a. i. méndez contreras, e. j. flores rosario y c. e. pacheco anguloAbstractThe investigation approaches the theoretical and methodologicaldevelopment of the land-use planning like as a State and society policyin connection with the multi-use <strong>rural</strong> cadastre (environmental, social,legal component and political-administrative) as a key tool applied to themunicipality as a cadastral organic unit. The territory in continental expressionis as <strong>rural</strong> as urban and it is exactly the cadastre the one that providesthe essential information “to order” a geographical space of interest for theState action and the society, where the municipality is one of the recognizedpolitical-administrative units. The relationship of the cadastre in its widesense for multiple purposes, with the territory, as a fundamental part of thegeographical space, object of the power and of the State action, and withthe municipality as a primary unit of the political-administrative division ofthe country, is of current interest for the action and public administration, notonly for their fiscal significance, but in the context of a process of planningand admistration as it is the land-use planning. The importance of thesethree elements has been recognized in the Constitution of the BolivarianRepublic of Venezuela 1999 and, in the context of the social, economic andenvironmental dynamics of the country that demands to the State and itsinstitutions to act for achieving the integral and sustainable development ofthe nation.Key Words: multi-use <strong>rural</strong> cadastre, municipality, land-use planning.IntroducciónEl catastro, el municipio y la ordenación <strong>del</strong> <strong>territorio</strong> representan un trío indisociablea los intereses de una acción concertada <strong>del</strong> Estado y de diversosactores sociales, en la búsqueda de organizar eficientemente el <strong>territorio</strong>, paraadecuarlo a las exigencias de la sociedad, de sus comunidades y su entornovital. En este orden de ideas, ¿Qué significa la ordenación <strong>del</strong> <strong>territorio</strong> comopolítica <strong>del</strong> Estado y la sociedad, en relación con el catastro como herramientaclave y el municipio como unidad político-administrativa reconocida?Etimológicamente la palabra ordenación viene de “ordinare” quesignifica poner orden, ejercer controles y regulaciones. Sin embargo, alcontextualizar su origen en Francia, como política <strong>del</strong> Estado, se interpretacomo un proceso <strong>del</strong>iberado para organizar el <strong>territorio</strong> a fin de adecuarloa las exigencias de la inversión pública y a la promoción de la inversión134 Revista Forestal Latinoamericana, 23(2):133-154. 2008
