A four-year-old sticker <strong>th</strong>at is five-byfive<br />

inches in size has created a stir wi<strong>th</strong><br />

Quebec’s language police, according to a<br />

<strong>January</strong> 15 news report by Global<br />

Montreal. Al<strong>th</strong>ough <strong>th</strong>e governmentfunded<br />

organization <strong>th</strong>at created <strong>th</strong>e<br />

sticker has yet to receive any sort <strong>of</strong> warning<br />

from <strong>th</strong>e provincial watchdog, Paul<br />

Brodeur, owner <strong>of</strong> <strong>th</strong>e Austrian Ski Shop<br />

on Monkland Ave., has.<br />

Brodeur said he noticed last summer<br />

an inspector taking photos <strong>of</strong> <strong>th</strong>e small<br />

sticker and when he confronted <strong>th</strong>e man,<br />

he learned <strong>th</strong>e photographer could barely<br />

speak French or English.<br />

In November, Brodeur removed <strong>th</strong>e<br />

sticker while cleaning his windows<br />

and didn’t <strong>th</strong>ink much <strong>of</strong> it until he<br />

received a letter from Office québécois de<br />

la langue française (OQLF) dated <strong>January</strong><br />

4. The letter, written in French and<br />

signed by complaint specialist Vanessa<br />

Rozié, stated Brodeur must modify <strong>th</strong>e<br />

sign and contact <strong>th</strong>e <strong>of</strong>fice by February 6<br />

to verify <strong>th</strong>e appropriate measures were<br />

taken or face a fine.<br />

“Most <strong>of</strong> my customers were surprised<br />

by <strong>th</strong>is waste <strong>of</strong> tax dollars,” said Brodeur.<br />

Greg Kataroyan is gearing up for <strong>th</strong>e 25<strong>th</strong> anniversary <strong>of</strong> Automotion Collision, which he <strong>of</strong>ficially<br />

wi<strong>th</strong> Equiterre. The size <strong>of</strong> <strong>th</strong>e<br />

English and French lettering is <strong>th</strong>e same<br />

instead <strong>of</strong> conforming to <strong>th</strong>e law <strong>th</strong>at<br />

states English lettering must be half <strong>th</strong>e<br />

size <strong>of</strong> <strong>th</strong>e French.<br />

ound <strong>th</strong>roughout <strong>th</strong>e city under different<br />

istrict names. Coincidentally, <strong>th</strong>e man<br />

ehind <strong>th</strong>e sticker’s creation, a former<br />

mployee <strong>of</strong> <strong>th</strong>e CDEC CDN-NDG, Paul<br />

oy, resigned from his position to go<br />

work for OQLF back in July, said Lauzon.<br />

Meanwhile, Lauzon said <strong>th</strong>e OQLF will<br />

send a written notice to <strong>th</strong>e CDEC about<br />

<strong>th</strong>e sign and, in <strong>th</strong>e coming weeks, his<br />

staff will take photocopies <strong>of</strong> <strong>th</strong>e notice to<br />

all <strong>th</strong>e stores in NDG <strong>th</strong>at still have <strong>th</strong>e<br />

stickers in <strong>th</strong>eir windows, notifying <strong>th</strong>em<br />

<strong>th</strong>at <strong>th</strong>ey could become <strong>th</strong>e subject <strong>of</strong> a<br />

language-police investigation if <strong>th</strong>ey don’t<br />

take <strong>th</strong>em down.<br />

Canada Post has been affected by <strong>th</strong>e<br />

odern age, wi<strong>th</strong> its letter circulation<br />

ropping by 113 million between 2011 and<br />

012, said spokesperson Anick Losier.<br />

he said a rise in e-commerce is helping<br />

o balance <strong>th</strong>e scales as package circulaion<br />

increases, but it’s not enough. Letter<br />

irculation, she said, has always been <strong>th</strong>e<br />

eart <strong>of</strong> <strong>th</strong>e operation, but modern techology<br />

means Canadians are using o<strong>th</strong>er<br />

eans to communicate <strong>th</strong>e written word.<br />

Canada Post is looking to cut back on<br />

osts and because studies indicate <strong>th</strong>ere<br />

re some 31 service access points wi<strong>th</strong>in a<br />

ve-kilometre radius <strong>of</strong> <strong>th</strong>is particular<br />

share why <strong>th</strong>ey <strong>th</strong>ink <strong>th</strong>ey<br />

need <strong>th</strong>e post <strong>of</strong>fice to stay<br />

open. Losier said if enough people<br />

protest, <strong>th</strong>ere is a chance Canada Post<br />

change its mind.<br />

<strong>th</strong>e closure wouldn’t really affect<br />

his life as long as he can get <strong>th</strong>e<br />

service elsewhere.<br />

“It’s a really beautiful, big<br />

building,” he said. “I just don’t<br />

want to see it turned into a pharmacy<br />

or condos.”<br />

community, and <strong>th</strong>e Quebec<br />

Community Groups Network (QCGN)<br />

announced a province-wide school tour <strong>of</strong><br />

a bilingual video called “Notre Home,”<br />

created by musician David Hodges.<br />

Funded by <strong>th</strong>e QCGN and $20,000<br />

from <strong>th</strong>e provincial government, <strong>th</strong>e<br />

video’s message, aimed at students, is<br />

supposed to be one <strong>of</strong> inclusion.<br />

Monkland avenues, brought to mind<br />

what I saw in Britain <strong>th</strong>is summer.<br />

The widespread use <strong>of</strong> cell phones is<br />

making <strong>th</strong>e iconic red telephone boxes<br />

obsolete. The cost <strong>of</strong> removing <strong>th</strong>em is<br />

hefty so rural municipalities resort to creative<br />

ways <strong>of</strong> reinventing <strong>th</strong>em. Hence<br />

<strong>th</strong>e heal<strong>th</strong>y-looking telephone box library<br />

Cat concerns: response<br />

In response to <strong>th</strong>e letter from Leah<br />

Socran, “Concern for cats continues in<br />

<strong>th</strong>e winter” (<strong>January</strong> 15, p. 6) regarding<br />

<strong>th</strong>e cats <strong>th</strong>at were released in December, I<br />

truly understand your dismay and<br />

heartache when you learned <strong>of</strong> <strong>th</strong>ese cats<br />

being released in December until <strong>th</strong>ey<br />

can be relocated in <strong>th</strong>e spring.<br />

I too, experience <strong>th</strong>is distress each time<br />

I have to let a cat back outside. Where are<br />

<strong>th</strong>ey to go? We were able to place or foster<br />

four out <strong>of</strong> <strong>th</strong>e 10 cats we caught in <strong>th</strong>is<br />

particular instance, but we do not have a<br />

place for all <strong>of</strong> <strong>th</strong>em.<br />

We don’t have a shelter. We are continuously<br />

looking for foster homes and<br />

adoptive parents.<br />

I know <strong>th</strong>at some people feel <strong>th</strong>ese cats<br />

are better <strong>of</strong>f dead <strong>th</strong>an outside in our<br />

merciless climate, but we are not going<br />

<strong>th</strong>at route. We provide cat shelters for<br />

<strong>th</strong>em and food. We can only relocate<br />

<strong>th</strong>em (<strong>th</strong>e ones in <strong>th</strong>is particular instance)<br />

in <strong>th</strong>e spring, as it is a long process <strong>th</strong>at<br />

requires many hours outside, so it must<br />

be done in <strong>th</strong>e warmer wea<strong>th</strong>er.<br />

People have to sterilize <strong>th</strong>eir cats if <strong>th</strong>ey<br />

let <strong>th</strong>em out. People must be prohibited<br />

from and fined for abandoning <strong>th</strong>eir cat.<br />

More municipalities have to have programs<br />

to sterilize homeless cats and<br />

implement and enforce laws against people<br />

who discard <strong>th</strong>eir cat into <strong>th</strong>e street<br />

and <strong>th</strong>ose who allow <strong>th</strong>eir cats out unneutered.<br />

We are little more <strong>th</strong>an a handful<br />

<strong>of</strong> people in <strong>th</strong>e Côte St. Luc Cat<br />

Committee. We are trying, but we cannot<br />

do it alone. We need everyone’s help.<br />

Political words and will<br />

The charming and fully bilingual Jean-<br />

François Lisée assured all in attendance<br />

at <strong>th</strong>e Westmount Library <strong>th</strong>at <strong>th</strong>eir<br />

English language and rights would be<br />

protected. Unfortunately, his government<br />

has shown no signs it will deliver on <strong>th</strong>is<br />

promise and many signs it will restrict it<br />

fur<strong>th</strong>er in education, heal<strong>th</strong>, public transit<br />

and <strong>th</strong>e Bill 14 cocktail.<br />

I told him <strong>th</strong>at as a spokesperson for<br />

<strong>th</strong>e ABM (Advancement for a Better<br />

Montreal) we can all work toge<strong>th</strong>er. Most<br />

parents, irrespective <strong>of</strong> <strong>th</strong>eir linguistic<br />

background, desire a bilingual education<br />

for <strong>th</strong>eir children to reach <strong>th</strong>eir full potential.<br />

I <strong>of</strong>fered him <strong>th</strong>e following “creative”<br />

captions to ignite Montreal’s economy,<br />

employment, tourism and most important,<br />

social peace for cultural harmony:<br />

“Montreal, <strong>th</strong>e bilingual city <strong>of</strong> French<br />

flavour” and; “Montreal, come taste <strong>th</strong>e<br />

French flavour.”<br />

I left regretting <strong>th</strong>ese lyrics were not<br />

included in <strong>th</strong>e song his ministry funded<br />

to bridge <strong>th</strong>e two solitudes. I can only<br />

expect <strong>th</strong>at if he became leader <strong>of</strong> his<br />

party he could fulfill his promises or at<br />

minimum, his rhetoric could direct <strong>th</strong>e<br />

Liberal or CAQ to fulfill mine.<br />

Snow clearing complaint<br />

Absolutely half <strong>th</strong>e streets tonight in<br />

NDG (<strong>January</strong> 20) are marked <strong>of</strong>f for<br />

now removal and <strong>th</strong>e only side <strong>th</strong>at you<br />

an park on has a no-parking sign for<br />

tomorrow from 9 to 10 am.<br />

I drove around for 40 minutes from<br />

Girouard Ave. to Royal Ave. and from de<br />

Maisonneuve Blvd. to Terrebonne Ave.<br />

and every street was <strong>th</strong>e same story.<br />

I managed to find parking a 15-minute<br />

walk away. This morning (<strong>January</strong> 22),<br />

when I left for work <strong>th</strong>ere were no signs<br />

stating <strong>th</strong>at <strong>th</strong>e snow would be cleared on<br />

<strong>th</strong>e side <strong>of</strong> <strong>th</strong>e street I was parked on. I<br />

got back home at 9 pm and <strong>th</strong>e car had<br />

been towed and signs had been put up.<br />

The sign obviously went up after I left<br />

so shouldn’t <strong>th</strong>ey give you a bit more<br />

warning <strong>th</strong>an 10 hours? I’m sure I’m not<br />

<strong>th</strong>e only one who came home to find <strong>th</strong>eir<br />

car towed.<br />

<strong>of</strong> a mountain <strong>of</strong> ice and it took me exactly<br />

55 minutes to chip and shovel enough<br />

Declining enrolment<br />

I am a grade 10 student who has been<br />

in <strong>th</strong>e English Montreal School Board<br />

(EMSB) French immersion program<br />

since primary school. I strongly believe<br />

<strong>th</strong>at <strong>th</strong>ere are public schools in Montreal<br />

<strong>th</strong>at <strong>of</strong>fer an equivalent and/or superior<br />

French program to <strong>th</strong>at <strong>of</strong> <strong>th</strong>e private<br />

schools. Many courses such as geography,<br />

history, ma<strong>th</strong> and science are taught in<br />

French. Royal West Academy <strong>of</strong>fers<br />

an enriched academic program and is a<br />

public school <strong>th</strong>at has to refuse access to<br />

hundreds <strong>of</strong> students every year. This<br />

school is a prime example <strong>th</strong>at public<br />

schools can deliver. There is no reason for<br />

such a drastic drop in enrolment in <strong>th</strong>e<br />

English public sector, especially since <strong>th</strong>e<br />

EMSB has such a high graduation success<br />

rate <strong>of</strong> 84 percent (figures released<br />

by MELS).<br />

Centre’s Pierre Major if he supported <strong>th</strong>e<br />

building <strong>of</strong> a bicycle and pedestrian<br />

bridge over <strong>th</strong>e Decarie Blvd./de<br />

Maisonneuve intersection. The bridge, he<br />

said, would provide a fast, safe link for<br />

people using <strong>th</strong>e de Maisonneuve bike<br />

pa<strong>th</strong>. Major said <strong>th</strong>e MUHC instead supports<br />

<strong>th</strong>e city’s plan to build a small parklike<br />

area on <strong>th</strong>e closed section <strong>of</strong> Upper<br />

Lachine and paint bike lanes on de<br />

Maisonneuve.<br />

Minh-Tam Nguyen, an engineer wi<strong>th</strong><br />

<strong>th</strong>e city, said studies indicate <strong>th</strong>ere is not<br />

enough space to build what would essentially<br />

be two bridges next to <strong>th</strong>e train<br />

viaduct, over bo<strong>th</strong> Decarie Blvd. and<br />

Upper Lachine. It would also, he said, be<br />

too costly for <strong>th</strong>e city.<br />

in recent mon<strong>th</strong>s. It also shows a bicycle<br />

bridge going over <strong>th</strong>e intersection and<br />

behind <strong>th</strong>e buildings on <strong>th</strong>e sou<strong>th</strong> side <strong>of</strong><br />

de Maisonneuve.<br />

“There it is — <strong>th</strong>e green dotted line,”<br />

said McQueen pointing at <strong>th</strong>e bike pa<strong>th</strong><br />

running along de Maisonneuve Blvd. “It<br />

runs all <strong>th</strong>e way from Girouard to<br />

Claremont, clearly going beside <strong>th</strong>e tracks<br />

and over Decarie Blvd. Not on <strong>th</strong>e street,<br />

but clearly beside <strong>th</strong>e tracks and clearly<br />

behind <strong>th</strong>e Metro station.”<br />

Depot needs new home<br />

Come March 31, <strong>th</strong>e NDG Food Depot<br />

ill have to move from its long-time locaion<br />

at <strong>th</strong>e corner <strong>of</strong> Oxford Ave. and de<br />

aisonneuve Blvd. and now <strong>th</strong>e board <strong>of</strong><br />

irectors is scrambling to find a new<br />

ome for <strong>th</strong>e food-relief organization.<br />

Board president Lynda Porter knew <strong>th</strong>e<br />

ease was up at <strong>th</strong>e end <strong>of</strong> March and she<br />

alled <strong>th</strong>e depot’s landlord earlier <strong>th</strong>is<br />

on<strong>th</strong> to negotiate a new lease. She was<br />

old <strong>th</strong>e building is for sale and <strong>th</strong>e nonr<strong>of</strong>it<br />

organization has to move out.<br />

While she is hoping to bargain for a few<br />

xtra mon<strong>th</strong>s in <strong>th</strong>e building, she said <strong>th</strong>e<br />

oard has hired a real estate agent and is<br />

sking <strong>th</strong>e community for help in scoutng<br />

out a new, larger space to continue<br />

erving <strong>th</strong>e population.<br />

“We’re in dire need <strong>of</strong> finding a new<br />

lace, so we’re using all our forces out<br />

here to get <strong>th</strong>e word around,” said Porter.<br />

According to a press release, <strong>th</strong>e new<br />

about 3,500 square feet but Porter said<br />

<strong>th</strong>e board would like 5,000 or more if<br />

possible. Officials wi<strong>th</strong> <strong>th</strong>e depot have<br />

already been discussing <strong>th</strong>e possibility <strong>of</strong><br />

joining up wi<strong>th</strong> ano<strong>th</strong>er community partner<br />

or two and expanding, allowing more<br />

room for its range <strong>of</strong> educational programming<br />

and community services.<br />

If <strong>th</strong>e depot does not find a space,<br />

Porter said <strong>th</strong>ere is a plan in place for<br />

storing its stock <strong>of</strong> food. She said <strong>th</strong>ere is<br />

also a plan in place to continue distributing<br />

emergency food baskets to some 600<br />

residents weekly and operating <strong>th</strong>e home<br />

delivery services from various locations<br />

around NDG if needed, but workshops<br />

and o<strong>th</strong>er programs will stop if a new<br />

space isn’t found.<br />

Because <strong>th</strong>e depot had a commercial<br />

lease on its space, <strong>th</strong>ere is no legal obligation<br />

on behalf <strong>of</strong> <strong>th</strong>e landlord to advise its<br />

tenant <strong>of</strong> its plans.<br />

The space was shared, but <strong>th</strong>e o<strong>th</strong>er<br />

tenant has already left. This comes at a<br />

time when community space is limited in<br />

NDG and property prices are continuing<br />

to rise, but Porter said board members<br />

are keeping <strong>th</strong>eir hopes up.<br />

“Everybody is quite optimistic,” said<br />

was stuck and as she struggled, a<br />

couple walking by <strong>of</strong>fered to help.<br />

The female suspect suggested she<br />

drive while her male friend and <strong>th</strong>e<br />

owner push toge<strong>th</strong>er, explained Station<br />

11 constable Peter Mandelos.<br />

The car owner agreed, allowing <strong>th</strong>e<br />

woman into <strong>th</strong>e vehicle. The car was<br />

freed and <strong>th</strong>e victim <strong>th</strong>anked <strong>th</strong>e couple<br />

before <strong>th</strong>ey went on <strong>th</strong>eir way, said<br />

A short time later, <strong>th</strong>e victim realized<br />

her wallet was missing from her purse,<br />

which had been in <strong>th</strong>e car when <strong>th</strong>e couple<br />

Vandal caught spray painting<br />

On <strong>January</strong> 18, just before 10 pm, an<br />

<strong>of</strong>ficer patrolling near <strong>th</strong>e intersection<br />

St. noticed a man standing near a<br />

garage in a back alley in an area <strong>th</strong>at has<br />

and asked him why he was standing<br />

near a garage <strong>th</strong>at was covered in spray<br />

The 18-year-old CDN resident claimed<br />

he had just urinated, but <strong>th</strong>e <strong>of</strong>ficer<br />

found no evidence in <strong>th</strong>e snow <strong>of</strong> such<br />

an action.<br />

The constable asked <strong>th</strong>e young man to<br />

put down a bag he was holding and<br />

when he complied, <strong>th</strong>ere was an audible<br />

hissing sound coming from <strong>th</strong>e bag,<br />

which gave <strong>th</strong>e <strong>of</strong>ficer reason to look in<br />

it. He discovered several cans <strong>of</strong> spray<br />

paint in a colour matching <strong>th</strong>at on <strong>th</strong>e<br />

garage.<br />

The suspect was cited to appear in<br />

court for <strong>th</strong>e vandalism and released.<br />

I was surprised to hear last week <strong>th</strong>at<br />

anada Post is in <strong>th</strong>e midst <strong>of</strong> a mon<strong>th</strong>ong<br />

public consultation about <strong>th</strong>e future<br />

f <strong>th</strong>e post <strong>of</strong>fice located at 5751<br />

herbrooke St. West. The NDG landark,<br />

designed by T.W. Fuller and built in<br />

he early 20<strong>th</strong> century, has served as<br />

DG’s main post <strong>of</strong>fice for as long as<br />

nyone can remember.<br />

Canada Post is proposing to close <strong>th</strong>e<br />

ervice counter at <strong>th</strong>is location and two<br />

<strong>th</strong>ers in <strong>th</strong>e West End, one in Snowdon<br />

nd one in Westmount. Judging by <strong>th</strong>e<br />

risk business I witness every time I go<br />

here, it seems <strong>th</strong>at <strong>th</strong>e customers’ needs<br />

re being well served in <strong>th</strong>e existing locaion(s).<br />

However, <strong>th</strong>e NDG post <strong>of</strong>fice is too<br />

mall to support <strong>th</strong>e “Poste Moderne”<br />

oncept whereby letter carriers use trucks<br />

nstead <strong>of</strong> walking on <strong>th</strong>eir routes, and<br />

hey deliver bo<strong>th</strong> packages and letters. It<br />

urns out <strong>th</strong>at NDG is one <strong>of</strong> <strong>th</strong>e few<br />

eighbourhoods <strong>th</strong>at gets its mail <strong>th</strong>is<br />

ay, and <strong>th</strong>e closing <strong>of</strong> <strong>th</strong>e retail counter<br />

ould be <strong>th</strong>e beginning <strong>of</strong> <strong>th</strong>e end for our<br />

ocal post <strong>of</strong>fice.<br />

I for one greatly prefer <strong>th</strong>e real post<br />

ffice to <strong>th</strong>e contract facilities in drug<br />

tores and elsewhere, but <strong>th</strong>e fact<br />

emains <strong>th</strong>at packages are becoming <strong>th</strong>e<br />

ain business <strong>of</strong> <strong>th</strong>e post <strong>of</strong>fice.<br />

However, Canada Post is only proposng<br />

Eric Clement grew up experiencing art<br />

<strong>th</strong>rough comic books. He loved Wolverine,<br />

Spiderman, Tintin and Batman, and<br />

unlike o<strong>th</strong>er young guys, he didn’t want<br />

to be <strong>th</strong>em; he wanted to draw <strong>th</strong>em.<br />

“I <strong>th</strong>ink I was about <strong>th</strong>ree when I started<br />

drawing, and when I got older, it stuck<br />

wi<strong>th</strong> me. It wasn’t <strong>th</strong>e comic’s story <strong>th</strong>at<br />

piqued my interest; it was <strong>th</strong>e visual <strong>th</strong>at<br />

captivated me,” said <strong>th</strong>e <strong>29</strong>-year-old<br />

NDGer, noting an eye for art runs in his<br />

family. His fa<strong>th</strong>er painted as an amateur<br />

artist.<br />

“I didn’t set out to be an artist. In fact,<br />

music was my <strong>th</strong>ing. I’ve been writing<br />

hip hop music since 1999, and doing<br />

graffiti was just part <strong>of</strong> <strong>th</strong>at culture.”<br />

In 2004, he went to Concordia to pursue<br />

a fine arts degree, but he took time <strong>of</strong>f<br />

to put out <strong>th</strong>ree hip hop albums. Now<br />

he’s back at Concordia and he’s painting<br />

like crazy.<br />

“I’ve been working on my art <strong>th</strong>ere for<br />

over a year now. I realized <strong>th</strong>at I really<br />

wanted to do art and <strong>th</strong>at’s why I’m back.”<br />

Clement now finds himself reflecting<br />

on what excites him visually, and it is<br />

comics and illustration. Bright colours<br />

and powerful emotions showing exaggerated<br />

expressions are all depicted simply<br />

but boldly.<br />

“My art is super strange; it’s a meeting<br />

<strong>of</strong> pop art and neo-graffiti. It’s a mix <strong>of</strong><br />

<strong>th</strong>e known wi<strong>th</strong> <strong>th</strong>e unknown, <strong>th</strong>e old<br />

wi<strong>th</strong> <strong>th</strong>e new.”<br />

are looking at a poster or digital prints,<br />

but it’s all done wi<strong>th</strong> a brush in his hand.<br />

His art is quizzical, fun and imaginative.<br />

The colours are incredibly vibrant<br />

and loud. The big images jump <strong>of</strong>f <strong>th</strong>e<br />

canvas. His paintings can be as large as<br />

30 feet long by 15 feet high.<br />

Now, Clement is experimenting in high<br />

realism, innovative objects <strong>th</strong>at he calls<br />

composites. He is working on a weapon<br />

series <strong>th</strong>at could well figure in a James<br />

Bond or sci-fi flick.<br />

Morin back after battle<br />

i<strong>th</strong> Bell’s palsy<br />

On November 27, New Democrat MP<br />

sabelle Morin felt a strange tingling on<br />

he right side <strong>of</strong> her face. When <strong>th</strong>e tinling<br />

turned to pain <strong>th</strong>e next day, she<br />

ecided to see <strong>th</strong>e in-house nurse on<br />

arliament Hill.<br />

“During <strong>th</strong>e day, I felt <strong>th</strong>e pain was<br />

oing down in my lips and into my<br />

ou<strong>th</strong>,” said Morin, at a recent press conerence.<br />

“It felt like an electric shock in<br />

y eyes and in my lips. I wasn’t able to<br />

pen my eyes completely. I wasn’t able to<br />

The nurse suspected Bell’s palsy and<br />

sent Morin to <strong>th</strong>e nearest hospital wi<strong>th</strong> a<br />

neurological unit, said Morin. The condition<br />

was confirmed and she was quickly<br />

administered treatment, but doctors said<br />

<strong>th</strong>e damage caused by Bell’s palsy, a form<br />

<strong>of</strong> facial paralysis resulting from a dysfunction<br />

<strong>of</strong> <strong>th</strong>e cranial nerve, can be permanent.<br />

Former Prime Minister Jean Chrétien’s<br />

face was partially paralyzed for life when<br />

he suffered an attack as a child.<br />

It took six weeks to fully recover from<br />

<strong>th</strong>e condition, said Morin, but she still<br />

has some pain if she makes a sudden<br />

facial expression. The paralysis was only<br />

on <strong>th</strong>e right side <strong>of</strong> her face.<br />

Despite <strong>th</strong>e medical setback, Morin is<br />

looking forward to <strong>th</strong>e year ahead, continuing<br />

<strong>th</strong>e initiatives <strong>of</strong> last year.<br />

December storms. However, not all residents<br />

were unhappy wi<strong>th</strong> <strong>th</strong>e nine-day<br />

cleanup.<br />

While CDN resident Joseph Joncas<br />

commended <strong>th</strong>e borough for clearing <strong>th</strong>e<br />

streets and sidewalks, o<strong>th</strong>ers like NDGers<br />

Sharon Sweeney and Michael Simkin<br />

asked for better sidewalk clearing.<br />

Sweeney said she was forced to walk in<br />

<strong>th</strong>e street wi<strong>th</strong> her children when headed<br />

down to <strong>th</strong>e local park only to discover <strong>th</strong>e<br />

skating rink was still buried in snow.<br />

Simkin wants at least one sidewalk<br />

cleared per street as soon as possible after<br />

a snow storm so people wi<strong>th</strong> reduced<br />

mobility can get around.<br />

Borough mayor Lionel Perez said <strong>th</strong>e<br />

winter storm created a domino effect as<br />

crews were at first focused on clearing<br />

snow around and on <strong>th</strong>e way to <strong>th</strong>e borough’s<br />

hospitals.<br />

Borough director Stéphane Plante said<br />

<strong>th</strong>e crews also contended wi<strong>th</strong> space<br />

issues as <strong>th</strong>e snow narrowed sidewalks<br />

and streets between parked cars and<br />

buildings, slowing <strong>th</strong>e process by one day.<br />

Residents can also call 311 to report problems,<br />

said Perez.<br />

McQueen silenced<br />

When an NDG resident asked about<br />

snow clearance operations, NDG councillor<br />

Peter McQueen attempted to add his<br />

two cents to <strong>th</strong>e discussion as is normal<br />

during a question and answer period.<br />

But, Perez, who already had responded to<br />

<strong>th</strong>e questioner, would not allow McQueen<br />

to speak, citing time constraints.<br />

McQueen’s attempts to protest <strong>th</strong>e ruling<br />

were quashed.<br />

Later in <strong>th</strong>e meeting, Snowdon councillor<br />

Marvin Rotrand added to a discussion<br />

just as McQueen had tried to do earlier.<br />

Rotrand was allowed to speak wi<strong>th</strong>out<br />

protest. This incident sparked a visual<br />

reaction from bo<strong>th</strong> McQueen and Projet<br />

Montréal party leader, Richard Bergeron,<br />

who was in <strong>th</strong>e audience. Bergeron raised<br />

his arms in disgust as McQueen shook<br />

his head and smiled in disbelief.<br />

$1 million invested in traffic calming<br />

The borough council approved a by-law<br />

au<strong>th</strong>orizing a loan <strong>of</strong> $1 million to implement<br />

traffic calming measures in <strong>th</strong>e borough.<br />

In <strong>th</strong>e past, <strong>th</strong>ose measures have<br />

included speed bumps, bollards, solarpowered<br />

radar signs and billboards<br />

reminding drivers and cyclists to respect<br />

<strong>th</strong>e rules <strong>of</strong> <strong>th</strong>e road.<br />

Empress update<br />

The council approved an agreement in<br />

principle between <strong>th</strong>e borough and<br />

Cinéma NDG regarding <strong>th</strong>e transfer <strong>of</strong><br />

ownership <strong>of</strong> <strong>th</strong>e Empress Theatre on<br />

Sherbrooke St.<br />

Cinéma NDG has until December 31,<br />

2013 to complete <strong>th</strong>e financing package<br />

for its project to rehabilitate <strong>th</strong>e building,<br />

but <strong>th</strong>e ownership, according to borough<br />

director Stéphane Plante, comes wi<strong>th</strong><br />

conditions and <strong>th</strong>e borough will have a<br />

lien on <strong>th</strong>e building to ensure <strong>th</strong>ose stipulations<br />

are met. Those stipulations for<br />

<strong>th</strong>e new owners include keeping 50 percent<br />

<strong>of</strong> <strong>th</strong>e building for cultural activities,<br />

continuing to pay taxes and remaining a<br />

non-pr<strong>of</strong>it organization.<br />

As she gave directions to <strong>th</strong>ree young<br />

men, a woman’s cash-stuffed wallet vanished<br />

from her purse at <strong>th</strong>e Côte St. Luc<br />

Shopping Centre.<br />

Vincent DeAngelis said <strong>th</strong>e 70-year-old<br />

victim visited an automatic teller<br />

machine (ATM) and wi<strong>th</strong>drew several<br />

hundred dollars in cash before shopping<br />

in <strong>th</strong>e mall’s Jean Coutu pharmacy on<br />

ecember 20 around 12:30 pm. The<br />

hopping centre is on Côte St. Luc Rd.<br />

As she was leaving, she put her purse<br />

n <strong>th</strong>e ground to zip up her coat. It was at<br />

“We picked up, neutered, vaccinated<br />

and dewormed 10 <strong>of</strong> <strong>th</strong>ose cats,”<br />

explained <strong>th</strong>e CSLCC’s Shelley Schecter.<br />

The first suspect is described as an<br />

English-speaking, white male around 25<br />

years old who stands about 177 centimetres<br />

and weighs approximately 85 kilos.<br />

The o<strong>th</strong>er two have similar descriptions<br />

<strong>of</strong> being about 20 years old, 172 centimetres<br />

and 70 kilos.<br />

Police warn seniors to use caution in<br />

snow<br />

All too <strong>of</strong>ten, <strong>th</strong>ere are accidents involving<br />

heavy machinery and senior citizens<br />

<strong>th</strong>is time a year, said DeAngelis. Police<br />

are reminding older residents to use caution<br />

in <strong>th</strong>e winter.<br />

DeAngelis said seniors should avoid<br />

going outside during snowstorms and<br />

clearance operations if possible. If necessary,<br />

he said <strong>th</strong>ey should keep <strong>th</strong>eir distance<br />

from heavy trucks and plows.<br />

People should wear bright or reflective<br />

clo<strong>th</strong>ing, use caution at crosswalks and<br />

stay wi<strong>th</strong>in <strong>th</strong>e driver’s field <strong>of</strong> vision.<br />

lives in an assisted-living residence.<br />

The plan, said Schecter, is to re-trap<br />

shot, 11-year-old Ilana Schacter admits<br />

she was a little scared, but she held tight<br />

to her handmade, woven string bracelet.<br />

The bright colours and s<strong>of</strong>t <strong>th</strong>read<br />

reminded her to have courage as she got<br />

<strong>th</strong>e shot.<br />

The experience, she said, gave her <strong>th</strong>e<br />

idea to create an organization called<br />

Courage for Kidz, dedicated to helping<br />

children be less afraid when receiving<br />

medical treatments. Working wi<strong>th</strong> her<br />

friends at JPPS-Bialik school, her<br />

younger bro<strong>th</strong>er, and you<strong>th</strong> at <strong>th</strong>e Be<strong>th</strong><br />

Zion Congregation, she is now producing<br />

and distributing <strong>th</strong>e handmade bracelets<br />

to hospitalized kids around <strong>th</strong>e area.<br />

she do some<strong>th</strong>ing for <strong>th</strong>e community<br />

as part <strong>of</strong> her Bat Mitzvah — a Jewish<br />

coming-<strong>of</strong>-age ritual for 12-year-old girls<br />

— Schacter decided to put her braceletweaving<br />

Schacter said she it feels good to help<br />

City to install water park as part <strong>of</strong> Applewood renovation<br />

Hampstead city council is planning a<br />

way to help kids cool <strong>of</strong>f during <strong>th</strong>e summer<br />

wi<strong>th</strong> <strong>th</strong>e construction <strong>of</strong> a new water<br />

play area in Applewood Park.<br />

Simple geography played an important<br />

role in choosing Applewood for renovations,<br />

said Mayor Bill Steinberg at <strong>th</strong>e<br />

<strong>January</strong> 14 council meeting, explaining<br />

<strong>th</strong>e city currently lacks a water play area<br />

nor<strong>th</strong> <strong>of</strong> Fleet Rd.<br />

“We’ve looked into and considered<br />

doing some<strong>th</strong>ing [in Applewood Park] as<br />

far back as five, six, seven years ago,” he<br />

aid. “We decided <strong>th</strong>en <strong>th</strong>at we didn’t<br />

have money and we decided <strong>th</strong>ere were<br />

o<strong>th</strong>er priorities. At <strong>th</strong>is time our infrastructure<br />

is in great shape and consequently<br />

we are looking to build it.”<br />

In Hampstead’s 2013 budget released<br />

in December, <strong>th</strong>e Applewood Park renovation<br />

was allotted $250,000, a figure <strong>th</strong>e<br />

city will look to supplement wi<strong>th</strong> government<br />

grant money.<br />

The project will also add new flora to<br />

<strong>th</strong>e park and is expected to be completed<br />

in time for Hampstead’s centennial celebration<br />

in 2014, but Steinberg said <strong>th</strong>ey<br />

would not tap into money specifically<br />

reserved for centennial grants.<br />

The Quebec government has proposed<br />

passing Bill 14 in order to streng<strong>th</strong>en <strong>th</strong>e<br />

rench Language Charter.<br />

Hearings on <strong>th</strong>e bill will be held in<br />

arch and hopefully, bo<strong>th</strong> <strong>th</strong>e Liberals<br />

nd CAQ will be opposed to <strong>th</strong>e legislaion.<br />

Virtually all Quebecers want franophones<br />

to be able to live and work in<br />

rench. However, in Quebec, <strong>th</strong>at is<br />

lready <strong>th</strong>e case. The original Bill 101<br />

ssured <strong>th</strong>at and <strong>th</strong>ere are no credible<br />

<strong>th</strong>reats to French in Quebec.<br />

Bill 14 is far more <strong>th</strong>an just an expresion<br />

<strong>of</strong> <strong>th</strong>e desire <strong>of</strong> <strong>th</strong>e government to<br />

rotect <strong>th</strong>e French language. It will have<br />

eal and serious consequences <strong>th</strong>at will<br />

urt all Quebecers regardless <strong>of</strong> <strong>th</strong>e lanuage<br />

<strong>th</strong>at <strong>th</strong>ey speak.<br />

Heal<strong>th</strong> Care: At a time when we have a<br />

hortage <strong>of</strong> doctors and nurses, Bill 14<br />

ill toughen <strong>th</strong>e language testing requireents,<br />

making it harder to attract <strong>th</strong>e<br />

edical pr<strong>of</strong>essionals <strong>th</strong>at we so despertely<br />

need. It will also add more regulaions<br />

and documentation requirements<br />

or heal<strong>th</strong> institutions (and all instituions)<br />

so <strong>th</strong>ey will spend money and time<br />

n paperwork instead <strong>of</strong> on patient care.<br />

Business: Wi<strong>th</strong> one <strong>of</strong> <strong>th</strong>e highest debt<br />

nd tax levels in Nor<strong>th</strong> America, Quebec<br />

eeds to encourage businesses <strong>th</strong>at create<br />

obs and weal<strong>th</strong>. Bill 14 will extend franization<br />

requirements to businesses wi<strong>th</strong><br />

6 to 49 employees. This will discourage<br />

businesses from locating or expanding in<br />

Quebec. It will, however, mean <strong>th</strong>at <strong>th</strong>e<br />

government will need more bureaucrats<br />

and language police. This is no way to<br />

grow our economy.<br />

Towns: Bill 14 will make it possible for<br />

bilingual status to be removed from <strong>th</strong>ose<br />

towns where <strong>th</strong>e percentage <strong>of</strong> mo<strong>th</strong>er<br />

tongue English falls below 50 percent.<br />

This will be possible even if far more <strong>th</strong>an<br />

50 percent <strong>of</strong> <strong>th</strong>e residents speak English<br />

at home and even if <strong>th</strong>e town wants to<br />

retain its bilingual status. Over half <strong>th</strong>e<br />

towns wi<strong>th</strong> bilingual status on <strong>th</strong>e island<br />

<strong>of</strong> Montreal will likely lose it wi<strong>th</strong>in 10<br />

years and just about all will lose it eventually.<br />

Not having bilingual towns will make<br />

Quebec and Montreal less attractive to <strong>th</strong>e<br />

people <strong>th</strong>at we need to attract for <strong>th</strong>e sake<br />

<strong>of</strong> our economy and to have enough<br />

heal<strong>th</strong> care pr<strong>of</strong>essionals.<br />

Education: French-speaking students<br />

will go to <strong>th</strong>e bottom <strong>of</strong> <strong>th</strong>e application<br />

list if <strong>th</strong>ey wish to attend an English<br />

CEGEP. This will penalize <strong>th</strong>em if <strong>th</strong>ey<br />

wish to become more fully bilingual.<br />

Students who wish to graduate from<br />

English high schools will face tougher<br />

French exams and so <strong>th</strong>e dropout rate will<br />

increase. This will apply even to special<br />

needs students.<br />

“Why not wait until Centennial Park is<br />

finished? Perhaps we need a water feature<br />

<strong>th</strong>ere and we certainly don’t need two<br />

water features on <strong>th</strong>at side <strong>of</strong> Fleet,” said<br />

Genziuk. “Or is it because it’s <strong>th</strong>e year <strong>of</strong><br />

<strong>th</strong>e election?”<br />

Councillor Abe Gonshor, who heads<br />

<strong>th</strong>e city’s beautification portfolio, replied<br />

<strong>th</strong>at while <strong>th</strong>e council had agreed on<br />

Applewood as a starting point, he hoped<br />

to re-do <strong>th</strong>e city’s o<strong>th</strong>er parks “when <strong>th</strong>e<br />

money comes along.”<br />
