Bien sûr,je pourrais faire le malin en insistant surle fait que j’ai rencontré des hommes etfemmes qui comptent dans le paysagepolitique de la planète. Et pourtant, cetteaura m’a moins interpelé que la passionqui anime certains de mes interlocuteurs.La liberté d’exprimer une vision différente,la réussite et l’accomplissement, bref lapetite étincelle qui brille au fond de l’œil.A FEW YEARS OF INTERVIEWSAs editor-in-chief of this magazine for thepast few years, I’ve had a chance to crosspaths with some celebrities. Of course Icould exaggerate and say that these menand women held important positions inthe political arena of the planet. And yet itwasn’t the aura as much as the enthusiasmof most of them that inspired me. UNJAN KUBIS, EXECUTIVE SECRETARY, ECESTILL RELEVANTcomparison with the EU is redundant as it’sthe Economic Commission for Europe that“brings all Europe together.”The ECE website backs this up, listing as allEurope, 56 countries located in “the EuropeanUnion, non-EU Western and EasternEurope, South-East Europe and Commonwealthof Independent States (CIS) andNorth America.”But, we put to Mr. Kubis, leaving aside NorthAmerica, a growing number are joining theEU, aren’t they? Yes, agrees Mr. Kubis, buta number of ECE countries, he cites Russiaand some others, “are not at all eager to jointhe EU.” It’s this which provides the ECE, its220 staff and its $ 65 million biennial budgetwith its raison d’être; the “integration,” aword he mentions several times, of a hugeeconomically, socially, culturally and politicallydiverse space.Jan Kubis has been ExecutiveSecretary of the EconomicCommission for Europe (ECE)since 2008. TatarinovThis integration, the building of a coherenteconomic space, we learn, for ECE is primarilytechnical, normative and has takenplace in a number of areas grounded in “thereal economy”. Take, for example, transport,where the Commission helped fashion some60 legal and normative instruments, manyof them applied around the world, like roadsigns and signals. Or the work on road andrail corridors, which join up the different partsof Europe, opening up towards countries likeChina and Iran, or rules on the transport ofdangerous goods. And it’s not just transport.There’s environment, energy, statistics, tradefacilitation, forestry, housing and more.To this end, Mr. Kubis sees a bright futurefor ECE, not least because of “a trend towardsregionalism where challenges at theregional level need solutions with a regionalor even sub-regional perspective.” ECE isalso “the most advanced Regional Commission…developing norms, procedures,methodology, best practices that are oftenused by the other Commissions.”5 – UN Special – Juillet / Août 2011

Interestingly, as Mr. Kubis makes clear, theCommission hasn’t always had such a technicalrole. In the aftermath of the SecondWorld War, its main role “was to addressthe impact of destruction and help in reconstruction.”Then, in the Cold War, it got political as itbecame “a main channel of political anddiplomatic interaction” and a “platform ofeconomic cooperation” between the twoblocks.And diplomacy is something Mr. Kubisknows about, as a diplomat and former ForeignMinister in his own country, Slovakia,where he got to see integration from theother side.When asked what he brought to the job ofECE Executive Secretary, he cited “managementof political process and negotiationsand of an international bureaucracy,” havingpreviously been the EU’s Special Representativefor Central Asia, the Secretary-General of the Organization for Securityand Cooperation in Europe and SpecialRepresentative of the UN Secretary-Generalin Tajikistan.The latter position was one of his toughest.He arrived to put into reality the then freshlyestablished peace accord and he faced quitea challenge “not to allow a relapse and repetitionof civil war and to make the peaceagreement work.”I ask him if at 18 he saw himself doing thisjob. “In a way, yes. I have always wanted towork with and for people.”This turns us to staff matters. Mr. Kubis hadrecently organized retreats with the Commission’sstaff. What did he learn from it?“Communication, information, transparencyand justice are what stood out. Also howstaff treat each other and understand eachother. That is why I shared with staff andinformed them constantly on the processfollowing the Secretary-General’s instructionson budget cuts and on reform.”So what did he think about the memberStates asking the Secretary-General to cutthe UN budget? How would such cuts affectthe commission?“There is a constant discussion about relevanceto member States and this is linkedto resources. We do excellent work, butmaybe, he said philosophically, not all areasrepresent a current priority for memberstates. We will see in the forthcoming processof review.”“They need to understand the challenges,constraints and risks. On mobility, we had a lively session inwhich several staff (mainly women as itturned out) provided testimonies on howthey had moved around the system or hadattempted to do so. We learnt about theimperfections with VINES, the difficultiesof returning to home base, challenges forthose with families, the need perhaps fora foreign-service style managed reassignmentsystem and the desire among generalservice staff to have greater opportunities.The output from that meeting helped formour position at the annual global staff-managementnegotiations, SMCC, that were heldat the end of June.We have received good feedback on boththese events. The next townhall is on 7 Julyand we will report on the outcome of theSMCC meeting.CrècheWith a massive shortage of crèche placesin the city and the organization without thefinancial wherewithal to enter into partnershipwith the local authorities to build andrun an external facility, we have held discussionswith Administration and the DirectorGeneral to build a new crèche withinthe Palais grounds. Management are nowlooking into the legal aspects, specificallyhow to set up an independent structure thatcould manage the crèche, taking inspirationfrom the international school. Other examples,such as the crèche at UNOV and theMEC were provided.A team comprised of staff and managementhas also been set up to act as a channel forcommunication and monitor progress. Oncethe legal aspects have been examined, wewill move quickly onto examining physicalstructures and financial planning. Settingup a crèche isn’t easy, but it shouldn’t beimpossible. We have funds and we intendto develop this project.In the meantime, all staff who replied to ourquestionnaire have been kept informed ofnew crèches that have been opening in theregion. Si les deux parties n’arriventpas à se mettre d’accord et qu’il existe unréel blocage, l’appel à un médiateur, qui estimpartial, indépendant et neutre, peut êtreune bonne solution.Et pour ce qui est des situations dedivorce et des difficultés financièresdes fonctionnaires qui ont des créditsen cours et qui n’arrivent plus à leshonorer ?Nous nous trouvons ici dans des situationsvécues, parfois difficilement, par de nombreusespersonnes. L’intervention d’un médiateurpeut s’avérer utile, également pourdes cas de surendettement.Proposez-vous une aide à larédaction?Il n’appartient pas à un médiateur de rédigerdes courriers d’une façon générale.Néanmoins, si dans le cadre d’un processusde médiation les parties arrivent à unaccord, le médiateur peut aider à la rédactionde ce dernier. During a side event on SustainableUrban Mobility and Opportunities for GreenEconomy Investments, Dr. Joan Clos, Under-Secretary General and Executive Director ofUN-HABITAT, emphasized the importance ofcities to tackle the huge challenges associatedwith green house gas (GHG) emissions. “40per cent of the emissions in the atmospherestem from cities, and if we add consumptionof goods, cities account for about 70 percent of the total emissions”, said Dr. Clos. Inhis speech, he particularly stressed the conceptof urban mobility, and the importanceof bridging transport technologies with adequateurban planning.Dr. Clos also emphasized the fact that intelligentdesign of cities may reduce demandfor motorized mobility by 25 per cent,which underlines the crucial role of properplanning for the future of urban agglomerationsworldwide. The creation of cities andurban communities that offer comfortablewalking paths, safe cycling lanes and reliablemass transportation system requires notonly knowledge and planning, but also a setof difficult political decisions. The ExecutiveDirector also highlighted the significance ofurban density: “Density is becoming oneof the most pressing issues when dealingwith cities and climate change in the future”,Dr. Clos said and referred to the potentialfor the reduction of energy consumptionin well-managed cities. In many cities inthe developing world, an increase in urbansprawl and scattered settlements can beobserved, but there are also examples forjurisdictions implementing policies that promoteurban density and transport friendlysolutions. However, such approaches arestill not a mainstream in urban planning andit will require strong narratives and changeof mind to effectively address uncontrolledand dispersed development. Besides density,Dr. Clos also raised the need for a diversitystrategy. He referenced key disadvantagesthat the practice of strict land usezoning without diversity presents, in particularthe infrastructure investments neededto connect different zones with each other,which could be avoided by enabling morediverse use within individual zones. Experienceshows that cities that have introduceda more diversified land zoning policy combinedwith density have demonstrated progressin GHG reduction. Above all, “diversifiedstrategies that include developmentof public spaces and community cohesionalso lead to greater public participation andcultural intensity” said Dr. Clos in closing.Prof. Cesar Rafael Chavez-Ortiz, showcasedthe urban situation in Mexico andrecent initiatives to improve urban planningand mobility within urban agglomerations.He also pointed out some difficulties Mexicois facing in the urban sector, includingeconomic inefficiencies, social inequalities,unsafe conditions and environmental decay.The presence of “urban chaos” leading todisintegration of city spaces and insufficientinfrastructure maintenance were amongother challenges Prof. Chavez-Ortiz referredto. Moreover, he emphasized how importantadequate urban policies are for improvingurban conditions and reducing GHG emissions:“Transport is a major consumer offossil fuels and produces environmental impactat all levels, including air pollution andnoise” said Prof. Chavez-Ortiz and stressedhow important it has been to re-address urbanplanning policies in Mexico. The baselinewas characterized by urban consumptionpatterns that resulted in environmentalproblems, land use planning that proved tobe insufficient for present day life, transportrelatedproblems that resulted from zoningschemes and inefficient urban models characterizedby too much emphasis on the motorizationof cities. Mr. Arab Haballah, Chief of the SustainableConsumption and Production Branch atUNEP, the United Nations Environment Programme,explained how global populationgrowth and rapid urbanization is contributingto an increasing demand for mobility. Hereported that fuel consumption has doubledbetween 1970 and today. “The increasedglobal vehicle fleet is expected to triple by2050! This increase will mainly take place indeveloping and transition economies andwill have a tremendous impact on GHGemissions”, said Mr. Haballah. Estimatesshow that the share of transport emissionswill rise from 23 to 33 per cent by 2050. Thespeakers also stressed the implications ofthese trends for global warming, air qualityand health, energy security, congestion androad fatalities. Le temps de notre conscience sedéroule subjectivement, question de référentielémotif et sensoriel.Or, les chercheurs se sont aperçus que notreconscience a une perception du temps quiest constante. J’étaispilote de mirage et j’ai réalisé par défit, unemaquette de mirage sur laquelle j’ai surfé(voir site web). Cettedépendance procure une sensation de bienêtre.Il y a aussi le fait que je suis allé aubout d’une idée que j’aurais pu laisser sur leVotre invention est-elle justementuniquement destinée à votre plaisirpersonnel, avez-vous des qualités horsdu commun et comment améliorezvousvotre matériel ?J’aimerais créer une école comme pour ledelta ou le parapente et je forme un jeuneactuellement. Je ne suis pas vraiment d’entraînementspécifique, je fais attention à monpoids. Pour cette activité, il faut une bonnebase de parachutisme, ensuite on apprendet on développe. J’ai eu des difficultés. J’aiété, à plusieurs reprises, obligé de larguerles ailes car j’étais en danger, je ne trouvaispas les bons réglages. J’ai développé un systèmede harnais qui me permet de déclencherrapidement le parachute principal oucelui de secours (plan B). Le matériel estconstamment amélioré, je n’ai jamais larguél’aile que j’utilise actuellement. C’est ainsi que nous partîmespour un village près de Viseu.Une fête locale y bat son plein ; noussommes aussitôt accueillis en amis dans cecoin de campagne ; nous déambulons dansles ruelles au son de l’accordéon, accompagnésd’un villageois qui nous fait les honneursdu lieu.Début septembre, les touristes ont déjàcommencé à déserter. Les plages peu fréquentéesnous accordent tout loisir d’observerla mise à l’eau d’une barque poussée parun tracteur qui n’hésite pas à se mouillerles pneus et l’arrivée d’un petit bateau depêche chargé de poulpes ; un attroupementse forme rapidement autour du pêcheur etde ses prises. L’on n’aperçoit bientôt plusque des dos penchés sur les caissettes dontle contenu est examiné et commenté avecardeur.La visite des environs de Porto me laisse unesensation de bien-être euphorique. Rude labeur que leursvendanges, car les vignobles, sur des terrainsétagés et pentus descendant jusqu’auDouro, obligent à la récolte à la main. Lemoût, auquel est ajoutée de l’eau-de-vie devin en cours de fermentation, subit le froiddes montagnes qui favorisera sa décantation.Au printemps, le porto est descendupour une fermentation plus douce chezles négociants. LoisirsCUBAAU RYTHME DE LA SALSAQuelques instants après avoir survolé les Bahamas avec ses plagesde sable fin et ses eaux turquoises, paradis fiscal qui attire denombreuses « grosses fortunes », Cuba est en vue. L’île, à la formed’un crocodile, offre un tout autre visage que ses voisines depuisl’embargo économique, commercial et financier des Etats-Unisqui dure depuis 1962.TEXTE & PHOTOS: CLAUDE MAILLARDBelles Américaines et ticketsde rationnementDans les années 50, l’argent coulait à flotà Cuba. La proximité des Etats-Unis faisaitde l’île un lieu de frime, de strass et de paillettes.Des milliers de belles et grosses voituresaméricaines furent acheminées pourque la fête soit encore plus belle. L’embargoaméricain stoppa net l’importation et lesconducteurs n’ont pas eu le choix pourcontinuer à faire rouler leurs « bagnoles ». Ilsse sont transformés en bricoleurs de génieet c’est ainsi qu’aujourd’hui, on trouve surl’île de Cuba la plus grosse concentration devieilles voitures américaines au monde. Denombreux collectionneurs étrangers amoureuxde ces Studebaker, Buick, Oldsmobile,Mercury, Chevrolet, Ford et autres Cadillacaimeraient bien pouvoir s’approprier cesvéritables pièces de musée. Heureusement,c’est mission impossible car, conscient deleur intérêt, Fidel Castro les a intégrées aupatrimoine national.Après la découverte de Cuba en 1492 parChristophe Colomb, la population d’Amérindiensnatifs de l’île commença à déclineravec l’arrivée des colons espagnolsà la fin du XV e siècle. Les négriers firentdébarquer un grand nombre d’Africainsqui furent enrôlés dans les plantations decanne à sucre et de café. A la têted’une armée rebelle, Fidel Castro, appuyépar Ernesto Guevara, dit Le Che, prendrale pouvoir en 1959, chassant le chef d’étatFulgencio Batista qui devra s’expatrierà Saint Domingue. La nationalisation desavoirs étrangers à Cuba fâchera les Etats-Unis qui tenteront un débarquement sur l’îleen 1961. Mais la manoeuvre aboutira à unéchec. En représailles, l’embargo sera alorsinstauré dès l’année suivante. Le pays résistegrâce au soutien de l’Union soviétiquejusqu’à la chute du mur de Berlin où l’îlese retrouve isolée. Cuba devient alors l’undes pays les plus pauvres d’Amérique latine.Fidel Castro cherche à contrer les effets dela crise économique en instaurant de multipleslois restrictives et dictatoriales, malacceptées par le peuple qui se sent encoreplus vulnérable et plus misérable. Plusieursouragans qui s’abattent sur l’île ne font rienpour arranger la situation. A la tête du paysjusqu’en 2008, Fidel Castro, malade, abandonnerale pouvoir à son frère Raul. Cigare, rhum et salsaChaque Cubain est possesseur d’une « libreta »,carte d’alimentation et de première nécessitédonnant droit à une certaine quantité demarchandises disponibles dans les magasinsd’état. Mais cela ne suffit pas à combler tousles besoins des familles dont la première préoccupationest de trouver à manger. Cuba, ettout particulièrement sa capitale, La Havane,vit aujourd’hui dans une immense pénurie,où marché noir et prostitution se sont installés.De plus, deux monnaies circulent surl’île, le peso convertible (CUC) utilisé par lesétrangers et le peso cubano (CUP) réservé àla population cubaine et qui ne permet pasde faire grand-chose avec.Avec 300 millions d’unités fabriquéeschaque année, le cigare est l’une des principalesressources du pays. Roulés à la mainpar d’experts torcedores, les cigares cubainssont les meilleurs du monde. Chaque torcedorconfectionne de 100 à 140 cigarespar jour, selon les catégories. Deux cigareslui sont destinés quotidiennement pour sapropre consommation, mais le plus souventils seront mis en vente au coin de la rue enéchange de quelques CUC.En 1862, Facundo Bacardi, immigré catalandébarqué à Santiago de Cuba, introduitdans l’île une recette de rhum, doux et fortà la fois, découverte lors d’une escale enMartinique. Elle supplante le monopolejamaïcain, donnant naissance au légendairerhum cubain qui en fait le plus appréciédu monde. Depuis l’exil en 1960 de lafamille Bacardi, Havana Club est devenul’emblème du rhum cubain. Cette année, leRoyaume du Maroc a entièrement rénové la salle S4, maintenantdotée des toutes dernières technologies audio-visuelles etdécorée dans la plus belle tradition de l’art marocain.TEXTE EMMANUELLE GANTET, ONUG,PHOTOS ELIAS KREITEMLe choix d’une salle discrète mais trèsoccupéeLe bâtiment du Secrétariat comporte principalementdes bureaux à l’exception dequelques salles telles que le salon hongroiset les salles de commission S1 et S4 dontla première a été rénovée par la Lituanie.Aussi, le Royaume du Maroc s’est-il engagépour la modernisation de la Salle S4 lorsquele Directeur général de l’ONU à Genève afait appel aux Etats Membres à travers le« Groupe des amis du Palais des Nations ».Cette salle, d’une capacité à recevoir 27délégations autour de la table et autant d’ac-compagnateurs, accueille de nombreusesréunions, dont la plupart de haut niveau.L’art marocain dans toute sa traditionLes choix de l’architecte décorateur marocainmandaté par le Royaume du Maroc,M. El Ouali Aziz, ont été de concevoir unesalle qui soit l’expression authentique del’artisanat marocain : le bois, le staff-plâtrede décoration d’intérieur, le cuivre, le cuir etles tapis sont agencés dans une harmonie etselon des règles traditionnelles et contemporainesdes tracés qui donnent une dimensionet une atmosphère propres au Maroc.La vision est emportée par un plafond enbois sculpté aérien créant une impressiond’espace, réhaussé par une corniche en stafféquipée de spots lumineux, et embelli parune frise délicatement sculptée. La sculpturedu bois avec des rosaces entourées d’enchevêtrementss’ancre dans la tradition architecturalede la dynastie des Al Mouahhades,grands constructeurs berbères de l’Atlas, quia régné sur le Maroc au XI e siècle. La tableen forme de feuille de laurier est égalementen bois de cèdre, tout comme les porteslatérales qui précèdent la porte d’entrée.La lustrerie travaillée dans du cuivre diffuseune belle lumière chaleureuse et les sousmainsen cuir ciselé d’or valorisent l’espacede travail. Les tapis berbères de Tazghnat,Moyen Atlas, à l’entrée et sous la tablerépandent une vivacité de couleurs au solrecouvert de moquette pour des raisonsacoustiques. Le verre, utilisé pour la porteet la partie en milieu de table (verre trempésablé, décoré à la main) ; dont l’épaisseurrépond à la solidité et contribue à la qualitéacoustique nécessaire à une salle de réunion.Des technologies de pointediscrètement intégréesL’objectif était également de concilier defaçon judicieuse l’art marocain et les besoinstechniques nécessaires à une sallede conférence. Aussi, en coopération avecles équipes de la Section des bâtiments etdes services techniques de l’ONUG, l’architectedécorateur a intégré les exigences demodernité nécessaires aux réunions qui setiennent au Palais des Nations. prévu dans la fabrication au Maroc les réservationsdans le mobilier pour l’implantationdu matériel audio-visuel de dernière générationavec des microphones et bas-parleursainsi que les points de raccordement pourdes audio et vidéo conférences. La salle estmaintenant équipée de prises pour ordinateursportables et d’un réseau Wi-Fi. Deuxécrans plasma répondent également à uncadre moderne de travail.Seulement deux mois de travauxin situLa durée totale du projet, de la conception à laréception des travaux, a été de 20 mois dontdeux pour la réalisation sur place. Une foisle projet approuvé par la Direction de l’ONUà Genève, la plupart des éléments d’artisanatmarocain ont été fabriqués au Maroc par desMaâlems, ce qui signifie ‘Maîtres’. Ainsi, lesstaffs ont été coulés et sculptés manuellementsur place et les boiseries, entièrementfabriquées au Maroc, ont été minutieusementraccordées à Genève. Pour la bonne conduitedes travaux dans le respect de l’art marocain,une équipe de 10 Maâlems du Maroc sontrestés présents pendant la durée des travauxet ont pu réaliser leurs œuvres avec l’étroitecoopération des artisans du Palais desNations. L’inauguration de la salle marocaine,en présence de l’Ambassadeur, ReprésentantPermanent du Royaume du Maroc SE OmarHilale, et du Directeur général de l’ONU àGenève, Monsieur Sergueï Ordzhonikidze,a eu lieu le 18 avril 2011. Cette rénovationest l’expression de l’engagement du Marocaux Nations Unies, comme elle l’avait déjàfait au siège de l’ONU à New York avec unmur en mosaïque, à l’Agence internationalede l’énergie atomique (IAEA) à Vienne, et àl’UNESCO à Paris avec des fontaines.Vous reconnaîtrez la salle S4, la salle marocaine,à la vue et aux senteurs… Lorsquevous passerez dans le couloir du 3 e étage duBâtiment Secrétariat, un appel de lumièrevous invitera à vous approcher de la salle etvous la reconnaîtrez alors à l’odeur du cèdrequi se dégage des portes latérales qui précèdentl’entrée de la salle. Cette odeur estnommée par les artisans marocains « nesmadu bonheur ». Genève internationaleINTERNATIONAL EVENING AU PETIT-SACONNEXLe Centre d’Accueil de la Genève Internationale et l’UBS ontréussi le pari de réunir genevois et internationaux autour d’unévènement festif sur le thème de la diversité culturelle. Tour àtour musiques traditionnelles et modernes se sont mélangéespour célébrer la diversité et l’arrivée de l’été.SOPHIA BISCHOFFDe 16h à 23h, la Place du Petit-Saconnex aaccueilli près de 2’000 personnes dans unesprit convivial et festif. Petits et grands ontpu trouver leur bonheur grâce aux différentesactivités mises en place. Les enfantsétaient ravis de visiter le château gonflablegéant avant d’exprimer leurs talents dedessinateurs dans le cadre du concours dedessin et du lancer de ballon organisé parl’association genevoise AGIR. Les adultes,quant à eux, se régalaient aux divers standsde nourriture (sucreries, plats d’AmériqueLatine et d’Asie) et de boissons avec enparticulier les mets proposés par le Cercleféminin des Nations Unies. La soirée prenaitdes couleurs et un avant-goût de fête de lamusique grâce aux différents spectacles. Aunuméro de danse africaine, succédait le hip-hop des enfants. Sur la scène, une dizainede mannequins improvisés venaient présenterun défilé de mode haut en couleurs. Lesplus belles parures de leur pays permettaitau public, par le biais de la mode traditionnelle,d’effectuer un tour du monde inattendu.De l’Egypte au Pérou, en passant parl’Afrique et l’Asie, tous les continents étaientprésents sur la Place du Petit-Saconnex. Pasde fête sans musique ! La Corée traditionnelles’est alliée aux rythmes africains avantde faire place aux artistes genevois. SydneyWhite, chanteuse suisse originaire de SanFrancisco, et sa guitare radoucissait l’atmosphèreavec ses compositions pop/folk. With a bit of will, whetheryou have a window box, a bit of earth betweenslabs of broken concrete in an emptylot behind your building, a balcony, or apenthouse terrace, the world of the greenthumb, green fingers, green hands, can easilybecome a part of your urban lifestyle.Wherever you live, however you live, youcan grow things; call it a garden or a greenpatch, every day, everyone reaps the benefitsof gardening. On a large scale, it’s calledagriculture and puts food on your table; italso puts cut flowers in your living room,and fills your lungs with oxygen. But on apersonal level, when incorporated into yourdaily life, the benefits, although subtle, aresolid. Not only do studies show that exposureto soil and certain microbes therein canbenefit one’s mental health, but on a muchmore basic level: nothing beats the thrill ofincorporating the fruit of your green laboursinto your daily life.How do you do it? How do you make somethinggrow out of nothing but a bit of dirtand desire?The first rule of thumb is research. Accurateinformation saves heartache and makes allthe difference between leggy and lush. Theregion you live in and the exposure of yourgrowing ground are key when planning forgreenery. Which plants tolerate full sun andwhich require shade? The expression “sunsweetened” works for tomatoes, but not forcoriander (syn. cilantro), which prefers thecooler weather of early summer.The internet is an obvious place for gatheringinformation but local events transmitprecious regional information. The Genevabotanical garden has events throughout theyear, and a bit further out, the horticulturalschool in Lullier holds an open day everyautumn. It was at this open day, on a drizzlySeptember afternoon, that I first spottedthe annual vine Ipomoea Lobata (syn.Mina Lobata), otherwise known as the FirecrackerVine or Spanish Flag, in full bloomat a time when most flowers are turning infor the year. The clusters of flowers hangdown like grapes, a perfect closure to theyear for flowering vines, with this imageso close to that of the wisteria that opensthe year. Spanish flag is surprisingly easy togrow, doesn’t mind the shade, or require alarge pot or special soil. It does need to betrained, either onto balcony railings, or atrellis. You can buy seeds from the Frenchseed company Vilmorin, which are sold atJardiland in Gex.Another fuss-free flowering vine that won’tdisappoint is the Passiflora Caerulea, CommonPassion Flower. It does well on balconies,is not exceptionally sun-hungry andis easy to train onto railings or a trellis. TheCommon Passion Flower is a perennial inmilder climates, which means that it willcome back year after year.As for soil, in Geneva, we are lucky to havethe option of choosing soil compiled at theNant-du-Châtillon compost and waste centrein Bernex. This high quality, all-purposesoil consists of 50% compost from householdwaste gathered throughout the cantonof Geneva. By contributing to composting(green bins for this are easily spottedaround the city), and then using this soilfor gardening, one comes full circle in thelife cycle, which is a rare opportunity forcity dwellers.Another factor to consider is the pots, orplanters, one uses. Plastic planters, whichdon’t breathe, tend to preserve moisturemore than terra cotta planters, which can beconvenient for reducing watering, but possiblynot good for the overall health of theplant. The pots should also be deep enoughfor plants to settle into: as their roots expandinto the earth, so will their foliage above.For culinary needs, basil, cilantro and mintdo well in pots as do certain varieties oftomatoes. LoisirsSUMMER IN GENEVARECIPE: SLOW ROAST LAMBBack in March, the magazinelaunched a survey to find outwhat you wanted. Among theresults was a request to returnto the recipe series that themagazine used to feature.So here we go.IAN RICHARDSIn a world where everything seems to begetting faster, it’s time to pay tribute to slowfood, and this month we kick off with roastlamb. Of course you can roast lamb in anhour and a half if you want to, but you willbe missing this meat at its best, where it is sosoft you can carve it with a spoon. What youreally need is three to four hours.This dish demands patience, but requires littlepreparation. And another advantage is thatyou aren’t bound by timing. If your guestsarrive an hour late, just leave it to roast thatextra bit longer. It will only improve.Summer, and especially late summer, is agood time for lamb, because it has startedto acquire some flavour. Spring lamb isfashionable but hardly tastes of much. Andto avoid expensive cuts, we use shoulder(épaule), which is a third cheaper than leg(gigot).Ask your butcher for a whole shoulder. 1.4kg should feed four people, 800g will feedtwo. Leave the bone in and the fat on, bothof these contribute to taste.Take the lamb out of the fridge at least halfan hour before cooking. It allows the wholejoint to reach room temperature so that itcooks evenly. Put the oven to 220o and startpreparations.For the vegetables, you should go for whatroasts well. These are potatoes, carrots, andif you can get them at this time of year, parsnips(panais). Roughly chop the vegetablesinto pieces and put them to steam for 10minutes. This softens them up.Meanwhile, mix in a bowl with a generousdose of olive oil, salt and chopped rosemaryand thyme. Pour some of this over the meatand massage in well. If you have a casseroledish or cocotte, place the lamb in there andleave the lid off. Otherwise put in a bakingtray or oven dish.Once the vegetables are done, put them in aseparate baking tray or oven dish and pourin the rest of the olive oil mix, making surethey are well coated.Then put both the meat and the vegetablesdishes into the oven for thirty minutes at220o Celsius. Why such a hot oven? Becauseit makes sure that the surface of the meat andvegetables caramelize, which is where muchof the taste actually comes from.After thirty minutes, take everything out andreduce the oven to 145o Celsius. You willnotice at this stage that the meat is prettytough. This is why the second phase, thistime of slow-cooking, is important and thisis when the softening takes place. If thereis space in the meat dish, put some or all ofthe vegetables, especially the parsnip andpotatoes, around and under the meat. Theywill slowly soak up the juices and the resultsare amazing. If you are using a cocotte, nowis the time to put on the lid so that it keepsthe moisture inside, otherwise foil will do.And if you are feeling brave, lob in a bit ofbutter. Put it all back into the oven, fromtwo to four hours, perhaps longer.There is nothing for you to do now untildinner, though if your vegetables are ina separate tray, you may want to transfersome of the meat’s juices over to them,every now and then.When it’s cooked enough and you’ve decidedyou can’t wait any longer, take it out.Leave the meat to rest for twenty minutes(this is important) and then serve.
