The main objective of DRC’s Iraq programme is the protection and promotion of durable<br />
solutions to displacement affected populations on the basis of humanitarian principles and<br />
human rights. The programme specific objectives:<br />
1. Displacement affected population have their immediate subsistence needs alleviated<br />
2. Displacement affected groups are supported in restoring, protecting and developing self-‐<br />
reliance capacity<br />
3. Local stakeholders’ capacity to protect fundamental rights of displacement affected<br />
groups has been strengthened<br />
DRC focuses primarily on: Protection, Shelter, Governance, Livelihoods, Self-‐Reliance and<br />
Emergency Distributions. The main objective of this consultancy is to provide two planning<br />
workshops to four Governorate Emergency Cells (GECs) in emergency preparedness and<br />
humanitarian coordination and to provide written recommendation on priorities for future<br />
thematic workshops.<br />
While the primary beneficiaries of this intervention are the provincial authorities in each of<br />
the targeted governorates, the end beneficiaries are the populations of concern themselves<br />
whose livelihoods are protected by enhanced emergency preparation and response<br />
capacities of the respective governments.<br />
Duties<br />
• Plan, prepare and deliver two planning workshops for Erbil, Dohuk, Sulaymaniyah and<br />
Missan Governorate Emergency Cells. Each workshop will include two GECs. Each workshop<br />
will consist of approximately 20 participants. Planning workshops should be focused on basic<br />
principles of emergency response and humanitarian coordination mechanisms in accordance<br />
with international standards and a rapid needs assessment for the targeted GECs. Duration<br />
of each workshop should not exceed 2 days.<br />
• Provide written comments on the above mentioned planning workshops and<br />
recommendations on new GECs capacity building plans. In addition, the written comments<br />
should include proposals for two future workshops on specific emergency response themes<br />
in relation to GECs current priority needs.<br />
Qualifications<br />
• Good proficiency in English & Arabic<br />
• Proven experience in capacity building projects, including coaching and technical<br />
assistance<br />
• Contextual knowledge of Iraq to your advantage (political, security…etc.)<br />
• Proven experience in displacement issues and Disaster Preparedness and Emergency<br />
Response (preferably in Iraq and other contexts)<br />
