that it be recommended to Council:<br />

1. that final approval be granted for the renewal of the lease of the Paarl Pigeon Hall<br />

on a portion of Erf 593 Paarl to the Paarl District Homing Union, subject to the<br />

st<strong>and</strong>ard lease conditions as well as the following further conditions:-<br />

1.1 the property be leased at a reduced rental amount of R366.67 per<br />

month (VAT excluded) with a 10% escalation per annum;<br />

1.2 the lease will endure for a period of 2 years, after which the renewal<br />

thereof will be reviewed by Council;<br />

1.3 no sub-leasing will be allowed without prior written consent from the<br />

Municipal Manager;<br />

1. that in terms of section 14 of the MFMA, approval in principle be granted for<br />

the alienation of erven 16755 Paarl <strong>and</strong> 550 <strong>and</strong> 1680 Wellington for housing<br />

purposes;<br />

2. that public tenders be called for the development of Erf 16755 Paarl<br />

<strong>and</strong> Erven 550 <strong>and</strong> 1680 Wellington for GAP Housing subject to the normal<br />

conditions of tender as well as the following development conditions:<br />

2.1 the applicant be responsible for conducting all studies <strong>and</strong>/or<br />

investigations at own cost that may be required in terms of the applicable<br />

legislation <strong>and</strong> to obtain the appropriate l<strong>and</strong> use rights, environmental <strong>and</strong><br />

heritage approvals <strong>and</strong> any other studies/investigations that may be<br />

which single housing units varying in sizes between 50m² <strong>and</strong> 100m² must<br />

be constructed. Alternatively proposals for higher densities, i.e. row houses<br />

<strong>and</strong>/or walk-ups can also be submitted for not more than 50% of the total<br />

extent of the site;<br />

2.4 all housing units must be in accordance with the South African National<br />

St<strong>and</strong>ard Codes (SANS Codes), <strong>Drakenstein</strong>’s Green Building Manual <strong>and</strong><br />

where possible allow for future extension of units;<br />

2.5 an appropriate number of non-residential sites <strong>and</strong> open spaces be<br />

provided in accordance with current town planning norms <strong>and</strong> st<strong>and</strong>ards in<br />

the development;<br />

2.6 the non-residential sites will vest in the municipality free of charge;<br />

2.7 street widths <strong>and</strong> surfaces must be in accordance with the applicable<br />
