As there were no members of the public present, the Chairman declared no<br />

PQH and opened the PC Meeting by welcoming those in attendance.<br />

1. APOLOGIES: Mr A Godleman<br />

Mr P Hardy (County Councillor) had intimated that he<br />

might be in the United States and was not present.<br />

Mrs A Cranmer had intimated that she might not be<br />

present and was in fact not present.<br />

2. <strong>MINUTES</strong> <strong>OF</strong> LAST PC <strong>MEETING</strong> <strong>HELD</strong> <strong>ON</strong> 7 February 2012:<br />

The Minutes had been circulated prior to the Meeting and were reviewed and accepted as<br />

an accurate record of the business conducted at that Meeting and signed by the Chairman.<br />

3. ACTI<strong>ON</strong> OUTSTANDING FROM PREVIOUS <strong>MINUTES</strong>:<br />

a. HS2 : Mrs Vahey stated that she had invited the MP, Mr Dominic Grieve (Attorney<br />

General) to attend a Meeting and he has confirmed that he will attend on Friday 27 th . April<br />

from 6.30 to 7.30 pm in the Village Hall to answer questions from the public on matters<br />

concerning only HS2 and the Heathrow Spur Options.<br />

b. Safety of Oak Trees’ overhanging dead branches in Cherry Tree Lane:<br />

There was some discussion on this matter which is still of concern to Mrs Simkins. Mrs<br />

Simkins referred to E-mail correspondence she had had with Mr P Hardy and from Si Khan to<br />

Peter Hardy in which it appears that a LAT (Local Area Technician) has made a site visit and<br />

confirmed that the tree in question is not a Highways Tree and furthermore is not of<br />

immediate danger to the Highway , thus there is nothing that the Highways Dept. can do. It<br />

was agreed that a state of impasse appears to have evolved. In the circumstances Mrs<br />

Vahey said she would arrange to meet Mr Price , in whose property the tree stands , to see<br />

if she can persuade him to cut down the offending branch(es). ACTI<strong>ON</strong>: PAV<br />

c. Newsletter Printing Costs: Mrs Vahey said that agreement in principle had been<br />

established with the Fulmer Day organisers that a contribution to the printing costs may be<br />

possible but the probable amount had not been agreed. Mrs Vahey to find out.<br />

d. Fulmer/Wexham Signplate on Framewood Road: There has been an exchange of<br />

communications Stoke Poges /Wexham /Fulmer Parishes Councils concerning Stoke Poges<br />

PC insistence to have this signplate removed. Wexham and Fulmer are not particularly<br />

bothered about the signage since it does not constitute a boundary division but merely a<br />

welcome sign to Fulmer on one side and Wexham on the other. Mrs Vahey will discuss with<br />

Stoke Poges Parish Council. ACTI<strong>ON</strong>: PAV<br />

5. COUNTY <strong>COUNCIL</strong>LOR REPORT:<br />

Mr Hardy was not in attendance and did not present a report.<br />

6. DISTRICT <strong>COUNCIL</strong>LOR:<br />

Mrs Cranmer was not in attendance and did not present a report.<br />

7. FSCA REPORT:<br />

Mr Lamb gave the following report:<br />

a. Mr Paul Colloff , General Manager , is now back from holiday.<br />

b. Fulmer Cricket Club AGM took place on 21 st February. New members are being sought.<br />

c. Internal refurbishing at the Pavilion will be complete by the end of May.<br />

d. A leader is still required for the tennis club.<br />

e. In response to the application submitted by Mr Kelly to BCC for funding in the amount of<br />

£7,000 for work on the allotments driveway and Pavilion decking, Mr Lamb confirmed that a<br />

grant of £3,700 has been authorised by BCC. The work has to be completed before the 31 st<br />

March and an Invoice submitted to BCC by that date. Whilst the grant is very acceptable it is<br />

unlikely that all the work can be completed for this 50% reduction in the amount requested.<br />

Mr Saxby enquired of Mr Lamb if the Tennis Coach he had recommended had been in touch<br />

with him. Mr Lamb confirmed that he had not been approached by him.<br />

8. <strong>FULMER</strong> INFANT SCHOOL REPORT:<br />

Mrs Dorling read out the following report prepared by Mrs Cathy Hunt:<br />

Mrs Hunt said she was delighted to announce that the school has been re-accredited with<br />

the NACE ( National Association for Able Children in Education ) Challenge Award. An<br />

Inspector has recently spent time at the school observing lessons, scrutinising work and<br />

policies and interviewing children and myself. After a rigorous morning the Inspector was<br />

very pleased to report that the school provides challenging education, ensuring that all<br />

children have the opportunity to fulfil their potential. We are one of only 27 primary schools<br />

in the country to regain this award !.<br />

The Inspector was also very pleased with the extra curricular provision that the school<br />

provides. Two more clubs have started since half term, a drama after school club and a<br />

lunch time sports’ club, these, along with the well established French and Recorder clubs<br />

enhance the education of all the children.<br />

There have also been many improvements in the school’s environment. At one point during<br />

half term there were 13 work men on site – my tea making skills improved enormously ! We<br />

now have a splendid outdoor classroom where children enjoy working outside in the fresh<br />

air. The playground markings have also been repainted with long lasting rubber so that the<br />

playground looks a lot smarter and the children can see the games such as hop scotch. The<br />

security of the school has also been greatly improved with a new fence at the back of the<br />

site. As the children now have lap tops, rather than computers, there is no need for a<br />

dedicated ICT suite so this space has been converted to a much needed staff room, this also<br />

doubles up as a room for booster sessions for the children.<br />

We had a very successful World Book event with the children bringing in their favourite<br />

books to share. It was wonderful to see all the children enjoying reading each others’ books<br />

at playtime.<br />

The parents continue to raise much needed funds for the school and organised a ‘bag to<br />

school’ day this month which raised a magnificent £420.<br />

We now look forward to the Easter bonnet parade on March 16 th .<br />

9b. STATUS REPORT:<br />

RECREATI<strong>ON</strong> GROUND AND ALLOTMENTS:<br />

Mr Kelly advised the Meeting that due to the urgency involved an Order had been placed on<br />

ROOTS to carry out the work of resurfacing the driveway running along the allotments to<br />

the children’s playground area. This work will commence during the week beginning 19 th .<br />

March and complete by the end of March when an Invoice will be submitted to BCC as<br />

requested by them.<br />

HIGHWAYS:<br />

i. Footway extension by bridge:- Has been marked out and completion now promised by<br />

31 st . March. Mrs Dorling referred to a telephone conversation that she had had with Mr Ken<br />

Moloughney of BCC Highways Dept. on 12 March and summarised briefly the main points of<br />

discussion as follows:-<br />

a. Railings/bollards along this stretch of pavement. BCC would not support these on safety<br />

grounds. BCC would however support a solid white line painted along this stretch to alert<br />

drivers.<br />

b. Extension of zig-zag lines outside school. KM to write to Mr and Mrs Bates about<br />

extending in front of their house – otherwise will extend up to the garage entrance track for<br />

Alhussen Gardens. KM will advise when response received from Bates.<br />

c. Walkway improvement. This area is called a safety margin for the narrow road – not a<br />

walkway. Hence BCC would not allow a coloured surface (narrow road) nor footsteps to be<br />

painted on margin. However they would improve the surface<br />

d. Lollipop crossing on Fulmer Road. KM advised consult with Safer Routes to School –<br />

probably not viable because of lack of visibility on corner of road.<br />

e. Flashing Lights indicating ‘ Children Crossing’ :- BCC support these – can be attached to<br />

existing school signs. New posts would be required as electricity supply needed. Funding<br />

required from either school/parish. KM to investigate and report back.<br />

f. Delegated budget 2012/13: Frustrated – no likely hope of getting Stoke Common Road<br />

footpath.<br />

g. Wexham Park Hospital - Parking: Negative response . Now further parking restrictions<br />

being imposed.<br />

10. PROJECT PINEWOOD:<br />

Mrs Vahey thanked everyone involved in the “STOP PINEWOOD” campaign and said that<br />

there was to be a small celebration in the Iver Heath Village Hall on Saturday 17 th . March<br />

hosted by the Parish Council, Iver PC and the Stop Project Pinewood organisation. Mrs<br />

Vahey also commented that the High Court Appeal date had now passed so the matter was<br />

ended for the time being.<br />

11. HS2 C<strong>ON</strong>SULTATI<strong>ON</strong> UPDATE:<br />

Mrs Vahey referred to the letter dated 24 th . January 2012 from Martin Tett, Leader of Bucks.<br />

County Council and Chairman of the 51m Alliance in which he details many sound reasons as<br />

to why this project should not go ahead and also refers to a 51m meeting on Friday 27 th .<br />

January to consider both the next campaigning steps and potential legal action against the<br />

scheme. He quotes “ We have both our 51m Solicitor and Queen’s Counsel attending and<br />

we should have a clearer way forward after this.” FPC will monitor this scheme regularly.<br />

12. VILLAGE HALL UPDATE:<br />

Mrs Vahey said that tenders will be invited shortly for the work schedule and in the<br />

meantime Fund raising activities will be taking place.<br />

13. FINANCE REPORT:<br />

Mr Kelly distributed the Financial Summary for all the Parish Council Accounts for the period<br />

ending February 2012. Mr Kelly pointed out that the earlier and gloomy forecast balance on<br />

the Current Account at 31 st . March 2012 was not as gloomy as expected due to a reduction<br />

in his working hours for February and the receipt of nearly 50% of the allotment rents. The<br />

financial summary was accepted by the Parish Council and a copy is attached to these<br />

Minutes. The Parish Council also authorised the following payments to be made.<br />

14. A O B:<br />

a. Jubilee Mugs: Mr Lamb had two samples of mugs which he passed around to the Council<br />

members to have a look at. The bone china type was priced at £3.20 per min. Quantity 250 +<br />

VAT + Inscription charge whereas the other type was ;priced at £2.60 per min. Quantity 250<br />

+ VAT + Inscription charge. The bone china type was thought to be the better version. There<br />

was a discussion about reclaiming the VAT and Mr Kelly was requested to check this point.<br />

ACTI<strong>ON</strong>: PRK<br />

b. Bonfire Beacon: Mrs Hall-Drinkwater confirmed that the Church would not be happy to<br />

have the beacon bonfire on the church tower because of the safety aspect. A different site<br />

will have to be found.<br />

c. Structure of Chiltern/South Bucks. District Council: Mrs Vahey referred to the letter<br />

dated 8 th . March jointly signed by Councillor Nick Rose (Chiltern District Council) and<br />

Councillor Adrian Busby (South Bucks District Council) advising of the restructuring to bring<br />

together the 2 Councils under the shared Chief Executive of Alan Goodrum. The aim being to<br />

create savings, improve front line resilience and therefore provide better services to the<br />

public.<br />

d. Mrs Vahey also referred to the Community and Voluntary Awards nominations.<br />

e. Parish Council Snow Programme: Mr Lamb referred to the E-mailed Newsletter from<br />

CAME & Co. dated 3 rd . February (which had been copied to him and Mrs Vahey by Mr<br />

Kelly) in which CAME & Co. were recommending that Parish Council’s publicise their Winter<br />

Snow Programme with emphasis on Public Liability. Mr Kelly has had discussions on this<br />

matter with CAME & Co. and advised them that since Fulmer Parish is only a small village it<br />

has no specific Snow Programme Policy of its own but relies on the District Council Highways<br />

Winter Snow precautions programme. Thus Fulmer Parish Council has no Public Liability on<br />

this issue. It was agreed that this should be minuted and published on the Fulmer website.<br />

f. Code of Conduct: Mr Kelly drew to the attention of the Parish Council the E-mail dated 1<br />

March he had received from Lynne Reardon, SBDC Head of Legal Services in which changes<br />

to the Standards Regime (Code of Conduct) resulting from The Localism Act 2011 receiving<br />

the Royal Assent on 15 November 2011, are highlighted. LR will supply the PC with a copy of<br />

the report that SBDC will be submitting to the Standards Committee in March and the Code<br />

that SBDC will be recommending for adoption. LR advises that the PC may wish to adopt the<br />

SBDC Code of Conduct as its Code when published.<br />
