Initiatives at SCRB
CIPA [Common Integrated Police Application] :- With a view to reduce manual
records/register maintenance and to facilitate maintenance of criminal details at Police
Stations, Common Integrated Police Application (CIPA) has been implemented in the State
in all the 114 Police Stations (except 1 newly created PS of CID) and functional successfully
since the year-2007. Himachal Pradesh have achieved 100 % computerization under CIPA
(Common Integrated Police Applications).
CCTNS: - [CRIME & CRIMINAL TRACKING NETWORK AND SYSTEMS]
1. INTRODUCTION: The Ministry of Home Affairs has conceptualized the Crime &
Criminals Tracking Network and Systems (CCTNS) project as a Mission Mode Project under
the National e- Governance Plan (NeGP).
2. The key objectives of the CCTNS project are as follows:
i. Provide Enhanced Tools for Investigation, Crime Prevention, Law & Order
Maintenance and other functions like Traffic Management, Emergency Response, etc.
ii. Improving the communication e.g. Police messaging, email systems, etc.
iii. Automating back-office functions, and thereby releases police staff for
focus on core police functions.

iv. Create platforms at State and Central levels for sharing crime and criminal
information/ databases across states and across the country. This will enable
improved investigation and crime prevention and better tracking of criminals,
suspects, accused, repeat offenders, etc.
v. Create a platform for sharing intelligence across the states, across the

vi. Improved service delivery to the public/ citizen/ stakeholders by providing access
to police services in a citizen-friendly manner and by providing alternate modes of
service delivery such as internet.
vii. Vertical and horizontal expansion of CIPA capabilities.
3. SYSTEM COMPONENTS COVERED UNDER CCTNS:
CCTNS includes the following components that would be provided as part of the
scheme:
