Abstract The aim of the SAG cooperation group was to improve collaboration
between NGOs and the ministries. The group’s purpose
was to promote consultation of NGOs in issues relevant
to them and to create models for engaging in dialogue at an
early stage in the preparation processes. The working group included
representatives from both the ministries and Swedishspeaking
NGOs.
The conclusions and recommendations of the SAG cooperation
group cover the following areas:
• transparency of preparatory work and information dissemination
in the ministries,
• principles for hearing
• new mechanisms and structures for hearing interested parties
• training of government officials and active participants in the
NGOs
• intra-NGO cooperation particularly in Finland’s Swedishspeaking
arena
