FOREWORD<br />
Assuring regulatory compliance is one of the most challenging tasks<br />
within environmental management systems. In order to address this task,<br />
governmental authorities need to carefully select their instruments aiming<br />
at prevention, detection and deterrence of environmental non-compliance.<br />
To this end, a continuous and effective interaction with the general public<br />
is essential. Although such a strategy of work is widespread in economically<br />
developed countries, it is quite new for Georgia and requires important<br />
changes in the attitude and professional training of the employees of environmental<br />
enforcement authorities.<br />
To facilitate this change, the current publication summarizes good international<br />
practices in the field of environmental compliance assurance. Knowing<br />
and adopting these practices will help the Inspectorate for Environmental Protection<br />
of Georgia to develop strategies that are well-adapted to the country<br />
context and achieve environmental results more effectively, transparently, and<br />
at least costs for society as a whole. This will enable the Inspectorate to implement<br />
its “Strategic Framework of Action for 007- 0 0”.<br />
The manual is addressed to both management staff and field inspectors.<br />
It reflects a number of issues, including institutional aspects, modern approaches<br />
and instruments of environmental compliance assurance, and also<br />
inspection and non-compliance response procedures. The manual could also<br />
be useful for other sub-divisions of the Ministry of Environment and Natural<br />
Resources that share the responsibility for implementation of environmental<br />
policy in Georgia. Besides, the manual could help other stakeholders<br />
to better understand the strategies and tools of environmental enforcement<br />
authorities.<br />
The manual constitutes an adaptation of a practical toolkit for environmental<br />
inspectors that was developed and published by the Organisation for<br />
Economic Cooperation and Development (OECD) within the framework of<br />
the Task Force for the Implementation of Environmental Action Programme<br />
in Eastern Europe, Caucasus and Central Asia. Financial support for the development<br />
and publication of this document was provided by the governments<br />
of the Netherlands and Norway.
