Le Fonds Français pour l’Environnement
Mondial (FFEM) est un fonds public
bilatéral créé à l’initiative du Gouvernement
français, en 1994. Son secrétariat et sa
gestion financière sont confiés à l’Agence
Française de Développement. Le FFEM a pour
mandat de cofinancer des projets à forte
composante environnementale, dans les
pays en développement. Ce cofinancement,
exclusivement sous forme de dons, est destiné
à la mise en œuvre de projets pilotes qui
concilient environnement et développement
économique des pays bénéficiaires. Ses
activités se concentrent dans les domaines de
la biodiversité, des eaux internationales, du
changement climatique, de la dégradation des
terres, des polluants organiques persistants
ou de la couche d’ozone. Au 31 décembre
2012, 237 projets étaient approuvés pour
engagement de fonds, pour un montant de 276
millions d’euros. Les deux tiers sont répartis en
Afrique sub-saharienne et en Méditerranée.
L’Agence Française de Développement est
le principal opérateur du dispositif bilatéral
français de coopération. L’AFD finance et
accompagne des projets et programmes de
développement qui cherchent à soutenir
une croissance économique plus durable et
partagée, à améliorer les conditions de vie des
plus pauvres, à contribuer à la préservation de
la planète et à participer à la stabilisation des
pays fragiles ou en sortie de crise.
Ses équipes, basées en France et au sein d’un
réseau de soixante-dix agences dans les pays
en développement et l’Outre-mer français ,
lui permettent d’offrir à ses partenaires des
financements, des instruments d’analyse et
de couverture du risque et une ingénierie de
formation et de renforcement des capacités.
Sa filiale Proparco soutient les investissements
privés. L’AFD collabore également avec les
réseaux académiques français et internationaux
pour alimenter les débats et réflexions
prospectives sur le développement.
The French Global Environment Facility
(FFEM) is a bilateral public fund initiated by
the French Government in 1994. The FFEM
secretariat and its financial management
are entrusted to the Agence Française de
Développement (AFD) . The FFEM co-finances
projects that encourage the protection of the
global environment in developing countries. Its
co-financing is exclusively done as grants and
is used for the implementation of pilot projects
that combine environmental protection
and economic development in the recipient
countries. The FFEM is an influential strategic
instrument for the French policy on Official
Development Assistance regarding global
environmental protection. Its activities focus on
the topics of biodiversity, international waters,
the climate change, land degradation and
desertification, persistent organic pollutants
and the stratospheric ozone layer. By the end
of 2012, the FFEM has co-financed 237 projects
with €276m. Two thirds were spent on sub-
Saharan Africa and the Mediterranean.

France’s bilateral aid efforts find their
primary outlet in the Agence Française de
Développement (AFD). AFD provides funding
and technical assistance for development
projects and programmes that enhance more
sustai-nable and shared economic growth –
efforts that improve living conditions for the
poorest, work to preserve the envi-ronment,
and stabilize countries in fragile situations. AFD
has its headquarters in Paris and a network of
70 field offices in developing and emerging
countries and in France’s overseas provinces .
This geographic reach allows AFD employees
to offer funding, risk analysis and hedging
tools, and to tailor its profes-sional training and
capacity-building assistance to beneficiaries’
needs. AFD’s subsidiary, Proparco, provides
loans and investment capital to private sector
enterprises. AFD works with French and
international universities and resear-chers to
enhance debate and forward-looking thinking
about development.
