cárceles son favorecidas. Un motor importante
de este desarrollo ha sido el conocido programa
PIDC que con una inversión de cientos de miles
de dólares de forma sostenida ha apoyado proyectos
en la región.
Quedan aún muchos retos pendientes, como el
fortalecimiento del programa IFAP en la región, el
incremento de la cooperación internacional e intraregional,
en los temas de TICs para el desarrollo,
materializar las metas propuestas por la Cumbre.

Estimados lectores:
Con este último número del 2007 cerramos un
año en el cual se ha alcanzado algunos logros
relevantes. Entre ellos el creciente impacto de los
centros multimedia comunitarios o más comúnmente
llamados Telecentros. Su presencia resulta
de extraordinario valor en la promoción de contenidos
locales, como fuente de información, como
voz de las minorías, como espacio educativo y
de entretenimiento. Grupos sociales tan diversos,
como comunidades rurales aisladas, escuelas en
zonas urbanas económicamente deprimidas y
El Programa Regional Memoria del Mundo ha
tenido un avance significativo con la aprobación
de seis nuevos registros. Los Comités Nacionales
de MOW han iniciado la selección de colecciones
para crear los registros nacionales. El MOW-LAC
tiene nuevos miembros, expertos de conocida
trayectoria profesional.
Destaca este año el lanzamiento del proyecto
Biblioteca Digital Mundial, en la región se ha
desarrollado varias actividades que incluyeron
talleres y reuniones de coordinación, preparando
la región para reabordar este reto y reactivar la
Biblioteca Digital de América Latina y el Caribe,
iniciativa lanzada por la UNESCO en la Universidad
de Colima, México en 1997.
En el ámbito editorial el 20 aniversario de la Revista
Trimestral infolac es otro logro significativo al
ser una de las pocas revistas de su género con tan
sostenida trayectoria. La publicación de las obras:
“Hacia la Construcción de Políticas Nacionales de
Información: La Experiencia de América Latina”
y “Mitigando el Desastre: Guía estratégica para el
manejo de riesgos en colecciones patrimoniales”,
producidos por la Oficina de UNESCO-Kingston,
han tenido una cálida acogida en la comunidad
al abordar temas necesarios de estudio.
En el 2008 trabajaremos para fortalecer la cooperación
entre el IFAP, INFOLAC, CEPAL y la
iniciativa GAID de Naciones Unidas para el seguimiento
de los acuerdos y el plan de acción de
la Cumbre.
El año comienza con eventos importantes entre
los que podemos mencionar:
Seminario para el lanzamiento de la red GAID
(Global Aliance for ICT and Development) para
LAC y la Reunión Ministerial Regional para el
Seguimiento del Plan de Acción de la Cumbre
Mundial de la Sociedad de la Información E-LAC
2007 y el lanzamiento de E-LAC 2010 ambas
en San Salvador 4-5, 6-8 feb 2008 respectivamente.
Conferencia Internacional y Exposición
de la UNESCO sobre Parques Tecnológicos y de
Innovación. Doha; Qatar; 29-31 Marzo 2008. Y la
XXXVIII Conferencia de ACURIL con el tema: E-
Librarian, Ideas, innovación, e inspiración, Montego
Bay, Jamaica, 1-6 Junio 2008.
Nos espera un año excitante, con muchas perspectivas,
que no es posible exponer en este breve
editorial, sin embargo los invitamos a seguir su
desarrollo pormenorizado en las páginas de los
próximos números de infolac.
Éxitos en el 2008.
Dear readers:
With this last issue for 2007, we close out a year
that has seen a number of major achievements.
They include the growing impact of community
multimedia centers, better known as Telecenters.
Their presence is extraordinarily valuable to promote
local contents, as a source of information, as
a voice for minorities, and a setting for education
and entertainment. Such diverse social groups as
isolated villages, schools in economically depressed
urban areas, and jails are being reached. A
major driver of this development has been the
well—known IPDC program, which has steadily
invested hundreds of thousands of dollars to
support projects in the region.
The Memory of the World Regional Program has
made significant progress, approving six new registrations.
National MOW Committees have begun
selecting collections to create their national
registers. MOW-LAC has new members – experts
with prestigious professional backgrounds.
A highlight this year was the launching of the
World Digital Library project, with several activities
in this region, including workshops and
coordination meetings, preparing the region to
revisit this challenge and reactivate the Digital
Library of Latin America and the Caribbean, an
initiative launched by UNESCO at Colima University,
Mexico, in 1997.
In publishing, the 20th anniversary of the infolac
Quarterly Newsletter is another significant milestone,
making it one of only a few journals in
this field with such a longstanding record. Two
major publications, “Building National Information
Policies: Experiences in Latin America”
and “Mitigating Disaster: A Strategic Guide to
Risk Management in Heritage Collections”, by
the UNESCO-Kingston office, have been warmly
welcomed in the community, addressing issues
so urgent for us to master.
Many challenges yet remain, such as strengthening
the IFAP program in our region, increasing
international and intra-regional cooperation to
use ICTs for development and materialize the
goals set by the Summit.
In 2008 we will strive to strengthen cooperation
among IFAP, INFOLAC, ECLAC and the UN GAID
initiative to pursue the Summit’s agreements and
action plan.
The year is beginning with major events, including:
Seminar to launch the Global Alliance for ICT and
Development (GAID) network for LAC and the Regional
Ministers’ Meeting to Follow Up on the
Action Plan from the World Summit on the Information
Society, E-LAC 2007 and the launching of
E-LAC 2010, both in San Salvador, February 4-5
and 6-8, 2008, respectively. Doha; Qatar; 29-31
March 2008. And the 38th Conference of ACU-
RIL on the topic: E- Librarian, Ideas, innovation,
and inspiration, Montego Bay, Jamaica, 1-6 June
2008.
We have an exciting year ahead of us, with great
prospects, too broad to cover in this brief editorial.
Allow us to invite you to accompany us for a
detailed discussion in the pages of the upcoming
issues of infolac.
