PORTRAIT BUILDING SYSTEM:- The Coloured Portrait Building System (CPBS) is a<br />
human face image reconstruction System which has been developed and designed by the<br />
National Crime Records Bureau, MHA, New Delhi and provided to CID, SCRB Computer<br />
Centre. This involves building up of a facial likeness of a person (suspected criminal) based<br />
on the description given by eye-witness. This was being done earlier by expert artists in some<br />
very special cases.<br />
In this system Hundreds of the facial features have been scanned, digitised and<br />
stored as the database on Computer. Each of these photo-strips can be called randomly on to<br />
the screen of the computer. The strips selected by the witness can then be synthesised to give<br />
a ‘likely face’ of the criminal. The system caters for major changes to be done on the<br />
synthesised face based on prompts from the eye witness through editing facilities. The<br />
facilities to allow the same face to be checked under different disguise such as with/without<br />
turban, moustaches, beard or spectacles is incorporated. The final synthesised portrait can be<br />
printed/photographed and circulated among of police forces and the media.<br />
Since the operationalisation of Portrait Building System at SCRB about 91 requests from IOs<br />
from various Distt. SsP for building up of Portrait have been received and accordingly<br />
portraits have been built as per the facial likeness of suspect selected by the eye witness. On<br />
the basis of these portraits many suspects have been apprehended by the police.<br />
