INCDIE-<strong>ICPE</strong> <strong>CA</strong> has been founded at 24.08.2004 according to HG1282/2004 through transformation of SC<br />
<strong>ICPE</strong> CERCETARI AVANSATE SA in to a National Institute of Research <strong>and</strong> Development having as main activity<br />
the fundamental <strong>and</strong> applied research on the electrical engineering area, tests, measurements, laboratory expertise’s,<br />
technological development in electrical engineering area, elaboration of technical-economical st<strong>and</strong>ards, elaboration of<br />
strategies, technical assistance <strong>and</strong> consulting, information, documentation <strong>and</strong> staffs qualification <strong>and</strong> other interfacing<br />
activities.<br />
At the beginning, the National Institute was registered with a patrimony of 2.102.221 lei with tangible assets in<br />
value of 306.000 lei.<br />
In 2005, the research activity was going based on 118 contracts having financing from public funds which were<br />
obtained at auction within research programs PNCDI <strong>and</strong> CEEX, 18 contracts financed from Nucleus Program, one FP6<br />
European contract <strong>and</strong> other 3 NATO contracts finalized during 2005.<br />
The contract’s structure on 2005 is presented in the bellow diagram:<br />
Within its activity, based on the contracts presented up in the structure, INCDIE <strong>ICPE</strong>-<strong>CA</strong> has in 2005 a turnover<br />
of 10.356.624 lei, accomplishing a growth of 229.24% compared with 2004 (when the turnover was 4.517.732 lei).<br />
The incomes obtained in 2005 are in value of 10.521.843 lei. The difference became from the turnover which is due to<br />
financial incomes obtained from the fluctuation of rate exchange within contracts with external financing.<br />
According to the financial sources, the structure of incomes from research contracts, services <strong>and</strong> small series<br />
manufacturing is distributed as follow:<br />

• NATO contracts 469.836 lei<br />
• other researches 85.362 lei<br />

Because both research contracts with public financing <strong>and</strong> research contracts with external financing do not<br />
produce profit but having a percent weight of 96.28% in the institute turnover, consequently, the expenses volume was<br />
properly fitted.<br />
The total expenses recorded in 2005 in value of 10.317.328 lei, have been made possible to obtain a raw profit of<br />
39.386 lei coming from direct research contracts, small series manufacturing <strong>and</strong> prototypes.<br />
The expenses structure is the following:<br />
1. research - development 8.641.967 lei<br />
from which:<br />
- in the frame of PNCDI 6.808.069 lei<br />
- direct contracts 1.840.198 lei<br />
2. designing of investment objectives 1.324.000 lei<br />
3. scientific <strong>and</strong> technological services 35.859 lei<br />
4. small series manufacture <strong>and</strong> prototypes 348.498 lei<br />
It has to be underlined the fact that from the total turnover of 10.356.600 lei, the institute has spend for<br />
reinforcement with new research equipment 3.424.601 lei which represent 33% from total turnover, allowing to<br />
increasing the institute’s technical endowment grade <strong>and</strong> so contributing to enhancement of the institute’s<br />
performances. The origin of financing sources for endowments were: 824.705 lei from FP6 contract INDUMAT,<br />
1.324.000 lei from Module IV CEEX contracts, 18.032 lei from own sources, 140.890 lei from MEdC investment<br />
founds, 469.836 lei from NATO contracts <strong>and</strong> 647.138 lei from CEEX contracts-module I.<br />
From point of view of value <strong>and</strong> financing resources, the most important performed endowments in 2005, are the<br />
following:<br />
• Atomic Force Microscope<br />
• Atomic Absorption Spectrometer;<br />
• Magnetron Sputtering;<br />
• FTIR <strong>and</strong> Thermo gravimetric Analyzer;<br />
• Ultra thin Layer Deposition Equipment;<br />
• X-ray Diffractometer Up-grading;<br />
• High Speed Video Camera.<br />
The endowments financed from CEEX projects module IV will allow to develop the following laboratories:<br />
• Laboratory for materials <strong>and</strong> electrical products testing <strong>and</strong> characterization;<br />
• Laboratory for bioelectromagnetic compatibility;<br />
• Laboratory for measurements of solid products <strong>and</strong> materials thermal behavior by thermal analysis method.<br />
Following to these reinforcements, it will afford the enhancement of technical level of research work as well as of<br />
active fixed assets ratio in the total Institute’s active fixed assets which will generate increasing of research level, <strong>and</strong><br />
consequently the increasing of the turnover for the next financial exercises.<br />
In the same time through the new endowments the reduction of fixed assets usage with about 2 years will be<br />
accomplished.<br />
Motivated by the large number of the awarded contracts <strong>and</strong> by the obtained turnover, afford to the Institute to<br />
develop a new strategy regarding the human resources reinforcement.<br />
As a matter a fact there were employed 14 young peoples, 10 young university graduates <strong>and</strong> a number of 4<br />
students in final stage, increasing the total number of the employees at 164 compared with 154 at the end of 2004 year.<br />
It can also be underlined the fact that the institute has signed contracts which covered all the expenses; also the<br />
institute has obtained a small profit from the extra public financing activity. Therefore all the debts to the Public Budget<br />
were paid, remaining in the balance sheet only the debts established at 31.13.2003 <strong>and</strong> their penalties according the low<br />
244/2005.<br />
As a conclusion, we consider that the Institute accomplished the proposed objectives arising from its financial <strong>and</strong><br />
development strategy. We mention also that until 31.12.2005 were signed contracts which will cover the entire expenses<br />
budget previsioned for 2006, this affording to the Institute to go on further ascending development <strong>and</strong> financial slope<br />
recorded from 2003 until now.<br />
