Onething you know for sure: the fields aregetting watered. The perpetual monsoontook out the end of the summer coed seasonand hopefully will have dissipatedby the time we get to the fall season.We’re all for some rain, but we didn’tanticipate having to paddle to games.The good news some of you have alreadydiscovered is that we have pavedthe roads and parking lots at the soccercomplex. Our first experience was at theNMSSA Over-30 State Cup and we actuallydiscovered that soccer players willpark in the spaces between the lines anddidn’t park in the handicapped spots.We’re still diligently at work trying towork out a system to put in restroom facilitiesthat are better than the portabletoilets, but continue having difficultygetting various governmental agenciestogether at the same time we have adequatefunding. As for the funding, itcame from a few years of lobbying at theNew Mexico Legislature, where we areable to procure an annual sum of moneythat we can build up for capital itemssuch as the paving. Unfortunately, thattype of funding doesn’t help cover annualoperating costs, so we have to findthat every week with soccer events.The next thing you’ll notice is that theLeague has grown to 116 teams. We’rewithin one or two fields of filling up thesoccer complex on Sundays, which is nota position we thought we’d be in whenwe entered into the membership agreementten years ago. While it’s a healthydrive to get there, had we not taken thatstep when we did, you’d be in the situationof playing year round on Bullheadand the various middle school fields weuse for summer coed. An update onwhat we hope to accomplish with furthergrowth is in the fall update inside.Now that we’ve had a month to get overWorld Cup withdrawal, we set up probablythe second and third most popularsoccer events on the world stage, theNMSS Dog Days Over 40 and Over-30State Cup tournaments. Both were verycompetitive and both had to overcomethe newly developed flood conditions wedeveloped in August.Pressure is on at the two University ofNew Mexico soccer programs. Themen’s side, obviously, has the betterpressure in a sense, in that there’s onlyone higher step to go from last year’sfinish and the coaches can experience thejoy of the fans irrational expectations.On the women’s side, knocking Utahand BYU out of the drivers seat remainsInside This IssueSpring Standings Page 3Team Reps Page 6Insurance Details Pages12-17Fall Schedule Page 28As we described in the summer edition,we’re continuing work on combiningweb pages with AWSL, which we hopeto have completed by the time you readthis. Also, the United State Adult SoccerAssociation has entered into a relationshipwith a vendor for a national onlineregistration system that we’re optimisticwe can tailor to meet our needs for makinglife easier for team reps to get muchmore accomplished on line and less byvisits to the office. The ultimate goal isto be able to produce player passcards,registration data bases, and game rostersthrough the modern miracle of computertechnology and have a great deal of it inplace for summer soccer to fine tune fornext fall season.NMSSA has appointed Yvonne Garciaas its director of promotions to help getour collection of annual tournamentsback on track. We’ve had decent successwith the Fall Classic, but can really makethat tournament much larger than it hasbeen and have run out of volunteer hoursto actively chase teams to get them toconsider entering earlier than two daysbefore the tournament. We also haven’thad a coed soccer tournament in sixyears and would like to get that businessup and going again. And it appears betweenmother nature and the Village ofRuidoso, we can count on real grasswhen we get there now and can permanentlyrelocate to there for the Over-40tournament.

Una cosa es cierta: loscampos están bien empapados. El inevitablemonzón nos arrebató el final de latemporada de equipos mixtos de verano,pero con suerte se habrá disipado cuandocomencemos la temporada de otoño. Todavíaquedan más días de lluvia, pero noprevimos tener que remar para llegar alos juegos.La buena noticia que algunos de ustedesya habrán descubierto es que hemos pavimentadolos caminos interiores y estacionamientosdel complejo de fútbol(soccer). Nuestra primera experienciafue en la Copa del Estado para Jugadoresde Más de 30 de NMSSA. ASL News Page 5Here are the details on the League tablefor this year.If you win your game, you get threepoints. If you tie, you get one point. Ifyou lose, you get no points.We keep track of goals for, goalsagainst, and goal differential. It is forinformational purposes. If two teams tiein the standings, we give them appropriateawards. For example, if two teamstie for first place, both receive team trophiesand shirts. For purposes of relegationand promotion, we break ties basedon head to head competition. If thatdoesn’t work, such as in Premier divisionor coed division where teams mayplay each other more than once withmixed results, we go to goal differentialto settle ties. We don’t look at the goaldifferential week to week to sort outwhat team is ahead in ties. We only useHow do Standings Work for This Year?it at the end of the year.Under normal conditions at the conclusionof the spring season, the top twoteams in First Division move up to PremierDivision, the top four teams in SecondDivision move up to First Division,and the top four teams in Third Divisionmove up to Second Division. Conversely,the bottom two teams in PremierDivision move down to First Divisionand the bottom four teams in First andSecond Division move down to Secondand Third, respectively. This is the secondyear we’ve had a Fourth Divisionand we moved two teams up to try ThirdDivision, and moved the three teams inThird Division who tied on points downto Fourth Division. We also lost thebottom two teams in Third Division fromlast year. What that has given us is a 10team Fourth Division and we still have a30 team Third Division. Those of you in¿Cómo Funcionan los Descensos y los Ascensos?Third Division are on notice that if youfinish in the bottom of the Division at theend of the spring, you’re going to assistin the full population of Fourth Divisionby moving down. We hear an assortmentof reasons why this shouldn’t happen,so be aware now that your record onthe field speaks for itself. If you wish tomove up to Second Division, the bestway to convince us you belong there isto win all your games.Finally, if you forfeit games, that’s awaste of time, both for the other teams inthe League and for the people who managethe League. One forfeit is understandablebecause the cards weren’tthere. More than one forfeit leads us tobelieve you really don’t have a soccerteam and we then determine whether itmakes sense to waste League resourceson your team by including you in thenext year’s schedule.Estos son los detalles de la tabla de laLiga para este año.Cada juego ganado suma tres puntos.Cada empate suma un punto. Page 8Red Cards and ProtestsASL NewsHere’s how the protest process works inASL. If you wish to have action takenbecause you believe you have unfairlybeen booked for misconduct, this is theprocess you follow. You’re free to calland complain or e-mail and complain.However, filing a protest and appearingbefore the League Appeals and DisciplinaryCommittee is the only way you getaction taken, as your peers review yourcase and make a decision.The Appeals and Disciplinary Committeewill be preassigned by team for theentire season. Each Saturday, we willconvene an A&D Committee to reviewprotests that have come in during theweek. Each week, the panel will consistof a person from one team in each division.If you wish to trade with anotherteam during the week you’re assigned,that’s up to the two teams. The A&Dmember from the division in which theprotest is filed will not vote on the resultsto avoid a conflict of interest. TheVice President will not vote at all. Wehave included the fall season assignmentson page 23 of this newsletter. Ifthe person representing your team doesnot show up for the A&D hearing, yourteam gets fined $25, just like missing aleague meeting. Protests will still befiled in the same manner. Protests involvingred and yellow cards will be dueno later than the close of business onWednesday following the Sunday gamein which the card is issued. The hearingwill be held the following Saturday,prior to the game being played. If theweek is the same week as the monthlyASL meeting, we will hold the hearingsat the ASL meeting so people don’t haveto attend two meetings in the same week.If you or your team is not represented atthe hearing, you lose. You no longer getto keep playing until it’s convenient foryou to make the hearing. Your team representativeor anyone else can representyou at the hearing.We will have the Vice President reporton the results of the hearings at theLeague meeting. He gets to report theprotest, the basis for its being filed, andthe basis for its being overturned if thatis the results. The Vice President alsowill produce a written summation ofthe protest, including the incident, thegrounds of the protest, the results ofthe hearing, and the basis on which thedecision was made.In addition, we will notify the teamrepresentative from the opposing teamthat is involved in the protest. We havediscovered that in several protests fromthe last year that the opposing teamhad a significantly different version ofevents than the person filing the protest,but was unaware that the card wasbeing protested. We will also notify thereferee of the game involved that hiscard is being protested. The referee isthen entitled to submit any supplementalin-formation related to the incidentin time for the Saturday hearing. We’llpublish the results of the protests andthe vice president will get to reportback to the referee association on theprotests that involve the referee decisions.In order to provide some guidanceto the members of the A&D Committee,we have prepared a set of“jurist instructions” that will providerelevant portions of the FIFA Laws ofthe Game that relate to the authority ofthe referee and fouls and misconduct.Protests still cost $ 25. You still getyour money back if your protest is upheld.To file a protest you complete theprotest form and have it at the ASL officeby close of business on Wednesday.That gives the Vice President timeto pick up the protests and have Anncontact the teams scheduled for thatweek to let them know whether therewill be a hearing or not, so they don’thave to come to the office to find out.You do not have to file your protestyourself. Anyone can come in and fileyour protest. However, it does need tobe complete, paid for, and in our handsby the close of business on Wednesday.What we’ve basically done is put someprocedure behind the process and formalizeit to make it fair for all concerned.The appointment of the A&DCommittee has been removed from thestrict oversight of the Vice Presidentand spread to all teams in the League.The members of the A&D Committeewill change each week and they will beprovided information that the referee istaught in making decisions during thegame.The idea is to provide a fair and impartialforum in which players can get ahearing. Referees make mistakes. Insome cases, we get the wrong person’spasscard retained by the referee. If theabsurd position is maintained that thereferee report is sacred and even mistakeshave to be upheld, you would discoverthat the person who is supposed tosit out is playing and some more guywho didn’t do anything sits. That’s not afair system. By the same token, peoplewho were at the game and have a disagreementwith the player’s case that he“didn’t do anything” now have a chanceto be at the hearing and explain that“didn’t do anything” and “head-buttedmy player” are slightly different versionsof the same event.We have encouraged the referees to followUSSF rules and properly report refereeabuse incidents. Those are any casein which a player or team managercurses at, threatens or otherwise directsfoul or abusive language at the referee.Those events are under the jurisdictionof the New Mexico State Soccer Association,who will be dealing quickly withany of those reports. The protocol requiredof the United States Soccer Federationin both referee abuse and refereeassault calls for the referee to report theincident within 24 hours to both the stateassociation president and the state refereeadministrator. Referee abuse calls fora minimum three game suspension and$50 fine. That suspension is automatic.We will forward a letter advising you ofthe suspension and you can request ahearing on the report. In the alternative,you can invest $ 300 and appeal the actionto the USSF.NMSSA rules also provide that NMSSAcan require a player to post a bond tocontinue playing and that the player canbe fined for conduct.

The next twopages of the newsletter describethe policy and the variouscoverage limits.The claim forms and filingprocess have not changed. Eachyear, we’ve processed about 50claims. Please not a couple ofthings that we’ve also included inbig type.One item that has changed, forthe better, is that we now havethe claim form in Spanish,including the instructions. Ifyour player would be betterserved by having theinformation in Spanish, we cannow accommodate them.You’re covered for both practiceand games. The sanctionedpractice is from now through thelast game and the middle ofFebruary through the end of May.Summer play comes under thesame coverage, but a differentschedule.The coverage is secondary. Thatmeans if you have insurancecoverage at work, that appliesfirst. This insurance takes overafter the benefits from yourprimary insurance has beenexhausted. If you have noinsurance, this coverage becomesyour primary coverage.The limitation per incident is$5,000 and has specificlimitations. You aren’t on anHMO and this isn’t going to coverall of your expenses. It’s purposesis to hold down liabilityclaims.You must file your claim within90 days of the injury. It costsabsolutely nothing to file a claim.We would recommend you filethe claim if you have an injuryadequately serious to require avisit to the doctor or hospital.Your HMO may not pay for aknee brace or you mayaccumulate co-payments thatcould be covered.You do not get a check from ASLas soon as you bring in your claimform. We process the form,verify you are registered and theaccident occurred in a sanctionedevent. We then turn it over theclaims processing operation andthey issue checks.We’ve had several people whoprovided inaccurate addresses tothe hospital and then not botheredto come in and file a claim. Wethen get lots of mail from thehospital and physician. We putthose in a nice file, write them aletter, and tell them youapparently have other coverage,as you haven’t elected to seek ourassistance. If you don’t file aclaim, no one gets paid. We havesix active files going forgentlemen who couldn't bebothered, but will likely betracked down by a court claim orcollection agency and be veryupset.Claim forms can be obtained bycontacting the office at 346-0831.Just leave a name and address andAnn will send the form out thesame day. When the form comesback completed and we send it tothe insurance company, we willnow begin sending a copy of thefiling to the person filing theclaim.One item to be aware of.Generally, this coverage is fordoctor and hospital typetreatment. However, it alsoprovides for some coverage fordental-type injuries. Therefore, ifyou discover you’ve accidentallyleft a couple of teeth in someone’sskull, this will provide up to $ 500of coverage for that treatment.Unfortunately, that type of dentaltreatment is somewhat pricey, butthis provides some assistance.Please note this is an accidentpolicy. It is not a disabilitypolicy. It is not going to pay youanything if you miss work. If youcannot afford to miss work, thatkind of coverage is available frommost insurance agents. Relativeto the price of playing in ASL, it’ssomewhat expensive and we don’toffer it. We tried workingsomething out in that area onceand got no takers. If your healthcare provider has questions aboutthe coverage or needs verificationof your eligibility, they cancontact ASL.

Asimismo, somos usuarios contractuales de NMSTC (Complejo paraTorneos de Fútbol de New Mexico).Primero colocamos baños en Arroyo del Oso, St. Pius y NMSTC. Los hemos puesto allí por una buena razón: preferimos que utiliceestas unidades para lo que fueron creadas, en lugar de utilizar otros métodos más “naturales”. Los baños de Arroyo del Oso y St.Pius son atendidos una vez a la semana (los viernes) y los del Complejo NMST son atendidos dos veces a la semana. Como nuncase sabe quién más los utiliza, le sugerimos que en su bolso lleve un rollo de papel higiénico, por si acaso.Está prohibido por ley llevar alcohol a cualquiera de los parques de la ciudad, excepto Bullhead y Los Altos. Está prohibido porley llevar recipientes de vidrio a cualquier parque. En el Complejo NMST se prohíbe el alcohol en cualquiera de sus formas, yaque usted se encuentra en propiedad tribal.En Arroyo del Oso hay bebederos de agua. ASL News Page 23Read This About the City and APS Fields and the NewMexico Soccer Tournament Complex!!!We use certain city parks under a contractual agreement with the city. Our agreement covers the use of certain school fields, also.We are also contractual users of the New Mexico Soccer Tournament Complex.First, we place toilets at Arroyo Del Oso, St. Pius and NMSTC. They are placed there for a good reason. We would prefer youactually use them for their intended purpose, as opposed to a more natural approach. We have the Arroyo Del Oso and St. Piusunits serviced once a week (on Friday) and the NMSTC units serviced twice a week. One can never tell what additional peoplemay be around using said units, so we would suggest throwing a roll of toilet paper in your bag just in case.It is against the law to bring alcohol to any city park other than Bullhead and Los Altos. It is against the law to bring a glasscontainer to any park. In the case of the NMSTC, alcohol in any form is prohibited, as you’re on tribal property.Arroyo Del Oso has water fountains. None of the other fields do, so either bring your own or drink the referee’s while the game isgoing on.We actually pay for other people to pick up your trash at the city fields. This is fairly embarrassing, although a good fund raiserfor local youth soccer clubs. If the people who attend the games, who happen to be the same people who read this,would pick upthe trash, we wouldn’t have to do this. We can only conclude that you don’t mind having your fees increased to have someonehandle this for you. One minor step that you can take to keep your fees from going up is to simply pick up your trash.Please note this change: every week, the field manager at the NMSTC will survey the team areas after each game and reportback on what teams left trash. We’ll send your team a nice little $25 bill for that, as we get to pay extra for trashpickup at the complex. As we can determine exactly who left the trash, we’ll use a direct funding approach at that location.When it comes to practice fields, we do not have enough fields to take care of everyone’s needs.Therefore, you’re going to besqueezed when it comes to finding space. You get to share. Don’t call the League to let us know someone is playing on “your”field. The youth and adult leagues are adding at least a hundred teams a year, and no one is adding parks. If you are disturbed bythat, contact your city councilor or county commissioner. In the meantime, you get to share.Do not practice in the goalmouth. Do not play full field scrimmages. Do not get in a fight with someone from anotherorganization over the field. If that situation arises, call the League and we will take it up with the city and have a park monitordispatched to deal with the situation. If a park monitor asks you who your team is, please treat the person with the same respectwith which you expect to be treated. They have a job to do, too. And if you aren’t set up to be on that field, you’ll be asked toleave and get your reservation form in to the League. It has toilets.St. Pius is at north Coors and St. Joseph. Do not park on Coors under the trees or you riskgetting a parking ticket from Albuquerque’s finest. That’s what those signs on the roadsay. Toilets are placed at Pius. There is no water supply.New Mexico Soccer Tournament Complex - From Albuquerque, take I-25 north, take theBernalillo Exit 242 for Highway 44 and go west. When you get to the stop light at Road528, turn north and the new road will take you right up to the gate. The road at the StarCasino is not being used for the complex any more. Go about one mile and it’s on your left.Pick up your trash. Don’t dump all your money at the casino or you can’t afford to playnext year. If you hit the jackpot at the casino, remember your friendly soccer league. Yestoilets. No water. Please don’t drink out of the irrigation reservoir. For theremainder of you who will show up at theA&D Committee on invitation, we’ll handit to you to read then.Each Team Representative is provided acopy of the League Constitution, By-Laws, Rules and Regulations at thebeginning of the year. They are also availableon our web site. We are now evenproviding those documents in Spanish.Among other things that are included inthose documents are the rules under whichwe run the League and maintain a certaindegree of discipline over the less sociallydesirable of you who may elect to play.If you are new to ASL, we have had numerousmentions in the local and nationalpress regarding a fairly vicious attack onone of our referees by an ASL coach andspectators. While the team was disbandedand the coach removed and convicted offelony assault, we continue to enjoy thelegacy created by this incident in variousnational publications related to soccer.Therefore, any referee assault or abuse isgoing to be dealt with quickly and severely.We offer this notice up front foranyone who will visit us later in the seasonregarding this type of behavior.The appeal process for individuals seekingto overturn referee actions is fullydescribed on page 8, so we won’t repeat ithere. We have eliminated the teampenalty point system that had been in placesince the inception of the League. Thereason for doing that was because it quiteoften created a volatile atmosphere atgames that led to actions that could betterbe avoided by dealing with the individualsresponsible.We still have a Penalty Point system inplace designed to punish problem playersThe provisions of that Penalty Pointsystem are pretty simple. You get thefollowing penalty points as an individual:Caution - 5 pointsSend Off - 10 pointsFighting Send Off - 20 pointsWhen you accumulate 25 penalty pointsin a season, you are suspended for theremainder of the season. If you transferto another team during the season, youtake your penalty points with you.Each time you receive a yellow card, thereferee is instructed to cut the corner ofyour card. When you get three cornerscut, the referee keeps your card andreturns it to the League office. You aresuspended for a game and can come pickup your card following your one gamesuspension. When you get a red card,we punch a hole in your passcard. Thereferee can then determine that you haveaccumulated 25 penalty points, at whichtime the referee confiscates your card,returns it to the League, and you’re donefor the season. As the spring season runsthrough May, that means you’re alsosuspended and ineligible for the StateCup soccer tournamentIn addition, a red card gets you a $ 10fine and a 1 game suspension. Afighting send off gets you a two gamesuspension and $ 10 fine. If you get twored cards in a season, you are suspendedfor two games following the second redcard. A red card for serious foul playnow gets you a two game suspensionand $25 fine and a red card for violentconduct gets you a three game suspensionand $50 fine.If you have a fan disturbance ormultiple members of your team areinvolved in a fight, your team gets topost a $ 1,000 cash bond to continueplaying. If you have no furtherproblems with fans during the nexttwelve months, you get your bond back.If you have another problem, you forfeityour bond and your team is dispatchedfrom the League and the ExecutiveCommittee determines under what termsindividual players can play.If you object to the outcome of yourgame, you are entitled to file a protestwith the League. It must be received byWednesday following the game and beaccompanied by a $ 25 protest fee. Ifyour protest is upheld, your $ 25 isreturned. If not, it is forfeit. This helpsweed out the simple whiners from peoplewho firmly believe they have alegitimate complaint.If you forfeit a game because you don’thave enough players at game time, youget a letter fining you the game fee,payable by Thursday before your nextgame. Half the fine is returned to theteam who did not get a game. If youdon’t pay, we start forfeiting your futuregames.Finally, if you assault a referee, you willbe suspended for a minimum of one yearfrom all soccer play and fined a minimumof $250. If you direct foul andabusive language towards a referee, orthreaten a referee, you will be suspendedfor a minimum of three games, inaddition to the red card you probably gotin the process, and be fined $50. Youwill be notified by mail of yoursuspension and can then request ahearing. If you direct racial slurs at thereferee, your suspension for refereeabuse will be well in excess of 3 games.Referee assaults and referee abuse fallunder the provisions of national rulesand rules of the New Mexico State SoccerAssociation. In addition to the minimumone-year suspension provided forthe in the national rules, NMSSA rulesprovide for monetary fines and other actionsto discourage your behavior in thefuture. We have enough problems trainingand keeping referees and generallydon’t make an effort to encourage peoplewho engage in this behavior to stickaround the League.Finally, if you are suspended from oneNMSSA affiliate, you are suspendedfrom all member leagues in New Mexico,which means you don’t get to headup to Santa Fe to play for the summer ifyou’re suspended from ASL. Conversely,if you’re suspended from SantaFe or the summer men’s league here, youdon’t get to come back and play in ASLin the fall until you’ve completely servedyour suspension.

Page 34Cómo Transferirse a Otro EquipoSi por cualquier motivo decide que no deseajugar más en el equipo en el que estáinscripto, puede transferirse a otro equipode ASL. Sin embargo, se deben observarvarias reglas de la Liga que rigen elproceso de transferenciaEl 7 de octubre es el último día para realizaruna transferencia durante la temporadade otoño. Esto significa que la documentacióndescrita en el ítem, juntocon su tarjeta de identificación anterior,debe estar completa y haber sido presentadaen la oficina.En primer lugar, para transferir, debe presentarun formulario de registro de jugadornuevo, su tarjeta de identificación de jugadory un formulario de liberación de laDivisión de Amateurs y pagar una cuotapor transferencia de $10 al secretario de laLiga. ASL News Page 35How to Transfer to Another TeamIf, for whatever reason, you decide youno longer wish to play on the team withwhom you are registered, you maytransfer to another ASL team. However,there are several League rules thatgovern the transfer processThe last day to have a transfer completedduring the fall season is October 7. Thatmeans having all the paperworkdescribed in the item completed and inthe office with your old passcard!!!!First, in order to transfer, you mustsubmit a new player registration form,your player passcard, an ASL releaseform, and a $ 10 transfer fee to theLeague office. If you do not return yourpasscard, you do not transfer. Wechange passcard colors every fallbecause of numerous people who had sixor seven passcards because theymysteriously lost theirs or could not findtheir team representative to get it back.As long as you are registered on anamateur form, and virtually all of youare, your Team Representative isrequired to release you, which he doesby returning the passcard. You mustcomplete a drop form with the TeamRepresentative from the team you areleaving. This is so the person whoseteam you are leaving knows you areleaving, which is common courtesy, andto insure that you no outstanding debts tothat person. If that person paid yourregistration fee, and wants toreimbursed, you get to repay him beforewe transfer you. If that person intendedto pay and have you leave, that personcan make that decision by signing yourform and eating your fee.Transfers may only be done during thefirst half of the season. In our 8 gamespring season, that means you must havecompleted the process described aboveno later than the fifh game of the season.If you have not, you must wait until theend of the season. You may not reregister as a new player, nor may youplay on two men’s teams or two coed atthe same time.After the transfer process is complete,you must sit out the next regularlyscheduled League game played by yournew team. The League will hold yourpasscard during that time to insure thatyou do not succumb to temptation.Please do not show up to transfer andtell us you should play immediatelybecause you sat out last week. That isdifficult to prove and does not meet therules. We will make your passcardavailable for pickup at the Leagueoffice on the Monday immediatelyafter the game you have missed.What If I Lose MyPasscard?Congratulations. If you lose yourpasscard, it costs you $ 10 to buyanother one. This helps furtherdiscourage the practice of carrying afull deck of 52 passcards for eachplayer.Replacement cards can be obtainedfrom the registrar at our office.What If the Referee Losesor Keeps My Passcard?As we’ve explained before, count thepasscards when they are returned at theconclusion of the game. If they are notall there, alert the referee at that point.If the passcard does not turn up, ask thereferee, in your usual polite manner, tonote in his game report that the cardwas lost during the game. Otherwise,you pay $ 10. If you call us the nextSaturday to declare you can’t find yourpasscard and, therefore, the refereemust have lost it, you get to pay $ 10.If we didn’t hear from you the day itwas lost, you’re out of luck.Youth EligibilityForms!!!According to the rules of the UnitedStates Soccer Federation and the UnitedStates Youth Soccer Association, youthplayers cannot maintain their youtheligibility if they play in an amateurleague (meaning generally players over18) without permission of the youth andamateur league and the youth andamateur state associations.In Albuquerque, that means that playerswho are eligible for Duke City SoccerLeague and Northwest Rio GrandeSoccer League must complete apermission form in order to also play inASL and maintain their youth eligibility.That is particularly important for youthplayers whose youth teams participate inyouth State Cup. If they have notregistered correctly, they can be declaredineligible and their team chucked fromState Cup and competition for thenational championships. Please checkyour players who are under 19 years oldas of August 1, 2005. If they play on ayouth team (high school or AYSOdoesn’t count for this) or will play on ayouth team in the winter or spring, weneed to insure that they are properlyregistered and that the youth permissionform has been completed. It simplyrequires the signatures of the youth andamateur team coaches and the youth andamateur presidents. The forms arecheap (free, which is pretty cheap) andyou can get them by calling the NMYSAoffice. They ultimately must be returnedto NMYSA, as it is their files that mustreflect the completion of the permissionform.We will compile a list of the playerswho are youth eligible and forward toNMYSA so they are aware of thepossible dual registered players also.

If you continue driving down the road past the soccercomplex, and on past the turn to the Tamaya Hotel, you’ll wind about 3 miles back ontoSanta Ana tribal property and eventually dead end at the Jemez Dam picnic area, a nicelittle area with about ten picnic tables and toilet facilities with a beautiful view in everydirection. It’s a favorite destination for cyclists, so watch your driving. Every table hasa grill area. The Jemez Dam is a flood control project operated by the United States Bureauof Reclamation and holds water that would otherwise make things pretty difficultfurther downstream. All things considered, it’s not much of a drive to get in your Sundayafternoon tailgating without being in middle of the new parking lot at the soccercomplex.Read This Very Carefully!!! Fines and suspensions have been increased!!!We intend to crack down on violent behavior in the league. At the 2002 preseason meeting the followingrule changes were adopted by the League:1. Violent conduct sendoff is three games and now carries a $50 fine. A player sent off for violent conductmust post a $50 bond for a period of one year after the 3 game suspension to continue playing.2. Serious foul play sendoff is two games and now carries a $25 fine.3. Fighting sendoff is six games and now carries a fine of $100. A player sent off for fighting must post a$50 bond for a period of one year after the six game suspension.4. The bond for a fan disturbance is a minimum of $1,000. A fan disturbance is any activity that involvespeople who are supporting your team getting involved in the game or misconduct in any fashion.5. Referee abuse shall now carry a $50 fine in addition to a three game suspension. A player committingreferee abuse for a second time shall be suspended for one year for each additional incident after the firstincident and required to post a $250 bond after the one year suspension.6. Referee assault shall incur a minimum fine of $250. A player committing referee assault a second timeshall be fined a minimum of $1,000 and suspended for a minimum of five years.

ASL News Page 39Fall and Spring ASL Coed Rules That Are Different from Men’s League PlayWe seem to be afflicted with some referees who spent the summer making up their own rules relative to ASL play. In particular,we seemed to have unneeded confusion regarding the number of men and women that can be on the field at any given time. Inorder to reduce that confusion, we are providing a handy little table below that tells you how many women can be on the field atany given time and how many men can be on the field at any given time. Each of these tables assumes that no one has been sentoff for a red card, in which case your team plays short by the gender of the person sent off. If the person red carded is a substitutewho was not in the game, it is irrelevant as to how the players on the field are counted, because nothing has changed on the field.While we attempt to make this as easy as humanly possible, we may yet have problems, so please show this to the referee if thereis any dispute.In addition, we note that the rule regarding slide tackles in coed play remains in effect for the fall and spring season. Slide tacklesare against the rules in coed play and are considered to be dangerous play. Dangerous play is punished by the awarding of anindirect free kick against the offending team. Excluding the goalkeeper, you may have a maximum of 5 men onthe field. Excluding the goalkeeper, you may up to ten women on the field. FIFA Laws mandate that you may have no more than11 players on the field.To further clarify for those who insist on an absurd interpretation of this rule that is completely wrong, a team that only has 2women players is not required to have only 2 men players. That team can have 5 men players, plus a male goalkeeper, to equal 8players total. This means the referee should not abandon the game because the team has two women players until the refereeactually counts the men players. This should not involve taking off the referee’s shoes. Pardon our overkill, but we had a numberof referees during the summer coed league who insist on ill founded rules interpretations in spite of all of the information weattempt to provide them. Perhaps devoting an entire page in the newsletter will help them understand that we want them toactually PLAY THE GAME if there are an adequate number of male and female players to do so.

Football is a competitive sport and physical contact between players is a normal and acceptable part of the game, however playersmust play within the Laws and respect the principles of fair play.Serious foul play and violent conduct are two sending-off offences in Law 12 involving unaccept-able levels of physical aggression.Serious Foul PlayA player is guilty of serious foul play if he uses excessive force or brutality against an opponent when challenging for the ball when it is in play.Any player who lunges at an opponent in challenging for the ball from the front, from the side or from behind using one or both legs, withexcessive force and endangering the safety of an opponent is guilty of serious foul play.Violent ConductViolent conduct may occur either on the field of play or outside its boundaries, whether the ball is in play or not. A player is guilty of violentconduct if he uses excessive force or brutality against an opponent when not challenging for the ball.He is also guilty of violent conduct if he uses excessive force or brutality against a team-mate or any other person.Offences against goalkeepersReferees are reminded that: it is an offence for a player to prevent a goalkeeper from releasing the ball from his hands a player must be penalised for playing in a dangerous manner if he kicks or attempts to kick theball when the goalkeeper is in the process of releasing it it is an offence to restrict the movement of the goalkeeper by unfairly impeding him at the takingof a corner kickScreening the ballIt is not an offence if a player, with the ball under control within playing distance, screens the ball from an opponent without using his arms.If however he prevents an opponent challenging for the ball by illegal use of the hand, arm, legs or body he must be penalised by a direct freekick, or a penalty kick if the offence was committed inside the penalty area.Scissors or bicycle kickA scissors kick is permissible provided, in the opinion of the referee, it is not dangerous to an opponent.Deliberately handling the ballReferees are reminded that deliberately handling the ball is normally punished only by a direct free kick or penalty kick if the offence occurredinside the penalty area. A caution or dismissal is not normally required.Preventing a goal or an obvious goal-scoring opportunityA player is sent off, however, if he prevents a goal or an obvious goal-scoring opportunity by deliberately handling the ball. This punishment inLaw arises not from the act of the player deliberately handling the ball but from the unacceptable and unfair intervention which preventeda goal being scored.Cautions for unsporting behaviour by deliberately handling the ballThere are circumstances when, in addition to a free kick being awarded, a player must also be cautioned for unsporting behaviour e.g. when aplayer: deliberately and blatantly handles the ball to prevent an opponent gaining possession

The goalkeeper also infringes the Laws if he moves from his goallinebefore the ball has been kicked. Referees must ensure that when players infringe this Law appropriate action is taken.Offside signalsIt is not an offence in itself to be in an offside position.Assistant referees must only indicate for an offside position if the player has to be penalised for being in that position.Offences by goalkeepersReferees are reminded that goalkeepers are not permitted to keep possession of the ball in their hands for more than six seconds. A goalkeeperguilty of this offence is punished by an indirect free kick.Persistent offendersReferees should be alert at all times to players who persistently infringe the Laws. In particular they must be aware that even if a player commitsa number of different offences he must still be cautioned for persistently infringing the Laws.Attitude towards refereesThe captain of a team, has no special status or privileges under the Laws of the Game but he has a degree of responsibility for the behaviour ofhis team.A player who is guilty of dissent by protesting at a referee’s decision must be cautioned.A player who assaults a referee or who is guilty of using offensive, insulting or abusive language or gestures must be sent off.SimulationA player who attempts to deceive the referee by feigning injury or pretending to have been fouledis guilty of simulation and must be cautioned for unsporting behaviour.Delaying the restart of playReferees must caution players who delay the restart of play by tactics such as: taking a free kick from the wrong position with the sole intention of forcing the referee to order aretake appearing to take a throw-in but suddenly leaving it to one of his team-mates to throw-in kicking the ball away or carrying it away with the hands after the referee has stopped play69 68 excessively delaying the taking of a throw-in or free kick delaying leaving the field when being substitutedCelebration of a goalWhile it is permissible for a player to demonstrate his joy when a goal has been scored, the celebration must not be excessive.FIFA recognised in Circular No. 579 that such reasonable celebrations are allowed. The practice of choreographed celebrations is not to beencouraged when it results in excessive timewasting and referees are instructed to intervene in such cases.A player must be cautioned when: in the opinion of the referee, he makes gestures which are provocative, derisory or inflammatory he climbs on to a perimeter fence to celebrate a goal being scoredLeaving the field to celebrate a goal is not a cautionable offence in itself but it is essential that players return to the field as soon as possible.Referees are expected to act in a preventative mode and to exercise common-sense in dealing with the celebration of a goal.

During the summer,we were able to use the funding we’veobtained from the New Mexico Legislatureover the last several years to pavethe road, all the way from the front gateto the very top, including all the parkinglots with very pretty painted lines foryou to park in. Assuming people act likethey should and actually park withinthose lines. Part of the work being donein coordination with the paving is waterdiversion work. When the complex wasinitially put together, we had to workwith what we had, which wasn’t anabundance of money. What we’ve gotgoing now will avoid the absurdity ofcanceling games because of mud like wedid a year ago. We’re at work on variousschemes to make real bathrooms, afan favorite, and this is the problemwe’re dealing with. The complex is onSanta Ana tribal property. We have a 20year lease for the complex. The watersupply is a quarter mile away in one direction,the sewage system a quarter mileaway in the other direction. If you’re nota real estate developer, you may notknow how much time it takes to get utilityhookups planned in general, and theprice tag they carry. We’ve offered toset up various septic and pumping typescenarios, which the tribal governmentwon’t allow for their own reasons.We’re still working on that improvementnext, as that is the second phase of catchingup with our “soccer complex” competitionswith whom we compete forevents such as the USYSA National Cuptournament.On the Web front, by the time you readthis we should have completed our migrationto having a combined web sitewith AWSL and you can still use theexisting web site address. We’ll be ableto do updates much more quickly andwill have all the documents you needposted as well.The concept of online registration is continuingto build slowly. The UnitedState Adult Soccer Association has enteredinto a national registration programcontract with a substantial vendor ofsuch services and we’ll get details at theOctober Mid year Meeting of USASA.If this software works for our purposes,it will give us a jump start to get goingon our own work and we can focus ongetting all of our existing members in adata base and set up new passcards. Ideally,summer coed is a good place tostart, since virtually every team is computerfriendly and we can work out anybugs with that system.As you’ll notice from the team listing,we’ve grown to 116 teams. This createsa little concern going forward for a coupleof reasons. First, when we originallyconceived the soccer complex at SantaAna, we figured we’d be set for fieldsforever. Which shows you how goodour predictions are. As a side issue, theUSSF and USYSA are pushing all youthsoccer leagues to play Under 12 and belowas small sided games, resulting in aneed for fields to be set up differently.That’s why you see the small goalpostsat ADO. What is relevant to this story isthat 6 of the fields at the complex havebeen reconfigured for Saturday youthgames, which takes them out of our circulation.Because we don’t play gameson the two stadium fields, that leaves usexactly two more fields at the complexfor growth. Granted, that’s enough foran additional 16 teams, but that’s notmany. We’ve grown that much in threeyears.We have an additional risk in that thefields at St. Pius are actually on landowned by the Archdiocese, who operatesthe school. There is something of anongoing risk that the owners may reclaimthe land for expansion a theschool. And if we lose those, you’ll discoverthat they weren’t so bad after allwhen you land at Bullhead Park. AndBullhead Park is certainly our least preferredyear-round option, although thatlocation worked pretty well in 1977when we first incorporated. We’ve gotsome options to look at involvingpatches of grass in town and there is anoutside possibility of some additionalfields funded by the state. And to answerthe question of why we don’t usethe fields at Balloon fiesta Park, there area couple of problems. First, you wouldn’thave access to them for a good portionof the fall season. Second, whenlast we inquired, we were advised thatthe cost would be $5,000 per weekend,which is a little steep considering ASLpays about $25,000 annually for 17weeks of the complex. So there’s someinformation you may not have knowbefore this.Obviously, the least preferred option islimiting membership in the League.You’ll be hearing more about NMSSAtournaments in the coming year now thatNMSSA has created a position for promotionaldirector to invigorate our tournaments.One of our problems in stagingtournaments I the number of team representativeswho call on Thursday to see ifthey can enter the tournament on Saturday.Inevitably, this strikes the caller asodd that we cancelled the tournamentbecause no one entered. Here’s the deal.With the exception of the summer Over-30 and Over-40 tournaments, the fall andspring tournaments take place at thesame time as youth soccer tournaments.Virtually every field is filled and weneed to nail down field and referee needsearly. If you won’t enter a month inadvance, we discover that the youth tournamentsare already fully scheduled andwe’re nowhere. Which means the referees,not knowing if we’re actually goingto pull a tournament off, commit to theyouth tournament. Therefore, if you’dlike to have tournaments, your teamreally needs to make an early commitment,just like you do for out of towntournaments, and get your entry andmoney in. Yvonne Garcia will e the newtournament promoter. Part of her job isgoing to be heckling the team representativesto get them focused on this earlier.

ASL News Page 51Changes to FIFA Law’s of the Game for the Fall SeasonOK, it’s that time again. The FIFA and International Board boys got together and addressedproblems they think need resolution, and here are the results. First, we’re going to look againat the idea of a chip in the ball to track the game electronically. Don’t look for that technologyto be arriving at Arroyo Del Oso any time soon. Although we could require each team to bringa press box, a television production truck, 16 cameras, and a full crew so we can go to instantreplay. Burt, again, probably not soon.First, here’s our clarification on the offside rule:Law 11 - Offside - was also the subject of several proposals, and as a result, by introducing thenew International F.A. Board Decision 2 for Law 11, the Board also clarified when a player isto be regarded as "actively involved in play":" Interfering with play means playing or touching the ball passed or touched by a team mate." Interfering with an opponent means preventing an opponent from playing or being able toplay the ball by clearly obstructing the opponent's line of vision or movements or making agesture or movement which, in the opinion of the referee, deceives or distracts an opponent." Gaining an advantage by being in an offside position means playing a ball that rebounds tohim off a post or crossbar or playing a ball that rebounds to him off an opponent having beenin an offside position.Moreover, the Board clarified the explanation of a player being offside "if he is nearer to hisopponents' goal line than both the ball and the second last opponent". As a result, the positionof any part of the player's head, body or feet will be the deciding factor, and not the player'sarms.With that cleared up, the other item of interest is on throw-ins:" In relation to Law 15 (Throw-in), in future all opponents must be at least two meters from thethrower until the ball is in play.And finally, we are advised that once a referee has terminated a match, he or she cannot reversethat decision. For some of your teams, that’s a fairly relevant piece of information asyou’re running around explaining that you’re really going to stop acting like idiots so youdon’t get reported to the League.

Where, we ask, are we going to getthese scores and standings? Well, dearhearts, we need the teams to call in theirscores by Monday at noon so we can providean updated table to the Tribune byclose of business Monday. That meanssomeone on your team needs to call in andtell us your score. We don’t need to knowwho scored and we don’t publish refereestandings, so we don’t care how the refereedid for this purpose. We just need thescore. It would also be nice if the twoteams could meet briefly after the game tonegotiate an agreement as to what the actualscore was, as we tend to get slightlydifferent results on about 25 percent ofthe calls. We will also send out an e-mail reminder on Monday morning andyou can provide us your scores by e-mailif that’s easier. We’ll also have thescores on the rainout number during theweek, as that system serves no purposeduring the week.We get the standings posted each weekas quickly as we can.
