APROXIMANDO EL CLIMA DE NEGOCIOS A NIVEL MUNICIPAL RESUMEN 2 Pedro Herrera Catalán En este estudio se aproximó el entorno más favorable para la localización de las actividades económicas en el espacio geográfico peruano a nivel municipal. En una primera parte se estudiaron los facilitadores que determinan la localización espacial de las inversiones y negocios, a partir del marco establecido por la Economía Geográfica (Venables, 2003; y Burgess y Venables, 2004); y posteriormente, a partir del empleo de la información microeconómica municipal, obtenida del Registro Nacional de Municipalidades 2004 y del Censo de Población y Vivienda INEI 2005, se construyó un Indicador de Clima de Negocios (INCLINE) con la finalidad de identificar a las municipalidades que favorecen un entorno más atractivo para la localización de negocios y el establecimiento de empresas. Los resultados obtenidos indican que solo el 27.5% de las municipalidades analizadas (464 municipalidades de un total de 1686), favorecen un clima adecuado para el desarrollo de negocios en el país. Estas municipalidades se concentran mayormente en las regiones litorales, destacando los municipios de las regiones de Lima y Callao, los cuales poseen los INCLINE’s más altos a nivel nacional. El estudio concluye con algunas reflexiones entorno a la necesidad de concentrar esfuerzos para mejorar el clima de negocios en el país. ABSTRACT This study analyses the more appropriate environment for the business location at the Peruvian municipal level. The first part of this study analyses the conditions to determine the good locations for investing in business, within the framework of the Economic Geography (Venables, 2003; and Burgess and Venables, 2004). The Municipal National Register 2004 and the Population and Household Census 2005 were used to create a Business Climate Indicator with the objective of identifying the municipalities that promote the right environment for business. The results show that, only 27.5% of the municipalities that were studied (464 out of 1686), encourage an adequate business climate in Peru. Said municipalities are located mostly in the coastal
egions, standing out the municipalities of Lima and Callao, which have the highest Business Climate Indicators at the national level. The study concludes with some reflections on the need to make more efforts for improving the business climate in Peru.
