Subject: Regarding State <strong>MIS</strong> Nodal Officer Meeting for full <strong>MIS</strong>
operationalization in FY 2011-12.
Sir/Madam,
A <strong>meeting</strong> <strong>of</strong> the <strong>MIS</strong> Nodal Officers was <strong>held</strong> on 23 rd May, 11 at Krishi
Bhavan, New Delhi. The objective was to share problems in operationalizing the <strong>MIS</strong>
fully and fund solutions.
2. <strong>Minutes</strong> <strong>of</strong> the <strong>meeting</strong> are enclosed (Annexure) and also uploaded on the
website (http://nrega.nic.in under the link “Circulars� M&E [<strong>MIS</strong>&ICT].
3. You are requested to review and take immediate measures so that <strong>MIS</strong> is fully
operationalized for the financial year 2011-12 from the beginning. It may please be
noted that fund release henceforth would be based on reports generated from <strong>MIS</strong>.
4. Ministry would be happy to resolve operational problems, if any.

ANNEXURE-1
<strong>Minutes</strong> <strong>of</strong> the proceedings <strong>of</strong> the <strong>meeting</strong> <strong>held</strong> on 23.05.10 at 11:00 AM
in, Krishi Bhavan, New Delhi to review full <strong>MIS</strong> operationalization by all
States/UTs.
Participants:
1) Joint Secretary (MGNREGA), Department <strong>of</strong> Rural Development, GOI.
2) Sr. Technical Director, NIC.
3) <strong>MIS</strong> Officers, Technical Secretariat, MoRD.
4) State <strong>MIS</strong> <strong>of</strong>ficer and representatives <strong>of</strong> States and UTs.
The <strong>meeting</strong> with State Nodal Officers for <strong>MIS</strong> was <strong>held</strong> under the chairperson
<strong>of</strong> Joint Secretary, (MGNREGA). The list <strong>of</strong> participants is enclosed. Following
State were not represented: Andaman & Nicobar, Arunachal Pradesh,
Chandigarh, D&N Haveli, Daman&Diu, J&K, Lakshadeep, Puducherry, Tamil
Nadu, Tripura and Uttar Pradesh. Following instructions were given to the State
<strong>MIS</strong> Nodal Officers:
� Instructions to the States:
1. Financial Releases:
a. All releases henceforth, for the current year and later onwards will
be based on the <strong>MIS</strong> report and MPRs will be generated from the
<strong>MIS</strong> entry by the States/ UTs.
2. Opening and Closing Balance for FY 2010-11 and 2011-12.
a. There is a difference in the Opening Balance (OB) and Closing
Balance (CB) in <strong>MIS</strong> and MPR reporting by almost all States/UTs.
The State/UT wise sheet was shared with all States/UTs present
in the <strong>meeting</strong>. This needs to be reconciled at the earliest.
b. Opening Balance (OB) and Closing Balance (CB) for the FY
2010-11 should match both in the <strong>MIS</strong> and the MPR for the month
<strong>of</strong> March, 2011.
3. Labour Budget
a. All States should update and upload the District and month wise
LB figures in the <strong>MIS</strong> as discussed with the States in the
Empowered Committee Meeting for the LB <strong>of</strong> FY 2011-12.
b. Details <strong>of</strong> the Works proposed in the LB should be entered in the
<strong>MIS</strong> and should be from the Shelf <strong>of</strong> Projects (SOP).

4. <strong>MIS</strong> core modules for financial releases: The three MPRs financial,
Physical and Works are to be generated from the <strong>MIS</strong> for FY 2010-11.
Note: All States/UTs agreed to operationalize the above core
modules by 15 th June, 2011.
5. Biometric enabled ICT Project:
MoRD has <strong>held</strong> consultations with states in the workshop <strong>held</strong> on 20 th
august, 2010 and in PRC on the ICT project and States have agreed to
implement the project.
In this regard, Ministry has issued advisory dated 14 th September, 2010
to await the finalization <strong>of</strong> DPR so that state specific project is in
conformity with the National Framework.
Against the RFQ issued Ministry has received 43 applications (available
on the homepage) for all states. RFQ’s are being evaluated &
simultaneously, the draft RFP has been prepared.
Ministry is planning to roll the project in a phased manner starting with
some district in some states. This will be discussed in detail with all the
State/UTs during the upcoming PRC in the 1 st week <strong>of</strong> the June, 2011.
States/UTs are once again requested to await for the finalization <strong>of</strong> the
DPR. However, if any state wishes to proceed ahead on their own, they
may discuss the proposal with MoRD.
6. Strengthening <strong>of</strong> ICT infrastructure: State should do a need
assessment <strong>of</strong> ICT required at GP level and plan for GP level
computerization in time bound manner.
a. ICT infrastructure gaps to be filled through use <strong>of</strong> onetime
expenses over and above 6% administrative expense. (Refer
circular-> Administrative->enhancement <strong>of</strong> management cost
dated 30-Mar-07).
b. ICT at GP level through use <strong>of</strong> 6% Admin Expenditure (Refer
circular-> <strong>MIS</strong>/MPR� ICT at GP under 6% Administrative head
dated 11-Mar-10).

7. Strengthening <strong>of</strong> State <strong>MIS</strong> unit: All States agreed that there is a need
to strengthen the <strong>MIS</strong> unit at State and District level. Madhya Pradesh,
Rajasthan and Andhra Pradesh were requested to share the details so
that it can be shared with other States/UTs.
8. E-Muster Roll: Rajasthan and Kerala shared that e-Muster Roll is used
in the State using the NREGAS<strong>of</strong>t. Other states may also use the same.
9. <strong>MIS</strong> s<strong>of</strong>tware (NREGAS<strong>of</strong>t) related instructions:
a. All locations working in Offline/Online mode should download the
new NREGAS<strong>of</strong>t Version 6.0. A detailed discussion was <strong>held</strong> on
the new features/checks to be introduced in NREGAS<strong>of</strong>t Version
6.0.
b. States/UTs <strong>MIS</strong> Nodal Officers have been directed to submit their
remarks/suggestions on the format which has been uploaded on
the website (Refer circular-> <strong>MIS</strong>/MPR (dated: 24 th May, 2011).
c. Master data is to be updated by all State <strong>MIS</strong> <strong>nodal</strong> <strong>of</strong>ficer.
10. ICT Pilot Project: ICT Pilot project was under taken by State
Government <strong>of</strong> Bihar with the support <strong>of</strong> MoRD-UNDP. State has to
submit the detailed project completion report.
� Action to be taken by NIC
1. Updation <strong>of</strong> user manual with respect to the NREGAS<strong>of</strong>t Version 6.0.
2. NIC and State Govt. <strong>of</strong> AP to have a <strong>meeting</strong> to resolve the issue related
to exchange <strong>of</strong> <strong>MIS</strong> data from AP <strong>MIS</strong> to NREGAs<strong>of</strong>t.
3. Photos and Account number Status is shown in one <strong>of</strong> the reports; the
status <strong>of</strong> entry/updation <strong>of</strong> Small and Marginal farmers, RSBY should
also be added for monitoring.
4. Meghalaya shared that they need to have a list <strong>of</strong> VEC in the <strong>MIS</strong> as the
payments are done at this level under the Block.
5. Training to be scheduled for all North Eastern States on <strong>MIS</strong> in
Guwahati, Assam.
