WELCOME
Dear Friends,
The annual Peace and Sport International Forum upholds the idea
of diplomacy and international solidarity, founded on cooperation
between all stakeholders involved in peace and in sport, on dialogue,
and on mutual understanding through sport.
I am convinced that only a cooperative and constructive approach
of this type can enable decision-makers in our world to respond to
contemporary crises linked to extreme poverty, loss of ideals and
traditional landmarks, the fear of uncertainty, lack of social cohesion,
to the trauma of conflict or adverse consequences of the deterioration
of our environment.
The solution for these challenges will be found through educating
future generations.
Like other human activities, today sport embodies the ideal of
loyalty, fairness, dignity and sharing. In essence, it teaches young
people throughout the world simple and healthy values, such as
respect and tolerance, solidarity and peace, and says no to discrimination.
That is the spirit of sport but it could also become a social
reality in a world that has become interdependent.
On the eve of major sporting events like the 2010 FIFA World Cup,
the Vancouver 2010 Olympic and Paralympic Winter Games and the
first Youth Olympic Games, it is more urgent than ever to put this
message across strongly: sport can and must be put at the service
of sustainable peace in the world.
I am pleased and honoured that the Principality provides an environment
to express the exemplary determination and motivation
of so many world leaders for this great cause.

Dear Delegates, Dear Friends,
Welcome to the 3 rd Peace and Sport International Forum. This 2009
edition is yours. More than ever we want it to be a platform for
discussion and debates, allowing you to present your best practices,
find solutions and resources, meet new stakeholders and cement
partnerships.
Our collective thinking will be guided by one principle theme: “How
can we make our actions sustainable?” This objective of sustainability
must be at the heart of our concerns. Our actions can only
constitute a real social alternative for vulnerable youngsters if the
benefits that they bring are sustainable.
To fully cover all aspects of this huge challenge, for the first time
the Forum has been organized in partnership with the United Nations
System, represented by the United Nations Office on Sport for
Development and Peace and the United Nations Office for Partnerships.
This collaboration gratifies us in two respects. First of all, it is
a tangible manifestation that sport has become a legitimate way
to build and promote sustainable peace in the world, helping to
achieve Millennium Development Goals.
But above all, this partnership demonstrates our determination to
rally all actors for peace and for sport around a common cause,
to bring concrete projects and produce tangible results. This is our
common goal, and this is our responsibility.

Le rendez-vous annuel du Forum International Peace and Sport repose
sur une certaine idée de la diplomatie et de la solidarité internationale,
fondées sur la coopération de l’ensemble des acteurs de la paix et du
sport, sur le dialogue, et sur la compréhension mutuelle à travers le
sport.
Je suis convaincu que seule une approche participative et constructive
peut permettre aux décideurs de notre monde de faire face aux crises
contemporaines liées à l’extrême pauvreté, la perte des idéaux et des
repères traditionnels, la peur du lendemain, l’absence de cohésion sociale,
aux traumatismes des conflits ou aux conséquences néfastes de
la détérioration de notre environnement.
Relever ces défis passe par l’éducation des générations futures.
Comme d’autres activités humaines, le sport incarne aujourd’hui un idéal
de loyauté, de dignité et de partage. Par essence il inculque aux jeunes
du monde entier des valeurs simples et saines, comme le respect, la
solidarité, la paix et la tolérance, et refuse toute discrimination. C’est là
l’esprit du sport, mais ce peut être aussi celui de la vie en société, dans
un monde devenu interdépendant.
A la veille d’événements sportifs majeurs, comme la Coupe du Monde
de la FIFA 2010, les Jeux Olympiques et Paralympiques d’hiver à Vancouver
ou les premiers Jeux Olympiques de la Jeunesse, il est plus que
jamais urgent de faire entendre avec force ce message : le sport peut et
doit se mettre au service de la paix dans le monde.
Je suis heureux et honoré que la Principauté de Monaco soit le cadre du
travail où s’expriment la détermination et la mobilisation exemplaires de
tant de décideurs mondiaux en faveur de cette grande cause.
Bienvenue au 3 ème Forum International Peace and Sport. Cette édition
2009 est la vôtre. Plus que jamais nous souhaitons qu’elle soit une plateforme
d’échanges et de débats vous permettant de présenter vos meilleures
pratiques, de trouver des solutions et des ressources, de rencontrer
de nouveaux acteurs, et de nouer des partenariats.
Notre réflexion collective sera guidée par un fil rouge : « comment rendre
durables nos actions de paix par le sport ? » Cet objectif de pérennité
doit être au coeur de nos préoccupations. Nos actions ne constitueront
une véritable alternative sociale pour la jeunesse vulnérable que si la
paix qu’elles apportent est durable.
Pour relever pleinement ce grand défi, le Forum est organisé pour la
toute première fois en partenariat avec l’Organisation des Nations-Unies,
représentée par le bureau pour le Sport au service du Développement
et de la Paix et par le bureau pour les Partenariats. Cette association
nous réjouit à un double titre. Elle est d’abord la manifestation concrète
que le sport s’est imposé comme un moyen légitime de construire et de
promouvoir une paix durable dans le monde, en contribuant à réaliser
les Objectifs du Millénaire pour le Développement.
Mais surtout, ce partenariat démontre que notre volonté de mobiliser
l’ensemble des acteurs de la paix et l’ensemble des acteurs du sport
autour d’une cause commune est porteuse de projets forts et produit
des résultats tangibles. Tel est notre objectif à tous, et telle est notre
responsabilité.

Under the High Patronage of HSH Prince Albert II of Monaco, the
Peace and Sport International Forum works for the development of
sustainable peace in the world through sport. Its mission is “uniting
for action”.
Established in 2007, the event takes a politically neutral stance. For
this reason, it has become a major international gathering, allowing
free discussions without preconceived notions to debate a single
objective: cooperation and skill-pooling to devise concrete initiatives
to put sport at the service of peace throughout the world.
The Forum brings together the highest authorities from the worlds
of politics, sport and business engaged in action for peace through
sport: Governments, International Organizations for peace, representatives
from world sport governance (International Olympic
Committee, International Sports Federations and National Olympic
Committees), sport champions, strategic and financial partners,
experts from the world of sport and Non-Governmental Organizations.
For the first time in 2009, the Peace and Sport International Forum
is organized in partnership with the UN Office on Sport for Development
and Peace (UNOSDP) and by the UN Office for Partnerships
(UNOP).
Placé sous le Haut Patronage de S.A.S. le Prince Albert II de Monaco, le
Forum International Peace and Sport est une plateforme qui œuvre concrètement
à la consolidation d’une paix durable dans le monde à travers
le sport. Sa vocation est d’unir pour agir.
Créé en 2007, le Forum est placé sous le signe de la neutralité. Il a pu
ainsi s’imposer comme le rassemblement international majeur permettant
un dialogue libre et sans tabou, autour d’un seul objectif : coopérer,
mutualiser les compétences et imaginer des initiatives concrètes qui
permettront de mettre le sport au service de la paix dans le monde de
manière durable et efficace.
Le Forum réunit les plus hautes autorités des mondes politique, sportif
et économique engagées dans des actions de paix par le sport : gouvernements,
Organisations Internationales et intergouvernementales
pour la paix, représentants de la gouvernance du sport mondial (Comité
International Olympique, Fédérations Internationales et Nationales de
Sports, Comités Nationaux Olympiques), grands champions, partenaires
stratégiques et financiers, experts du monde sportif et Organisations
Non-Gouvernementales.

In 2009, sport is no longer perceived as
prolonging war by other means; on the
contrary it is recognized as a tool for
peace-promotion capable of federating
many different initiatives.
There are two levels of analysis of sport’s
contribution to peace: sports diplomacy
used to encourage resuming diplomatic
contact between antagonistic states or
communities, and international organizations
using the sports arena to pave the
way towards peace and development.
En 2009, le sport n’est plus perçu comme
le prolongement de la guerre par d’autres
moyens mais au contraire comme un outil
de promotion de la paix capable de fédérer
de multiples initiatives.
Il existe deux niveaux d’analyse de la contribution
du sport à la paix : d’une part l’utilisation

la reprise de contacts diplomatiques

Social integration is a concern that has been a key motivator for Sport Sans Frontières for the last 10
years. Our mission is to reintegrate people on the fringe of society – street children, child soldiers,
young women etc. – and help them find a place in society. This workshop will be the occasion to
show how sport can be a relevant tool to facilitate this reintegration.
L’insertion sociale est une préoccupation au cœur de l’action de Sport Sans Frontières depuis maintenant

During a recession, economic resources are rare. Some NGOs and associations working in the field
find themselves in a weakened position. The aim of this workshop is to stimulate a global discussion
about the sustainability and diversification of funding for sports projects with a social vocation.

While a number of foundations have
slowed their giving, we are seeing an increased
interest from new and potential
philanthropists, who feel that traditional
charitable giving provides only temporary
solutions. Increasingly there is a shift
towards sustainability. Corporations and
smart philanthropists are interested in a
lasting, sustainable investment models in
order to make a difference. Companies are
embracing the concept of Creative Capitalism
which uses the concept of sustainable
development as a business model.
Alors que de nombreuses fondations ont
diminué sensiblement le montant de leurs
dons, nous pouvons constater un intérêt
croissant de nouveaux mécènes potentiels,
qui ont le sentiment que les dons caritatifs
classiques ne débouchent que sur des solutions
éphémères. La tendance est de plus
en plus à la pérennité. Les entreprises et les
philanthropes s’intéressent à des modèles

Recent history has given us many examples
of sport effectively contributing
to ease tensions and to restore peace in
countries affected by conflict.
Sport is now fully integrated into the process
of social, political and economic reconstruction
in countries emerging from
war. Peace-keeping forces deliberately
use sport to improve relations with civilians.
The challenge of this session will be
to determine how and under what conditions
sport can be used to achieve this
goal.
L’histoire contemporaine récente nous offre
de nombreux exemples où le sport a spontanément
contribué efficacement à apaiser
les tensions et à restaurer la paix dans les
pays ayant subi des conflits.
Le sport est désormais pleinement intégré

The IOC, along with many other major
events rights holders and International
Sports Federations, clearly recognises the
increasing importance of the social legacy
dimension when awarding events to cities
around the world. It is this social dimension
that we will explore and develop in
Session 5. And, in particular, how this
dimension can add value to and help in
the implementation of programmes that
contribute to reconciliation and ultimately
peace between conflicting nations.
Le CIO, ainsi que les Fédérations Internationales
de Sports et les autres détenteurs
de droits des événements sportifs, reconnaissent
clairement l’importance croissante

and Sport Awards reward individuals and sport initiatives
which have contributed to peace and social stability. The
winners have instigated projects that give a highly visible
example of how sport can build bridges between divided or
opposed communities.
They are nominated by a jury of eminent persons.

In partnership with SportelMonaco and Agence
France-Presse, this award was given for a photograph
of the granddaughter of the German athlete Luz Long
and the granddaughter of American champion Jesse
Owens, reunited at the 2009 Athletics World Championships
in Berlin during the medal-giving for the
long jump.
This image perpetuates the courageous and unforgettable
friendship between their grandfathers that
started during the Olympic Games in 1936. It is a
testimony to the immense power of sport to unite
people over and above their differences and to be
stronger than hatred and extremism.
En partenariat avec SportelMonaco et l’Agence France-
Presse, cet Award a été décerné à une photo représentant
la petite-fille de l’athlète allemand Luz Long et la
petite-fille du champion américain Jesse Owens, réunies
à l’occasion des Championnats du Monde d’Athlétisme
2009 à Berlin, lors de la remise des médailles
du saut en longueur.

A PROPOS DE PEACE AND SPORT
Peace and Sport acts so that sport is the
pivot point of political action that is concerted,
efficient and adapted to the service
of peace.
To achieve this, Peace and Sport establishes
cooperation between leaders from politics,
global sport governance, the private sector
and civil society in order to mobilize the
best resources and to establish necessary
synergies. Peace and Sport’s approach is
both unifying and action-oriented.
Its action is split into four main areas:
● A platform for cooperation with a
Resource Centre,
● Locally-Based Projects,
● An annual International Forum,
● The Peace and Sport Awards.
Peace and Sport agit pour que le sport devienne
le point d’appui d’actions politiques
concertées, efficaces et adaptées, au service
de la paix.
Pour cela, la structure établit une coopération
internationale entre les leaders politiques,
la gouvernance mondiale du sport,
le monde de la paix et les acteurs sociaux
et économiques, afin de mobiliser les meilleures
ressources et de mettre en place
les synergies nécessaires. La démarche de
Peace and Sport se veut à la fois fédératrice
et orientée vers l’action.
Son intervention se partage en quatre directions

Centre de Ressources,
● des Projets sur Zone sur le terrain,
● un Forum International annuel,
● les Peace and Sport Awards.
Since 2007 “Peace and Sport, L’Organisation pour la Paix par le
Sport” has worked to build sustainable peace throughout the world
by promoting sport as an instrument for reconciliation, dialogue,
understanding and social stability.
Peace and Sport takes action everywhere in the world in targeted
areas suffering from poverty, lack of social cohesion, or areas
suffering the consequences of armed conflicts.
A neutral and apolitical organization based in Monaco, Peace and
Sport is a worldwide initiative under the High Patronage of His
Serene Highness Prince Albert II of Monaco.
It was founded by Olympic medal winner and World Champion
in Modern Pentathlon Joël Bouzou, the current President of the
organization.
