A 13 AÑOS DE LA CREACIÓN DE ACERA
Con alegría y orgullo, el pasado 11 de julio ACERA celebró su aniversario número 13,
con un sector ERNC totalmente consolidado en Chile. Pero este escenario no siempre
fue igual de prometedor. La Asociación nació el año 2003 gracias a la iniciativa de un
grupo de empresarios de las Energías Renovables No Convencionales -grupo muy
pequeño en ese entonces y que actualmente conforman a los Socios Fundadores- que
querían lograr el posicionamiento de estas tecnologías en el mercado. Al comienzo, las
pequeñas empresas que conformaban el gremio eran principalmente mini-hidro. Con
los años, ACERA fue abarcando compañías de todas las tecnologías ERNC y de toda
la cadena de valor del sector, desde proveedores de productos y servicios hasta
grandes generadores de energía.
ACERA es una asociación pequeña que hace cosas grandes. El “boom” que han
experimentado las ERNC en los últimos años ha sido fruto del gran esfuerzo de todos
quienes componen ACERA, desde el Directorio, encabezado por su Presidente Alfredo
Solar, sus empresas asociadas, y su equipo de trabajo permanente, el cual busca
siempre las mejores instancias para promover y difundir las ERNC.
¡Muy feliz Aniversario ACERA! Que siga con la misma fuerza para lograr un Chile 100%
renovable.

LEY DE TRANSMISIÓN ELÉCTRICA, LA NORMATIVA CLAVE PARA EL SECTOR ERNC
En julio se promulgó una de las leyes más esperadas por el sector ERNC: la Ley de Transmisión Eléctrica. La normativa
impulsada por el Ministerio de Energía y apoyada desde sus inicios por ACERA, establece un nuevo Sistema de
Transmisión y crea un organismo coordinador independiente del Sistema Eléctrico Nacional. Está basada en prácticas y
experiencias internacionales que buscan mejorar la planificación, expansión, tarificación y operación del sistema,
entregando, además, al Estado una responsabilidad mayor como garante del bien común. “Ésta era una normativa que
estábamos esperando hace mucho tiempo. En primera instancia, porque la expansión oportuna del sistema ayudará a
distribuir de mejor manera la energía, permitiendo que la energía limpia que se está generando, principalmente en el
extremo norte del país, pueda llegar a diferentes zonas de Chile. Por otro lado, la creación del nuevo operador nacional
también nos parece muy importante para asegurar la transparencia, independencia y la idoneidad técnica para los
futuros desafíos que impone la operación del sistema eléctrico”, señaló Carlos Finat, Director Ejecutivo de ACERA.

Un total de 84 ofertas fueron presentadas en las licitaciones
de suministro a clientes regulados del pasado 27 de julio,
cifra que supera ampliamente a la del año pasado, donde
se presentaron 38 propuestas. Este número es un record
para Chile y América Latina. Del total de ofertas, 64
corresponden a ERNC y 20 a proyectos convencionales o
convencionales híbridos con ERNC. Esta licitación es la
más grande que ha llevado a cabo Chile y los proyectos
presentados auguran un proceso altamente competitivo,
por lo que se deberían esperar también precios de las
mismas características. La información contenida en las
ofertas económicas será de dominio público el 16 de
agosto y la adjudicación será el 17 del mismo mes.

RESULTADOS ERNC
Durante el mes de julio, entraron a calificación 12 proyectos ERNC, sumando 1067 MW. Del total, uno corresponde a la ampliación del proyecto
geotérmico Cerro Pabellón de Enel Green Power en 50 MW, totalizando 100 MW del proyecto final. Dos proyectos son de energía eólica,
sumando 290 MW, correspondientes a los proyectos Parque Leones III (137 MW) y Puelche Sur (153 MW). Además, entraron 7 proyectos
solares FV, sumando 714 MW, destacándose el proyecto Parque Fotovoltaico Sol de Vallenar. Finalmente, ingresaron 2 proyectos mini
hidráulicos (13,6 MW).
Durante este mes, se aprobaron medioambientalmente cuatro proyectos por 640 MW, tres de ellos de energía solar fotovoltaica y una
minicentral hidráulica. Dentro de estos, destaca el Parque Luz del Oro (475 MW).
En la última resolución exenta N° 526 del 5 de julio de 2016, que actualiza y comunica obras de generación, se declaró una obra en
construcción: el Parque Eólico San Pedro, de Transantartic (65 MW).
En julio, entró en pruebas el Parque Eólico Las Peñas (9 MW), el Parque FV Los Andes (20 MW) y el Parque Eólico Renaico de Enel Green Power
(88 MW).

ESTADÍSTICAS
Durante junio, las ERNC aportaron un 10,84% de la energía total del sistema, lo que acumula un 10,9% en lo que va del año.
La bioenergía fue la que más contribuyó con un 3,94%, lo que significó un aumento del 5,63% con respecto a la generación
del mes anterior. Le siguió la energía eólica con un 2,88%, aumentando un 41,27% con respecto a mayo. La energía solar
estuvo en tercer lugar con 2,33%, lo que representó una disminución del 8,86%. Finalmente, estuvo la energía proveniente de
centrales mini hidro, con un 1,7%, con una caída del 5,41% con respecto a mayo de este año.

Alberto tiene 65 años, es casado, con tres hijos y cuatro nietos. Es ingeniero
en Petróleos de la Universidad Nacional de Cuyo, Argentina. Tiene más de 35
años de experiencia en la industria petrolera de Argentina. Es accionista y
cofundador de Aires Renewables, donde es Presidente y CEO desde 2015.
¿Cuáles son los productos o servicios que entrega su empresa y hacia qué tipo(s)
de ERNC?
Aires es una empresa dedicada al desarrollo de proyectos de ERNC en Uruguay,
Chile, Perú y Argentina. Presta servicios completos de Ingeniería y Consultoría,
vinculado a estudios de recursos eólico y solar desde el desarrollo greenfield
hasta la puesta en marcha de los proyectos.
¿Cuáles son las novedades o cambios de su empresa en el último tiempo?
Sebastián Kind, socio fundador y ex CEO, fue nombrado Subsecretario de
Energías Renovables de la Nación Argentina. Este nombramiento representa un
reconocimiento a su tarea, realizada simultáneamente con sus responsabilidades
en Aires como principal asesor en el diseño de la Ley de Promoción de las
Energías Renovables 27.191.
¿Cuáles son los principales proyectos -o temas- que están trabajando en el
último tiempo en torno a las ERNC o el medioambiente? En caso de ser plantas
de generación, ¿dónde se ubican? ¿Cuáles son sus características centrales?
En este momento, Aires está actuando como Ingeniero Independiente en la
vinculación del Parque Eólico Las Peñas y el Banco Bice. Además de estar
comercializando un proyecto de su propiedad en Argentina (80 MW). Asimismo,
presta servicios de consultoría a varios proyectos con expectativas de participar
en la próxima licitación.
¿Qué elementos caracterizan y/o diferencian a su empresa?
Aires es una empresa joven, integrada por profesionales con una vasta
experiencia en la industria tanto a nivel regional como en Europa. En Argentina,
por ser su país de creación, es reconocido como un actor de relevancia en el
proceso en que el país está inserto.
¿Cuál considera que es la importancia de la participación ERNC en el sistema
eléctrico del país?
Con respecto a Argentina, la calidad y abundancia del recurso eólico y solar es
muy significativa. La intensión estratégica en ese país es alcanzar para 2025 una
participación de ERNC del 20%, lo que significará la incorporación de 10 GW de
potencia instalada en los próximos 10 años.
¿Por qué recomendaría ser socio de ACERA?
ACERA nos ha cobijado en su seno con enorme calidez y profesionalidad desde
que nos encontramos trabajando en Chile, una enorme ayuda para acelerar
nuestra inserción en un mercado que, en los comienzos, nos resultaba
desconocido.

es chileno. Reside en Chile hace 1 año y medio, pero está implicado en
proyectos renovables en el nuestro país desde el 2008.
¿Cuáles son los productos o servicios que entrega su empresa y hacia qué tipo(s)
de ERNC?
Somos consultores, ingeniería y laboratorio de ensayos acreditado para
proyectos con energías renovables, especializados en energía eólica y solar
fotovoltaica.
¿Cuáles son los principales proyectos -o temas- que están trabajando en el
último tiempo en torno a las ERNC o el medioambiente? En caso de ser plantas
de generación, ¿dónde se ubican? ¿Cuáles son sus características centrales?
Está el desarrollo de Due Diligence para entidades financieras tanto de proyectos
fotovoltaicos como eólicos y la realización de Ensayos de Curva de Potencia en
varios proyectos eólicos ubicados en la II, IV, V y X región.
¿Qué elementos caracterizan y/o diferencian a su empresa?
La cercanía con el cliente, presencia local y agilidad en la toma de decisiones
respecto al desarrollo de nuestros servicios.
¿Cuál considera que es la importancia de la participación ERNC en el sistema
eléctrico del país?
Los proyectos con ERNC están reduciendo las emisiones de CO2, algo inherente
a estas tecnologías. Pero en Chile, especialmente, están contribuyendo de
manera significativa a la disminución de los costos de producción eléctrica y
repercutirá también en el bolsillo de los ciudadanos.
¿Por qué recomendaría ser socio de ACERA?
ACERA se ha convertido en un actor conocido y relevante en Chile y, de esta
forma, ha logrado tener el poder para influir en la búsqueda de sus objetivos.
¿Cuáles son las novedades o cambios de su empresa en el último tiempo?
Estamos acentuando nuestros servicios en proyectos fotovoltaicos y
desarrollando en Chile servicios como laboratorio acreditado en proyectos
eólicos.

NEWS
13 YEARS SINCE ACERA’S CREATION
With joy and pride, last July 11th, ACERA celebrated its 13th anniversary, with a fully
consolidated NCRE sector in Chile. But this scenario was not always so promising.
The Association was born in 2003 thanks to the initiative of a group of Non
Conventional Renewable Energy entrepreneurs – a very small group at that moment
and now the Founding Members- who were trying to position these technologies in the
market. At the beginning, the Association was formed mainly by mini-hydro small
companies. Over the years, ACERA has included companies of all NCRE technologies
and across the sector’s value chain, from product and service suppliers to major power
generators.
ACERA is a small association doing big things. The boom of NCREs over the last few
years has been the result of the great effort of all who make up ACERA: the Board of
Directors, headed by its President Alfredo Solar, its member companies, and its
permanent team, which is always looking for the best opportunities to promote the
NCREs.
Happy Anniversary ACERA! Go on with the same vigor to achieve a 100% renewable
Chile.

ELECTRIC TRANSMISSION LAW: A KEY REGULATION FOR THE NCRE SECTOR
One of the most eagerly awaited laws for the NCRE sector was enacted in July: the Electric Transmission Law. The
regulation, sponsored by the Ministry of Energy and supported from the beginning by ACERA, establishes a new
Transmission System and creates a coordinating entity independent from the National Electric System. It is based on
international practices and experiences seeking to improve the system’s planning, expansion, rating and operation, and
delivering, at the same time, a greater responsibility to the State as guarantor of the common good. As noted by Carlos
Finat, Executive Director of ACERA, “We have been waiting for this regulation for a long time. First, because the timely
expansion of the system will provide a better energy distribution, allowing the arrival of the clean energy generated
mainly in the northern extreme of the country, to different zones in Chile. On the other hand, we believe that the creation
of the new national operator is very important to ensure the transparency, independence and technical suitability of
future challenges imposed by the electric system operation.

In last July 27, a total of 84 bids was submitted in the
tenders for supply to regulated customers, a figure
exceeding significantly last year’s, when 38 proposals were
presented. This amount is a record for Chile and Latin
America. Sixty-four of the offers are of NCRE nature, and
twenty are conventional or hybrid conventional-NCRE
projects. This is the biggest tender ever carried out in Chile
and the projects presented indicate a highly competitive
process, so the prices to be expected should be equally
competitive. The information contained in the economic
bids will pass into the public domain on August 16, and the
awarding will take place on the 17th of the same month.

NCRE RESULTS
Twelve NCRE projects were admitted to environmental permit process during last July, adding 1067 MW. One of them is the 50 MW
expansion of the Cerro Pabellon geothermal project of Enel Green Power, totaling 100 MW of the final project. Two projects are of
wind power, adding 290 MW: the Leones III Park project (137 MW) and Puelche Sur (153 MW). In addition, 7 solar PV projects were
admitted, adding, 714 MW, among which the photovoltaic Sol de Vallenar Park must be highlighted, as well as 2 mini hydro projects
(13.6 MW).
During this month, four projects obtained the environmental approval, for 640 MW, three of which are solar photovoltaic and one mini
hydro. Among them, Luz del Oro Park (475 MW) must be pointed out.
In the last Exempt Resolution N° 526 of July 5, 2016, which updates and notifies generation works, one new work in construction
was declared: San Pedro Wind Park, of Transantartic (65 MW).
In July, the Las Peñas Wind Park (9 MW), the Los Andes PV Park (20 MW) and the Renaico Wind Park of Enel Green Power (88 MW)
began their test period.

STATISTICS
During June, NCRE’s contribution to the total energy system amounted to 10.84%, accumulating 10.9% throughout the year.
The highest contribution was bioenergy, with a 3.94%, which represents a 5.63% increase as compared to the prior month,
followed by wind energy with a 2.88%, representing a 41,27% increase as compared to May. Solar energy was placed third, with
a 2.33%, resulting in an 8.86% decrease. Energy from mini hydro sources was placed fourth, with a 1.7%, representing a 5.41%
fall as compared to May of this year.

Alberto is 65 years old, married and has three children and four grandsons.
He is a Petroleum Engineer from the Universidad Nacional de Cuyo,
Argentina. With more than 35 years of experience in the Argentinean
petroleum industry, he is a shareholder and co-founder of Aires Renewables,
where he performs as President and CEO as from 2015.
What products or services does your company deliver and to what kind(s) of
NCREs?
Aires is a Company that develops NCRE projects in Uruguay, Chile, Peru and
Argentina. It provides complete Engineering and Consulting services, related to
wind and solar resources studies, from their greenfield development until the
project start-up.
Which have been the latest new services or changes introduced by your
Company?
Sebastián Kind, founding partner and ex CEO, was appointed Assistant Secretary
of Renewable Energies of Argentina. This appointment represents a recognition
of his work, performed simultaneously with his responsibilities in Aires as main
advisor in the design of the Renewable Energy Promotion Law 27,191
What are the main projects -or themes- you have been recently working on
concerning NCRE or the environment? In case they are generation plans, where
are the located and which are their main characteristics?
At present, Aires is performing as Independent Engineer in the relationship
between the Las Peñas Wind Park and Bice Bank, and is commercializing its own
project in Argentina (80 MW). In addition, it is providing consulting services to
several projects, looking forward to take part in the forthcoming tenders.
Which elements characterize and/or distinguish your company?
Aires is a young company, formed by professionals with a vast experience in the
industry, both at a regional level and in Europe. In Argentina, as its mother
country, it is recognized as a major actor in the process the country is living
nowadays.
How important is NCRE participation in the Chilean electric system?
As far as Argentina is concerned, the quality and abundance of wind and solar
resources is highly significant. The strategic intention of the country is to reach a
20% NCRE participation by 2050, which means of the incorporation of 20 GW of
installed power during the next 10 years.
Why would you recommend being an ACERA member?
ACERA has received us very kindly and professionally ever since we are working
in Chile, which has been a tremendous support to speed up our integration to a
market that, at the beginning, was unfamiliar for us.

lived in Chile for only one and a half years, but has been implied in renewable
projects in our country since 2008.
What products or services does your company deliver and to what kind(s) of
NCREs?
We are a consulting, engineering and accredited assays laboratory for Renewable
Energy projects, specialized in wind and photovoltaic solar power.
What are the main projects -or themes- you have been recently working on
concerning NCRE or the environment? In case they are generation plans, where
are the located and which are their main characteristics?
We are engaged in the development of Due Diligence for financial entities in
photovoltaic and wind projects, and in the performance of Power Curve Trials in
several wind projects located in the II, IV, V and X regions.
Which elements characterize and/or distinguish your company?
The close relationship with our customers, local presence and agile
decision-making concerning the development of our services.
How important is NCRE participation in the Chilean electric system?
NCRE projects are reducing CO2 emissions, which is inherent in these
technologies, but in Chile, they are specifically contributing in a significant
decrease in electricity production costs, which will also impact on the citizens’
pockets.
Why would you recommend being an ACERA member?
ACERA has become a well-known and relevant actor in Chile, and has thus
achieved the necessary power to influence the search of the country’s goals.
Which have been the latest new services or changes introduced by your
Company?
We are emphasizing our services in photovoltaic projects, and we are developing
in Chile services as a laboratory accredited in wind projects.
