Basement Flooding Not<br />

Two severe rainstorms in<br />
mid-July impacted both the<br />
Parkallen and <strong>Lendrum</strong><br />
areas with an estimated 40<br />
mm of rain falling in ½ hour during one of the<br />
storms. Basement flooding occurred in both<br />
subdivisions. Affected homeowners may not<br />
have reported flooding to city drainage services<br />
if it was not sewage-related and not covered<br />
by homeowner insurance.<br />

There will be an open house on Thursday<br />
<strong>Oct</strong>ober 11th at 7pm at Richard Secord<br />
School (4025 - 117 Street). This will be a<br />
facilitated meeting and will include<br />
presentations by Drainage project managers<br />
followed by a question and answer session.<br />

Events<br />
<strong>Lendrum</strong> Camp out under the Stars Aug. 24, <strong>2012</strong><br />
Torrential rain on Thursday and threats of high winds on Friday didn’t deter the<br />
<strong>Lendrum</strong> community from its plan to camp out in the park on Friday night and<br />
raise money for the playground redevelopment. (Well, briefly we considered cancelling the event!)<br />
But we persevered and had a fabulous evening, complete with stars, no wind, and no rain.<br />
Lots of <strong>Lendrum</strong> families, with kids aged 4 to 16, gathered in the park Friday night, to set up tents,<br />
enjoy community fellowship around the campfire, roast weenies and marshmallows, play cards and<br />
board games, and run wild in the park. (Capture the flag in the dark, anyone?) On Saturday<br />
morning, as the volleyball players started to set up for an all day tournament, we staggered into<br />
the community hall for coffee and a pancake breakfast prepared by Sam B, Liz N, Heather F. Susan<br />
R. and Petra B. Yummy!<br />

mopping the hall<br />

the “organizer” for<br />
an event like this<br />
when all the<br />
neighbourhood<br />
families pitch it to<br />
supply the things I<br />
forgot to order, to<br />
make breakfast, and<br />
to clean up. Our<br />
community rocks!<br />

seeing even more<br />
families next year,<br />
even if you skip the<br />
actual tenting part,<br />
and just join us for<br />
fellowship in the<br />
evening and<br />
breakfast the next<br />

The�Girl�Guides�Conquered�California!�<br />
The�Girl�Guides�want�to�extend�a�HUGE�thank�you�to�<br />
the�residents�of�<strong>Lendrum</strong>.��Whether�we�were�selling�<br />
cookies,� compost,� collecting� bottles� or� having� a�<br />
garage� sale,� the� support� we� received� was�<br />
outstanding.��This� summer� nine� youth� went� to� the�<br />
San� Francisco� area� to� join� the� Girl� Scouts� of�<br />
Northern�California�celebrate�100�Years�of�Scouting�<br />
in� Northern� California.� �For� 10� days� we� toured�<br />
Fisherman`s� Wharf,� Alcatraz,� Santa� Cruz� Beach�<br />
Boardwalk,� an� Oakland� A`s� baseball� game� and�<br />
participated�in�the�SF�Progressive�Marathon.��As�side�<br />
trips�to�the�camp,�some�of�the�youth�were�able�to�<br />
go�surfing,�scuba�diving,�white�water�rafting,�ziplining,�rapelling,�glass�blowing�and�hiking�in�Yosemite.��At�the�end�of�the�<br />
10�days�we�returned�home�happy,�but�exhausted.�<br />
This�upcoming�year�promises�to�be�an�exciting�year�for�<br />
the� Girl� Guides� here� at� home;� as� Alberta� will� be�<br />
celebrating� 100� years� of� Guiding.� �The� Girl� Guides�<br />
provides�opportunities�for�school�aged�girls�to�explore�<br />
their� talents� and� expand� their� abilities� in� a� safe�<br />
environment.��If�you�are�interested�in�joining�the�Girl�<br />
Guides�either�as�a�youth�or�as�an�adult�leader,�please�<br />

South Campus Update<br />
Introduction<br />
The nature of the development of South Campus/University Farm is of crucial importance to<br />
<strong>Lendrum</strong>.<br />
In the past, considerable concern was expressed about the top-down nature of relations between<br />
the University and its neighbouring communities. However, the South Campus Neighbourhood<br />
Coalition has now dropped its lawsuit against the University, and a Memorandum of Understanding<br />
has been signed with the aim of ensuring a more genuine basis for future consultations. <strong>Lendrum</strong><br />
is a member of the new South Campus Consultation Group (SCCG) that includes senior University<br />
representatives. The process followed by current development proposals will be the test of this<br />
Memorandum.<br />
A different political climate also exists with new personnel in key positions: MLA (Steve Young),<br />
UofA Chair of Board of Governors (Doug Goss), and Minister of Enterprise and Advanced Education<br />
(Stephen Khan).<br />
The Memorandum notes that items are to be brought to the table for consultation once “targeted<br />
planning dollars” are allocated to allow for early conceptual input. The following groups of projects<br />
were identified at SCCG meetings on June 14 and July 5:<br />
Projects proposed within the next year<br />
1. “63rd Avenue Access” to South Campus from 122 nd Street.<br />
South Campus needs at least one additional access. Such development will provide very<br />
necessary relief of traffic pressure on <strong>Lendrum</strong>, but some Grandview residents have<br />
expressed concern about these plans as being based upon inadequate traffic reports.<br />
2. The Vehicle Pool will move to a new Maintenance Facility to be located north of Agri-Food<br />
Discovery Place; the site of the existing Vehicle Pool will be used to build a division of<br />
Protective Services (campus security). Not a controversial development but I’d like to see a<br />
reasonable maximum placed on the number of vehicles that the facility could<br />
accommodate.<br />
3. Site modifications. South of the Saville Centre: addition of lighting and stall lines in area<br />
that was formerly used by the Vehicle Pool. Go Centre: pathway to be built on north side<br />
and lighting improvements to meet pedestrian standards. Gate to control access to<br />
government lots for event (evening/weekend) parking. I’m happy to see the newly-opened<br />
link between the campus entrance from <strong>Lendrum</strong> and the multi-purpose trail that goes<br />
along the LRT line.<br />
Projects proposed within the next one or two years<br />
1. Twin or triple ice arenas. Supported in principle by the City with impending closure of Tipton<br />
and Scona arenas. It will be at least two years before construction begins. This will involve<br />
movement of Metabolic and Poultry buildings to “agricultural sector” south of 61st Avenue.<br />
Likely parkade to be located west of Saville Centre.<br />
2. Michener Park: redevelop some existing buildings, and increase capacity for graduate<br />
student housing.<br />
Projects proposed but without current funding<br />
1. Alberta Athletics seek track upgrade for 2015 Pan Am Juniors. Possible legacy building:<br />
enclosed six-lane track within current track footprint.<br />
2. Student housing with proximity to LRT station.<br />
3. “Phase 1 Power Plant” to ensure capacity for South Campus. A potential public-private<br />
partnership. This was initially planned on the perimeter close to <strong>Lendrum</strong> but in response to<br />
expressed concerns has been moved towards the centre of 60 th Avenue.<br />

Personal Commentary<br />
It is vital that <strong>Lendrum</strong> takes full advantage of the opportunity to provide input into these<br />
developments given their significant impact on our neighbourhood. This needs to be conceptual<br />
input and should go well beyond suggestions for (say) landscape design.<br />
When assessing a proposal for a specific development, it is important to look beyond specific<br />
merits and include bigger picture implications such as the addition to traffic volume and parking<br />
requirements.<br />
As plans evolve for this 21 st century campus, care needs to be taken to ensure we are not<br />
hamstrung by traditional mindsets regarding education, car use, etc. Plans have to incorporate<br />
projections about how the shape of education may be impacted by distance learning; they should<br />
also learn from experiments in urban design from other cities.<br />
A) LRDP The University’s Long Range Development Plan seeks to develop a research-intense<br />
campus as well as contribute to the community. This contains Strategic Planning Principles that<br />
state that development should be environmentally, socially and economically sustainable. But how<br />
can such a balance be measured? These principles need to be more than simply “aspirational” like<br />
an abstract feel-good vision statement; rather they should provide a coherent workable<br />
framework. Are some principles likely to be sidelined in the plausible situation of limited<br />
implementation dollars? What should happen when Proposal X achieves some principles but fails to<br />
adhere to recognized environmental standards?<br />
Local neighbourhoods strongly welcomed the goal of a pedestrian-centred campus.<br />
However, 2008 plans talk of “minimizing vehicular intrusion”, while 2010 plans talk of<br />
“limiting vehicular access to the periphery of the site”. Such change gives the sense that<br />
the University is backtracking.<br />
There are plans for this campus to eventually have 15,000 students and nearly 5,000 faculty and<br />
staff. The “seed faculties” are Agriculture and Physical Education which both have competing<br />
visions of how future development should proceed. The land use category of “research facilities”<br />
seems to allow very broad interpretation.<br />
Building the cyclotron facility on the Balmoral site to produce medical isotopes represents a rather<br />
rushed change in the land use designation. Questions remain whether the facility should have<br />
been sited closer to the airport.<br />
Amendments to the LRDP need to follow an open consultative process to avoid misunderstanding<br />
and misrepresentation; there should not be surprises. Residents seek certain guarantees, while the<br />
university is reluctant to make long-term guarantees.<br />
B) Recreational facilities The Go Centre provides<br />
a dubious example of neighbourhood consultation<br />
since many people were happy with initial exterior<br />
designs that were apparently abandoned due to cost<br />
overruns and/or a shortfall in expected funding. It<br />
meets international standards for basketball/<br />
volleyball but there are questions over energyefficiency<br />
and economic viability.<br />
University plans originally designated sections for<br />
“academic” development and now the designation is<br />
“academic and shared use”. How should we respond<br />
to the proposal to construct ice arenas? Co-use<br />
certainly has major implications for traffic. Is this due<br />
to revenue generation? While all the university’s recreational facilities are open for some public<br />
access, the balance seems uneven. University representatives resist shared use guidelines; but<br />
broad parameters seem necessary. For example, if 80% is non-campus use, is this still within the<br />
university’s mandate?<br />

C) Traffic/Parking The current volume<br />
of traffic making its way through<br />
<strong>Lendrum</strong> to access South Campus is<br />
unacceptable. We need to consider the<br />
extent to which South Campus is being<br />
used/abused to make up for the oversight<br />
in City plans for LRT park-and-ride. As<br />
well as players and spectators of the<br />
Saville/Go Centre facilities, a lot of the<br />
current volume of traffic through our<br />
neighbourhood results from those<br />
wanting to park and ride the LRT, along<br />
with drop off/pick up of LRT passengers.<br />
It is hugely important to <strong>Lendrum</strong> that<br />
this volume is reduced when an additional<br />
campus access is opened.<br />
Action will be taken to make cross-campus short-cutting difficult. I wonder if differential access<br />
fees could serve to discourage single-driver vehicles. Initial ideas for 3700 parking spots have<br />
been reduced to 3000 spread between three parkades. One of these parkades for between<br />
600-800 spots is planned to be close to <strong>Lendrum</strong>’s 60 th Avenue entrance. Some planners talk<br />
about having “only” one parking space for every five students compared with the 1:4 ratio on<br />
North Campus. However, it needs to be asked if we can’t do better than this.<br />
D) Sectors 13 and 14 It has been stated that land south of 60 th Avenue will maintain<br />
its agricultural focus. The University is being less than open about the plans for this sector,<br />
perhaps due to divisions within the Agricultural Faculty. One representative has guaranteed that it<br />
will not be developed for at least the next thirty years; but <strong>Lendrum</strong> needs to pay particular<br />
attention to where the Metabolic and Poultry units will be relocated. Sector 14 is the “West<br />
240” with future development plans that are becoming more specific with particular consultations<br />
with Landsdown and Grandview communities.<br />
E) Golflands There was a meeting in early July between Malmo <strong>Community</strong> <strong>League</strong> and<br />
Westcorp concerning the development of the Golflands to the south of 51 st Avenue. Apparently the<br />
idea of a seniors’ complex has been dropped, but the development will involve lots more rental<br />
units (up to 500); a significant influx of new Malmo residents. Given the position, it seems odd<br />
that this development is not being incorporated within the University’s plans for student housing.<br />
In conclusion, some elements are in place for the development of a state of the art campus that is<br />
an asset to the university, local residents and taxpayers. There are also some worrying<br />
precedents, along with procedural vagueness that could be exploited to the detriment of local<br />
neighbourhoods.<br />

traffic accessing South Campus facilities; and how much extra traffic through the neighbourhood are<br />
you prepared to tolerate? What additional information would you like to have?<br />
What do you think of the goals of the South Campus Neighbourhood Coalition, and does such a<br />
coalition allow us to pursue <strong>Lendrum</strong>’s specific interests most effectively within its shared agenda?<br />
In order to raise necessary dollars, the University is considering public-private partnerships that will<br />
involve fifty-year leases. Given financial problems with comparable P3 developments, are there<br />
alternatives that they should be exploring?<br />

The produce market at the Green & Gold <strong>Community</strong> garden, on the University of Alberta South Campus, will be open<br />
through the fall. The garden will have root vegetables (potatoes, carrots, parsnips, beets, onions), as well as leCuce, spinach,<br />
chard, kale, and squash, many varieEes of herbs and flowers (all weather permiGng).<br />
The garden is an iniEaEve of the University’s School of Public Health and Faculty of Agricultural, Life and Environmental<br />
Sciences. Volunteers operate the garden and all of their Eme, and most of the seeds, plants and equipment used are donated.<br />
The vegetables, herbs and flowers are “spray-‐free” (no pesEcides or arEficial ferElizers are used).<br />
All money raised from the “sale” of garden produce goes to the Tubahumurize Associa0on, a non-‐profit organizaEon in<br />
Rwanda that provides socially and economically marginalized women with vocaEonal training, counselling, life-‐skills coaching,<br />
health care educaEon, and opportuniEes for sustainable income generaEng acEviEes.<br />
Garden market hours are:<br />
