a. Jubilee Mugs: Mr Lamb had two samples of mugs which he passed around to the Council<br />

members to have a look at. The bone china type was priced at £3.20 per min. Quantity 250 +<br />

VAT + Inscription charge whereas the other type was ;priced at £2.60 per min. Quantity 250<br />

+ VAT + Inscription charge. The bone china type was thought to be the better version. There<br />

was a discussion about reclaiming the VAT and Mr Kelly was requested to check this point.<br />

b. Bonfire Beacon: Mrs Hall-Drinkwater confirmed that the Church would not be happy to<br />

have the beacon bonfire on the church tower because of the safety aspect. A different site<br />

will have to be found.<br />

c. Structure of Chiltern/South Bucks. District Council: Mrs Vahey referred to the letter<br />

dated 8 th . March jointly signed by Councillor Nick Rose (Chiltern District Council) and<br />

Councillor Adrian Busby (South Bucks District Council) advising of the restructuring to bring<br />

together the 2 Councils under the shared Chief Executive of Alan Goodrum. The aim being to<br />

create savings, improve front line resilience and therefore provide better services to the<br />

public.<br />

d. Mrs Vahey also referred to the Community and Voluntary Awards nominations.<br />

e. Parish Council Snow Programme: Mr Lamb referred to the E-mailed Newsletter from<br />

CAME & Co. dated 3 rd . February (which had been copied to him and Mrs Vahey by Mr<br />

Kelly) in which CAME & Co. were recommending that Parish Council’s publicise their Winter<br />

Snow Programme with emphasis on Public Liability. Mr Kelly has had discussions on this<br />

matter with CAME & Co. and advised them that since Fulmer Parish is only a small village it<br />

has no specific Snow Programme Policy of its own but relies on the District Council Highways<br />

Winter Snow precautions programme. Thus Fulmer Parish Council has no Public Liability on<br />

this issue. It was agreed that this should be minuted and published on the Fulmer website.<br />

f. Code of Conduct: Mr Kelly drew to the attention of the Parish Council the E-mail dated 1<br />

March he had received from Lynne Reardon, SBDC Head of Legal Services in which changes<br />

to the Standards Regime (Code of Conduct) resulting from The Localism Act 2011 receiving<br />

the Royal Assent on 15 November 2011, are highlighted. LR will supply the PC with a copy of<br />

the report that SBDC will be submitting to the Standards Committee in March and the Code<br />

that SBDC will be recommending for adoption. LR advises that the PC may wish to adopt the<br />

SBDC Code of Conduct as its Code when published.<br />
