<br />
science curriculum,” says Dr. Susan Liberati, assistant superintendent<br />
of Curriculum and Instruction for the PVPUSD. “As part of INTEL’s<br />
International Science and Engineering Fair, the Science Service Fair,<br />
and the Los Angeles County Science Fair, the PVPUSD event provides a<br />
level of competition that positions our students well to advance to bigger<br />
contests.”<br />
More than 100 projects conducted by 155 intermediate and high school<br />
students were showcased at the 2008 fair in categories ranging from<br />
environmental science to engineering and from chemistry to computer<br />
science. The <strong>Peninsula</strong> Science Research Team won recognition from The<br />
Aerospace Corporation, and another student was named the California<br />
state winner of the U.S. Stockholm Junior Water Prize. This is the most<br />
prestigious international award for a water-related science project at the<br />
high school level.
