los Huevos Rancheros

Para poder continuar
con la misión de San Anto
Cultural Arts (SACA) de
promover el arte en el sector
oeste de la ciudad, se
necesitan muchos huevos.
Esto debido a que esta organización
sin fines de lucro
se prepara para su Huevos
Rancheros Gala, que se
llevará a cabo este sábado,
primero de octubre de 9:00
a.m. a 12:00 p.m. en la Plaza
Guadalupe.
Justamente una semana
antes del evento benéfico
más grande de SACA, Jorge
Piña, Director ejecutivo,
presentó ante la prensa y
simpatizantes de arte a Juan
Miguel Ramos y María
Antonietta Berriozábal,
como el Rey y Reina Huevo
de este año.

County officials celebrate
newest downtown building

Bexar County officials
gathered downtown this
past Friday to celebrate
the official opening of
the city’s newest building
on South Flores near the
courthouse.
The new structure boasts
a solar photovoltaic system
that will afford 10 percent
of the building’s electricity
needs and provides some
much needed parking.
“It’s important to incorporate
a feature such as the
photovoltaic system for the
building,” said Precinct
4 County Commissioner
Tommy Adkisson. “It’s another
great move by Bexar
County to put us at the
forefront of sustainability
promotion in the State of
Texas.”
The photovoltaic system
uses solar panels to convert
sunlight into electricity.
It consists of multiple
components, including the
photovoltaic modules, mechanical
and electrical connections
and while regulating
electrical output.
Prior to construction of
the new offices, the city
was paying upwards of
$800,000 in leasing fees
for offices housing city
employee’s downtown.
Moreover, the new structure
frees up space in the
courthouse as maintenance

Roadrunners dust Bacone and
prove age is just a number

The Roadrunners are now 2-2 after
the beating they put on the Bacone
Warriors this past weekend. The final
score read 54-7, however the game was
pretty much over after UTSA scored 41
points in the first.
UTSA’s quarterback Eric Soza
started the assault with a seven-yard
touchdown run before six other Roadrunners
were able to add to the total.
Kicker Sean Ianno did his part splitting
the uprights with four consecutive field
goals from as far as 45-yards deep.
“Our talent won today, especially
on offense. I told the guys that I like
our talent,” said UTSA’s head coach
Larry Coker.
The defense played stellar as well
giving up only seven points the entire
game while contributing to the score
when linebacker Steven Kurfehs
returned a 45-yard interception for
UTSA’s first-ever interception for a
touchdown.
“The defensive line put a lot of
pressure on their quarterback today. I
didn’t even think he was going to get
the ball off. He was falling down when
he threw it, so I wasn’t completely
expecting it and it caught me by surprise.
I caught it, took off running and
hoped that nobody would catch me,”
explained Kurfehs.
The win was the Roadrunner’s
second on the year and couldn’t have
come at a better time after dropping
two straight games to McMurry and
Southern Utah.
“People may say we are young, but
they will also see that we have good
talented players that are good kids and
that care. All we have to do now is
coach them,” stated Coker.
Young indeed, the Roadrunner’s
roster only boasts two seniors.
The remainder of the roster is peppered
with a dozen juniors, nine
sophomores and a combined 70 true or
redshirt freshman. Those numbers are
staggering considering the team is .500
on the year and could easily be 3-1 if
it weren’t for a defensive meltdown in
the final seconds of their game versus
McMurry.
The talent of UTSA competition is
considerable weaker than the WAC
opponents they will face this year, but
there is no denying the team is playing
better than one whose is mostly freshman.
After dropping two straight the
Roadrunners face the Sam Houston
State Bearkats on the road next week.
The Bearkats are undefeated with
wins over Central Arkansas, Western
Illinois and most recently a 48-45
overtime victory over the New Mexico
Lobos. Arguably the Bearkats are thus
far UTSA’s toughest opponent and
the young team’s confidence will play
a factor if the game gets out of hand
early.
“I think that confidence is a week-toweek
thing. You have to prepare well
and play well to build confidence. Not
only as a staff, but with young players
you have to build confidence,” said
Coker.
After the win on Saturday the Roadrunners
should have the confidence to
hang with the Bearkats but realistically
are facing a tough challenge. Sam
Houston is a much larger team and
more athletic that what they’ve faced
in their past four matchups.
“I don’t think they will need that as
motivation to beat UTSA,” Coker said.
“The thing I expect from Sam Houston
State is the same that I expected
from Southern Utah, which is better
athletes.”
The Bearkats play in the Southland
Conference, the same one UTSA’s
football team skipped on for a bid to
the WAC and rightfully so considering
the WAC is a better conference overall.
Conferences aside, Coker explains
that the team has bought into the idea
of focusing on themselves.

was able to relocate from the
basement.
Before building the new structure
downtown, Paul Elizondo,
Precinct 2 County Commissioner
explained they had plans to build
a probation office but the idea
was shot down after the space
proved to be too small for such
a building.
“We had a little bit of a discussion
before we added this garage
here. There is the idea you don’t
want to encourage the use of
vehicles and places that make it
convenient,” admits Elizondo.
“This time we found a common
ground where we can do both and
encourage people to ride to work
in groups and take advantage of
the new facility.”
Before the construction of the
new building the lot consisted of
merely 125 spaces. Between both
the existing parking garage and
new one it will add 1200 spaces
to help alleviate the struggle
parking downtown.
In addition, the building doubles
as seven-story parking
garage and home to the small,
minority and women-owned
Business Enterprise Program,
human resources and facilities
for maintenance.
The new garage connects to the
existing county parking garage
adding an additional 652 parking
spaces.
“I know this garage will make
life easier on our employees,
the public and the citizens who
will come here to do business
and that’s the primary reason we
built the parking garage,” said
Elizondo.
In addition to parking, the
building will add new offices for
county employees.
“This building is just one more
in a series of improvements the
city is making to the lives of
all county employees and our
citizens,” stated County Manager
David Smith.
“San Antonio has created a
clean and modern space for our
employees who work in human
resources, other employees who
need to take care of business
downtown and the public who
need to come and serve on juries,”
explained Elizondo.
Adkisson added that the efforts
of the city have been right
at the cutting edge, the use of the
photovoltaic system is clean renewable
and 100 percent Texan.
“I’m very happy we did this.
It’s a great thing and for the
city and it’s a joy of a long, old
dream coming true after trying
to push for this over the years,”
concluded Elizondo.

población migrante y explorar
oportunidades de colaboración para
elevar su calidad de vida.
El programa incluirá temas de
interés social como enfermedades
crónicas, enfermedades infecciosas,
salud de la mujer, salud mental,
y el acceso a servicios de salud.
Las Semana Binacional de la
Salud ha sido posible gracias a los
esfuerzos de coordinación de la
Secretaría de Salud y de la Secretaría
de Relaciones Exteriores de
México, que se han realizado por
medio del Instituto de los Mexicanos
en el Exterior, de la Iniciativa
de Salud de las Américas, de
la Universidad de California en
Berkeley, de los centros para el
Control y Prevención de Enfermedades,
del Consulado General
de México en San Antonio, y de
UTSA.

Comisión de Carreras de Texas extiende temporada en Retama Park

la buena noticia sobre
la extensión de su programa de
carreras de larga distancia.
“Retama Park optó recortar las
fechas del jueves, debido a que
no se estaba obteniendo buenos
resultados. Por lo que se acordó
solicitar permiso a la Comisión de
Carreras de Texas para que se nos
otorgara el permiso de extender la
temporada hasta el sábado cinco de
noviembre. Con buen resultado se
nos autorizó el permiso, por lo que
los aficionados podrán disfrutar de
dos días de carreras llenos de mucha
acción y fortuna”, dijo Doug
Vair, director de mercadotecnia y
publicidad.
Retama Park estará concluyendo
su temporada con programas en
vivo en ocho fechas restantes, los
días viernes y sábados, con horario
de arranque de la primera carrera al
punto de las 6:45 p.m.
El viernes septiembre 30, sábado
primero de octubre (los sábados
serán la noche de los cincuenta
centavos). Viernes 7 y sábado 8 de
octubre, así como el 14 y 15, 21,
22, 29 y 29 noviembre 4 y 5, fechas
en las que Retama Park estará recibiendo
en su sistema de carreras
por televisión, la señal simultánea
del campeonato mundial hípico
denominado World Championship
Breeders’ Cup 2011, desde
el famoso hipódromo de Churchil
Downs –sede de la primera gema
de la Triple Crown, el Derby de
Kentucky-, en la ciudad de Lousville,
estado de Kentucky. Para

Peter Santillano rises out of the ashes

Peter Santillano might be a late
bloomer, but the wait may well be
worth it.
The Hondo, Texas-native has
been singing since 1954. However,
it wasn’t until 50 years later that
he recorded his first compact disc,
“Caminos Chuecos.”
“It’s something I recorded at
Max Baca’s studio for me and my
grandkids,” Santillano said during
an interview at Moses Garza’s recording
studio. “I didn’t promote it
after it was manufactured. I just took
it home and that was it.”
The truth is that he recorded “Cuatro
Velas” with Jay García in 1998,
but he’s not counting that project
which included Candy García,
accordion; Kike Esquivel, guitar;
Henry Galván, bass; and Roger
Caballero on drums.
The 62-year-old vocalist said he
was initially influenced by his uncles,
who all played bajo sexto and
guitar. However, Uncle Pedro De
León of Los Aguilas, who played
accordion and sang, was his primary
inspiration. That conjunto included
Efrain Escamilla, bajo sexto; and
Agustine Rodríguez on sax.
Santillano was 21 when he finally
joined his uncle’s group, which
included David Cortinas and Gilbert
Villarreal. And in 1965, they,
plus Candy Santillano on drums,
formed The Skylanders, a combo
that specialized on polkas, boleros
and rancheras.
Three years later he joined the
U.S. Army and served in Vietnam.
After military tours all over the
West Pacific and Germany, he got
stationed in Alaska and Lawton,
Oklahoma where he and a few GI
buddies performed at Raymond’s
Bar.
From 1971 to 1998, Santillano
went to college, worked for Gary
Aircraft Corp., got married, fathered
a daughter, Trevyln Odette,
did a 15-year stint as a barber, got
divorced, went into landscaping
and became an advocate for several
causes including a movement to
save the Alameda Theater.
Then the Hondo-native leased
the Valle Hermosa, cleaned it up,
painted it and changed the venue’s
name to the Crockett Bar. René
García’s newly formed Five-Star
Band – which consisted of Ralph
Sáenz, guitar; Roy Paniagua, bass;
Donald Garza, trumpet; Frank
Pérez, trumpet; García, trombone;
and Richard Solís, drums -- became
the house band.
“There were no saxes, except
those that came and sat in with
the band. They also didn’t do any
Spanish-language tunes. This is
also where Little Joe, Sunny and the
Sunliners, Shelly Lares and Fama
would rehearse so it became a very
popular bar,” Santillano said.
“All that came to an end when
in 2006, the owner raised my rent
and I had no choice, but to close,
otherwise I would still be doing
very well.”

recorded by Johnny Canales.
The first cut has deep connotation
al lyrics such as “Soy como llave
que cualquier chapa se acopla,”
which translates to “I am like a
master key that can open any locked
hole.”
Other standards include “Me
Piden,” “Eres Casada,” “La Palma,”
“La Malcornadora,” “Con Cartitas,”
“Por Una Mujer Casada” and “Ya

“I grew up with and I love conjunto,
but with fine-tuned vocals,
as that of Eddie “Lalo” Torres and
Bene Medina, whose style features
a lot of feelings; and that’s what I
wanted to bring back for the people.
That’s why David Cortinas is doing
the harmonies with me, he added.”
In the process, Santillano reunited
with Sáenz and René García and
also brought in Al Gómez, trumpet;
Gibby Escobedo, saxophone; and
Jorge Alejandro on bass – all whom
he dubbed as The Crockett Band.
The upcoming CD release party
is unique in that everyone who purchases

DIOVAN ® (DYE´-o-van)

Read the Patient Information that comes with DIOVAN
before you take it and each time you get a refill. There
may be new information. This leaflet does not take the
place of talking with your doctor about your medical
condition or treatment. If you have any questions about
DIOVAN, ask your doctor or pharmacist.
What is the most important information I should know
about DIOVAN?
Taking DIOVAN during pregnancy can cause injury and
even death to your unborn baby. If you get pregnant,
stop taking DIOVAN and call your doctor right away.
Talk to your doctor about other ways to lower your
blood pressure if you plan to become pregnant.
What is DIOVAN?
DIOVAN is a prescription medicine called an angiotensin
receptor blocker (ARB). It is used in adults to:
• lower high blood pressure (hypertension) in adults and
children, 6 to 16 years of age.
• treat heart failure in adults. In these patients, DIOVAN
may lower the need for hospitalization that happens
from heart failure.
• improve the chance of living longer after a heart attack
(myocardial infarction) in adults.
DIOVAN is not for children under 6 years of age or children
with certain kidney problems.
High Blood Pressure (Hypertension). Blood pressure is
the force in your blood vessels when your heart beats
and when your heart rests. You have high blood pressure
when the force is too much. DIOVAN can help your
blood vessels relax so your blood pressure is lower.
High blood pressure makes the heart work harder to
pump blood throughout the body and causes damage to
the blood vessels. If high blood pressure is not treated, it
can lead to stroke, heart attack, heart failure, kidney failure
and vision problems.
Heart Failure occurs when the heart is weak and cannot
pump enough blood to your lungs and the rest of your
body. Just walking or moving can make you short of
breath, so you may have to rest a lot.
Heart Attack (Myocardial Infarction): A heart attack is
caused by a blocked artery that results in damage to the
heart muscle.
What should I tell my doctor before taking DIOVAN?
Tell your doctor about all your medical conditions
including whether you:
• have any allergies. See the end of this leaflet for a complete
list of ingredients in DIOVAN.
• have a heart condition
• have liver problems • have kidney problems
• are pregnant or planning to become pregnant. See
“What is the most important information I should
know about DIOVAN?”
• are breast-feeding. It is not known if DIOVAN passes
into your breast milk. You and your doctor should
decide if you will take DIOVAN or breast-feed, but not
both. Talk with your doctor about the best way to feed
your baby if you take DIOVAN.
Tell your doctor about all the medicines you take
including prescription and nonprescription medicines,
vitamins and herbal supplements. Especially tell your
doctor if you take:
• other medicines for high blood pressure or a heart
problem
• water pills (also called “diuretics”)
• potassium supplements
• a salt substitute
• nonsteroidal anti-inflammatory drugs
(like ibuprofen or naproxen)
Know the medicines you take. Keep a list of your medicines
with you to show to your doctor and pharmacist
when a new medicine is prescribed. Talk to your doctor
or pharmacist before you start taking any new medicine.
Your doctor or pharmacist will know what medicines are
safe to take together.
How should I take DIOVAN?
• Take DIOVAN exactly as prescribed by your doctor.
• For treatment of high blood pressure, take DIOVAN one
time each day, at the same time each day.
• If your child cannot swallow tablets, or if tablets are not
available in the prescribed strength, your pharmacist
will mix DIOVAN as a liquid suspension for your child.
If your child switches between taking the tablet and the
suspension, your doctor will adjust the dose as
needed. Shake the bottle of suspension well for at least
10 seconds before pouring the dose of medicine to
give to your child.
• For adult patients with heart failure or who have had a
heart attack, take DIOVAN two times each day, at the
same time each day. Your doctor may start you on a
low dose of DIOVAN and may increase the dose during
your treatment.
• DIOVAN can be taken with or without food.
• If you miss a dose, take it as soon as you remember. If
it is close to your next dose, do not take the missed
dose. Take the next dose at your regular time.
• If you take too much DIOVAN, call your doctor or
Poison Control Center, or go to the nearest hospital
emergency room.
What are the possible side effects of DIOVAN?
DIOVAN may cause the following serious side effects:
Injury or death to an unborn baby. See “What is the most
important information I should know about DIOVAN?”
Low Blood Pressure (Hypotension). Low blood pressure
is most likely to happen if you also take water pills,
are on a low-salt diet, get dialysis treatments, have heart
problems, or get sick with vomiting or diarrhea. Lie down,
if you feel faint or dizzy. Call your doctor right away.
Kidney problems. Kidney problems may get worse in
people that already have kidney disease. Some people
will have changes on blood tests for kidney function and
may need a lower dose of DIOVAN. Call your doctor if
you get swelling in your feet, ankles, or hands, or unexplained
weight gain. If you have heart failure, your doctor
should check your kidney function before prescribing
DIOVAN.
The most common side effects of DIOVAN used to treat
people with high blood pressure include:
• headache • tiredness • flu symptoms
• dizziness • stomach (abdominal) pain
Side effects were generally mild and brief. They generally
have not caused patients to stop taking DIOVAN.
The most common side effects of DIOVAN used to treat
people with heart failure include:
• dizziness
• joint and back pain
• low blood pressure • tiredness
• diarrhea
• high blood potassium
Common side effects of DIOVAN used to treat people
after a heart attack which caused them to stop taking
the drug include:
• low blood pressure
• cough
• high blood creatinine (decreased kidney function)
• rash
Tell your doctor if you get any side effect that bothers
you or that does not go away.
These are not all the possible side effects of DIOVAN.
For a complete list, ask your doctor or pharmacist.
How do I store DIOVAN?
• Store DIOVAN tablets at room temperature between
59° to 86°F (15°C-30°C).
• Keep DIOVAN tablets in a closed container in a dry
place.
• Store bottles of DIOVAN suspension at room temperature
less than 86°F (30°C) for up to 30 days, or refrigerate
between 35°F-46°F (2°C-8°C) for up to 75 days.
• Keep DIOVAN and all medicines out of the reach of
children.
General information about DIOVAN
Medicines are sometimes prescribed for conditions that
are not mentioned in patient information leaflets. Do not
use DIOVAN for a condition for which it was not prescribed.
Do not give DIOVAN to other people, even if
they have the same symptoms you have. It may harm
them.

Aparte de huevos rancheros
como desayuno y música para

las obras de más de 25 artistas de

Huevos Rancheros Gala será en

a jóvenes a quienes les gusta el
arte crear, en colaboración con
la comunidad, un mural del cual
todos puedan gozar a lo largo del
oeste de la ciudad. Incluso miles
de personas que visitan a San
Antonio han gozado del tour que
SACA ofrece todo el año. Por
otra parte, la asociación también
publica El Placazo, un periódico
comunitario que se imprime una
vez al mes dando un lugar y espacio
a la gente del barrio para que
expresen y documenten su cultura
por medio de poesía, ensayos, y
fotografías.
A Enrico “Caso” Salinas, uno de
los artistas que estará subastando
su arte en Huevos Rancheros Gala,
hace cuatro años el destino lo llevó
a la entonces pequeña oficina de
SACA y desde entonces ha permanecido
ahí junto con su hija.
“Yo estaba en un punto de mi
vida en el que estaba buscando
algo, y fui a varias organizaciones
pero ninguna me satisfacía… hasta
que un día entré por las puertas
de SACA, y quedé hipnotizado
con todo el arte, pinturas aztecas,
la cultura, y el periódico”, dijo
Salinas.
Actualmente, aparte de ser
muralista líder, el joven padre es
mentor de SACA. Salinas orgullosamente
le contó a La Prensa que
la organización le cambió su vida,
asegurando que hoy en día está
preparado para desenvolverse en

SOLICITUD San Antonio Shoe, Inc., ha solicitado a la Comisión de Calidad Ambiental de Texas (TCEQ, por sus siglas en inglés) para la renovación del Permiso Núm.
39280. de Calidad Atmosférica, el cual autorizaría el funcionamiento continuo de una planta de fabricación de zapatos ubicada en 101 New Lardeo Highway, San Antonio,
Condado de Bexar, Texas 78211. La instalación existente y/o las instalaciones relacionadas están autorizadas para emitir los siguientes contaminantes atmosféricos:
compuestos orgánicos, solventes exentos, amoníaco, contaminantes peligrosos del aire, y materia partícula incluyendo materia partícula con diámetros de 10 micrones
o menos y 2.5 micrones o menos.
Esta solicitud se le presentó al TCEQ el 18 de marzo de 2011. La solicitud estará disponible para ser revisada y copiada en la Oficina Central de la TCEQ, en la oficina

AN ORDER OF THE BOARD OF DIRECTORS OF THE BEXAR METROPOLITAN WATER DISTRICT CALL-
ING FOR AN ELECTION TO BE HELD ON NOVEMBER 8, 2011.
Preamble
WHEREAS, the Bexar Metropolitan Water District (the “District”) is a governmental agency of the State of Texas,
a conservation district and a body politic and corporate, and municipal corporation, created in 1945 and operating
pursuant to Article XVI, Section 59 of the Constitution of Texas, Texas Revised Civil Statutes Articles 8280-126, as
amended, Chapter 49 of the Texas Water Code, and other applicable general laws of the State of Texas.
UNA ORDEN DE LA JUNTA DIRECTIVA DEL DISTRITO METROPOLITANO de AGUA BEXAR está llamando
una elección que se llevara a cabo el 8 de noviembre de 2011.
Preámbulo
MIENTRAS QUE, el Distrito Metropolitano de Agua Bexar (el “Distrito”) es una agencia gubernamental del Estado
de Texas, de un distrito de conservación y un estado y de la corporación corporativa y municipal, creado en
1945 y operando con arreglo al Artículo XVI, la Sección 59 de la Constitución de Texas, Texas Revisó Artículos
de Estatutos de Civil 8280-126, como enmendado, el Capítulo 49 del Código de Agua de Texas, y otras leyes
generales aplicables del Estado de Texas.
WHEREAS, Senate Bill 341, 82nd Legislature, Regular Session (2011) provides in part that on the next uniform
election date the board, after consultation with the secretary of state, shall hold an election in the district solely
on the question of dissolving the district and disposing of the district’s assets and obligations. Notwithstanding
Subsection (b), Section 3.005, Election Code, the board shall call the election not later than the 90th day before
the date the election is to be held or as soon as practicable, if the effective date of this Act is after the 90th day.
BE IT ORDERED BY THE BOARD OF THE BEXAR METROPOLITAN WATER DISTRICT:
Section 1. That an election is hereby ordered to be held on November 8, 2011 for the purpose of voting for or
against the proposition: “The dissolution of the Bexar Metropolitan Water District and the transfer of all the district’s
assets, obligations, and duties to the water utility owned by the municipality with the largest population in the area
served by the district.”
Section 2. Notice of such election shall be published in the English and Spanish languages as hereinafter provided.
Notice of Election shall be published once a week for two consecutive weeks a substantial copy of the election
order in a newspaper with general circulation in the district. The first publication of the notice must appear not later
than the 35th day before the date of the beginning of early voting for the election.
The ballot for an election shall permit voting “for” or “against” the proposition:
“The dissolution of the Bexar Metropolitan Water District and the transfer of all the district’s assets, obligations,
and duties to the water utility owned by the municipality with the largest population in the area served by the
district.”
Section 3. That the District may hold the election jointly with other entities.
Section 4. That the Bexar Metropolitan Water District election precincts and polling places established for this
election, including early voting and the County Elections Precincts in which eligible voters may vote at the polling
places shall be contained in a list of election precincts and polling places, attached as Attachment A (Atascosa),
B (Bexar), C (Comal) and M (Medina).
Section 5. That the election officials approved by Atascosa, Bexar, Comal and/or Medina Counties, including the
Presiding Judge and Alternates are hereby approved without the need for further Board action. The officers of this
election will serve at each polling place; that the Alternate Presiding Judge, in the absence of the Presiding Judge,
shall perform the duties of the Presiding Judge.
Section 6. That the polls of said election shall be open on the day of said election from 7:00 a.m. to 7:00 p.m.
Section 7. That electronic voting devices shall be used in the holding of said election on the day of said election and
also in conducting of early voting in said election by personal appearance; provided, however, if the use of electronic
voting devices shall not be granted, then and in that event, paper ballots shall be used in conducting said election.
Section 8. That early voting shall be conducted for the period early voting is permitted or required by law opening
October 24, 2011 and closing on November 4, 2011. Early voting ballots cast by mail may be paper ballots and the
form of official and sample paper ballots shall be as prescribed in the Texas Election Code and other applicable
provisions of the law and shall be case in the manner provided in the Texas Election Code. The Early Voting ballots
cast in the District at such election shall be cast at the polling places designated by the election of Atascosa,
Bexar, Comal and/or Medina Counties. Early Voting ballots cast by mail shall be cast in the manner provided by
the Texas Election Code.
Section 9. That the County Elections Administrator(s) are hereby authorized to designate a Presiding Judge, who
is hereby appointed to serve on an Early Voting Ballot Board to process early voting results.
Section 10. That in addition to acting as agent for the Secretary of the Board of Directors for purposes of receiving
applications of candidacy for this election, the Election Coordinator shall make necessary arrangements with the
County Elections Administrator(s) to properly conduct the election.
Section 11. That this election shall be conducted and held in accordance with the provisions of the Texas Election
Code.
Section 12. At a meeting following the election in November, the Board of Directors shall canvass the returns of
the election and record the returns by polling places in the minutes of the District. The board shall certify a majority
of the voters voting in the District have votes (1) in favor of dissolution or (2) not in favor of dissolution.
Section 13. Not later than the 10th day after the canvassing of the returns, the Board shall certify the official results
of the election to the secretary of state.
Section 14. The General Manager is hereby authorized and directed to provide, on behalf of the Board of Directors,
for preparation and arrangement of ballots and voting systems and other election supplies; to enter into an election
service contract as necessary, with the appropriate election officials in Atascosa, Bexar, Comal and/or Medina
Counties; and to coordinate with the Commissioners Court, County Judge, County Clerk and Elections Officials in
said counties, and with officials and representatives of other appropriate governmental subdivisions and agencies
within the District which may be holding an election on the same date for which this election is called. The General
Manger is authorized to approve for submission to the United States Department of Justice, information regarding
any change affecting voting in connection with the election herein called, if such submission is required under
Section 5 of the Voting Rights Act of 1965, as amended.

la orden de elección en un periódico con circulación general en el distrito. La primera publicación del aviso debe
aparecer a más tardar 35 días antes de la fecha de inicio de la votación temprana para las elecciones.

los electores pueden votar en los lugares de votación deberán estar contenidos en una lista de los precintos electorales
y los lugares de votación, que se adjunta como Anexo A (Atascosa), B (Bexar), C (Comal) and M (Medina).
Sección 5. Que los funcionarios electorales aprobados por los condados de Atascosa, Bexar, Comal y/o Medina,
incluyendo el Juez Presidente y Alternos se aprueban sin la necesidad de más acción de la Junta Directiva. Los
oficiales de estas elecciones servirán en cada lugar de votación, que el Juez Presidente Alterno, en ausencia del

Sección 7. Que los dispositivos de votación electrónica se utilizaran en la celebración de dichas elecciones en el
día de dichas elecciones y también en la realización de la votación anticipada en dicha elección en persona; sin
embargo, si el uso de dispositivos electrónicos de votación no se concederá, entonces y en tal caso, las papeletas
se utilizarán en la realización de dicha elección.
Sección 8. Que la votación anticipada se llevara a cabo durante el período de votación temprana está permitido
o requerido por ley la apertura de 24 de octubre 2011 y le cierre el 4 de noviembre de 2011.Boletas de votación
anticipada emitidos por correo puede ser boletas de papel y la forma de oficiales y las boletas de muestra de
papel será establecido en el Código Electoral de Texas y demás disposiciones aplicables de la ley y en casó en
la forma prevista en el Código Electoral de Texas. Las boletas de votación temprana emitidos en el Distrito en
dicha elección se emitirán en los lugares de votación designados por la elección de Atascosa, Bexar, Comal y
/ o los condados de Medina. Boletas de votación anticipada por correo se emitirán en la forma prevista por el
Código Electoral de Texas.
Sección 9. Que los Administradores de Elecciones de Condado quedan autorizados para designar a un Juez
Presidente, que se nombra a servir en un Consejo de Boletas para la Votación Temprana para procesar los
resultados de la votación anticipada.
Sección 10. Que además de actuar como agente de la Secretaría de la Junta Directiva a los efectos de recibir
las solicitudes de candidatura a esta elección, el Coordinador Electoral tomará las disposiciones necesarias con
el Administrador de Elecciones del Condado (s) para llevar a cabo adecuadamente la elección.
Sección 11. Que esta elección se llevará a cabo y se mantiene en conformidad con las disposiciones del Código
Electoral de Texas.
Sección 12. En una reunión después de las elecciones en noviembre, el Consejo de Administración aún sondeo
de los resultados de la elección y registro de los ingresos por los lugares de votación en las actas del Distrito. La

entrar en un contrato de servicio de las elecciones como sea necesario, con los funcionarios de elección apropiada
en los condados de Atascosa , Bexar, Comal y / o Medina, y de coordinar con la Corte de Comisionados, el Juez
del Condado, Secretario del Condado y los funcionarios electorales en dichos condados, y con funcionarios y
representantes de otras subdivisiones gubernamentales competentes y organismos del Distrito, el cual puede
ser la celebración de una elecciones en la misma fecha para la cual se esta elección. El Gerente General está
autorizado a aprobar para su presentación a los Estados Unidos Departamento de Justicia, la información sobre
cualquier cambio que afecte la votación en relación con las elecciones en este documento llamado, si esa comunicación
es necesaria en virtud del artículo 5 de la Ley de Derechos Electorales de 1965, según enmendada.
