Bucuresti 3.06 96.94Sursa: Statistica teritoriala 20042.2 Probleme <strong>ale</strong> ext<strong>in</strong>derii zonelor de locuit <strong>in</strong> <strong>Romania</strong>Cresterea cererii pentru locu<strong>in</strong>te trebuie verificata <strong>in</strong> corelare cu cererile de teren pentruspatiile de locu<strong>in</strong>te <strong>in</strong>dividu<strong>ale</strong>, atat <strong>in</strong> mediul urban, cat <strong>si</strong> rural. Cresterea suprafetelor <strong>in</strong>travilane nureflecta <strong>in</strong>totdeauna o pre<strong>si</strong>une pentru construirea de locu<strong>in</strong>te a populatiei localnice t<strong>in</strong>ere, ci maidegraba cererea pentru a doua resed<strong>in</strong>ta sau una pr<strong>in</strong>cipala a unor segmente <strong>ale</strong> populatiei d<strong>in</strong> marilecentre urbane.D<strong>in</strong>colo de limitele oraselor <strong>si</strong> <strong>ale</strong> comunelor, dupa 1990, s-au construit <strong>in</strong> ritm rapid <strong>si</strong> cufonduri private, <strong>in</strong> zone diferite <strong>si</strong> cu motivatii diferite, locu<strong>in</strong>te <strong>in</strong>dividu<strong>ale</strong>.Este vorba despre o categorie de proprietari care doresc sa-<strong>si</strong> schimbe modul de viata d<strong>in</strong>locu<strong>in</strong>tele colective cu unul adecvat standardelor de confort <strong>si</strong> noii <strong>si</strong>tuatii economice. Zonele t<strong>in</strong>tasunt cele cu potential peisagistic, dar <strong>in</strong> d<strong>in</strong>amica raspandirii acestora, rolul pr<strong>in</strong>cipal il are distanta <strong>si</strong>calitatea cailor de acces d<strong>in</strong>tre locu<strong>in</strong>ta <strong>si</strong> orasul unde exista locurile de munca. Realizarea acestorzone de locu<strong>in</strong>te se face pr<strong>in</strong> parcelarea terenurilor, de folo<strong>si</strong>nta agricola, iar a<strong>si</strong>gurarea cu utilitatiedilitare reprez<strong>in</strong>ta rodul demersurilor <strong>in</strong>dividu<strong>ale</strong>.Consec<strong>in</strong>ta o constituie marele impact negativ asupra factorilor de mediu, <strong>in</strong> special asupraapelor de suprafata, padurilor <strong>si</strong> chiar a straturilor de apa freatica.Ext<strong>in</strong>derea zonelor de locu<strong>in</strong>te cu standard de confort urban se realizeaza pr<strong>in</strong> construirea deloturi libere (cel mai frecvent terenuri agricole supuse parcelarii) sau pe loturi <strong>in</strong> vatra satului care seelibereaza, <strong>in</strong> zone cu locu<strong>in</strong>te rur<strong>ale</strong> tradition<strong>ale</strong>, dar <strong>in</strong> cautarea avantajului unui amplasamentfavorabil, <strong>in</strong> acest caz fi<strong>in</strong>d vorba <strong>in</strong> special de locu<strong>in</strong>te de vacanta ocupate fie la sfar<strong>si</strong>t de saptamana,fie <strong>in</strong> perioada vacantelor. Asadar casele <strong>in</strong>dividu<strong>ale</strong> de retragere, de<strong>si</strong> la noi prezente <strong>in</strong>ca <strong>in</strong> micamasura, vor constitui o prezenta semnificativa a locu<strong>in</strong>telor d<strong>in</strong> perimetrul marilor orase sau d<strong>in</strong>spatiul rural.Cresterea gradului de concentrare urbana, distribuirea neuniforma a cresterii demografice,schimbarile legislative, depa<strong>si</strong>rea perioadei de serviciu pentru un numar mare de imobile de locu<strong>in</strong>te,uzura morala specifica unei parti a fondului de locu<strong>in</strong>te, scaderea importanta a ritmului de constructiea noilor locu<strong>in</strong>te colective, ne conduc la concluzia ca strabatem o puternica criza de locu<strong>in</strong>te, care seva accentua <strong>in</strong> urmatorii ani (Sarbu Catal<strong>in</strong>, 1998).Cresterea gradului de concentrare urbana <strong>in</strong> <strong>Romania</strong> determ<strong>in</strong>a, impreuna cu alti factorisocio-economici, cresterea complexitatii <strong>si</strong>stemului oras-teritoriu periurban. Astfel, se poate formulaconcluzia ca <strong>in</strong>cepand cu anii ’90, a<strong>si</strong>stam la faze succe<strong>si</strong>ve <strong>ale</strong> expan<strong>si</strong>unii <strong>locuirii</strong> urbane <strong>in</strong> teritoriulperiurban, <strong>si</strong>tuatie <strong>in</strong> care zonele <strong>si</strong>tuate la periferia marilor orase dev<strong>in</strong> puncte sen<strong>si</strong>bile <strong>in</strong> ceea cepriveste actul <strong>locuirii</strong>.Problematica <strong>locuirii</strong> <strong>si</strong> a locu<strong>in</strong>tei reprez<strong>in</strong>ta un element cheie <strong>in</strong> strategia dezvoltarii soci<strong>ale</strong>conomice,atat la nivel national cat <strong>si</strong> la nivel local. Ea trebuie corelata cu toate aspectelecomplementare <strong>si</strong> necesare <strong>locuirii</strong> <strong>in</strong> ceea ce privesc politicile de dezvoltare a retelelor de servicii <strong>si</strong>tehnico-edilitare, precum <strong>si</strong> a <strong>in</strong>frastructurilor de transport <strong>si</strong> comunicatii d<strong>in</strong> <strong>in</strong>treg teritoriul national.ConcluziiIn urma tuturor celor afirmate anterior, se poate aprecia ca locuirea este con<strong>si</strong>derata d<strong>in</strong> punctde vedere analitic ca fi<strong>in</strong>d un domeniu al evaluarii calitatii vietii, participand pr<strong>in</strong> componentele s<strong>ale</strong> ladef<strong>in</strong>irea unor elemente de evaluare a calitatii asezarilor umane.Aspectele relevate mai sus pot fi analizate <strong>si</strong> rezolvate doar <strong>in</strong> corelatie cu <strong>si</strong>tuatia asezarilorumane d<strong>in</strong> teritoriu; ext<strong>in</strong>derea teritoriala a oraselor mari <strong>in</strong> <strong>Romania</strong>, consec<strong>in</strong>ta a cresterii populatieiurbane dar <strong>si</strong> a <strong>tend<strong>in</strong>te</strong>i de realizare a locu<strong>in</strong>telor <strong>in</strong>dividu<strong>ale</strong>, devenita po<strong>si</strong>bila d<strong>in</strong> punct de vedereADMINISTRAŢIE ŞI MANAGEMENT PUBLIC 8/200779
