8th Meeting of the Regional<br />
Committee of Latin America and<br />
the Caribbean for UNESCO’s<br />
Memory of the World Program<br />
Under the auspices of UNESCO and the Governm<strong>en</strong>t of Brazil,<br />
the 8th Meeting of the Regional Committee of Latin<br />
America and the Caribbean for UNESCO’s Memory of the<br />
World Program (CRALC-MOW) met at the National Archives<br />
in Rio de Janeiro, November 7-9, 2007.<br />
The Committee members att<strong>en</strong>ding<br />
were: Jaime Antunes da Silva<br />
(Brazil), Chair; Elizabeth Watson<br />
(Barbados), Vice-Chair; Gail<br />
Saunders (Bahamas); Marcela Inch<br />
(Bolivia); Xim<strong>en</strong>a Cruzat (Chile);<br />
Virginia Chacón (Costa Rica), Rapporteur;<br />
Berarda Salabarría (Cuba);<br />
Margot Thomas (Santa Lucia);<br />
Isidro Fernández-Aballí (UNESCO),<br />
Secretary; and, as special guests,<br />
Joie Springer (UNESCO), Coordinator<br />
of the Memory of the World<br />
Program from the Information<br />
Society Directorate; Rosa María<br />
Fernández de Zamora, a member<br />
of the Program’s International Advisory<br />
Committee; Lourdes Blanco,<br />
a member of the Program’s Registration<br />
Sub-Committee, and Ligia<br />
Guimarães, a member of Brazil’s<br />
National Memory of the World<br />
Committee. Ricardo Elizondo, also<br />
a Committee member, was unable<br />
to att<strong>en</strong>d this meeting.<br />
At the inaugural ceremony, host<br />
Jaime Antunes, Director of the National<br />
Archives, pres<strong>en</strong>ted a welcome,<br />
followed by Ms. Springer,<br />
on behalf of the MOW Program,<br />
who highlighted the meeting’s importance;<br />
Isidro Fernández–Aballí,<br />
Standing Secretary of the Committee,<br />
th<strong>en</strong> outlined the Regional<br />
MOW Committee’s achievem<strong>en</strong>ts,<br />
chall<strong>en</strong>ges and contributions to the<br />
Program’s objectives and to preservation<br />
of Latin American and<br />
Caribbean docum<strong>en</strong>tary heritage.<br />
The Secretary of Culture of Río de<br />
Janeiro, Mr. Ricardo Macieira, welcomed<br />
the Committee members and<br />
urged them to see and <strong>en</strong>joy Rio’s<br />
warm attractions.<br />
This meeting incorporated new<br />
members, who were elected on the<br />
basis of their professional merits,<br />
mastery of the subject, and willingness<br />
to volunteer their support for<br />
Program objectives at the national,<br />
regional and international level.<br />
They were chos<strong>en</strong> from a short list<br />
submitted by the National Committees<br />
for Cooperation with UNESCO.<br />
Report on the meeting<br />
of the International<br />
Advisory Committee in<br />
Pretoria, South Africa<br />
Elizabeth Watson, reported that<br />
this meeting proposed the creation<br />
of an African Regional Committee<br />
for the MOW Program, which will<br />
be discussed by the interim committee<br />
who will report by December<br />
2008. Ms. Watson also reported on<br />
activities by CRALC-MOW betwe<strong>en</strong><br />
July 2005 and June 2007.<br />
She also recomm<strong>en</strong>ded for the Committee<br />
to participate in the Third<br />
International MOW Confer<strong>en</strong>ce on<br />
Communities and Memories, set for<br />
Canberra, Australia, February 19-<br />
22, 2008.<br />
Reflections on the MOW<br />
Program (1992-2007)<br />
Pres<strong>en</strong>t and Future<br />
Strategies<br />
Rosa María Fernández de Zamora<br />
pres<strong>en</strong>ted a brief history of the<br />
Program and its objectives of preservation<br />
and access, and to raise<br />
people’s awar<strong>en</strong>ess of their docum<strong>en</strong>tary<br />
heritage, as well as the<br />
structure of the committees comprising<br />
it. To date, 158 collections<br />
from 75 countries comprise the<br />
International Register. She stressed<br />
the importance of improving the<br />
information appearing on International<br />
Register certificates.<br />
The MOW Program is not a Declaration<br />
or Conv<strong>en</strong>tion by UNESCO,<br />
but a Program supported voluntarily<br />
by those who believe in safeguarding<br />
the world’s docum<strong>en</strong>tary<br />
memory.
