<strong>Ventura</strong> County Fairgrounds Public Relations and Marketing Director James Lockwood<br />

introduced Junior Fair Board Member Kai Perez who presented the <strong>Ventura</strong> County Fair<br />

Poster to the <strong>City</strong> Council.<br />

Mayor Tracy presented a certificate of recognition to Jim White, Parks and Recreation<br />

Commissioner, recognizing July as Parks and Recreation Month.<br />

CLOSED SESSION REPORT<br />

<strong>City</strong> Attorney Ariel Pierre Calonne stated that the <strong>City</strong> Council gave direction to initiate<br />

litigation in two matteis by the following votes: 7 - 0 and 6 - 0 (Counciln1en1ber Brennan<br />

abstaining). The actions, the defendants, and the other particulars of the cases will be<br />

disclosed to any person upon inquiry once the cases are formally commenced.<br />

CITY COUNCIL COMMUNICATIONS<br />

Councilmember Monahan announced that the <strong>Ventura</strong> Regional Sanitation District received<br />

a nearly $1 million grant from Southern California Edison Company for the electrical<br />

generation project at the Toland Road landfill which consists of nine low-emission<br />

microturbines that use compressed landfill gas to generate electricity.<br />

Councilmember Morehouse stated that he participated in the Downtown <strong>Ventura</strong> cleanup on<br />

June 30, 2012, and thanked all those who helped, with special thanks to Volunteer<br />

Coordinator Rosie Ornelas; and offered thanks and congratulations to Parks, Recreation &<br />

Community Partnerships Coordinator Michelle Godoy and her team for their dedication and<br />

excellent work organizing the 4th of July Street Fair.<br />

Councilmember Andrews requested that the meeting be adjourned in memory of Bruce<br />

Robert Pulliam.<br />

CouncilmemberWeir spoke about the success of the 4th of July Street Fair and thanked the<br />

team of volunteers who worked on the fireworks display; and mentioned that the <strong>Ventura</strong><br />

Botanical Gardens group has begun to build walking trails and thanked all of the volunteers.<br />

Deputy Mayor Heitmann expressed her appreciation of the 4th of July Street Fair;<br />

acknowledged the upcoming departure of <strong>Ventura</strong> Visitors and Convention Bureau<br />

Executive Director Jim Luttjohann; and reminded all that the Westside ArtWalk will be held<br />

on July 21 and July 22, 2012.<br />

Mayor Tracy mentioned that Simi Valley <strong>City</strong> Manager Mike Sedell was retiring after 17<br />

years of service as city manager and spoke about his impact on County government.<br />

2. Living Wage Janitorial Services Contract Amendments (88)<br />

RECOMMENDATION<br />

a. Authorize the <strong>City</strong> Manager or his designee to execute an amendment to<br />

General Services Agreement No. GSA-100001284, GSA-100001268, GSA-<br />

10001261, and GSA-100001303 in order to adjust the "Schedule of<br />

Compensation" to comply with the Living Wage Ordinance.<br />

b. Authorize the <strong>City</strong> Manager or his designee to execute subsequent<br />

amendments on an annual basis, not to exceed three additional years, in<br />

order to exercise the option for an agreed upon contract term of up to five<br />

years, subject to future Council appropriations.<br />

c. Authorize the Mayor or his designee to execute change orders to the annual<br />

appropriation in an amount not to exceed $250,000 dollars.<br />

d. Approve additional Fiscal Year 2012-2013 appropriations of $9,600 from<br />

Facilities fund balance and authorize the Finance and Technology Department<br />

to assign appropriations to the proper fund, project, and account.<br />

a. Approve the award of contract and authorize the Mayor to execute an<br />

agreement with the lowest responsive and responsible bidder, Bakersfield<br />

Well and Pump Company, for the Saticoy Well No. 3 Well Drilling Project,<br />

Specification No. 2012-007, in the amount of $475,877.<br />

b. Authoiize the encumbiance of contingency funds foi the pioject in the amount<br />

of $47,588.<br />

RECOMMENDATION<br />

Approve the following actions authorizing <strong>Ventura</strong> Water to file a grant application:<br />

a. Approve the Memorandum of Agreement between the <strong>City</strong> and participating<br />

entities to apply for and execute a grant agreement if funded for the Upper<br />

<strong>Ventura</strong> River Basin Surface Water/Groundwater Interaction Study.<br />

Adopt a resolution authorizing the <strong>City</strong> to file an application to the California<br />

Department of Water Resources to obtain a Local Groundwater Assistance<br />

Grant to the Safe Drinking Water, Water Quality and Supply, Flood Control,<br />

River and Coastal Protection Bond Act of 2006.<br />

Authorize the <strong>Ventura</strong> Water General Manager to act as agent for the <strong>City</strong> to<br />

conduct all negotiations and execute and submit all documents, including, but<br />

not limited to, applications, agreements, annual reports including expenditure<br />

reports and amendments necessary to accept the grant and secure payments<br />

to support the Upper <strong>Ventura</strong> River Basin Surface Water/Groundwater<br />

Interaction Study.<br />

Adopt Fiscal Year 2012-2013 budget adjustments to increase appropriations<br />

and revenues for the Memorandum of Agreement cost sharing to file the grant<br />

application and authorize the Finance and Technology Department to assign<br />

the increased appropriations and revenues to the proper funds, projects, and<br />

accounts.<br />

authority for pass-through charges for inflation adjustments.<br />

b. Set the proposed ordinance for a second reading and adoption at the <strong>City</strong><br />

Council meeting of July 16, 2012.<br />

That the Successor Agency receive this notification of a Payment Under Protest and<br />

make payment in the amount of $454,565 for a Redevelopment Property Tax Trust<br />

Fund Disbursement Repayment based on Department of Finance's revised final<br />

approved Enforceable Obligations per Assembly Bill 1484.<br />

9. Workshop for Proposed Priority Workplan Projects for Fiscal Year 2012-2013<br />

RECOMMENDATION<br />

Review the proposed Priority Workplan list for the new fiscal year that focuses on the<br />

delivery of results to address the <strong>City</strong> Council's four priorities: Prioritize Public Safety<br />

and Core Service, Promote Prosperity/Economic Development, Maintain a Safe and<br />

Clean <strong>Ventura</strong>, and Restore Public Confidence.<br />
